good morning, thanks for joining us. it's 8:00. i'm janelle wang. >> we woke up this morning to a federal government that is open for business, but it was a cliff-hanger. it wasn't just about an hour before the deadline before congress reached an agreement on the budget. jonathan carl has more. >> it was less than an hour before the midnight shutdown deadline. >> i am pleased that senator read and i have come to an agreement that will in fact cut spending and keep our government open. >> a last minute deal to avert the first war time government shutdown in american history. >> we didn't do at this late

hour for drama but we did it because it was very hard to arrive at this point. >> it went down to wire with republicans to get more spending cuts and strip spending for planned parenthood. in the end they gave up on planned parenthood but forced the democrats to cut more billions. it's a level of spending cuts democrats have previously called draconian and extreme. >> some of the cuts we agreed to will be painful. programs will be cut back. >> earlier in the day, a war of words raged and all sides prepared for a shutdown. >> it is ridiculous. >> we're not going to rollover. >> not on our watch, no way. >> we just say no. >> the sniping went late into the evening before a

breakthrough. >> we have agreed to the cuts. >> the house approved a stopgap measure to keep the government funded until thursday. it was a sigh of relief for federal workers and those waiting for tax refunds. >> a lot of people are working people and they depend on that. i'm a single mom and i depend on it, as well. >> in many ways this was the added part. a battle over a few billion dollars and congress will face a battle over trillions as the government with a $14 trillion debt faces a limit how much money it can borrow. >> janelle: despite the last minute resolution, one agency had cancelled a special event that was planned for today. u.s. postal service cancelled all passport processing including the saturday special session for national passport day. >> we were scheduled to have

passport applications pressing available in certain offices on saturday between -- processing on april the 9th but as a result of getting a notice from the state department we had to cancel. >> janelle: passport applicants will be able to get saturday help and event gets rescheduled but so far no dated has been announced. >> jury deliberations in the barry bonds trial resumed on monday as jurors i said their first day without a verdict. panel did ask to hear read back from the testimony from kathy hoskins. she said she saw greg anderson give him an injection before a 2002 road trip. the jury will have a transcript of that testimony read back to them on monday. jurors also listened again to a recording that hoskins' brother made him talking about injecting bonds with steroids. it may indicate which way the jury is leaning. >> the common factor between the

40s incidents, steve cost incidents tape and kathy cost incidents' testimony. is that he was getting steroids from greg anderson and if he are focusing on that count. it could lead to a conviction. >> anderson was released from jail yesterday. >> over all he has spent more than a year behind bars for his silence. >> contra costa county d.a.'s office have dismissed 15 criminal cases linked to corruption case where a former commander is accused of teaming up with a private investigator to steal drug evidence. prosecutors filed felony charges against deputy steven tanabe. he is accused of kepg bribes as part of a dirty buismt scheme in danville. >> family and friends of a beloved restaurant owner are

mourning his death this morning. he was shot to death at his popular restaurant. vic lee has more on what happened and the enormous loss to the community. >> people would come in and just feed them. you know, he was a kind, kind person. >> he was one of his jesus campos's best friends. he knew him for 30 years. >> he was walking to his business. he just opened a side door to the restaurant. he was accosted by two suspects. it looks like attempted robbery that went bed. he was shod -- that went bad. >> family and friends gathered outside his home. across the street from his streant restaurant they tried to make sense of the tragedy. >> he gave everything for nothing. >> it seems everybody knew chewy

as he was called with great respect. he was a businessman who owned two other restaurants and numerous other businesses. he was a man that rose from humble beginning. >> he was a worker and member of my union. >> merchants crowded into a nearby restaurant for a hastily called meeting with the mayor and reporters. participants say they was angry meeting. merchants are fed up with the crime here on the boulevard. >> we've had complaints about robberies to prostitution, we will move our resources along those lines. >> it hasn't been addressed. finally an icon in our community that gave rise to the development of the fruitvale district to get killed, to finally rally us. >> merchants are offering a $30,000 reward.

