to a fairfield father's frantic search for his children. two fairfield children are back home with their father this morning. they had been missing since friday when their mother took them shopping and then disappeared for a day and a half. abc7 has the latest from the solano county sheriff's department. >> the children you see jumping up and down are the stewart children, who are now again a complete family. they are celebrating their reunion at the solano county sheriff's department after two were taken by their mother to get milk from a store and were not heard from again. >> she stayed in the area. stayed in her car with the kids, ate some fast-food and somehow or another knew that we were looking for her and went to travis air force base and presented herself at the gate. >> we were at home with the grandmother when the call came in that the kids were found. >> i just got a call from my son. he's at the sheriff's department. they found them, they are okay. >> looks like everyone is okay, kids are okay? >> it appears to be that way. >> we arrived just before deputies let her into the building with her hands cuffed behind her back. >> we have interviewed mom have interviewed dad to really determine what has taken place here.

what kind of crimes, if any, have been committed, and if so, take the appropriate action to make sure it comes to a successful resolution. >> the sheriff's department had put out a missing persons alert for stuart and her children. initially thought they would do the children harm. the sheriff's department said they called in child protective services. the family said cps has been involved with the family before. solano county sheriffs want to find out exactly why this happened and what the family dynamic is so they can prevent it from ever happening again. in fairfield, abc7 news. the coast guard called off the search for a man who disappeared in the parties off the san francisco ocean beach. they searched a 44-mile area for more than 8 hours with three boats and a helicopter but they failed to locate the victim. rescuers from the fire department, national park service and coast guard rushed to the scene yesterday afternoon where two men were trying to

escape their capsized sailboat by climbing into a rubber dingy. >> in watching the boat it came to shore and overturned. what we thought had two people in it when it got to shore, had nobody in it. >> firefighters pulled two men from the water. he told him his friend was wearing a life jack. a similar jacket walked to shore about an hour later. the rescued man has not been identified. he is being treated for hypothermia. >> the bodies of two teenagers were recovered from monterey bay after they died from a high school scuba diving excursion. the monterey county sheriff's department said 17 students from carson city were part of an oceanography class. police say the victims were found about 50 feet below the surface of the bay. they were pronounced dead at the local hospital. the exact cause of their death has not net been determined. the hunt is still on for the suspects who shot and killed a popular oakland restaurant owner as he opened for business friday morning. abc7 reports from the district

where the community is asking for answer. >> they demanded an end to the kind of violence that took his life a day earlier. he was a popular restaurant owner, a pillar in the business community, shot dead in a botched robbery. to them he was known as chewy. we've got to do our job. >> we have to put these people away or there will be other people. >> in the same fruitvale district where he was killed, hundreds more gathered for a town hall with the mayor and marked the tragedy with a moment of silence. outside the restaurant the memorial grew and so did the crowd of mourners, many who knew him, others who only heard of him. >> no, i do not know him but i feel like i did. >> a former leader of the fruitvale merchant association,

encouraged store owners to create a network of surveillance cameras in their neighborhood. the idea now has the attention of leaders. >> you hear incidents like this and people think it's too dangerous to go, the reality is we will be more safe because we will have more than anywhere else. >> they are focused on the surveillance cameras already in place, hoping they captured images of the suspect as opposed -- and the getaway cars. police have also stepped up patrols along the boulevard. >> it's a priority for us not only to track down the assailants of this tragic incident, but also to put resources in that community to make sure that they understand that we care. >> the stepped up patrols are costing oakland about $150,000 a month. with the city facing a multimillion-dollar budget deficit, many people in the neighborhood are wondering how much longer the focus will remain here. reporting in okay band, cecilia

vaga, abc7 news. >> sheriff's deputies got a call to check their welfare of a family. inside the home on west acres drive deputies found the bodies of a man and a woman who appear to be in their early 50s. the medical examiner was not released their names or the cause of death. emergency workers near south lake tahoe plan to keep look for propane leaks today after an explosion destroyed a cabin this weekend. these are pictures from the seline lake property association show what happened after a blast late friday night sent debris flying hundreds of feet. no one was hurt. propane leaks have been a problem in the county since last month's record snowfall. the weight of all that snow has been causing breaks in propane pipes and valves. a bomb squad recovered the bodies of two people who had been missing after a fireworks storage bunker exploded near pearl harbor. that brings to five the number of people killed in the blast

near a business center near the former military facility. the cause of the explosion is still under investigation. the bunker was authorized to store fireworks. dozen of protesters are calling on the u.s. government to stop iraqi forces from attacking a camp of iranian exiles. yesterday's protest in san francisco's union square follows a raid by iraqi forces on the camp. the camp it located outside baghdad. it houses about 3400 iranians claiming to be political refugees who want to overthrow the iranian regime. iraq considers them terrorists. swung report says 12 people died. another says 33 were killed in the attack. the u.s. and great began have and the united nations have condemned the raid. now the government has averted a government shut down, work begins to finance the rest of the year.

