requested the san francisco police department interpreter and suicide prevention person come out as well. approximately 4:40 p.m., the suspect was talked back over the rail and taken in custody without incident. >> reporter: at 4:45. the chp opened up the two right westbound lanes leading into san francisco, and also the one lane they closed on the lower deck. also the left lane on the lower deck, which caused the traffic tieup going into the city. now, that's all been opened and traffic is now flowing freely. we still have residual backups up to richmond in one case and all the way back on 880. almost as far as broadway. so traffic will still be tied up for a little while longer. as far as the individual is concerned, the chp tells us it's a 40-year-old hispanic male and he is now at san francisco general hospital under
