july 30th, still in search of a compromise. republican-controlled house and democratic majority senate continue debt legislation talk as the country sits on the verge of a first-ever default. >> good morning. >> typical low clouds and fog blanket the bay area but we will see some high and mid-level clouds this weekend, as well. >> thank, you lisa. good morning, everyone. thanks for joining us. i'm carolyn tyler. i am in this morning for terry mcsweeney. talks will continue on capitol hill this morning as congress tries to come up with a debt deal. yesterday, after a 24 hour delay and concessions to conservatives, the house narrowly approved a plan, only to have it rejected within minutes by the senate. california senators boxer and feinstein joined all their democratic colleagues in voting against the house bill. take a look at this countdown

clock. it is showing you we are just three days, 14 hours, 59 minutes and so forth until the deadline. now it's the democrats turn to put together a plan to keep the government from running out of money on tuesday. >> abc news tells you how both sides of reacting after accomplishing nothing. >> speaker john boehner vehemently described what he sacrificed in order to produce a debt ceiling plan that he says will save the economy. >> i stuck my neck out a mile to try to get an agreement with the president of the united states, and it is time for the administration and time for our colleagues across the isle, put something on the table. tell us where you are! >> a short time later. >> ayes are 218, nays are 210. the debt ceiling passed. >> boehner's bill passed along

party lines. it raises the debt ceiling $900 billion for six months while cutting in government spending without increasing any taxes. it includes a constitutional amendment requiring a balanced budget. senate majority leader, harry reed, was stunned. >> they want a guarantee it's passed before they will allow an extension of the debt limit. how bizarre can anyone be? >> democrats vowed not to approve a short-term debt limit so they quickly voted down the plan. this congresswoman said she doesn't want to fight another debt plan next year. >> look at the hell we are going through right now. this bill guarantees that in a few months we have to go through the same hell. >> president obama said only compromise will help us avoid an economic catastrophe. >> there are a lot of crises we can't always predict or voice. hurricanes, earthquakes, tornadoes, terrorist attacks. this isn't one. those crises. >> yes, people can be critical

of what we have done, but where are the other ideas? >> now it's senator harry reed's turn. he said he will introduce his $2 trillion debt limit. blanton for a vote late saturday night, even if it goes into the we hours of sunday morning. it's a plan the republicans in the house say they will reject. abc7 news. >> so what comes next? senate majority leader harry reed said he will bring up his measure for a vote tonight, 1:00 a.m. sunday eastern time. in an unusual move the house plans to vote on the bill in just a few hours, this morning, just before 10:00, even before the senate takes it up. it's all but certain to be rejected by the house so the real task remains. both parties must remain on a compromise that can pass the house and the senate and get signed by the president before tuesday's deadline. the american economy is signaling real distress as all the chaos in washington

continues. yesterday the dow was down for a sixth day in a row. it slid 581 points since last friday for the biggest weekly drop in a year. and the effects of not raising the debt ceiling would reach other areas of the economy. abc7's lisa amin guleziana, explains how americans, young and old, would peel the impact. >> just when it seemed americans were comfortable spending again, the debt limit crisis is creating tension just about everywhere. from wall street, where stocks are dropping. >> a lot of people are really pulling their money out of the stock market and parking it in cash. >> to main street where interest rates for homes and cars are expected to rise. people are worried. >> anything that creates head winds for the housing market, which higher interest rates and payments would do, is going to be making it more difficult for that housing recovery. >> if the debt ceiling isn't raised, rates for a 30-year fixed mortgage could go up half

a percent, which means spending hundreds more on your mortgage every month. americans may also need more money for education. college students wonder how this will impact student loans. >> it makes it harder to pull out a loan, it makes it more difficult to just get started with lives, i think. >> everyday life could also get pricier. according to karen osbourne, the crisis will lead to a further drop in value of the u.s. dollar. >> when you have a deaccelerating dollar like the u.s. dollar has experienced recently, what that means is the price of imports increases. >> as a result osbourne expects the price for goods specifically imported from china, like rice and spices, to go up. >> it has wide-ranging effects throughout the economy. it's very scary. >> not raising the debt limit ceiling could be devastating for the state's 1.2 million unto

john's killer. the man once called the primary suspect in the brutal beating of a giants fan wants the public to know what he went through. he issued a statement through his attorney yesterday. >> he is stating that more than anything i'm upset not for myself, but for the grief and embarrassment that my friends, family and loved ones have been put through. >> ramirez was arrested on suspicion of beating brian stow at dodger stadium back in march. he was never charged in that case but he's being held on a parole violation. ramirez was exonerated earlier this month. there are now other suspects. his attorneys are now asking for his release. >> the man who gained fame after being fired at macy's santa claus died. >> the 69-year-old man was found yesterday in the room at the residential hotel where he

