temperatures in 50's. sun coming up at 6:23. >> good morning and happy easter. i'm john alston. a debate over judgment day is playing out on bay area billboards. first signs were posted by evangelicals followed by a sarcastic response by a group of atheists. nick smith reports. >> these messages were not sent from up above but rather from a nonprofit evangelical group. called family radio based in oak land. according to the group's interpretation of the bible, may 21st will be the day of rapture, when its believers say they will be taken up to heaven. >> we are commanded by god in ezekiel 33 to blow the trumpets. and that's exactly what's taking place right now. >> american atheists wasted no time posting billboards of their own. in text large enough to read from i-80 heading east declaring, you know it's nonsense. i spoke with the president of the american atheists, david silverman by phone. >> we wanted to put right in their face. they are talking nonsense. this is how religion hurts people.

on may 21. >> anti-rapture signs like the one behind me are also up in fort lauderdale and houston. the american atheists will hold their celebration and regional meetings in oakland on may 21st and 22nd calling it the rapture that wasn't. in san francisco, nick smith, abc 7 news. >> a new "los angeles times" poll is showing a significant shift in the attitude californians have about using higher taxes to balance the budget. 60% of those surveyed including majorities of both democrats and republicans say they supported an election to extend a temporary tax hike. only 33% back the republican plan of balancing the budget by cutting state services. the governor had asked for a special election to be held in june but republicans refused to go along with it. the l.a. times usc poll found 44% of californians approve of the job brown is doing as governor. in st. louis, airline traffic is expected to resume today following friday's powerful

tornado. it hit the city's main airport and security cameras caught the exact moment it blew through the terminal. abc 7's alan wong reports. >> airport security cameras show what it was like inside the moment the tornado struck. right now, everything appears normal and then things go dark. debris starts swirling. tsa officers run for cover. another angle in front of a food stand. watch as this guy on a cell phone looks behind him and sees things are not normal. seconds later, it appears this whole concourse is swept up by the powerful winds. >> the aftermath, a scene of broken windows and an airport that needs to quickly set down. it saw a plane forced to blow 20 meet from the gate. >> lights were out, there was glass everywhere. there was blood everywhere from where people had been cut.

>> the tornado ripped through nine separate communities destroying dozens of homes but amid all the devastation, mostly just minor injuries. authorities credit that to people heeding the warnings. >> and that was not only because we had a 34 minute lead time from the national weather service but our media partners carried that warning immediately to the public and thirdly, that the public did what we have told them to do. >> still, with so many dislodged from their homes, the red cross opened several shelters. back at the airport, crews began the tedious process of boarding up windows. any glass that had a crack was taken down. airport officials say most operations will resume when the power is restored. >> oakland city leaders have unveiled a new surveillance system at lincoln square center. the cameras were installed inside and outside of the center after concerns about a reduction

in police patrols. the success of a similar surveillance system in chinatown encouraged members of the asian advisory committee on crime to install cameras at lincoln center. at least 2,000 visitors are at the center every day and those visitors should be protected. >> it's not easy to get, you know, police to be patrolling in the needed time and area so we're hoping this camera system will be deterring crime. >> local members and members of the asian committee on crime paid for the surveillance camera system. crime statistics released by police show citizens in central oakland experience less overall crime in the first quarter of this year than last year. there were 144 fewer violent crimes which include assault, robbery, rape and shootings. property crimes were down by 175 cases as well as burglaries down by 109 cases. while the news is encouraging, there were two more murders and more vehicle thefts during that

period. in san carlos, outraged firefighters are opposing a plan to outsource their department. one plan would put the city's fire protection responsibilities in the hands of a private company. abc 7's lisa amin gulezian has more. >> firefighters are working overtime this weekend. >> we're looking for support from citizens like you. >> they're not fighting fires but they are fighting for what they think is best for this community now that san carlos needs a new funding partner. >> the city of san carlos is making an attempt to privatize the fire department. >> the city's consultants are making two recommendations. allow a private security company to run the department or team up with redwood city's fire department. several bay area cities opt to consolidate to save money. >> we do a lot of joint training with redwood city next door.

with redwood city next door.c we share a fire marshall. we work basically seamlessly with them. >> according to the mayor, both choices would retain the same staff, not close any fire stations and save more than a million dollars. but going private could save even more. >> we're not trying to throw people out but there needs to be a very different structure and a very different way to approach these services that allows san carlos to move forward fiscally. >> the way things have been going and the fact that the proposal is still on the table, yeah, i have concerns. >> the concern for many involves changing from a public agency to a privately operated one. >> a private company doesn't have the ability to have sworn officers, do not have the ability to prohibit a strike which we currently have. against the law to have strikes. >> residents are divided. >> worse comes to worse, it's ok to join with redwood city but not to private company. definitely not with private company. >> we should do whatever makes the citizens safe as possible.

