in the news in this saturday morning a 11-year-old san francisco girl has life-threatening injuries after being shot inside an apartment building. a norwegian man is charged with terrorism after a rampage killing 19 people. >> good morning, fog this morning with cooler afternoon highs. >> i'm terry mcsweeney. >> a 11-year-old girl is hospitalized with life-threatening injuries after she was shot in the western addition. after 11:00, police responded to shots fired. officers noticed a bullet hole in a nearby apartment building. inside they found the young girl found h a gunshot wound to her chest. police detained a group of male teenagers but say there have

been no arrests. anybody with information is asked to call san francisco police. >> police in oslo have filed charges of terrorism and investigators are looking at the possibility of a second gunman. the death toll stands at 92 as a home-grown terror attack that started with a bombing and continued with a shooting spree at a children's summer camp. it appears have been carried out by one man. the one they know about, he is cooperating with investigators and he says he has not much of a political past. here is a report from oslo. >> the tragedy is still unfolding. several bodies are still waiting for identification. divers looked for more bodies and authorities are considering

bringing in a submarine. >> the gunman dressed as policeman arrived on the island where hundreds of teenagers were gathered. >> he was trying to ensure he was trying to help us. he had a rifle or sniper's weapon. it was too late chaos. >> many tried to swim to safety but he was able to shoot them as they swam. the shore became a horrific triage area. body after body pulled from the lake. boats and helicopters couldn't move the dead and injured fast enough. people were jumping out of windows terrified for their lives. the shooting started about two hours after a massive bomb shattered downtown oslo. prime minister's office was targeted, seven people were killed there. they identified the shooter as a

32-year-old christian fundamentalist. online he expressed right wing and anti-muslim views. initially law enforcement suspected islamic terrorists carrying out the attack but foornd people here it comes as a bigger shock. my childhood paradise was transformed into hell. the prime minister called this a national tragedy. this arrested a young man with a pocketknife in his pocket because they fear he may be part of this plot. >> in local news, 13 residents have a walnut creek apartment building are in temporary housing after their apartment burned to the ground last night. investigators are saying it was at the accidental. it happened on rossmoor retirement community. tomas ramon reports from the

scene. >> the woman was yelling -- oh, my god, help. >> reporter: he was visiting his aunt when he heard the screams. this is cellphone video as it raged through the building. he helped evacuate all the residents with a help of a passerby. >> we tried to get it out but it spread too much. so when it went into the ceiling it went into the walls. >> this shows the fire as it consumed the apartment building. down below, with smoke blinding him and three others that came to help, they went door to door. >> we made several different passes. >> reporter: one woman needed a wheelchair. >> we were able to get her into a wheelchair and airlifted her out, over the gravel and able to get her out.

>> everybody got out of the building without injury. >> we saw the flames coming up high as the trees. we came down here and there were old people wandering around barefoot looking completely lost. >> 13 residents have been displaced. we have no reports of injuries to fire personnel or the residents. >> reporter: contra costa fire marshal marshal says all 13 residents were taken on by van to a red cross shelter. >> fire investigators have determined that the fire begin in a woman's apartment. they are ruling the fire an accident. >> new developments in the bryan stow beating case. two men are expected to be arrested on felony charges on the attack. the original suspect had nothing to do with it. lisa amin gulezian explains how

police found the new suspects. >> the process worked that one individual has been exonerated. the two others have charges filed against them. >> los angeles city leaders patted themselves on the back while admitting they made a mistake. the original suspect is in the clear. two new suspects are now charged with bryan stow's savage beating. >> what the investigation speaks to we do the right thing, even when it's differ. >> police came to this neighborhood and arrested sanchez. they found sanchez's sister doreen and marvin norwood. >> but investigators insist not this time. they reeve louie sanchez who has tattoos and norwood beat stow outside dodger stadium in march.

at half a million dollars. san francisco police say they think they know who has the gun that was fired at police during a foot chase in the bayview district last friday. it was taken from the scene. they are offering a $1,000 reward for the recovery. and the suspect kenneth harding managed to shoot himself in the head during the gun battle. >> apparently the officer shot the suspect in the leg, imagine if you would, an instant hamstring pain pull and the bullet lodged behind the cheek. >> but the type of bullet that killed harding was .380 caliber which not have come from police. >> a man is under arrest thanks

to a good summary tachb. a fight at the dirty tricks is a sloon fell out on the street and where victims was stabbed. the suspect was chased down and detained by a witness. both victims are being treated in a hospital for non life-threatening injuries. it all begin with an argument that furnished into a fight. >> youngest son of arnold schwarzenegger and maria shriver is recovering in a hospital after suffering serious injuries in a body boarding accident in malibu. this comes as the couple filed papers in their pending divorce. david wright reports from los angeles. >> maria shriver made the 911 call herself. >> it looks like a being but board accident, maybe a broken rib or something like that.

