formal arraignment in los angeles for the two men arrested in the severe beating of the giants' fan bryan stow. they are accused of committing that brutal attack at dodger stadium on opening day. bryan stow remains hospitalized after the attack back on march 31. tomas ramon gives us an exclusive look of the two men arrested on thursday and gives us an update on bryan stow's condition. these photographs from los angeles sister station show 29-year-old louie sanchez and 30-year-old marvin norwood. charges were filed on friday for the attack on dodgers stadium on bryan stow. each faces three counts, aggravated assault, mayhem and battery. if convicted, norwood could face nine years in prison, sanchez, eight. dean johnson thinks the duo would face charges to put them

in prison for life. >> if mayhem were charged, i would charge aggravated mayhem. i would also charge the crime of torture that carries a life sentence. >> both are being held on a half million dollar bond. also seen is doreen sanchez, louie's system which is accused of driving cart the men escaped. both have an extensive criminal past. they addressed criticism of giovanni ramirez. >> i think it's important to recognize that the los angeles police department it's just as important to exonerate the innocent as to implicate the guilty. sometimes it takes longer than all of us would like but that is just the nature of the business. dean johnson says the arrest of ramirez could make doubted for a jury. >> a defense attorney is going to have a field day in court

with that. he is going to say, well, were they right before? are they right now? next week, will the police change their mind again? ladies and gentlemen, that is reasonable doubt. >> doreen has been released and not charged. >> giovanni ramirez remains in jail for a parole violation. bryan stow has showing signs of being alerted and been able to open his eyes. we have learned the brother of the man who that was shot and killed by bart police may be on his way to the bay area. this is the picture of the shooting last weekend. now, they have confirmed that his brother is in wanted in connection with a murder of a man last night in seattle and they have put out an all-points

bulletin warning he may be headed to san francisco. last week, the investigators said the bullet that killed kenneth harding did not come from a police ironed weapon suggesting he may have shot himself. >> oakley, police are looking for a suspects after a man was shot to death in a car last night. it happened on laurel road. another victim was found nearby and airlifted to john muir medical center in walnut creek. his condition is not known. police have detained one person in connection with this case but no arrests have been made. two men are under arrest in san francisco in connection the shooting this weekend that critically injured a 11-year-old girl. that shooting happened late friday night and according to police, it started as an argument between two groups of young men. a stray bullet went through the wall of a nearby home striking the girl in the chest.

abc7's lisa amin gulezian reports on this tragedy and what police call a recent uptick in violence in the city's western addition neighborhood. >> we don't know why it happened. why more bullet entered our house. >> the whole family was caught in the crossfire on what police are calling a gang fight. a group of young machine were standing at the corner around midnight when an argument started. suddenly one pulled out a gun and started firing. two stray bullets came through the house. >> up here and the window and then it hit her. >> eric's niece, linda is in critical but stable condition. the 11-year-old lives in the sunset district and was is tinge are a few days. she was getting ready for bed when the shooting started. >> i started hearing shots ring out. one shot end with through the bedroom window and hit her in

the lung and came out the back. >> it's really sad. its young girl. >> it's a tragedy. it's a complete tragedy. >> even san francisco police are outraged by this crime. they did arrest two men, an 18 and 19-year-old and the citizens gang unit is now in charge hf this case. >> we have been we have been seen an increase and officers, housings officers have been in and out of developments more. >> the uptick in crime in the western edition started a few weeks ago just as supervisor says the focus need to specifically be on young people aged 17 to 26. >> the other send an accountability social service to reach out to these people. >> as for the suspect, police are releasing very few details about what they were arguing