a relieved president obama spoke at the lincoln memorial yesterday crediting congress for coming to an agreement to cut $38.5 billion over the budget over the next six months but it leaves out federal funding for planned parenthood. the 2012 budget battle is shaping up. house speaker bainer tackle the issue at a fundraiser. >> how can you raise the debt limit without dealing with a problem that's causing us to have to increase the debt limit? there's no plan to deal with the debt that we are facing. i can just tell you this, there will not be an increase in the debt limit without something really, really big attached to it. >> bainer described fry's eleventh hour agreement as the first step of many to get america's spending under control. coming up, the search for bodies continues in japan one month after the massive earthquake and tsunami.

>> closed captioning brought to you by mancini sleepworld. >> a tornado that swept through a small town in iowa left behind a path of destruction. one of many tornadoes that hit the midwest. it tore through the town ever mapleton, leaving behind piles of rubble where buildings once stood. no serious injuries were report. it was a harrowing ride for the videographies who reported the path. it went through at lightning speed, cutting a wide swath along the highway. the tornado destroyed that small downtown and flattened a grain elevator. take a look at this video released by japanese power company tepco that owns the damaged fukushima power play. it shows the exact moment the tsunami hit the plant on march 7th. -- march 11th. four weeks later workers are still battling to cool down the plant's three reactors.

japan's prime minister toured the devastate the northeastern coast this weekend. during his visit more than 100 u.s. troops and thousands of japanese fanned out in another all-out search for bodies. the fighting rages on in western libya, forcing refugees to flee dictator moammar gadzuric's forces. a boat load of refugees arrived in benghazi this weekend who escaped the fighting. n.a.t.o. said gadzuric's troops and armored vehicles have fired on civilians. n.a.t.o. forces targeted ammunition stockpiles in hopes of cribbling the assault on the strategic port city. in china, people attempted to hold a search service in a public gathering place and were arrested. those detained are members of a christian church that usually holds services inside a home. this time they gathered outside for an open air service. plainclothes officers stood in front of the camera trying to block the videotaping of their arrest.

record snowfall this year. the resorts are loving it. if you are headed up there today, no chain controls to talk about. roads are looking good. a beautiful shoot here, elevation about 2,500 feet. it's quite gusty up there. that elevation winds moving the camera around, as you can see. yes, we get the pressure gradient setting up again. the cooler air along the coast versus the remember with aer air inland keys the pressure difference. winds about 15, 20 miles an hour by this afternoon. what that means by you, bring the coat today, especially if you are heading downtown, out along fishermen's wharf. it's always chill where when the wind comes off the bay. 50 degrees in oakland, the warm spot there. 43 in san jose. yesterday morning we had some lower 30s to talk about so temperatures a couple degrees warmer than yesterday. partly cloudy and cool for your sunday morning. a little warmer today. about 2 degrees or so.

still a little breezy. we have a slight chance for a few showers monday. you saw the cherry blossoms in full bloom and with that comes the allergies. i don't know about you but they are hitting me pretty good. the pollen count pretty high on trees and grasses. yes, indeed, that's what we can expect. with all the rain everything is blooming. hope you hang in there. here is what is happening with the satellite picture here. see high pressure settle across the west coast. our storm system we had a couple days ago moving to the east. here's the neck one i'm looking at. a slight chance for a few sprinkles in the forecast for the monday morning commute. looks like most the action will stay well to the north. make a tenth of an inch in the north bay at most. not a big storm system. it's a fast-moving one as well. you kind of see the clouds associated that right there. all of the heavy rain will stay well to the north up towards, say, washington. so overall looks like a pretty good forecast the next 24 hours. we will start out this morning, notice a few patchy clouds

his life. they said he was shot during a botched robbery attempt when he opened his mexican restaurant friday morning. >> this is one crime that cannot go untry solved. we have to do our job and put them away or there will be other merchants and other people. >> compose was a business leader in the crime-ridden fruitvale district. he encouraged felipe lopez merchants to create a network of surveillance cameras as a way to detour criminals. investigators are hoping footage from the cameras will help them identify the suspects. a man is recovering in the hospital after confronting a group of vandals friday night. police say he heard them smashing mailboxes in his snibbed he hopped in his car and chased after them. that's when police say one jumped on the hood. he hit the brakes. the suspect flew off and broke his ankle. police say when the man got out of his car to try to help, two other suspects attacked him and then ran away.