saturday morning can and you can see the fog is in no real hurry to get off the golden gate bridge. we are looking at a live picture of it. eventually maybe it will. it will be sticking around for a while. lisa will tell us how hot it will be where you live doing it right now. some clearing in parts of the coast but we do have to wait for a while. here is a look from emeryville with temperatures in the 50s and we'll look for a nice afternoon here. low clouds and fog made their way inland last night around vollmer peak this morning. the view looking at mount diablo so we're seeing the marine layer. deck of low clouds about 1800 feet that has allowed for temperatures to come down further. in fact today, one more day of

cooling before it comes up a few degrees. mountain view, 58 and plenty of 50s with the clouds extending into santa rosa. a little sunshine in parts of oakland, san francisco. airport delays of 41 minutes. overall a 24-hour temperature change is down. it shows you that most areas of cooler this morning a little no real change from redwood city and the coast and san francisco. low clouds and fog. very quiet weather pattern throughout the next several days with minor changes today, 2-4 degrees cooler and about 2-4 degrees warmer for the second half of your weekend. a series of low pressure systems that have allowed the bay area to stay comfortable but it has been cooler than average. so the next system allowing for more cooling today, but as we get on the back side of it, we'll see numbers come up, but

we still have further cooling that will get underway by the beginning of the workweek. overall picture, mild conditions inland, wish not going to see anything too hot and a far cry from the 90s in inland valleys and still coastal clouds making their way off of the coast by late in the afternoon. so you will see some sunshine in the city. even at some of the beaches but it will be limited. numbers only in the 60s. we'll look for the heat to remain in the central valley 91 in the mountains and sierra we'll see a warmup. 79 in los angeles and temperatures in the south bay, very comfortable with a few 80s. el in los gatos. here is what we have the morning fog, the afternoon sun, very mild from redwood city to palo alto. few peeks of sun, ocean beach, 63 downtown. that is cooler than average but pretty pleasant, petaluma 76.

right now, republican and democratic congressional leaders are meeting with president obama at the white house for an emergency session to try to hammer out an agreement on raising the debt limit. both sides were close to reaching a deal to help raise revenues to help reduce the debt but that broke down yesterday. >> on the del debt ceiling i got a call from speaker boehner who indicated he was going to walk away from the negotiation. >> there was anger in the president's voice as he raled at

failure to put together a deal to cut the deal by more than $3 trillion. the president suggested he is dealing with a runaway bride. >> i have been left the altar a couple of times. one of questions the republican party is going to have to ask, can they say yes to anything. >> the white house says it was very close to a deal two days ago. two sides had agreed trillion dollars in cuts in spending, $650 billion in cuts to entitlement and medicare and medicaid and social security. two sides also agreed to tax reform which would mean another $800 billion in revenues. >> this was extraordinarily fair deal. it was unbalanced, it was unbalanced in the direction of not enough revenue. >> reporter: and that may have been the problem. earlier in the week, a bipartisan group of senators

suggested more revenues could have been raised and suddenly the president wanted more, $400 billion more. >> the white house moved the goal post. >> there was an agreement of additional revenues until yesterday when the president demanded $400 billion more which was going to mean nothing more than tax increase on the american people. >> there was theater, too. the president complaining that the speaker wouldn't return his calls. >> we have run out of time and they are going to have to explain to me how it is we are going to avoid default. >> even though it sounded like the president is done with the big examine grand bargain. the deal is not off the table because the speaker walked away. the president is happy to talk about a deal but talking about a smaller deal to raise the debt ceiling here at the white house. president obama is again using his weekly address to call for cooperation in reaching a debt deal.

he says he has agreed to program cuts that are unpopular with his party and wants to see republican leaders to do the same to resolve the issue. >> we need an approach that goes after we've and the budget and gets rid of projects that cost billions of dollars. we need to cuts to programs, cuts i wouldn't make under normal circumstances and an approach that asks everybody to do their part. >> the clock is ticking down to the august 2nd deadline when the government will default unless the cap is lifted. >> on monday, the millbrae school board will decide whether to put a second skood bond measure in front of voters. they approved measure "x" which provided $30 million to present re pair restrooms and upgrade fire alarms. those projects are now wrapping up. they report the district is considering put a second $30 million bond measure before

district voters in november. this one would renovate classrooms, remodel a cafeteria and improve electrical systems. the measure would raise property taxes by $95 per parcel for eight years. shops and restaurants in concord are trying something new to keep their customers from going out of town. they are enticing with deep discounts with savings up to 90% for those that shop and heat eet close to home. >> reporter: the city of concord has cooked up a new way to bring local customers in the door. it's a website called try it local. the idea, deep discounts to customers who buy prepaid vousm irs for everything from a meal to a local restaurant to merchandise at local stores. >> these are offered for a certain length of time. some are just 48 hours but

more coming up. this morning, in july, they will dedicate a wall to honor pacific immigrants. when the island served as a federal immigration station. they will attend the 11:00 a.m. dedication ceremony. the wall is going to honor 350 notable immigrants. the park has been spared the budget ax and it's going to remain open but likely lose the seasonal help. so they have come up with a system you can make donations to keep hiring seasonal workers so angel island looks its best all year round. >> we're going to see afternoon sun. taking the boat over there a little breezy and look for sun in emeryville, temperatures in the upper 50s. a deck of low clouds. it hasn't been that deep, about