lived. police say his death was not suspicious. he was fired from his long time santa job at macy's union square complained after an adult who sat on his lap said he told a naughty joke. almost immediately after his firing he was hired by nearby lefty o'doul's bar and restaurant where he led the toy drive to a record year. >> last year he worked from five in the morning all the way to 2:00 a.m. until the last one was brought out and delivered to the kid. it's a great loss and we are sad. >> lefty o'doul's was planning to bring him back this christmas. there is now, of course, a large void to fill. coming up next, ten years after the 9/11 attacks, former president bush reveals what he was thinking in the moments after learning america was under attack. also, trapped by bees and how an attempt to move them backfired. in a rare interview, former president george w. bush puts a new spin on one of the most controversial moments of his presidency. it happened in a florida classroom when he was told about the 9/11 attacks. you might have thought he looked stunned and uncomfortable in the videotape that caught his reaction. but he said he was trying to project an aura of calm in a crisis. his first reaction, he said, was anger but he did not want to upset the kids. >> bees are causing a problem in fair oaks. they were trying to remove them but it enraged the bees and they swarmed the entire neighborhood. >> neighbors could watch the swarm from a safe distance and yours truly could watch from the safety after car with the windows rolled up.

>> it really is a safety issue for our neighborhood. >> the couple with three children directly across the street trying to leave on vacation, well, they felt like hostages to the honeybees. >> they are aggressive and they are angry, and understandably so. >> meg said she's happy that something is finally being done about the neighborhood new sense, but the timing could not be worse. >> we tried to leave by getting to the truck by going out the backyard gail and going to our truck and within that couple minutes of going from the backyard to the truck in the driveway my husband was stung ten to fifteen times and two of my sons were stung up to three times. they just attacked and they followed us back into our house. we came back into our house and we killed seven bees inside our house because they followed us back in. we are currently literally trapped inside our house. >> then somebody suggested the family build a smoky fire in a bucket outside the front door. christopher helton carried the

luggage out to the pickup truck waiting on the driveway. couple bundled their three young children in protective clothing and one by one took them to safety. then one last thing, doused the fire, of course. the vacation had been saved. in fair oaks, george warren, abc67 news. >> is there a particular type of weather that bees prefer? >> hmmm, i don't know about that. >> i know there's a kind of weather i prefer. >> exactly. it has been a strange summer. so really not surprised. probably not surprised to hear about the possibility of had this thunderstorms later on in the weekend. right now the same old same old, low clouds and fog. afternoon fog. still a, cool but we will be looking at more humidity coming into the bay area over the weekend. i'll explain next. >> that's a pretty shot, lisa. i like it. also coming up, seeing red. the giants against ex-giants last night in cincinnati.

>> lisa is here to talk about the weather. you mentioned thunderstorms. is that just to scare people? >> sure. [laughter] >> or wake you up maybe. not scare you. typically we do find some thunderstorms in and around the bay area over the summer. >> you are kind of sadistic sometimes. >> you've got to know me. you know, now and again, that too. as we head outside we are looking at low clouds. a generous marine layer, 2,000 feet deep. we are looking at some warmer temperatures, especially in oakland this morning. 7 degrees warmer in emeryville. and in and around the east bay and the north bay temperatures are coming in a little bit more mild. we have the blanket of low clouds and fog. not a chilly start. we are looking at clouds all the way toward the delta this morning. some breezy winds there. partly cloudy skies in san jose but it will take some time to see the sun. once again we see some afternoon sun. areas of thunderstorms today to

the east of us in the sierra, and then tomorrow to the south of us, mainly in monterey, san ponita county, perhaps the higher elevation of the east bay hills, with the high clouds heading in in advance. so we are looking at a couple different things going on. but today for sure you know we've got the low clouds and the fog and some afternoon sun with really 60s and 70s around the bay. we will see mid-and upper 80s and pleasant and warm in the inland spots throughout the week. much of the bay area around the bay and around the coast has been stuck with the per sis extent sea breeze, the fog and very typical. looks like we won't see any changes in the short term there. but overall the big picture sending in some cloud cover. this is all due to the big high that has encompassed the nation with that very, very hot, sticky weather. the flow around it allowing for the moisture to move in to the