police are still looking for them. a hawaiian bound alaskan airlines flight returned safely yesterday after striking a bird shortly after take off. an parent spokesperson said the plane did not lose power. the pilot only turned around as a precaution. no one onboard was injured. the passengers were put on another plane arriving in nowry just a few hours late. tickets for distracted driving are soar, according to our media partner the mercury news. officers in the bay area issued more tickets in two days this last week than they usually write across the entire state. more than 250 police agencies around california are taking part in the most intensive crackdown since the handsfree phone law went into effect three years ago. the chp said 979 tickets were written monday and tuesday in the bay area, and that includes santa cruz and san bonita

and let's take at the weather highlights on the sunday. we will stay partly sunny to partly cloudy. cool, warmer by this afternoon. breezy if you are headed out to the ballpark. there will be 15 to perhaps 20 miles an hour winds with the gusts. >> here's what is happening with the satellite and radar. high pressure along the west coast. that will bring nice weather both yesterday and today. area of low pressure continues to move to the east. this is the next storm system i'm watching. not a big deal. a weak system and most of it will stay off to the north here. we could still see a few sprinkles nelson the north bay for your monday morning commute. we will keep an eye on that for you. really doesn't look like a big deal. definitely not looking for huge rainfall amounts with the system. if you have any travel plans, all of the nation's airports looking pretty good, including sfo and oakland, san jose. no delays to talk about. here's the accuweather forecast. it will start off this morning again, a few clouds along the coast. that's about it. notice the storm system

approaches by this evening overnight into monday morning. again, most of it stays well off to our north here, up into oregon and washington. but certainly it's been an incredible spring with all of the rain we had last week, but finally drying things out. after this moves by it looks like a pretty good pattern change here as we kind of wrap-up the rainy season. high pressure will settle in. i don't see any big storm systems for the next several days after this one moves through. 60s in the south and a little breezy along the coast again. up around pacifica. half moon bay you see temperatures in the upper 50s. all right, if you are strolling around downtown today, as we mentioned, bring the coat with you and dress in layers. you can be warm one minute and the wind picks up and cools things off rather fast. 60s in the north bay and the east bay 63. in oakland, caster valley about 63. warmer spots further to the east

the records ever maintained by the division of the state architect. dan noise and the i-team reports. >> there are thousands of school construction projects throughout california, and a network of more than 1500 specially-trained inspectors are supposed to make sure buildings are built to plans. but public records uncovered by california watch show many aren't doing their job. inspectors like david breedy helped keep contractors honest. >> you are making sure the project manager is performing the job and doing the job per the approved plans. >> many inspectors are encouraged to buy contractors to overlook changes to save money. >> contractors will try to use a substitute product or a lesser product. i'm saying 90% of time contractors cut corners. >> inspectors are supposed to be the watch dog of school construction projects, tested and licensed by the state. but is the state always doing its job? take the case of richard vale. >> we couldn't trust anything he did or said.

inspector dug define reviewed vales work on a los angeles project that used seismic anchors, the metal rods that tie buildings to the earth to keep them together in the earthquake. it was richard vale's job to make sure that the anchors were installed properly. >> but in over two dozen projects they found this makeshift-size anchors. when the city tested them, they failed. >> we found out it was only the deputy inspector, richard vale, who was allowing them to be put in. the l. a. county district attorney's office charged vale with filing false reports. he pleaded no contest to conspiracy to obstruct justice, a felon. >> i didn't want him out there inspecting anything in our city again. >> but that wasn't the end of vale. despite his conviction, the dsa allowed him to obtain a state inspection license. sources say, and documents show, as recently as last year he oversaw major school construction projects. >> i couldn't believe it.

acting dsa chip smith couldn't explain. >> i'm simply not sure of the details of this particular case. >> in fact, he doesn't know about the background of many inspectors because the dsa doesn't do criminal background checks. >> our program, our process, our supporting regulations don't address that. i'm not saying it's not a good idea to look at that. >> california watch found nearly 300 school inspectors with documented problems over the last three decades. the issues ranked from absenteeism to failing to identify construction defects. california watch asked smith whether the department could to more to watch over the inspectors. >> i think it could be improved. do i think it's an alarmist problem right now at this moment? no, i don't. former state legislator sale lieber sees it differently. >> i don't believe it's just a room for improvement situation. all the incentives are there to cut corners. >> she said because inspectors are actually hired by the
