good morning, karen. >> reporter: good morning, daniel. good morning, pegggg a new congressional rerert found serious security lapses at the nation's airports, but the transportation security administration says the data is misleading. since the september 11th attacks, the u.s. has spent billions on aviation security, but a new congressional report has found that lapses still occur. according to figures from the transportation security administration, more than 25,000 security breaches have occurred at u.s. airports since late 2001. that's 1 breach for every 170,000 passengers. >> security breaches in the thousands, all these many years after 9/11, should concern the american people. >> reporter: last weekend a cleaning crew found a cell phone-sized stun gun on a jetblue plane. in june a nigerian man was accused of using a stolen i.d. and s seone else's day-old boarding pass to talk his way througug the initial security

checkpoint at new york's jfk airportt and the virgin america boarding gate. >> you could have the best technology and security and plans, but, again, it comes down to the human factor. >> reporter: in a statement to abc news, the tsa says the 25,000 breaches represent a tiny 5.5 billion travelers who have been screened at the nation's 450 airports since september 11th. >> certainly it's a small percentage given the large number screened. on the other hand we know from hard experience, 9/11, that only one security breach can be catastrophically fatal. >> reporter: the tsa has recently come under fire for security tactics such as patdowns of children and elderly travelers but told abc news the nation's airports are safer now than ever before. >> thank you so much. we will watch that story tododa also from washington, there could be a minor breakthrough in those stalled budget talks. top republican lawmakers have unexpectedly offered the president new powers to avert a financial crisis. abc's jake tapper has the latest now from the white house.

>> reporter: republican senate leader mitch mcconnell presented the unusual proposal to empower the president to raise the debt ceiling while congress votes to disapprove. >> i still want to cut spending. i was hoping he wanted to cut spending without extract ing as a condition for cutting spending what we believe are job-killing tax increases. >> reporter: president obama said if it is not passed before default day there will be an immediate effect on social security, veterans' benefits and medicare. >> i cannot guarantee those checks go out on august 3rd if we haven't resolved this issue. >> this is turning into a laugh except it's nothing funny about it. >> reporter: former republican senator alan simpson, who co-chaired the deficit commission, says the american people are rightly disgusted and he's rightly bother ed about republicans undermining any chance of speaker boehner compromising. >> if that's what's going on in

my party, it's disguguing to me. >> reporter: a democrat familiar with negotiations said at the most recent meeting there was a growing recognition that they needed to put aside the talking points and get to work. but the clock is t tking. jake tapper, abc news, the white house. mental health professionals are denouncing what they call a potentially dangerous therapy for gay people at a clinic owned by presidential hopeful michele bachmann and her husband. an abc news investigation revealed undercover video shot by a gay rights grououshowing a counselor offering to help the through prayer.e his gay urges that video has prompted questions about whether the bachmann clinic receives medicaid payments for a therapy considered harmful. on capitol hill bachmann refused to respond to the criticism. >> i'm not doing any interviews now. thank you, though. >> is there a reason you're unwilling to discuss the exact methods used in the clinic for -- >> i'm focusing on turning the economy around and jobs. so that's what i'm focusing on. >> were you aware of the methods that he was using in his clinic

for therapy? >> in the past bachmann's husband marcus has denied his practice tries to cure people of being gay. his clinic has collected at least $137,000 from medicare backed programs. anti-gay marriage backed proposal was signed by michele bachmann. mitt romney says he strongly supports traditional marriage and feels the pledge contains references and provisions that are inappropriate for presidential campaign. former first lady, betty ford, will be laid to rest at her husband's presidentntl museum in grand rapids, michigan. four first ladies attended her funeral yesterday in california. michelle obama, rosalynn carter, nancy reagan and hillary clinton attended. and the second president bush sat in for his wife laura. ford, who was publicly known for discussion her battles against cancer and alcohol was praised for her courage by abc's cokie roberts.

>> i'll move to the white house, do the best i can, and if they don't like it, they can kick me out, but they can't make me be somebody i'm not. >> she left instructions picking those that she wanted to speak at her funeral. former first lady rosalynn carter was on that list. she remembers ford as someone who never was afraid to speak the truth. well, the truth is blazing heat is baking much of the south and it's not going to be letting up any timimsoon. temperatures in dallas and oklahoma city continue to hover around triple digits and the drought there is now on the brink of becoming the worst ever in u.s. history. there were record breakers yesterday like the high of 98 here in new york. the heat is being blamed on several deaths in texas, kansas and mississippi and it was so hot in north carolina, 50,000 chickens died on a farm when the power simply went out. all right. well, taking a look at this morning's weather from around the nation, the northeast cools down just a little with widely scattered thunderstorms from new york to d.c. also showers and thunderstorms along the gulf coast, stormy with hail and 80-mile-an-hour winds from louisville to denver.

