correspondent in sacramento. >> for more than a year and a half it didn't seem like california could get out of the 12% doll drums until finally a breakthrough the unemployment rate for april dipped to 11.9%, it's a drop from march. a year ago it was much worse, 12.4%. despite gaining 8900 jobs, anemic but still the great recession. >> the gains we have job losses of about half million jobs. >> as much as state leaders try to put a positive spin on it, more than 2 million people are still out of work in california. one-third of them is like james reed who hasn't had a job for a year or more so it's not that encouraging to the unemployed truck driver.

you might expect this would be a banner year for ski resorts but it turns out business was down this year. take a live look from lake tahoe they announced they will stay open until july the 4th. but the decline in skiers and snowboarders. problem was too much snow. near record closed down the roads to deter drivers from trying to get up in the sierras. they call it a frustrating year because it could have been a sensational season if the timing of storms had been different. good news if you are headed to south lake tahoe this weekend. highway 50 will reopen today and it's rescheduled sometime after 12:00 noon. the road over echo summit had

been closed for week and a half. the contractor wrapping up early as c.c. myers tends to do. lisa argen happens to join us as we're speaking of temperatures. what is going on? >> we got a pretty strong onshore flow that will cool coastal areas. golden gate bridge bathed in sunshine and sutro camera fog is drifting by from san francisco on south. we're going to see fog that will be hard pressed to clear. some of the breezy winds will keep numbers on the cool side. this morning, we're pretty much all in the 50s but away from that sea breeze, 61 in antioch. 54 in livermore. 55 in redwood city so the normal spread this time of year, about 15 degrees from the north bay to some of our coastal locations. we will see a definite spread today due to this wind.

they are gusting to 22 miles an hour at the airport and breezy winds in fairfield and calm winds right now in mountain view but a west wind in oakland at 10 miles an hour. so highlights, few clouds around this morning, mainly in the south bay and at our coast. otherwise we'll see lots of sunshine, breezy and cooler mainly tomorrow but today you will feel some of that breeze depending on where you are. clouds shall clearing and looking at a lot of sunshine but overall temperatures not quite as warm as they could be for this time of the year. so the 50s at the coast, mainly in the 60s elsewhere and 70s will be the warm spots in inland valleys. weablg system allows us for a few clouds and northerly winds today keeping much of that fog out of the north bay. it's really not going to clear coastal sections of san mateo, so we'll see a lot of sunshine around the bay and weak system pushes on through tomorrow that is going to allow for a stronger

sea breeze. that means temperatures 5-8 degrees below the average. in terms of temperatures across the state. interior looking quite mild and comfortable with warm numbers for fresno, 83. 93 in palm springs. with the fog and low clouds only in the low 70s in los angeles. back home, we're looking at low 70s here. temperatures about 72 in campbell. 58 half moon bay. mountain view coming in at 70 today. san francisco only 62. you'll need a jacket and if you are at the coast, not getting out of the 50s. mid-70s for santa rosa. harbor porpoises are swimming under the golden gate bridge. phil knows many of them by sight. >> believe it or, you can take pictures at this distant. >> in the last two and a half years, phil and a team of observers have photographed more than 200 individual porpoises. they don't have names but they do have code numbers. there is hand some 78 with a rugged scar. there is another fsd-34 with jet black calf. and 179 whose tail may have been bitten by a shark. >> it's a rip tide that is coming in. the porpoises tend to feed along the area. >> fully grown they are about five feet long. they have lived in the san francisco bay for thousands of years, but during world war ii the military strung a net across the golden gate and placed mines around the entrance. they were blocking enemy

submarines but porpoises were blocked, too. >> they were ultimately removed as the bay got more polluted the porpoises didn't come back. that is until 2008 until they were first spotted near sausalito. >> it wasn't one animal it was a mother with calves. so there were family groups coming in to feed. >> he is an environmental lawyer and former head of the marine center. they are trying to figure out why they would return to an urban water way full of boat traffic. >> could be the bay is cleaner and more fish. there the bay is in a productive period right now. that is very good and to have animals to come back to an area is pretty unusual. >> and even more unusual was this, a photograph bill took april 30th. >> you can see, it's so white, it's shining in the water. it appears to be very first

white harbor porpoise recorded in the pacific ocean. >> in the last hundred years, scientists have only documented six other white harbor porpoise dz anywhere in the world. the team is hoping this one will come back and if it does, it's likely to be visible again from the golden gate bridge. >> it's one of best places in the world to do porpoise research because unlike going out in a boat where you disturb them by your presence they don't know you are up on the bridge. >> they note the scars and coloring to figure out who is who. this one was first identified by a big v-shaped scar. so here is the same animal engaged in mating behavior. >> they reveal a rich social life with a lot of interaction. researchers believe one reason they are thriving is what is happening under water. there are three marine
