alabama alone. as many as million homes and businesses have no power. now a report from tuscaloosa. >> the first person we met was robert who showed us the damage to the sanctuary of the church where he got married. >> you can see it like this. >> it's heart-wrenching. we were trying to salvage anything we can salvage. >> right down the street we metally son smith, a journalism student clearing her stuff out of a crumpled apartment building. >> this is your apartment? >> the bottom of the floor. >> the one with the couch? >> yeah. >> there used to be a two-story house not long ago but it was entirely whipped away by the tornado. in its place, we have a bunch of junk and debris and two full cars that were blown into the basement. if you look throughout this neighborhood in this direction for as far as you can see, there is nothing but destruction.

a neighborhood erased. >> they were right here at home with her boyfriend when the tornado hit. >> the next thing i know was the house was off of it and ten or 10 seconds later it is over and jeep is in my face. >> what will you going to do? >> i'm going to take a memory box, a picture and some letters and cards. this is what i wanted to find the most. >> they are still looking for survivors here. rescuers thought they heard a child's voice coming prosecute under the debris at this spot but no one was found. let me walk you through the devastation in one housing complex that we pretty much picked at random. this building you saw the second story it's gone. parking lot was filled with cars now all of them are destroyed. this one is now upside-down. hundreds of people are now staying in red cross shergts.

this family feared the worst when they were not able to find their one-year-old baby boy after the tornado hit. >> it took a while to get them out. >> he was in bed asleep. >> nobody can believe it. >> that was dan harris reporting. if you want to help contact the red cross at 1-800-red cross and we have links at abc7news.com. in local news, a 53-year-old science teacher is back home this morning after apparently spending four days inside a car that plunged more than a hundred feet down the side of a peak. tomas ramon says he told rescuers he wound up during a drive last monday morning. >> james wright's honda sits hundred feet down the ra vine.

wright was reportedly missing monday and he would still be missing if the park ranger didn't see a glint of sun from the car's roof. >> and there was a guy in the car. i opened the door and he was okay. he said hi. i said you are going to be right. >> he wasn't sure that he didn't climb out on his own. >> he didn't seem pinned. i assume he was too weak. >> they used ropes to repel him down the slopes and pull him out of the ravine. a chief says the rescue was difficult. >> was sort of a complicated involved extrication do due to the amount of shrub it's very thick and dense. it was a high angle rescue. >> wright did not seem seriously injured but was very dehydrated.

slips. >> i have a bachelor's degree and master's degree and with seven years experience, it's a hard thing. >> police officers association is trying to avoid cutting more. more will be on the chopping block also major concessions are made. they accepted 10% pay cuts and stop paying officers for unused sick days. >> this even that much of a reduction. >> the mayor is demanding the city's 11 unions give up 10% in total compensation to save some jobs. so far only five unions have agreed. >> if this proposal is sufficient to avoid additional cuts it is a good thing but it won't solve a problem with the first hundred layoffs. >> we made concessions once again and they are telling us

even if you concede to our demands they will lay folks off. >> none of it makes sense to the detective. >> what are the odds with the new proposal? we want the jobs, too. >> he is not the only one. local business owners are worried. >> there is so many other places they could cut in the city rather than public safety. >> on tuesday city council will decide whether to continue working with the poa on this specific deal. if something is hashed out union members will vote on it. >> oakland mayor jean quan has unveiled her first city budget since taking office. it calls for across the board cuts. city employees would have to take 15 days off without pay. the mayor says she is unsure of how much tax revenue oakland will collect in the next year. with sacramento spending less money on public education

cities and school districts are putting more parcel taxes to make ends meet. voters have until tuesday to make their decision. lyanne melendez explains what is at stake. >> the new haven school district in union city has managed to keep class sizes small only 20 students in kindergarten and 20 in first and second and third grades. they want to levy a parcel tax $180 a year over four years. >> we're pushing the envelope to convince people this is worth while because the money stays here. it's for our kids and sacramento can't touch touch it. >> the $3 million they hope to collect annually will help keep instructional days and maintain afterschool programs. the governor's proposal to extend taxes would have made it

on the june ballot. >> the extension hasn't gone through. we have been reduced over 20% already from the state. so with it not going through it's 25% of our funds is missing. we educate all the same children for the entire school year with 25% less money. >> union city lafayette has a mail in parcel tax measure to keep core programs. there, they are asking for $176 annually over four years. in both cities property owners older than 65 would be exempt from the tax. union city's parcel tax would not save the middle school and high school libraries which will act in early march. that is why christine smith says she is voting against the measure. >> the libraries will be closed and that would be someplace where they should spend the money. >> but art voted yes.

overnight. it's started with a mild start this morning. numbers in the upper 50s from fremont to oakland 57 and 55 at the coast. our school spot was way to the north in santa rosa. since the early hours you've warmed into the mid 40s -- 50s i should say. wind gusts gusting to 33 miles an hour to the north in napa. we have winds beginning to subside a little bit by the airport. still right through noon, 1:00 winds will be quite gusty. over the hills we could see wind gusts up to 40 miles an hour. due to all that wind that is a warmer start. 10 degrees as well as redwood city. everyone getting a jump on the warmer air when the winds back off it's going to get warm out there. with the high building in by the end of the weekend, with the high already established we'll see numbers warm quickly tomorrow.