about and what they will will be charged with. in richmond, police are investigating another deadly shooting, the city's ninth homicide this month. it happened last night near 24th street and exchange place just before 10:00. a 20-year-old man died at the scene. a 29-year-old was rushed to a hospital with critical wounds. investigators suspect gang violence but they don't think it's connected to the recent rash of killings that led to the creation of a new city county gang task force. san francisco police are looking for a hit-and-run driver who struck a young girl riding her bike yesterday evening. it happened around 5:30 at 10th avenue and lincoln. that is near golden gate park. police say the girl rode her bike into the street running into a car that was making a turn. the accident police say is her fault but the vehicle left the scene, the driver is now facing

hit-and-run charges. >> on tuesday, santa rosa city council will consider approving stiff fines for residents that put garbage cans out too early or leave them out too long. it would place a 24-hour limit on curbside garbage containers. residents could be cited before 12 hours before pickup. fines would be $100 or more for violators. they say complaints have increased since the collapse of the housing market with the widespread foreclosures, the ordinance would give the city the authority to act on complaints from residents. coming up next, history in new york. hundreds of gay couples tie the did not after same-sex marriage becomes legal in that state. in, with, lawmakers are working to raise the nation's debt limit as the clock ticks down to

new york state is performing same-sex marriages the first day after a law was passed last month. there are hundreds of ceremonies including this elderly couple that brought tears and cheers as they exchanged vows. new york is the sixth and largest state to legalize same-sex marriage which many see as a tipping point for national acceptance. california senator dianne feinstein is repealing the federal defense of marriage act which disallows federal benefits to married same-sex couples. >> as time goes on, i find more and more people have gay friends they have gay relatives, people are much more forward with their

thinking about this now. i think they are much more open to it. polls are showing a change in attitude. the problem here that if a state says, yes, we're going to have same-sex marriage then all the rights and benefits ought to be due to that relationship. san francisco led the way in california is pioneering efforts to legalize same-sex marriages but that remains bogged down in federal appeals over the legality of proposition 89, the voter approved amendment banning same-sex marriage. >> congressional leaders are putting together a framework for raising the nation's debt limits and hope to announce a deal this afternoon before the asian stock markets open for monday's driagd this is a separated framework from the white house talks between president obama and congressional leaders which deadlocked over spending cuts and tax increases.

treasury-secretary timothy geithner says congress is moving quickly today because time is running out. >> they need to get this process moving in the house by monday night. to achieve that deadline they need to have a framework they know will pass both houses of congress. it is acceptable to the, and that should happen today. >> you think it can happen before the markets open in asia? >> what they are trying to do, the speaker is trying to demonstrate that all parties can agree to, can pass both houses of congress. the congressional plan reportedly calls for a basic agreement to raise the debt limit and a special congressional committee with so-called exceptional powers that make the difficult choices on the exact formula for a program of cuts and tax revenues. white house chief of staff bill daley says the president will veto any last minute deal from congress unless it extends beyond the 2012 election.

this morning, amy winehouse fans have gathered outside her home in london. she was an extraordinary talent and she burst on the music scene and burst into flames. wine house was found dead at the age of 27. ♪ >> fans gathered to pay their respects and mourning their loss together. emergency services with called yesterday afternoon but it was too late. >> on arrival they found the body of a 27-year-old female who was pronounced dead at the scene. next of kin have been informed and we have confirmed it is amy winehouse. >> the cause is not known. police say it is unexplained but

no great surprise. with a distinctive look and fabulous voice and song writing skills came ademocrats to alcohol and drugs. in 2006 album back to black was the high point selling 10 million and winning five grammies. she even recorded a disk with tony bennett. >> but the suicidal lifestyle to begin to take its toll. in 2004, and again in 2007. there were arrests for drunkenness and drug possession. last month, she was boo'd off stage here in belgrade and the tour was cancelled. she is in london trying to recover and put the final touches on what will now be her last album.