more heavy monsoon rains in the four corners region and showers in the pacific northwest. >> yeah, that means just 67 in seattle. 80 in sacramento and 90 in salt lake city. phoenix and dallas, though, top 100 degrees. upper 70s from fargo to detroit. new york heats up to 89 and atlanta, 99. all right. well, coming up, the restaurant that is telling parents to leave their kids at home. >> yeah, then speaking of food, the menu revolution, 19 national chains joining together today to make a major announcement. and the scare for halle berry facing a stalker three times in three days.

well, an announcement today sure to rock the restaurant world. healthier choices are coming to 15,000 locations, 19 large national restaurant chains are participating in today's announcement. those restaurants include chili's, denny's, also burger king and will put more wholesome and low calorie foods on the menu. this is an effort to make it easier for parents to find healthier options. more coming up on "good morning america." well, some of the asian markets higher on good growth figures from china. tokyo's nikkei average was up 37 points today. hong kong's hang seng rose about 200 points. in london, the ftse opened lower. on wall street after bad news about ireland's economy, the dow lost 59 points yesterday. the nasdaq index fell 21. federal reserve chairman ben

now their renowned constitutional attorney, who is not a polygamist, is set to ask the federal courts to decriminalize the practice. his argument, the browns are consenting adults living out their faith, and they're not hurting anybody. >> right now we live in a bizarre situation where everyone agrees that you can have multiple lovers, you can have children by those lovers. you could even have adruulterous lovers and you're protected as a citizen of the united states but the minute you tell them privately that you view them as their spiritual spouse, the state comes in and prosecutes you. >> reporter: the law banning polygamy dates all the way back to a supreme court decision in 1879. the court said it may be a religious practice, but it doesn't deserve constitutional protection any more than human sacrifice, which they considered to be comparable. but this is the same court that banned interracial marriage. so should polygamy be reconsidereded too? if you've got a case where you have all consenting adults, and nobody is being hurt, what's

wrong with that? >> i don't care what these people are telling you. there is not a single polygamist family out there that the women are truly happy inside. >> reporter: critics say there is plenty of evidence that polygamy fosters abuse. remember the allegations of children forced to marry older men in that mormon splinter group? the browns' attorney says there is no abuse in this family and he challenges everyone to join the argue many, who is really being hurt here? dan harris, abc news, new york. all l right. a southern california woman has been arrested after police say that she cut off her husband's penis and put it down the garbage disposal. they say that catherine becker drugged her husband's dinner before the attack. when he fell asleep she began the assault with a ten-inch kitchen knife. she then call ed and waited for police to show up. the husband is in the hospital after undergoing emergency surgery as you can imagine. a courtroom turned into a

huge brawl as a murder suspect was brought in. friends of the alleged victim rushed in to attack the suspect. they threw him to the ground and started stomping on his head and officers nienlly had to use tasers to break that up. actress halle berry was granted a three-year restraining order against a man who trespassed on her property three times in three days. police arrested richard franco after after he climbed over a locked security gate at her home. she says on sunday franco managed to come within a foot of her and nearly got inside her kitchen door before she slammed it shut and called police. in other hollywood news, arnold schwarzenegger promised he'd be back. and so he is. the former governator is set to star in a new movie called last last stand" playing a border town sheriff who un wwittingly finds himself battling a drug kingpin on the run. >> well done on the accent time now for sports. a big win for the national league at the all-star game. highlights now from espn news. good morning. i'm don bell with your espn news update. it's the 82nd mlb all-star game

now for a look ahead at the stories that we'll be watching on this wednesday. the tsa could be on the hot seat today as lawmakers on capitol hill take up the issue of airport security. the new report finds there have been 25,000 security breaches in the 10 years since the 9/11 attacks. there's a new urgency to the debt talks today with president obama warning that social security checks could be in jeopardy without a deal in place. republicans are offering to give president obama new powers to temporarily head off the crisis. the body of former first lady betty ford is being flown to michigan today for another memorial service. a day after mourners gathered in california to pay final respects. ford will be laid to rest tomorrow alongside her husband at his presidential museum in grand rapids. opening arguments are set

generations talking about sherwood schwartz. if you don't know his name you know his work, the most famous castaway since robinscrusoe. >> reporter: you might say sherwood schwartz was cindy's father and jan's and marcia citer of "the brady bunch" in 1969 and before that show's indelible five-year run he was responsible for an equally indelible three-hour tour. yet, sherwood schwartz created "gilligan's island" too. on air during the tumultuous years of vietnam and watergate, they were entertaining bringing nice, easy laughs. >> critics weren't loving these shows. these were very simple not q qte surreal but very silly shows. but they created a very real world to me as a kid that i wanted to be in. >> reporter: at the time neither was a ratings smash but their