eastern portion of the bay area. and that includes the sierra nevada. so we will look for the thunderstorm activity from the northern and southern sierra, in fact the flash flood watch throughout the day today. we saw the thunderstorms yesterday. so if you are traveling today or tomorrow, be aware of that. we can see some very heavy downpours from time to time in the mountains, the foothills. and by tomorrow, sunday, the focus shifts closer to home. really the south bay and portions of monterey. so not only is slight chance of a thunderstorm, but more likely the high clouds, the mid-level clouds and maybe the muggy feel to the air here as a piece of energy here drifts to the west. so this afternoon we will see more moisture in the sierra, the spine of the sierra so that's going to be the setup for the weekend. 98 in fresno. back home upper 70s to low 80s. 80 san jose. and san mateo 75. san francisco a little bit below average, about you with partly

cloudy skies, 66. 60 the bay. and 72 san leandro and hayward and out over the hills we will see numbers warm into the upper 80s in pittsburgh today with 86 in walnut creek and down by the monterey bay, 66 there, 77 in hollister. so got some high and mid-level moisture working its way into the bay area mainly tomorrow. tomorrow if you are headed to the mountains you could so a thunderstorm. otherwise 60s coast, 70s around the bay. 90 inland. not a lot of change all week long. we will hold on to the persistent fog and the sea breeze. >> thank you, lisa. coming up at 7:00 it's good morning america. we joined live from new york to tell us what's on tap. i know you are talking about the debt ceiling, but you've got other news, as well? >> that's right, carolyn. we actually have some breaking news. a carribean airlines plane carrying 140 passengers crashed while landing in g am yana this

and based on what we see and hear in public from the leaders of both parties, a compromise by tuesday seems impossible. but even now the president says progress is being made. >> and i have to say democrats in congress and some senate republicans have been listening and have shown themselves willing to make compromises to solve the crisis. now all of us, including the republicans in the house of representatives, need to demonstrate the same kind of responsibility that the american people show everyday. the time for putting party first is over. the time for compromise on behalf of the american people is now. the president says both parties roughly agree on how much spend to go cut to reduce the deficit, and he said both parties agree on a process for

tax and entitlement reforms. if an agreement is not reached, experts say the economy is at risk of slipping into another recession. a default would push up interest rates from mortgages to auto loans from credit cards. it would also stop unemployment checks. and that's just the beginning of the bad news. capitol correspondent nanette explains. >> it could be a very abrupt notification. >> the state's employment development department was racing to put together letters to 1.2 million californians receiving unemployment checks, notifying them their money may stop coming if the debt crisis isn't resolved by tuesday. $320 million a week in benefits would abruptly stop because the program has been running on federal loans since january, 2009. >> we don't have a reserve in our unemployment trust fund and it's about $8.5 billion in the hole right now. we don't have that kind of backing to be able to pay those payments right now.

>> robert guerrero could be hit with a double whammy. he collects social security because of his age and unemployment after losing his part-time job. it's possible he wouldn't get either as the feds will have to prioritize what gets paid. >> i might end up in the soup line like they did in the depression days. i don't know. i just know it's going to be bad. >> besides unemployment checks, public schools are worried they won't be able to provide the federally-fund free lunches anymore. sometimes it's the only hot meal low income kids get. the 18 cents a gallon in federal gas tax that goes to highway and federal transportation projects would be put on hold in california, jeopardizing thousands of jobs. the scenario seems familiar. >> we've been through scary times in california. as you know, in 2009 we were very much on the edge with a $42 billion deficit. we got it done. they have got to get it done in washington d.c.

the speed limit before the s-curve is 40 miles an hour. caltran and the chp will determine in a few weeks whether drivers are getting the message and whether the extra patrols need to stay on the bridge. the love of everything garlic is expected to draw more than 100,000 garlic lovers to gilroy's christmas hill park this weekend. the 33rd annual garlic festival is today and tomorrow from ten to seven. at 10:00 this morning ate she -- eight chefs from all around the country will participate in the finals of the great garlic cook-off. the chp recommend drivers should plan to leave early and come home late because highway 101 becomes gridlocked during festival hours. garlic, love it. it doesn't love me but i love it. >> we are looking at a pretty good weekend. in the south bay near gilroy

