>> but with the deadline now less than a week away, hard-liners on both sides of the aisle are refusing to budge. abc's karen travers joins us now from washington. good morning, karen. >> reporter: good morning, tanya. good morning, rob. republicans and democrats are no closer to a deal and house speaker john boehner's back is against the wall as he tries to rally support for his own proposal. the capitol hill switchboard is near capacity as americans voiced their frustrations about the debt ceiling stalemate. >> i'll be happy to pass it along to the senator, all right. >> we should not be raising the debt ceiling. >> do you believe the president should also cocoromise? >> reporter: there is a heightened sense of urgency in washington with five days left before the nation hits its credit limit. john boehner confidently declared the house would raise the debt ceiling through next spring but yesterday the congressional budget office threw a wrench in the plan. it's analysis found that boehner's plan did not cut it as much as advertised, so now it's

back to the drawing board. the speaker pushed off a vote until tomorrow pledging to rewrite the legislation to bring bigger cuts. he has now time toore up more votes amamg his increasingly capacity tiff caucus. >> i am confident as of this morning there were not 218 republicans in support of the plan. >> reporter: meanwhile, more than a dozen conservatives in the house and senate introduced legislation to prepare for the worst. if the debt ceiling isn't raised by august 2nd. >> we believe that it's absolutely essential that the federal government have a plan for prioritizing the payments that can and should and really must b b made using the resourcs that the government will have. >> reporter: two of the top priorities are ensuring social security checks and active duty military paychecks still go out, but the white house and congressional leaders insist it will not get to that point. the government will not default. tanya. >> karen travers with the latest from washington, thank you for that. even with a deal by next

tuesday, many experts agree a downgrade in the country's pristine aaa credit rating is likely. our rating would become a aa. that's the same as bermuda and slovenia. a downgrade would boost mortgage rates and cause stock prices to fall. overseas markets are reacting to this possibility. we will check those numbers in a few minutes. in other news now, the white house is warning americans traveling overseas they face significantly higher security risk. al qaeda and other terror groups are planning new attacks, and it all ties back to the raid that killed osama bin laden. here's abc's pierre thomas. >> reporter: al qaeda's vow of revenge for osama bin laden's killing is no idlelehreat. >> tourists, people working in other cities, they think that's a lot easier, and it probably is a lot easier, than coming back to attack washington or new york. >> reporter: the state department bulletin warns of an enhanced potential for anti-american violence given the death of osama bin laden. current information suggests that al qaeda and affiliated organizations continue to plan terrorist attacks. sources tell abc news that after

bin laden's killing, al qaeda's new leader, ayman al zawahiri, told operatives to to target americans wherever they can be found, not just the u.according. according to the state department, americans should be concerned about suicide operations, assassinations, kidnappings, hijackings and bombings. u.s. officials are also mindful that bin laden had encouraged leaders to attack the u.s. by the 10th anniversary of 9/11, and there is growing concern about the reach of al qaeda affiliates overseas in yemen and the emerging threat from somalia. a senior al qaeda leader recently killed in somalia was carrying computer files indicating the group was discussing mumbai-style attacks on hotels in europe. this warning from the new nominee to head the national counterterrorism center -- >> probably the next most significant terrorist threat may emanate from the al qaeda presence in somalia. >> reporter: at least 40 americans have gone to somalia to fight and train in recent years.

the wore is that some of those could be directed to attack here at home or overseas, which is exactly what the state department is concerned about. pierre thomas, abc n ns, washington. an alarming story out of afghanistan this morning, and it is still developing. a suicide bomber assassinated the mayor of kandahar. this comes just days after president hamid karzai's brother, himself a powerful figure, was killed in the same city. now these new attacks are raising doubts about the stability of this critical area for the u.s. another developing story this morning. drenching rain and flooding are triggering deadly landslides in south korea. at least 19 people were killed and several others are still missing. they were swallowed up by mud and debris in seoul and another town. many of the victims were college students who had been doing volunteer work. more than 15 inches of rain has fallen since last night with more on the way. a mexican judge has thrown the book at an american teenager giving him the maximum sentence for a series of especially