>> we hope the community will help us find the people who are responsible for his death. >> janelle: a $30,000 reward is being offered for any information leading to the arrest of a suspect. >> there is a way to predict earthquakes maybe by a minute or two. such a system already exists in japan but money is an issue. >> of all the places to make a bitch for earthquake safety why not u.c. berkeley in a building that practically straddles the hayward fault. >> it took me two seconds. >> precious seconds according to a doctor of u.c. berkeley. they say an early system in california like the one that saved countless lives in japan last month. it gave residents five to ten seconds and in tokyo as many as 30. time enough say the experts. >> if you are in harm's way you

can get away from things that are about to fall on you. >> he actually carries such a system in his laptop. in japan it allowed operators of high speed trains to slow down enough so that none derailed. without one in california, the vice president of bart's board of directors warns of dangerous derail himself when the big one hits. >> if we end up derailing 20 to 30 trains that is a casualty, mass casualty event of biblical proportions. >> the system would be a network built around 500 sensors in the state. when an earthquake hit. they would notify us via cell phone for instance. if we had such a system when loma prieta hit, san francisco would have had a 20 second warning. >> we are about five years away if we had the necessary level of funding. >> the system would cost $80 million but mai it may not happen at all.

more fallout from the japanese earthquake and tsunami. this time impacting a food staple in the japanese diet. they are banning rice planting. this means possible shortages of rice. so far soil exceeding the radiation limit has been found in two places in a village about 25 miles from the plant. japan says they had to act quickly because it's rice growing season. fatherlyers will be compensated. >> the world's largest concrete boom pump left for japan. it was loaded aboard a huge russian cargo jet. it will be moved to help cool the fukushima power plant. the pump has a boom that can reach 200 feet making it possible to shoot water in hard to reach areas.

>> once popular and then shunned now tanning beds have made a comeback perhaps in part to s pal pam that put one in the governor's mansion. but it can boost the risk of skin cancer. britain has banned them for teenagers and california may be set to follow that lead. >> the bright bold colors of prom season is back when tanned skin is the accessory of choice. but not if you are a teen in great britain. children are now banned from using sun beds. that same effort is also underway in the u.s. 12 states that propose age restrictions for using tanning salons. in the golden state, it could be soon as monday to prohibit those as 18. >> i have a name for these tanning beds, i call them cancer coffins. if they only knew the real risk.

malignant melanoma kills our young people. >> according to the skin cancer foundation, indoor tanning raises the risk for melanoma by 75%. laurie greenberg had no idea she would be putting herself at risk when she started using tanning beds in the ninth grade. >> i was told it was safe. >> she has been battling melanoma for the last decade. >> tanning beds rather than natural sunshine? >> definitely the tanning beds. >> the world health organization recently added tanning beds to group one of cancer causing substances, fda is considering instructing regulations in tanning beds they are in the same medical category as band-aid. they say system should be left up to a teen's parent. if such a law to pass, a 17-year-old could drive car, get

up to 39 degrees. kind of a cool start throughout the morning hours. by the afternoon, a little bit warmer than what we had yesterday. slight chance for rain by monday. that is when the next storm system is moving through. time lapse from yesterday, absolutely beautiful. we had a little bit of instability moving through the area, low track to the east produced the cumulus clouds but the atmosphere was capped to develop into thunderstorms. satellite and radar in motion showing high pressure developing around the west coast. that low continues to push to the east. that means dry conditions the next couple of days right through tomorrow afternoon and evening but by monday morning. this weak system begins to move on through. maybe a few sprinkles up in the north bay but really that is about it. out to lake tahoe, 30s and 40s today with some light winds for the most part. again, to chain controls in

u.c. berkeley police are looking for a man that robbed and sexually assaulted a students on campus early yesterday morning. police say it happened shortly after midnight. the student was walking through the campus when a man grabbed her from behind sexually assaulted her and robbed her. there have been several similar attacks on campus. >> the suspect does match from other incidents that happened recently.

