biscuit and a medium drink. 5 for 5 bucks every day. today tastes so good. ing anews begins with breaking news. >> in san francisco, a coast guard helicopter crew is searching for one person after a small boat overturned at ocean beach. it was reported around 2:30 this afternoon. officials say two people were trying to transfer from a capsized sailboat into an inflatable dinghy when it flipped over into the surf. a 52-year-old man was rescued and taken to the hospital. his condition is unknown at this time. he says the other person was wearing a life jacket. tomas ramon is following the story and we will have the latest in a live story coming up at 6:00 p.m. also following breaking news in solano county where sheriff's deputies are investigating a kidnapping of

two children by their mother. kailey is five years old with blonde hair and blue eyes. she was last scene wearing a color striped shirt and black leggings. ten-year-old hayden stewart is 4 feet tall and weighs 70-pounds. he was last scene wearing a blue jacket and blue jeans. the mother's name is cassandra stewart. she was last seen around 6:00 last night with her children. she was driving a red 1992 toyota corolla with several dents and a different colored or shade of red hood on it. on to other news. in oakland, residents and business owners are banding together for a common goal. the neighborhood is now bent on fighting crime after a popular restaurant owner was killed. abc 7 cecilia vega has been working that story in fruitville where the people are demanding change. cecelia?

>> reporter: they really are. jesus campos owned one of the most popular restaurants here in the fruitvillele district. this is what it has looked like all day long. a steady stream of people and a memorial growing by the minute and as you said, a very loud call for change. business is many booming at the restaurant. a day after jesus campos was murdered in what police called a botched robbery it was anything but business as usual. outside the memorial grew for the beloved community leader known affectionately as chuy. so did the crowd of mourners. many who knew him and other os who only heard of him. >> i did not know him but i feel like i do. >> in honor of his memory. >> reporter: in the same fruitville district where campos was killed hundreds gathered for a town hall with the mayor and marked the tragedy with a moment of silence. >> i think he would say, you know, we just have to keep

going. >> reporter: a former leader of the fruitville business association, campos encouraged store owners to create a network of surveillance cameras in their neighborhoods. >> they are facing outward for their own security. we wanted to make sure that we have a good network and thieves know. >> reporter: investigators are focused on the surveillance cameras already in place hoping they capture images of the suspects and getaway car. police have stepped up patrols. >> it is a priority for us not only to track down the assailants but to put resources in the community to make sure that they understand we care. >> reporter: the added patrols cost oakland $150,000 a month. in a city bracing for massive budget cuts some wonder how long the resources will continue to be there. >> this is one of those crimes that cannot go unsolved. we got to mov to put these peoy

otherwise there will be other people. >> reporter: the surveillance cameras are going to be key because right now there is a vague description of the suspects. two men who fled in a grey four door car, possibly a buick regal. at this point the reward is now up to $30,000 and much of that money is being donated by local merchants here in the fruitville district. cecilia vega, abc 7 news. thank you very much, cecelia. emergency workers near south lake tahoe plan to keep looking for propane leaks after an explosion destroyed a cabin there. these pictures show what happened after a blast sent debris flying hundred is of feet. nobody was hurt. propane leaks are springing up since last month's record breaking snow fall. the weight of the snow pack has been damaging the propane pipes, valves and storage

tanks. business as usual at government the agencies and national parks after republicans and democrats agreed to a last minute budget deal. today, president obama played tour guide at one of the nation's monument that the agreement kept open. tough negotiations are still ahead. >> reporter: on this day that the government almost shut down president obama bounded up the steps of the lincoln memorial to say the government is open. >> because congress was able to settle its differences, that is why this place is open today and everybody is able to enjoy their visit. >> reporter: he made the announcement after signing a continuing resolution that funds the government through april 15. by then congress will have voted on a deal that finances the rest of the fiscal year. a hard won deal reached in the late hours last night. >> i'm pleased that we have come to an agreement that will in fact cut spending and keep

our government focused. >> reporter: the agreement cuts $38.5 billion from the budget over the next six months but leaves intact federal funding for planned parenthood. now, the 2012 budget battle is shaping up. >> earlier this week the house budget committee advanced a new budget for the united states government that will move the debate in washington from billions in spending cuts to trillions. >> reporter: but today, the focus is on a government that is open. a national cherry blossom parade in washington. alcatraz in california. >> they are from kentucky and it would have been sad to come all the way out and not able to go. >> and 800,000 federal workers who have a job to return to monday morning. there is another big money fight looming as lawmakers must decide by this summer whether to let the government borrow more money with its $14 trillion debt. emily schmidt, abc news, washington. the san francisco giants will get their 2010 world

series championship rings in just about an hour during a ceremony before the game against st. louis. hall of famer willie mays presented the world champion's banner to the manager before yesterday's home opener for the giants. closer brian wilson got the honor of raising the banner high above center field. fans arrived at the ballpark early for today's festivity. another sellout crowd at at&t park. one fan we caught up with came all the way from springfield, illinois. >> been all over the country and seen giant games, st. louis, chicago, cincinnati, new york, you name it, i have been there. >> happy my dad got to see it. wish my grandfather could have seen it. dad was born and raised here. been a fan since '66. the giants beat the cardinals yesterday 5-4 in 12 fantastic innings. still ahead, long lines outside the oakland coliseum had nothing to do with baseball. free medical help thousands of people got today and some even

