paying them to retire. >> here is what the mayor is proposing, putting a cap on retirement contributions from the city. making employees working longer if they want lifetime health benefits. limiting the cost of living adjustment from the current 3% to 1% and raising the retirement age to 65 for city workers and 60 for those in public safety. >> a 60-year-old guy is going to take a 25-year-old young strapping man that is high on drugs? i mean that is recipe for disaster. >> the police and other unions and some city council members oppose the plan, especially since many unions have already agreed to cut. >> really pushing his political agenda and not looking at the problems. >> this is wisconsin style politics and it has nothing to do with collaboration. >> if it gets council support it

could go if to the voters in the form of a ballot measure. california could shred one-quarter of the state parks starring in july because of the state budget deficit. 14 of 70 parks facing closure are in the bay area. china camp, gray whale cove, candlestick poke and henry w.coe. they will try to partner with nonprofits to keep the parks over. many bay area residents will lose places to hike, swim or just explore. >> it's going to be m harder to reopen them. >> when they are closed nobody is allowed to go into the park. they would be subject to citation if they were here in the mark. >> governor brown said that he will work hard to avoid many proposed budget cuts. >> it could lead to next school

year shortened by as much as five prediction. even with higher than expected income tax revenue, the state will face a budget shortfall of $12 billion. republicans say schools could be spared drastic cuts if all the extra tax money goes to education. democrats predict k-12 could lose up to $5 billion. they bay be shortening it by at least five days to help the budget situation. >> and teachers walked out in protest. yesterday in san francisco there was a rally at the civic center. teachers wanted lawmakers to extend temporary sales on income taxes and vehicle fees to fund education at current levels. gop leaders are proposing giving $2 billion from a tax revenue windfall to public schools. governor brown will release his revised budget proposal on monday. the 100th bay breakers takes

snow levels on to 3,000 feet. so mount st. helena lena and mount hamilton could see a dusting. then by this afternoon, heating and thunderstorms possibly. next system looks a little weaker. showers perhaps on monday, monday evening. we will be looking for the rain all around the bay area tomorrow morning from 7:00 until noon. the front will head past and chilly temperatures upper 40s to low 50s. then this the winter weather advisory 3:00 through 11:00 a.m. several inches of snow at lake level and above that even cooler. so today the numbers will climb into the mid-50s in the sierra santa cruz nevada and 10-15 degrees cooler. monday with more snow with overnight lows in the 20s. back home, cool and filtered sunshine today with 65 in san jose. look for 61 san mateo.

lyanne melendez has the story. >> it one of the last checkups for him. he and his parents will soon return to their nature peru after undergoing a kidney transplant. he was born with a rare disorder >> the kidney serves like a coffee fill tev. one of the things the kidney is supposed to hold on to protein. you need it to grow. but it had holes in it. >> when the parents found out he suffered from this rare kidney disorder they immediately knew what they were up against. eight years ago they had lost another son to the same disorder. >> it's something related to his brother. >> at the same time his mother's

cousin, a pediatrician in northern california was rvpg the disorder and recommended bringing him to lucille packard hospital at stanford but there was more. >> she told us she had decided to be the donor. >> the cousin was a perfect match. the march operation was success giving them a second chance. >> he can have a normal life. he still has trouble holding his head up because he was protein deprived he was malnourished. that has caused a delay in the development of his gross motor skills. he has a lot of work ahead of

on friday for game three. yosemite national park is one of california's most beautiful destinations but this year it will be nearly impossible to make it up half dome because scalpers have gotten all the tickets and they are asking big money for them. >> the family and their friends remember fondly their hike at half dome two years ago. >> we got up at 5:30 in the morning just in time to see the sunrise. >> marty was only 15 at the time. here he is at the summit. after the climb nearly 5,000 feet up the famous mountain. >> it was an experience that everybody should do at least once. >> indeed, the group will not climb half dome in june as planned. it's because the park service now requires permits to climb

the cables to the summit about a limit of 400 per day. in order to reduce dangerous crowding on the cables on the final stretch. this video by the national park service shows hikers climbing the cables to the summit. the tickets, they are being snapped up when they go on sale each month. many park visitors complain they are being shut out. >> we can only buy four at a time. we got our watches together and tried get our group of 25 at the top. >> they go on sale and they are sold by phone and online to a park service website. however, they couldn't get in fast enough. permits for june were sold out in 12 minutes. >> it seems really hard to believe that 400 permits could

be gone for one day but for 30 days. to be gone so i fast, it just seems like, how could that happen? the park service asked us to call the attorney general's office and better business bureau and i called 7 on your side. >> they have created a black market for the popular yosemite hike. >> they are buying permits and turning around had and selling them on craigslist for captor but tenant prices. it really is just unfair. >> a ranger says scalpers are using computer software to scoop up the permits before they can type their information online and selling them at hugely inflated prices. 7 on your side found half dome permits for sale on craigslist for as much as $40. craigslist is filled with pleas from hikers want can the permits. >> for a place we feel is so magical and such a big part of

the fan rick of american society using our national parks. specifically yosemite to make money, it's unfewer the areaing. >> infuriating for this group. >> this would be been my first time climbing. >> they complained they have to pay a tour company hundreds of dollars to take them to top. it turns on the tour companies can't get permits either. >> ticket scalpers are getting hold of these tickets. there are days that we have confirmed from our clients a year now, we can't get the permits. we don't get any special treatment. >> john of wide explorer tours says he is taking half as many groups up the dome this year and fewer hikers in each group. so it will sit out of reach? he says the park service is
