>> is playing basketball with my son and i heard a big explosion. >> a man was lying in front of his house with serious injuries to his hands and legs. he just pipped up his sunday paper, which was rained around a bomb. >> seen a guy laying on the grass. conscious, talking. but he was pretty messed up. >> reporter: the victim was taken to uc davis medical center where relatives gathered and tried to make sense of what happened. >> the doctor that called me says they had some metal fragments in his shoulder, i believe. >> reporter: being taken out? >> yeah. >> reporter: sky 7 was over the scene after dozens of homes were evacuated. atf agents x-rayed another up in which had a suspicious envelope but no other bomb wrs discovered. they made automated phone calls to residents warning them not to

pick up newspapers in front of their homes and report any suspicious items. >> we got a phone call, million, reverse 9-1-1 call. and they said not to touch your newspaper or suspicious packages. that came maybe 20 minutes later. >> reporter: authorities are not sure exactly what exploded but it wasn't an acid or pipe dom. they have been fielding calls from residents who want police to check out suspicious items. >> they have received calls from folks in certain neighborhoods with concerns. they're going to check those out. police believe this is just an isolated incident. >> reporter: the victim is in his 80s. he was often seen talking to neighbors, riding his bicycle. authorities do not believe at this opinion he was the intended target. no suspects in mind at this point. abc-7 news. >> alan: the power is back on for more than 165,000 pg&e customers who lost power this afternoon in marin, sonoma and

monterey counties. the outage started at 1:30 this afternoon. sky 7hd found this traffic signals out in fairfax. pg&e says they don't know what caused the outage but power is back on for everyone out there. a man from san hoe sigh sai -- san jose died while snowboard in the sierra this weekend. his body was found this more. he disappeared yesterday. the sheriff doesn't know if he died from striking a tree or from being exposed to the cold weather. there's a live look at the lake tahoe area from a camera at the heavenly mountain resort. thousands of people hit the slopes to enjoy several inches of fresh snow that was dumped by the recent storms. in capitola, they're digging themselves out after getting slammed by flood waters twice in three days. we have this report from capitola, where the city is

declaring a state of emergency. >> reporter: as if two days of flooding wasn't bad enough, the cleanup is so overwhelming, merchants don't know where to begin. >> going to take at least two or three weeks, so i can't make a living injury the city council chambers were packed for an emergency meeting to declare a local dollars. that start ace process to receive government assistance. many say they won't survive without it. >> we're essentially out of business. we're moving out stuff out today. i can tell you almost 100% certainty we will not return to the city of capitola. >> reporter: this is what is left of the family business. a galley and gift shop of 30 years. paintings were destroyed. what used to be in the storage room, floated into the showroom. what could be salvaged is driving on the sidewalk outside. >> the water came in and the boxes in the warehouse floated

in here. just like a lake. >> reporter: he thinks his losses could be in the millions, and he is not alone. the rain overwhelmed a drainage pipe that runs underneath the mobile home park. two days later, most of cap to la -- capitola village was underwater. now the cleanup begins. >> somebody should be liven -- should be liable. all these people haven in flooded and all the damage could have been preventible. >> residents say they're used to living with floods but never seen anything like this. it still remains to be seen whether it will be classified a flood or a casualty caused by an overburdened pipe. >> city officials say it will take days to figure out the costs. the cost to replace the pipeline could reach a million dollars. city crews are working to get it

fixed before it starts raining again. >> alan: inspectors were in san pablo again today, monitoring six homes threatened by a landslide since this. the soil may be shifting but the homes are sound. three homes on hillcrest road have been yellow-tagged, meaning they can only be accessed on a limited basis during the day. the deck of one house has been red-tagged, which means it's offlimits. >> many of you are sending in your pictures from the storms. reuben sent in this one from san pablo, saying the trees were upright on thursday, but now they're leaning toward the homes below. and in another sign just how deep the snow is at south lake tahoe, this is one from the heavenly ski resort. the total snowfall is now more than 40 feet out there you can upload your weather photos, video to you

tsunami alert has been issued, but no immediate reports of damage or injury yet. the us west coast is not under any threat. more problems at the fukushima nuclear power plant. high radiation readings are complicating the job of workers trying to cool down overheated reactors after announcing the levels were 10 million times before normalless. plant operators have since apologizing, saying the levels are 100,000 times over the normal level, which is still considered dangerous. in the coming weeks, buyers of japanese cars will have difficulty finding models in some colors. honda extended its shut down of two of the families until next week. but honda will restart motorcycle production tomorrow. nissan has already resumed production of the leaf, but that depends on the frequency of rolling blackouts.

on tuesday. but abc-7 has a sneak preview for us. >> reporter: from down below or high above sky 7hd, you felt the excitement of the fans waiting anxiously for britney spears to arrive. >> i'm so excited. >> hit me baby one more time. >> reporter: some were here since midnight, honestly, what do you talk about while standing in line? >> talk about britney spears, her good and bad, melt downs, what she has been through, her videos and favorite songs. >> reporter: people came from as far as brazil to hear her new song. >> i come here to see her. >> reporter: the miniconcert was free. tickets sold in less than 15 minutes. it took much longer to fill the bill graham auditorium, and rob robin roberts hosted the event.

it's scattered about. there it is. and we take you in up towards the fairfield area where some showers are starting to move into that vicinity. if you're seeing some mist or drizzle, water droplets too small that live doppler 7hd cannot pick them up. so parts of the bay area saw a little more mist and drizzle than what we're sharing. here's a look at the highs. you're going to like them, especially as we head through the middle part of the work week. light showers tonight or mist and drizzle. not a big system. we return to partly sunny conditions tomorrow. sunny and warmer the rest of the work week, talking thursday in some locations close to 80 degrees. so a take forecast. if we can get through this one last system, very weak, you see it up along the north coast. it will move across the bay area

and will fall apart, so not a lot of moisture. maybe a tenth of an inch, a trace of rain for folks down towards san jose. by tomorrow, high pressure starts to build in, and it will park just off the coast, and bring slight offshore winds on thursday and, and that's when temperatures will climb into the 70s and 80s. you can see the modify -- moisture band moving through. that front fizzles out and we'll see dryer conditions and a better commute monday morning, a little fog here and there. otherwise, get ready for clear skies and more sunshine for your day tomorrow. >> lows tonight, 40s in the north bay. napa, 44, 49 san francisco. san jose, a little fog possibly developing there. 47. 45 for livermore. here's a look at the highs tomorrow. a mixture of sun and clouds. a great day tomorrow. a little warmer. 64 for san jose and campbell. 61 for half moon bay.