>> the city council is expected to make a decision and vote on the matter monday night. in san carlos, lisa amin gulezian, abc 7 news. >> san jose congresswoman is demanding an investigation into the action of federal immigration officials claiming they lied when they said counties and states could opt out of a controversial immigration program. that program known as secure communities checks the immigration status of people arrested and booked into local jails. santa clara county and san francisco both tried to opt out of the program but she says she found the obama administration gave communities no choice but to participate. the department of homeland security says the program was never voluntary. >> coming up next more protesting in yemen even though country's president announced his intention to resign and more than 100,000 pilgrims and tourists gather at st. peter's

ests continue throughout yemen after the country's embattled president has agreed to step down. in the capital, thousands marched through the streets demanding the president resign immediately. he agreed to leave within 30 days in exchange for immunity from prosecution. during yesterday's demonstrations, security forces fired live ammunition and tear gas at the protesters. the obama administration is urging all parties to move quickly to deal with the transfer of power. here in san francisco, hundreds rallied at u.n. plaza yesterday to show their solidarity with the people of yemen. a large group marched down market street calling for justice and democracy for yemeni citizens and a peaceful transition of power. members of yemeni youth for change came from all over california to march. >> we demand government and all military, we don't want to see anymore american made canisters. we don't see anymore american made gear.

protesters called for the president to step down. the rally was endorsed by amnesty international. the answer coalition and other local groups. the violent protests continue in syria. 11 more people were killed yesterday following friday's attack on thousands marching in a funeral procession. 120 people have been killed as the battle between anti-government forces and president assad grows more violent. several top leaders of the president's cabinet have resigned in anger over the deadly attacks. president obama condemned the latest use of force against anti-government demonstrators. pope benedict the 16th celebrating easter mass at the vatican this morning calling for an end to the violence in libya and the middle east and calling on nations to welcome immigrants. >> about 100,000 people packed

call or click today. >> welcome back. happy easter. a little bit damp out there. >> yes. and the bunny and the egg hunts although we are looking at a weather pattern change in a couple of days but not today.f sfo this morning temperatures in the 50's with a little bit of light rain falling there and in the east bay this morning, we're looking at i-80 looking north where there's clouds and fog and mist and drizzle to accompany some of the poor visibility out there. we are looking at temperatures in the 50's this morning, 56 in fremont. good morning mountainview. 58 for you. it's 54 in napa with mid 50's throughout redwood city and half moon bay so with all the cloudiness, pretty mild and a little muggy out there mist and drizzle with a slight chance of showers through not only this morning but afternoon hours. a couple of weather systems

continue to move through the bay area. the second one moving in tomorrow could drop anywhere from 1/4 inch in the north bay valleys. this one today less than 1/10th of an inch. not a lot of moisture associated with it but just enough to be sort of a nuisance out there for sure. usually a ridge of high pressure protecting us but not the case as another weak frontal band continues to barrel in across the west coast so live doppler 7 h.d. shows the cloudiness or the rain mainly to the north because this rain is associated with low level moisture. it's falling well beneath the radar beam so we're looking at that moisture with us throughout the morning hours. as the ceilings begin to lift a little bit this afternoon although we still run the risk of a shower, we should have a few breaks out there. here's the timeline throughout the rest of the day today. notice the green representing the spotty shower activity throughout the morning hours. 8:00, we have some rain in the north bay, the peninsula and then through the afternoon, a the lot of cloud cover and through the evening hours, the