we're talking 80s. occasional offshore winds and breezeest will be the first half of the day. we are looking at temperatures around the bay area today in the upper 60s looking good out there. san francisco, here are the averages for the day. pretty much in the low 70s for the south bay. that is normal for this time of the year. 74 in livermore. low 60s at our coast. these winds will continue to gust over 25 miles today. breezy 59 should do it around bodega bay. you head to the north in santa rosa climbing to the upper 70s and mid-70s around livermore. a look ahead you see temperatures in the upper 70s today that will take us around average but the coast will be the lower 60s. look at the bump in temperatures as much as 5-8 degrees warmer that will write us in the low

strong earnings reports from major oil companies. they sold the oil at an average price $89 compared to $71 a year ago. that led to a $1 billion increase in profits. chevron spokesperson says the profits have little to do with the price of gas at the pump. president obama is calling for an end to four billion a dollars in tax subsidies for oil companies. in his weekly address he wants congress to do something to counter excessive oil profits. >> i'm not opposed oil we need to operate also o you'll cylinders and that means pursue a broad range of policies and safe and responsible oil production here at home. last year oil production reached the highest level since 2003. i also believe that instead of subsidizing yesterday's energy we should invest in tomorrow's.

welcome back. i can't wait for the news to end so i can go outside. >> you will have plenty of warms to enjoy. coolest day is out of next seven. as we head outside beautiful golden gate bridge but the winds are gusty in the hills and north and east bay. that will be story throughout much of the early part of the day. then it will begin to ease back. right now with the breezy winds temperatures are very mild. 57 in san francisco 59 in fremont, mountain view. 58 in san jose. we did have some numbers in the upper 40s up to the north. wind gusts up to 33 miles an

hour out of the north and napa. oakland 22 miles an hour. lighter winds at livermore and early morning hours but even at the airport for now anyway it's just a little breezy. these winds will continue to stay with us throughout the early portion of the day but this morning we have much warmer this morning than yesterday morning. starting out warmer 10-11 degrees warmer for concord fremont and redwood city. even at our coast we will see the temperatures on the mild side briefly clear this morning with a warming trend getting underway for the weekend and mild to warm some folks may be calling it hot by the middle of next week. so here is the setup. high pressure to the north of us and upper levels of the atmosphere building into southern oregon. that is bringing the clear dry flow but by the time it builds on in later on today in to

tomorrow. that is when we'll see the less wind and feel the warming. warming continues into sunday. an additional five degrees of warming and allowing for breezy conditions at on our coast. stayed wide 87 in los angeles. very windy conditions in sierra nevada. 76 in sacramento. taking you back home temperatures around average in san jose. in the low 70s. 73 in saratoga. on the peninsula we'll see a nice afternoon with plenty of sun. 72 redwood city. winds remain breezy. in fact, we could see gusts over 25 miles an hour at our coasts. definitely kind of cool there. 63 in the sunset. but away from the coast we'll warm it up to the upper 60s downtown san francisco. 78 in santa rosa. 72 by the water in vallejo and lower 70s in san rafael.

built in the 1870s they turned the gold and silver from the hills into coins. it sits empty a quiet monument to the bygone area. >> jim is president of the had historical society that is in the process of breathing new life by turning it into museum. this it is what it will eventually look like but there is a lot of work to be done. >> we need to complete seismic upgrades mechanical electrical plumbing ada compliance. >> they housed treasury offices and was handed over to the city in 2003. it was the bank that funded the reconstruction of the city after the 1906 earthquake and was one of few buildings to survive. >> it you can see there is virtually nothing standing around us. it existed in a sea of rubble.

california every year. self-checkout is too easy of a way for them to beat the system. >> here is how the system works. when an alcohol product is scanned, the system is supposed to lock up. a clerk is alerted to come over and check for i.d. before the transaction is completed. california grocers association says the system works. >> we believe that the protections are in place regarding ensuring that underage individuals aren't able to manipulate the system. >> we decided to find out for sefsdz. we sent her to purchase beer safeway lucky's and fresh and easy. her first stop was safeway. system didn't lock up but a clerk came and reminded me and i

walked out of on store. >> safeway declined to comment. but in an e-mail told us it's continuing to investigate this incident and hopes to determine if it was a computer or human error. >> we also went to a second safeway, we found the system did work properly as it did at the fresh and easy and lucky's we visited. safe way insists they card anyone that look under 30. students will try to get away with what they can. >> try to get away without being card had but under 21 hits the boundaries. >> our sample roughing matches that of two larger studies in 2009. ucla researchers found out of purchases in southern california they didn't ask for i.d. one out of five times. a similar san diego state study found out of 216 attempts

self-check scanners in southern california failed to find the alcohol purchase 9% of the time and no i.d. was required more than 8% of the time. >> san francisco assemblywoman introduced a bill that would prohibit the sale of alcohol at self-check scans. >> this may be a loophole we would like to make sure that anybody that buys alcohol needs to be id'd. >> they say the bill is unnecessary. >> no retailer are not going to want to lose their alcoholic beverage license. so they are going to do everything they can to protect that. >> alcoholism prevention experts have a different take on this. >> if it's completely self-checkout, it means there are no humans involved. kids versus machine and eventually the kid will win.