>> the rapist is described as a white man in his 20, 5'7" with a thin build. he was wearing blue denim overalls and a green sweatshirt. they are asking for information from anyone who was in the area during the time of the assault. a driver who was caught by one of those red light cameras in daly city took the case to court. vic lee explains how that decision in the case could affect hundreds of others. >> the only thing they have up here is heading west. >> scott was mapped by a camera here at john daly boulevard. he hired a lawyer. she claims that daly city contracts with a kane called redflex but specifically the regulation of these signs warning there are red light cameras ahead. >> the way the contract is written, redflex is responsible for inspecting and maintaining

and that violates the law. >> the law, indeed, states that the responsibility for these signs may not be contracted out to cameramakers. that the city must inspect and maintain them. last friday, it went to trial. she says the commissioner agreed with her and dismissed the ticket. mendelson says other daly city ticket holders have a legal reason to fight their cases. >> anybody who gets one of these tickets in daly city from april 1st forward should be challenge can the ticket vigorously. set the matter for trial and challenge it based on the contract. >> not so fast, says city attorney rose zimmerman. >> the city followed all the requisite steps necessary to ensure that we are in compliance and redflex is in compliance with us. >> but what is this? the city's contract with the vendor says redflex shall be solely responsible for installing set signage.

chilly side all morning. napa dropped down to 30 degrees this morning. we had a frost advisory in effect. that has expired and temperatures are warming up a little bit. in the 40s and 30s. so weather highlights for this saturday. cool conditions throughout the morning hours and we'll see partly sunny skies, few patchy cloud. nice dry weekend after a stormy past few days. high pressure settling in across the west coast. there the low that brought us the wet conditions and wild weather. we had hail on thursday. even a tornado touched down near sacramento on friday. it's been crazy weather week. here is what is happening across the country. lots of severe weather in the mid section. look out for that. otherwise airport delays not a factor across the country. sfo on time. same for oakland, san jose, no delays. minor delays out in chicago with

storms heading in that direction. accu-weather forecast takes us right through today and tomorrow evening. next storm system is right here. we'll see a slight chance for a few sprinkles up in the north bay by monday. not a big system and fast moving one. so not a big deal. otherwise your temperatures today will be in the 30s and 40s throughout the morning hours. mid-50s by the afternoon. 57 in the city to lower to mid-60s elsewhere further inland. if you are heading out to the giants game, it will be chilly by 5:00, 6:00 when the gates open so you definitely need a sweater or jacket. otherwise temperatures will be in the 50s and 60s most areas. cool along the coast. 56 degrees in pacifica. patchy fog but by the afternoon, looking pretty good. up in the north bay, lots of 60s. from petaluma to sonoma, 65 degrees. again after a cold start with highs only in the 30s. oakland, 62 degrees today.

knoll's navy hospital. lyanne melendez reports that a lot of people came to say goodbye to the memories. it was one of those, you had to be there moments. they would not have missed it. she worked at oak knoll naval hospital from 1972 on 1996 when it closed. >> my insides were shaking. it was like watching something you love go away permanently. it meant so many things to so many people. >> his son was born here. >> i was born here in 1985. it was cold as all winter, in november. it was even cold in the hospital. you needed to wear a jacket. >> reporter: the hospital opened in 1968. it served throughout different

conflicts. it was a huge training facility. when the base closed the empty building begin to attract the homeless who started moving in. then in 2005, a company bought the property. the plan was to have 960 homes, commercial space and several parks. but in 2008 suncal's main partner lehman brothers went bankrupt. suncal is still looking for a partner. in the meantime, the come litigation plan had to be carried out. they placed 800 pounds of dynamite on five levels. jim of dycon explosives gives the play by play. >> you heard the boom, boom before the explosives that is lighting the fuses so to speak in the columns with a nine second delay. >> steve louie started out as a patient and later worked here.