1500 to 1800 feet deep. livermore and concord sunny and livermore partly cloudy and looking at mount diablo. temperatures are ranging from the mid-50s in napa and oakland to the low to mid-60s. we still have the southwesterly wind blowing allowing for the cool marin air to extend all the way through vacaville. overnight temperatures have continued to drop, 24-hour temperature change from 2-3 degrees cooler. that sets the stage for an afternoon with 2-4 degrees cooling and then tomorrow, the ridge is going to bump up. that will allow for the numbers to increase a little bit. we'll continue this up and down pattern through much of the workweek with the downs more pronounced. we do have an area of low pressure that continue to affect

the west coast. today we'll look for the cloud deck to move back into the bay but not before we see sunshine right at our coast. it's going to be 3:00, 4:00 we get a glimpse. we have sunny beaches at ocean beach but overall, much more mild in the valleys. numbers in the low to mid-80s and 80s in the santa clara valley but below average temperatures mainly 70s. statewide we're looking at still the warmth in the sacramento valley and numbers in the 80s and 90s across the mountains with 107 in palm springs. back home, nice afternoon and sunnyvale, 73, 79 in campbell and if you are going to be spending any time here we got the mist and drizzle in some parts of the peninsula. san francisco not a bad afternoon with some clearing and numbers in low to mid-60s but it

will take some time to see the sun in the sunset district. north bay, petaluma 76. 78 in santa rosa. you are feeling pretty comfortable there. 71 in union city and inland east bay, we'll see very comfortable read from going ranging from 80 in danville. 81 in livermore. monitor ray, lots of clouds all along the central coast but sunshine probably around 11:00. 63 later on. so a few degrees down. few degrees up tomorrow and then another trough keeps us generally cooler than average monday through wednesday. then we'll heat up. >> that has been the story of the summer. june was crazy with that rainstorm and then up and down. as you look past the seven-day, not that i'm going to hold you, what kind of system. >> september and october, how far do you want me to go?

the heat is going to hold for a little bit. >> she is going to do 90-day forecast. lisa, thank you very much. >> west oakland was once a thriving neighborhood of middle-class families but today it's known for high crime and shuttered homes. there are signs of hope in that part of oakland. as cecilia vega reports a lot of people are looking to an old train station to breathe new life. >> when the train station opened on 16th street had how soon it was a grand gate way to the west. today it's a relic of bie gone era. >> it was the end of the transcontinental railroad the artery that links the east coast with the west. trains would arrive and passengers would walk upstairs to waiting trolley that has took them to san francisco on or the east bay. >> you had the great migration

from the south into the area and japanese and eastern europeans coming that way from the east coast. >> it was damaged in the 1989 earthquake. we are couple blocks away from the cypress freeway collapsed. but when the community demanded the freeway be built some is place else. now there a hope it will be a new inspiration. >> because it was a landmark and listed, we have been look and thinking to find ways to reduce oos it. >> when the plot was for sale, the community to be sensitive to potential developers to make it a community resource. >> the land was purchased in 2005 by a housing developer. they have promised to make the old station the centerpiece of

neighborhood of more than 1200 homes it plans to build. >> it was an opportunity to preserve something for the community. i think we're ready to move to the next step. >> reporter: that includes coming up with potential uses for the station and the ground. thanks to a hollywood makeover, people will be once again allowed into parts of the building for limited use. hbo used the site for filming of a picture. they are mindful of the building's past but keeping an eye on the future. >> from this point, the same sort of rhythm the same sort of buzz, the same sort of energy that you get when you go to a really active transit center that will be the energy it will have. >> in oakland, cecilia vega,

off the cotton. that is what it looks like. good to have a forecast with lisa in a little bit. >> public works project caused damage to your home and then you were told you had to pay for it? that is happening in san francisco. the city is replacing the water meters at each and every home in the city and has caused damage to plumbing that homeowners may have to pay for. here is michael finney with more. >> 77-year-old helen mcgriden didn't know of any problem in her home until out of a blue a knock at the door. >> they said you have a broken pipe and i would have to get it out. >> a city contractor had just installed a new water meter for her house and it caused her water pipe to burst. the contractor told helen she now had no running water. she would have to call a plumber to get it fixed and she would have to pay for it herself. >> i couldn't believe it.

i had no water. that is what blew my mind. you couldn't wash or do laundry. you couldn't do anything. >> reporter: she had to rush to find a plumber and it wasn't cheap. $4200 to break open the sidewalk install a new pipe and then pour new concrete. >> thank god i had that money. it's not like you could do without water until next month. >> she filed a claim with the city demanding to be reimbursed. the city rejected her claim, but did turn it over to contractor. bsi meter services. after that, the case stalled for weeks and then months. >> i got the idea of calling channel 7. i didn't know who to turn to. >> she did call us and we found out this was much bigger than helen's case. >> this is about a two-year project to upgrade all the water meters in the city. >> the san francisco water department is replacing all 177s
