water. that is where the story begins when the raft started to wash ashore here at ocean beach near lawton avenue. this is the inflatable boat that the coast guard and fire department believes two sailors may have tried to use after their sail boat got into trouble in rough seas off ocean beach. some saw the inflatable on the beach and called the fire department. they spotted the boat just off shore coming in on the waves. we spoke to the battalion chief. >> the boat came to shore and overturned and what we thought had two people in it when it got to shore had nobody in it. there is one life jacket wrapped around the control column of the inflatable. the coast guard has been combing the waters since after 2:30 p.m. they did rescue a 53-year-old man. the man said there was, indeed, another person with him on the boat and that he was wearing a life jacket when the inflatable overturned. that is who the rescuers are attempting to find in the

choppy seas. >> the 52-year-old man is suffering from hypothermia from being in the water. be we have other video to show you. about a half hour ago, the a. life jacket was found washing up on ocean beach near the cliffhouse. sorry, we don't have the video but searchers found the life jacket washed up near the cliff house. we don't know if that belongs to the other individual or whether it came off some other boat. the coast guard does have a 50/50/50 rule. 50% chance of surviving in 50-degree water for 50 minutes. the search has been going on for three hours but they are still hoping to find the other individual alive. reporting live off ocean beach, abc 7 news. and tomas will stay on the story for us. also, developing news in solano county. sheriff's deputies issued a child abduction alert for two children in the city of fairfield.

they believe five-year-old kailey and ten-year-old hayden were abducted by their mother. the mother was last seen with her children last night around 6:30. she told someone she was going to the store for some milk and never returned. she was last seen driving a red 1992 toyota corolla with california license number 4 ybn 892. the car has several dents and the front hood is painted a different shade of red. authorities say the mother has been behaving oddly and may harm her children. if you see them, call the solano county sheriff's department at 707-421-7090. a hawaii bound alaska airlines flight returned safely to sacramento today after a bird hit one of its engines. an air force spokesperson says the pilot turned around as a precaution just after 10:00 this morning. they didn't know how far the airport was from the airport when the plane hit the bird.

none of the passengers or crew were injured. passengers were put on another plain and they will be in maui a few hours after they were scheduled to arrive. emergency workers near lake tahoe plan to keep looking for propane leaks. these pictures show what happened after a blast sent debris flying hundreds of feet into the air late last night. nobody was hurt. propane leaks have been springing up in several locations since last month's record snowfall. the weight of the snow pack has broken propane pipes, valves and storage tanks. in oakland, the hunt still on for the suspects who shot and killed a popular restaurant owner as he was opening for business yesterday morning. cecilia vega reports from the fruitville district where a community is now demanding answers. >> reporter: they marched for miles down international

boulevard, honoring jesus campos and calling for an end to the kind of violence that took his day earlier. a pillar in the can business community shot dead in a botched robbery. to them he was known at chew which. >> we got to do our job. >> in the district where campos was killed -- >> let's honor his memory. >> reporter: hundreds more gathered for a town hall with the mayor and marked the tragedy with a moment of silence. outside the restaurant, the memorial grew and so did the crowd of mourner, many who knew him, others who had only heard of h him. >> i did not know him but i feel like i do. >> reporter: a former leader of the fruitville merchants association says campos encouraged store owners to create a network of surveillance cameras in their neighborhood.