gruesome murders. the san diego born 14-year-old admits killing four people whose beheaded bodies were found hanging from a bridges. the problem, though, the maximum sentence in mexico for a minor is only three years in prison. congressman david wu says he is going to resign caving to growing pressure over a sex scandal. the seven-n-me oregon democrat is accused of an unwanted sexual encounter with the 18-year-old daughter of a campaign contributor. wu claims the encounter was consensual, though. he says he'll step down as soon as the debt ceiling crisis is resolved a mountain lion struck and killed by an suv on a connecticut highway had quite a journey. it turns out he had traveled nearly 1,500 miles to the east coast all the way from the black hills of south dakota. environmentalist officials found dna matches in minnesota and wisconsin. that is the longest trek ever recorded for a land mammal. >> wow. >> isn't that incredible? >> heck of a journey

on the lack of progress with the nation's debt crisis. tokyo nikkei average was off 51 points today. hong kong's hang seng is gaining and in london the ftse opened higher. on wall street the dow lost 91 1/2 points yesterday. meanwhile, the nasdaq index fell 3. home prices are up again in major u.s. cities for the second straight month, but no one is impressed. there are always more sales in the spring and prices are lower than a year ago. also, there are still many foreclosures in the pipeline waiting to go on the market and bring prices down even further. get ready for the coffee wars.

the parent company of dunkin' donuts goes public today, and that's starting up a battle with starbucks and mcdonald's. the cash it's raising will help it expand west of the mississippi where its rivals have more stores. now, despite the name, dunkin' donuts makes most of its money from coffee. walmart is taking on netflix, the world's largest retailer now has a nonsubscription video streaming service. movies can be rented for $1 to $6 each and purchased for $5 and up. and they can be watched on just about any device with internet access. many subscribers are unhappy with netflix for raising its prices recently. among the 3,600 plus post t a historic one in philadelphia. it's in benjamin franklin's former home and looks like a post office from when he was postmaster general before there was even a united states. it is a tourist attraction but really not that busy. you can find the entire list of potential closures on abcnews.com. and coming up next on this

a factory fire in the bay area sent a black mass of billowing smoke hundreds of feet into the air. the fire broke out in fairfield yesterday afternoon at a plant that makes plastic containers. the smoke there was so thick bubusinesses were evacuated, an residents within a mile were told to stay indoors. >> oh, look at all that smoke. now for a look at the morning road conditions. flooding on parts of i-80 and 90 from chicago to omaha and rapid city. heavy rain on i-94 from minneapolis to detroit. wet on i-10, 20 and 95 in florida. slick on i-25 from albuquerque

been rescued. police believe she had a nighttime accident that sent her car plunging. she was finally spotted by a jogger hours later, and after a painfully delicate rescue operation, she made it to safety a little stiff and sore but basically okay. another lucky person. >> another amazing rescue there. oh, my goodness. in london it was called an emotional farewell to singer amy winehouse. hundreds of friends and family members gathered for her funeral yesterday. in his eulogy, her father said she had beaten drugs three years ago, but still struggled with drinking. following the ceremon winehouse's body wasas cremated. she was found dead saturday. amy winehouse was just 27 years old. another sad story this morning. the suicide of olympic freestyle skier jeret "speedy" peterson. he won a silver medal at the vancouver games last year. police in utah say he called 911 monday night before shooting himself. a suicide note was found near his car. dudung his life peterson did

have problems with both depression and alcohol. a georgia woman whose 4-year-old son was struck and killed while she was jaywalking has been spared from a prison sentence. raquel nelson was facing up to three years behind bars because she didn't use the crosswalk but the driver, who admitted to the hit and run, only served six months in jail. after a major public outcry, nelson was sentenced to probation and community service. preparations for the nfl kick in today. rob likes this. 32 teams open training camps and players started returning to team facilities yesterday, a day after the new labor deal was announced. some were immediately informed they were being released to make room under the salary y p. free agents can sign with teams starting on friday. and here's one we're not used to seeing. american swimmer michael phelps beaten at the ongoing world championships in china. phelps lost the 200-meter freestyle to his friend and fellow american ryan lochte and he'll try again today