information clearing to the coast. we will have a cool day at our coast around the bay, inland valleys and the south bay where temperatures very comfortable. then everyone gets into a warming trend by the middle of the week. in fact by tomorrow, we're looking at parts of the north bay really warming up because of the passage of weak system to the north. sunshine out in the east bay and still lots of cloudiness across the bay from north to south. upper level features, that really shows things will change in the near future. my computer hung up on this map here. we are looking at temperatures then today, cool at our coast. with that the numbers only in the 60s, but as we head on towards the next couple of days we are looking at numbers really rebounding on the back side of this system. trying to get through the next couple of panels. what it means that by the middle of the week, we're looking at

warmth coming all across the bay area and heading toward normal conditions. by the afternoon, clouds at the coast. sunshine inland and notice as the clouds peel on back, we have a few 80s trying to reach into the inland valleys. numbers below the average still in san francisco with highs in the mid-60s. so here is the system. it slides to the south. as it slides over to the east, that is when things change. today they are still warming up in the central san joaquin valley, triple-digits down by fresno. 84 in campbell. a little cooler here with the clouds. mist and drizzle early. that should be ending but cloudy numbers in the 60s at ocean beach and look for 70s south city as the ceiling lifts. airport delays to improve. notice the further you get we'll see a couple of 80s here. near east bay, mid-70s today. as you head a little further south, we're getting into that

sun in the next hour or so. the temperatures should respond, 83 in dublin. 87 in livermore. down by the monterey bay, it will be sunny and temperatures will be warming up by the afternoon. here is the way it looks. we're talking about a bit of cooling throughout the coast and bay today in to tomorrow, after that, we're going to warm up. check out the north bay, beginning to warm up tomorrow. that is happens, it spreads across the rest of the bay area wednesday through the weekend and looks like we'll hold in the low 90s inland. >> i'm imprisoned, computers can never take the place of humans. thank you, lisa. the giants close out home stand against the brewers with madison bumgarner taking the mound and giants have a rematch against the phillies. back to the brewers last night, san francisco evened the series ending a two-game losing streak. here is mike shumann.

burning his old team again. yankees within a run. how about hideki matsui, they call i am godzilla. a's beat the yankees for the first time in 12 games 4-3 the final. >> can you believe it's been 30 years since the 49ers won their first superbowl? last night at facility, they celebrated superbowl 16. it brought back a flood of memories for everyone. this was the first of 49er five superbowl titles and nothing like the first time you do anything. the nine irs have a lot of class pentagon this together and we relived one of greatest moments of our lives. >> you have to give it to the 49ers. it was a great idea and outside with the big screen. it was real a cool idea.

welcome back everyone. in norway the king and queen along with hundreds of other people are attending a service of sorrow and hope in oslo for the victims of friday's attack that killed 92 people and injured 97overs. the back-to-back car bombings in oslo and shooting spree at summer camp have shaken norway to its core. 32-year-old norwegian man confessed to the killings. here is the latest. >> reporter: from the mind of a mass murderer, a video released on youtube hours before his murderous rampage. forcing european conservatives to embrace martyrdom. >> it was gruesome having to commit these acts but they were necessary. >> reporter: we're learning startling new details about the

attack. one was shot point blank in the shoulder. he survived by playing dead. >> he approached me. i could hear his breathing. i could feel his boots near me. i could feel the warmth from the barrel. >> this picture captures and you see the shooter taking aim as victims plea for mercy. >> this is where this horrific scene unfolded. its tiny island 1200 by 1600 feet. they were so bogged down with the bombing on oslo that witnesses say the shooter had an hour, maybe more to walk around it and murder at will. he surrendered to police around 6:30 p.m., four hours after the remote bomb blast in oslo. witnesses on the island say he is simply ran out of ammunition.