threat of showers. here comes the next system. that's going to bring more widespread precipitation for the monday morning commute, notice right here we've got the green and in fact a little shade of darker green through sonoma county. 7:00 tomorrow and then by 10:00 in the afternoon lighter returns but by the afternoon, looking at the high pressure ridge off the coast beginning to head our way into tuesday and wednesday. across the state it's been cool everywhere with the clouds from north to south. we're looking at cloudy skies in los angeles. 67 there. windy and 80 in palm springs. for palm spring, that's not too hot for the end of april. upper 50's half moon bay and pacifica. san francisco, yes cooler than average with the cloud cover, some mist and drizzle with the low 60's there. 61 in petaluma. the shower activity, chance of it throughout the day today. but we'll see a mostly cloudy

it's falling underneath the radar beam so that low level moisture can't hold a lot of liquid precip so we're not going to see much more of it although the chance of showers continues throughout the day today as the flow will be moist from the west, that zonal flow. two more systems to go. here's the one today with about less than a 10th of an inch of rain around the bay area and then the one tomorrow less than a quarter of an inch. here's the time line throughout the rest of the day today. this morning, looking at the widespread shower activity becoming more widely scattered throughout the late morning hours and early afternoon. clouds around. few peeks of sun late in the day and then we'll look for the next system on its heels. so we are talking about a wet morning commute as soon as tomorrow at 6:00 7:00. the wet weather expanding across the bay area. even down through the south bay. making it as far south as santa cruz throughout the afternoon hours and then by the later afternoon, it continues to sink south and we should see high

>> a little bit of a payoff. >> yeah. >> thanks, lisa. major changes are coming in oakland and much is being done to return the lake to a more natural state. in the assignment 7 report, what's been done to improve the lake's link with the bay. >> lake merritt has been called the jewel of oak land. its 155 acres make up the nation's oldest wildlife refuge created by the state legislature in 1870 but the lake wasn't always a lake. >> it was originally a tidal swoon. >> joe peters with the city of oakland. >> it's always been here. it was broader than it is now. it had a ring of marsh and mud around it at low tide. it was connected to the bay through a relatively wide channel. >> that channel was once blocked. today, much of it has been filled in and a series of narrow culverts restricts the amount of water flowing in and out of the lake. >> this end of the lake has always been neglected. >> but thanks to community

advocates, voters and environmental groups, it is now getting attention. work is under way on the first of three segments that will widen the channel to link the lake to the san francisco bay. a 12-lane highway built in 1950 on the western side of the lake is the first to go. >> we are taking out the restrictive culverts and replacing them with a clear spanning bridge that will span over a 100 foot wide channel. >> replacing it will be a new six lane tree lined boulevard with taller bridges that will allow cars, bikes and people to cross. some wetlands will be restored and bay water filtered into the lake with the changing tides. more than doubling the tidal flow that goes in and out of lake merritt. the $35 million project is being funded by the state coastal conservancy, the federal government and local taxpayers. the measure passed in 2002. another $12 million will be spent to clear culverts at 10th street. work on that project could start by the end of the year.

>> at its worst, i think the lake was almost dead. >> sam is with the california state coastal conservancy. >> you don't have to change it much to make a big difference. >> he says the lake has struggled to survive for decades. a lack of oxygen made it difficult for life to flourish. in fact, fountains were put in to help aerate the lake because the summer months frequently turned it into a giant pool of stagnant water. >> the water quality will improve. there will be more oxygen in the water. there will be more fish. there will be more plants. it won't smell as bad in the summer. actually come up pretty good. >> the project is expected to wrap up in 2015. in oakland, cecelia vega, abc 7 news. >> when it's complete, you'll be able to canoe or kayak from the estuary to lake merritt unimpeded. a word of caution when it comes to your tax refund. 7 on your side helps a man whose money was trapped in limbo for three years.

she deposited the checks totalling $1,118 into the atm machine at her bank. the former washington mutual bank. however, the bank did not accept checks made out to a third party like nathaniel. that's when the money disappeared. >> it was available to her for a short period of time and then all of a sudden, it was removed from the account. >> the bank took the money out of her account and after that, the money wound up crisscrossing the country. twice. the bank sent the money to the u.s. treasury department which returned the funds to the bank which sent the money back to the treasury department which again returned the funds to the bank. >> so it was difficult trying to find out where the money actually was. >> while all of that was happening, chase bank bought washington mutual. she moved. her account was closed. and nobody could find nathaniel's money. >> i told nate, i said, let's try 7 on your side. >> we contacted chase bank that dug into the matter. it told nathaniel washington mutual bank had issued a check two years ago but no one had ever cashed it.