mmm. ahh. yeah. bacon. come celebrate bonalia! only at denny's. america's diner is always open. thousands of bay area residents were waiting in line for hours this weekend for something most of us do without even giving it a second thought. a teeth cleaning and eye exam. with health insurance rates at record highs and many people unemployed it is nearly impossible for many. as janelle wang reports, the organization is making it simple. >> reporter: about a thousand people each day are coming to

the oakland coliseum to wait in line for hours. some even camping out overnight just for this. to meet with a doctor or dentist. an appointment that could cost up to a few hundred dollars is completely free, no copay, no insurance needed. and every single doctor, dep tift, assistant you see is here on their own time. >> everybody here is a volunteer. nobody here is getting paid to do this. and it is a great commentary on the volunteer spirit of the american public. >> reporter: this make shift medical clinic is put on by remote area medical also known as ram. it is funded solely on donations. it receives no government help and just a little bit can go a long way. a $14 donation can pay for a full teeth cleaning with fillings if necessary. or an eye exam including a pair of eye glasses. >> right now being unemployed, you know, my mom, she has got to have her diabetes checked and heart disease and so, yeah, it really means a the lot.

when last month's deadly quake and tsunami struck. >> when we were in japan after the earthquake there was a lot of chaos and everything. it was really great, a local shop opened their doors to us. no electricity or gas, he had a propane tank and he turned his car are head lights on and flooded the dining space and kept making a men until he ran out of food. >> japan's council general also attended the fundraiser. all of the profits from today's events will go to the red cross efforts in japan. still ahead, a master of hollywood movie making has died. plus, a major crackdown on distracted drivers in california suggests that people may not be following the law. if you like today's weather, things are only going to get better. a warming trend is coming. we will talk to leigh

some sad hollywood news today. award winning director sidney lument died overnight. he suffered from lympho that. he is known for films like network and dog day afternoon. he made his debut in 1957 with 12 angry men. he was nominated four times for an academy award but never won. he did receive an honorary lifetime achievement oscar in 2005. he was 86 years old. elizabeth taylor's fabulous collection of art, jewels and dresses will be sold in a series of auctions. but the value of the estate and dates of the auctions yet to be determined. taylor died last month at the age of 79.

gusts to 23 in fairfield. and even napa, a bit breezy this hour with gusts to 22 miles per hour. a look at the highlights for you. we will continue with partly cloudy conditions off and on tonight. the low clouds start to venture in. it will be cool overnight. not as cold as last night. a little warmer for your sunday and then we will bring you a slight chance of maybe a few showers in the north bay as we head into monday. you can see the clearing but also get a sense of the westerly winds pushing any kind of cloudiness off the coast in through you the bay. that is exactly what we will deal with this evening. temperature wise look for mid to upper 30s in the north bay. santa rosa, 37. 46 san francisco. liver more, 41. we may see a few clouds in san jose, overnight tonight, 43 degrees. the past couple of days we had this area of low pressure sitting just off the coast and the counter clock wise spin bringing in the cooler air across much of the bay area. this is slowly starting to move out of here. tomorrow afternoon it will be replaced by higher pressure and

that is going to mean slightly warmer temperatures for your sunday. beyond that very weak weather system could possibly bring us manley in the north bay a chance of a few sprinkles as we head into monday. a look at the highs for sunday. mid 60s for san jose. 665 there. at the coast, still cool and breezy. only mid to upper 50s expected there. 64 palo alto. san francisco warms to 61 degrees. just slightly warmer tomorrow. 66 napa. on the east bay, berkeley, 62. oakland 63. newark 62. east bay interior valleys, that is where you will notice a little bit more mild for you. concord 66. 66 antioch. 64 livermore. morgan hills tomorrow a mixture of sun and clouds, 65. and watsonville at 64 degrees. the accuweather seven-day forecast. the clouds come in on monday. slight chance in the north bay on monday and then as we head into wednesday, the other system will bring us a few more clouds.

he is just 21 years old but so far the pressure of leading the masters has not yet gotten to rory mcelroy. the weather great and augusta and so have the crowds. after shooting a 66 yesterday, tiger tried to keep the momentum going. this birdie on three got him to 7 under. woods with a 72 today is now 7 strokes back. adam scott fired a 67. he makes eagle on 13. he is five off the pace. tiger's partners k.j. choi in a four way tie for second. makes the birdie on nine en route to a 71. 2009 masters champ cabrera, 8 under, just four swings back. 23-year-old jason day made a run at lead. somebody tell that caddie to

get out of the way. began today with the two stroke lead, mcelroy and doubled it as fall comes back and goes in for a birdie. mcelroy with the 2-under par 70. on top by four over cabrera, troy and day. mcelroy trying to become the second youngest champ in masters history. he would only be behind tiger. with andrew luck returning to quarterback, big things expected for the stanford football team next season. today held the annual cardinal and white scrimmage. after leading the cardinals to the 12-1 last season, luck figures to be the favorite for the heisman. taylor will get into the endzone to get the cardinals the lead. luck looked to be in mid season form. he found tight end zac burts for a pair of touchdowns. the cardinals led by luck went