>> the search for four or five people continues, police have called in a submarine to search the bottom of the lake. he will be in court tomorrow and his lawyer say he will explain himself then. in southern california, they are battling a wildfire on an indian reservation in san diego county. it's 30% contained. flames are turning away from populated areas and steep and rugged ter rain. fighting fires like that cost money, the fire danger is not shrinking. but the state is charging you for fire protection. here is nannette miranda near sacramento with the story. the state of california provides fire protection through cal fire covering 31 million acres of land mostly in rural

areas. that is one-third of the state. to help pay for that service, 850,000 residents will be billed $150 a year under a new law. so imagine the outrage in communities like this community outside sacramento where residents pay an extra fire fee. >> no, i don't want to pay double taxes. >> i think it's another way to fee us to death so they can cover all the expenses. >> you won't believe the phone calls i got coming into my office. >> a state senator filed a referendum with the state that would ask voters to overturn the new fire fee which he says is really a tax. the roseville republican thinks property taxes already cover basic services. >> clearly it's illegal in my mind. clearly it's unfair. they are already paying taxes

for these services. there is no excuse to go after rural homeowners again. >> with this up and down economy cal fire says it can't do its job with constant budget cuts especially when developers keep building near fire territory. it would mean $200 million for the agency. >> it would be detrimental to us. >> higher taxes are unpopular some residents understand why they are necessary. >> everybody wants fire protection. we have to pay for it. i don't have a problem with an extra $150. >> lawmakers will try to tweak the law to exclude residents who pay the local fire fee but the senator says that is not good enough and try to gather half a million signatures to qualify for the june ballot. >> a new plan to preserve the famous views of yosemite water falls calls for cutting down

hundreds of thousands of trees. they say the forest needs to be thinned to protect the valley from devastating wildfires. since 1864, they have been future out by firefighters to protect the landscape. after three years of study, the final version of a scenic vista management plan is due to be released. it will list 200 historic vistas that are blocked by trees. the bay area has lost an aviation icon and historian and we have lost a dear friend. our taif immigration consultant ron wilson passed away this weekend. if you don't recognize the name, you'll probably say, oh, yeah, after watching this report by wayne freedman.

us and it opened doors. many reporters remember ron from moments like these, where riding around his sedan in the tarmac in the days before tightened airport security. he would take us close enough to the big airliners to practically touch them. later as a consultant he provided a mine of information. when the airplane crash landed on the hudson river, we called ron. >> i don't know what kind of mauled you could give him but he -- medal you could give him but he sure deserves one. >> he took pictures of every incident through decades. when we asked about a pan am flight that lost 27 feet of wing back in 1965, ron plowed eight millimeter home movies and helped us find the crew. >> it was a beautiful landing. just barely came down, hardly a

jolt at all. >> ron's best airport memory may be a personal one. in 1987 when pope john paul ii arrived in san francisco he was there on the tarmac with his daughter and granddaughter. >> he had an aura about him. you knew he was one of holiest men on earth. >> moments later, as the pontiff passed by, he blessed him. >> he puts his hand on the head and made the sign of the cross. i would break up thinking right now. >> he was a terrific spokesman, a good reporter and a great guy. we will miss him. i remember the last time i interviewed ron, it was the day after elizabeth taylor died. he showed me a picture of himself with her that she had autographed for thanking him for helping her get a dog on a special flight. he was really quite guy. he was very generous, and funny and a heck of a nice guy.

mixed bag of weather this week. a little below normal and getting close to normal but why should i show you this when lisa argen is sitting right here. she is the expert. >> you are own expert in your world like everybody else. we should be 90 in livermore. we had mid-80s in concord and livermore. santa cruz, lots of clouds around. marine layer was around 2,000 feet deep. as we head further north, south bay we are looking at a lot of sunshine here. some 70s and 80s around for much of our south bay. east bay, we're warming up, sunshine early this morning. concord and livermore and still under the influence of a southwesterly flow kha is allowing the cool marine air come into the valleys. pat in san rafael, with the low clouds and fog this morning.