more than one thousand people lined up today outside the oakland coliseum to meet with a doctor or dentist free of charge. some even spent the night in line. for most area medical -- remote area medical held oh over 600 clinic events like this one around the world. many of today's patients lack health insurance. ram receives no government money, in fact, it relies on ordinary donations from people like yourselves. california public schools may be -- that is what our media partners at california watch found when they poured over records maintained by the division of the state of architect. dan miller and the i-team report. >> there are thousands of school construction projects throughout california and a network of more than 1500 specially he trained inspectors are supposed to make sure buildings are built to plans but public records uncovered by california watch show many

aren't doing their job. inspectors like david britty help keep contractors honest. >> you are making sure that the contractor and private management is performing the job and doing the job per the approved plans of dsa. >> reporter: he says many inspectors are encouraged by contractors to overlook to save money. >> contractors try to use a substitute or lesser product. i'm saying 90% of the time contractors try to cut corners. >> reporter: inspectors are supposed to be the watch dogs of school construction projects, tested and licensed by the state. but is the state always doing its job? take the case of richard vale. inspector doug design reviewed project. >> it was richard vale's job to ensure that the anchors were installed properly. >> reporter: but in over two dozen projects design found

make shift seismic anchors. when the city tested them, they failed. >> we found out it was only the deputy inspector richard vale who was allowing the anchors to be put in. >> reporter: the l.a. county district attorney's offense charged vale with filing false reports. he pleaded to conspiracy to obstruct justice, a felony. but that wasn't the end of it. despite his conviction, the d.s.a. allowed vale to obtain a state inspection license. sources say and documents show as early as last year he oversaw major school construction projects. the acting director couldn't explain. >> i'm simply not sure of the details of this particular case. >> reporter: in fact, he doesn't know about the background of many inspectors because the d.s.a. doesn't do criminal background checks. >> our program, our cost cuts are support -- our supporting

regulations don't address that. i'm not saying it is not a good idea to look at that. >> reporter: nearly 300 school inspectors with document problems. the issues raise from absenteeism to failing to identify construction defects. california watch asked smith whether the department could do more to watch over inspectors. >> i think it could be improved. do i think it is an alarmist problem right now. in no, i don't. >> i don't agree it is just a room for improvement situation. all of it is there to cut corners. >> reporter: because inspectors are hired by the district they may face looking the other way to stay employed. >> it gives the contractors and the local districts all of the flexibility of the fox guarding the henhouse. dan noyes, abc 7 news.

let me show you the winds. the westerly winds really picking up. dusts to 29 sfo. oakland to 28. all of these coming out of the west. concord 20. and 12 miles per hour in san jose. the winds should start to die down in the next couple of hours. tonight we have partly cloudy conditions. it won't be as cold as last night. still going be cool, though, with local clouds into the bay as well. a little warmer for our sunday and then we do have a system that will bring us a a slight chance of maybe a few sprinkles and maybe a few light showers mainly in the north bay as we head into monday. a look at the clearing out there. but, of course, you also see the clouds just off the coast. the strong west winds will just move that in overnight tonight. napa tonight, 39. 42 richmond. san francisco down to 46 degrees. you will notice the clouds venturing in. oakland 45.

adam scott makes eagle on 13. he is five off the pace. tigers partner, k.j. choi is in a four-way tie for second. makes his bir dee on nine. 2009 masters champ on hill, cabrera put himself in the picture with a 67. he is 8 under. 23-year-old jason day playing in his first masters made a run at the lead. he reads this to perfection. someone told that caddie to get out of the way. mcelroy began the day with a two stroke lead and now doubled it on 17. his birdie putt back and goes in for the birdie. he had a 2-under par 70 this afternoon. mcelroy was asked about staying calm inside. >> a little bit. i feel comfortable. come fartherrable with my game and a way i prepared and all of a sudden i'm comfortable on this golf course and a combination like that, you know, you are going to feel

thousands of people turned out today for the annual northern california cherry blossom festival in san francisco's japan town. ♪ >> this is the 44th year people of all ages enjoyed the festivities, celebrating japanese culture with food, live bands and cultural performances. this is said to be the second largest cherry blossom festival outside of washington, d.c. if you missed it today, you can check it all out tomorrow. there were a lot of people enjoying fine food, wine and music while raising money to help earthquake relief efforts in japan. yoshi abouts jazz club in san francisco teamed up with several other restaurants to host. one of the chefs was in japan