we're keeping it cool at the coast but the clearing will make its way to the shoreline later today. that will allow for still numbers to be on the cool side around the bay. when will we see that warmup by wednesday. everyone but by tomorrow, in the north bay, so here is the setup for later on today. low clouds and fog hugged the shoreline. we'll see a decent day elsewhere. with that, we'll see numbers shy of normal but notice the 80s. they are shorter in the picture to the east bay valleys and around the santa clara valley. you still have that broad westerly flow that will be allowing that sea breeze to influence our temperature change. as this system gets closer, it is providing the cool air and it's going to move over to the north of us. north bay will respond tomorrow with another a northerly wind flow. that is going to bring the temperatures up first in the north bay and monday but

everyone follows suit after that tuesday into wednesday. so numbers getting up to around average. not feeling the delta influence or marine influence through the sacramento valley. hundred in fresno. 103 in vegas with 81 in sierra nevada. low 80s should do it for santa clara, cupertino and sunnyvale. you have the clouds and cool sea breeze. menlo park, 77. redwood city should be in the low 80s. mid-60s downtown with some afternoon clearing here. taking its time in the city today for that low cloud deck to give way. 81? sonoma. 76 in vallejo. 78 in union city. a little cool today. inland valleys will see mid-80s kind of hold there tomorrow and then the warmup begins in the inland valleys. 83 in hollister. here is the seven-day forecast,

>> reporter: gertrude can bring apples and corn on the cobb she has firm set of new teeth thanks to dental clinic but she has something unwanted, bills she doesn't owe. >> i paid the bills. i had a sheet paid in full. >> gertrude had paid off her account of the university pacific dental care center and received a zero balance statement. a month later she received a bill for $1,146. she called the billing office to ask why. >> they say, you don't owe that. i said thank you. you are let it go. negligence month i get another bill. >> she was told to disregard the bill. however, the following month, she received yet another bill in the mail also demanding $1,146.

gertrude called the clinic again. >> she says, don't worry about it. >> so she relaxed until the following month. and, you guessed it, she received another bill for the same amount. this time she contacted the main accounting office and this time she was told, pay up. >> they say according to our reports you do owe this. >> she pointed to her zero balance statement yet bills came in. she was worried about her credit rating. >> i need my good credit just in case i need something. >> so she contacted 7 on your side and we contacted the dental clinic. the away, the billing office corrected her account. university of the pacific would not discuss her case citing privacy laws. it did say we have reviewed processing in clinics to make

we have your winning numbers from last night's super lotto plus. mega number was 16. one winning ticket was sold at a convenience store just a few blocks from disneyland in anaheim. that ticket is worth $61 million. california milk producers are making changes to their latest ad campaign. highly criticized campaign was aimed at men as a way to lessen the effects of pms in wives and girlfriends. but they got more criticism than compliments. the billboards will be changed out later this week. a lot of kids may take summer camp for granted but for hundreds of kids from richmond, they are getting the experience that otherwise might be out of reach. karina rusk gives a report.

>> ymca camp is hour and a half drive from richmond. its distance measured in scenary not miles. >> i also like the nature. >> nature's beauty is summer camp full of activity. there is archery and kick ball and just as important to jamie, there are adults who listen. >> they actually listen to what you have to say and they care about your opinion. >> she is one of 20 young people from richmond. just like the 50 other campers but thanks to a program, youth enrichment strategy. each child sponsored by them only pays $30 to attend summer camp. >> its reality that gunshots are being heard in their backyards and neighborhoods. down here they hear laughter. >> the program has been going on for 12 years. >> i've been here for three

years and every year it's more exciting. >> every year, they allow 300 to 400 kids to enjoy the camp experience. some of them get so hooked on what happens out here, they come back as counselors. >> the camp will have just one week but lori says the seven days and the leadership program that followed changed his life. >> the summer sessions are mostly about letting kids be kids but it's an environment that fosters growth. jamie says camp has given her self-confidence. >> when i go back home and there are, i can teach people. >> the best thing is what happens here doesn't stay here. the weather is just delightful for those camps. >> that is right.