>> diego riviera was a 20th century artist known for his mural. one is planning to be moved. it has been without a proper home since 1940. >> this is diego riviera largest-standing mural crammed inside the small performing arts thee theater at city college. it was never intended to live here n1940 the plan was to build a library big enough to house the mural. then came world war ii. >> he is with the mural project. >> you couldn't get concrete, you couldn't get steel, so finally when city college did put up a library it was a multi-use place. there was more need for classrooms so there wasn't anything large enough. this is 22 feet high by 74 feet long. it does take up a little bit of wall space. >> that's nearly as long as a tennis court. in 1940 the president of city college and well-known architect timothy fluger convinced him to come to california to participate in the national

competition on treasure island. it took him only four months to complete the fresco, no one as -- known as the pan-american mural. >> he was paid $1,000 a month for living expenses and $1,000 travel. but the mural itself is his gift to city college. >> the mural is a fusion between the great past contributions of latin america and later north america's technological invasions. -- innovations. a panorama of the city covers a significant portion of the mural. his ex-wife is prominently shown, even though diego is behind her holding another woman's hand. despite the brief love affair, callo and diego later remarried at san francisco's city hall. for more than 20 years the ten-panel mural was stored in a crate until it was installed in

a small theatre. as a result, very little is known about it. >> nobody had ever been able to get in here and study and and therefore nobody had written anything about it. >> julia and manus are working on a relocation mural. it's called the diego rivera project got the attention of the mexican government. a few weeks ago a panel of experts arrived to examine the mural and see how it could be transferred. >> the mural of diego has to be very well protected so during the movement it doesn't get damaged and that's what the mexican experts are experts on. >> each panel is already securely fastened to steel frames. here's what the back of the mural looks like. while talks are underway to move the mural, the place that would house it has yet to be built. this is a proposed site behind me, a parking lot here at city college. this is what the building would look like.

bergmann and manus reached out to a philanthropist. she and her husband put together a committee called the friends of the diego rivera murals. >> we want to make sure the money is coming from friends of diego, that it would not interfere with money that would have to do with other programs or education. this is outside money we want to provide the college to be able to do this. >> they will have to rely on deep pockets and donations from the public. there are three other diego rivera murals in the bay area, one at san francisco's city club, a second at the art institute, and another at u.c. berkeley. many believe the mural at city college should have a home worthy of its stature. in san francisco, abc7 news. >> good reporting, leeann. >> well, i have to roll my rs, and will there be rain in the

forecast? >> i will say no. in the city you don't have to worry about that. but we have the usual low clouds and fog. santa cruz right now, major low clouds and fog action going on there. low 70s coming in later today. you will see the sunshine there. we will be looking at these clouds hearing as well. 2,000-foot marine layer. the microclimate in full swing today. numbers from the 60s at the coast, upper 80s inland and moisture from the sierra nevada to the southern portion of the viewing area and even parts of the south bay. so we will look at numbers today, a little warmer as you head out into the east bay. 62 there in oakland. we are looking at the coastal fog that has moved across the bay this morning, bringing a mild to warm start. through the afternoon mild to warm temperatures. but high clouds moving in throughout the bay area. the main focus is tomorrow in the south bay, monterey county. here's a look at the fog. it peels back to the coast.

we will see some sunshine from santa cruz all the way up through the san mateo coast at times today, but still only 60s there. 70s around the bay. we will look for 80s inland and 90s, not likely. we have gusty winds. the southwesterly flow still keeping the breeze pumped through the delta, but we are looking at changes as moisture is headed into the sierra nevada today, south bay, and possibly monterey. and more likely tomorrow the mug good atmosphere throughout the pay area, south bay anyway tomorrow. here's the thunderstorms today. north lakes, around the northern sierra from lake tahoe through the southern sierra, even a flash flood watch. with the downpours we could see some pretty good rain out of them. by tomorrow the moisture shifts a little further west and not only southern california, but here around monterey county. so the clouds will be moving up in advancing and only a slight chance of showers or thunderstorms making the

forecast a little bit interesting, nonetheless, throughout much of the state. so notice the moisture here into san diego, even palm springs could see some wet weather. 82 in los angeles today. we will see some 80s here, 82 campbell, 85 for in and around the peninsula. low 60 here's. but as you head out toward redwood city a nice afternoon with 77 there. in san francisco we will see mid-60s today, partly cloudy skies. so the clouds will allow for some sunshine as they peel back but they are going to stay banked up along the shoreline. we will have that sea breeze here. vallejo, 75 today. a comfortable day there. on the east bay look for highs in the mid-70s. here a few high clouds and out over the hills. and dublin coming in at 85. walnut creek 86 today. today around the monterey bay look for sunshine, a few high clouds tomorrow, more in the way of mid-level clouds. gilroy 83.

the chance of showers and thunderstorms just in the sierra today. tomorrow looks like perhaps the south bay into the monterey coast and we will look for temperatures to stay rather cool. i guess it's seasonal with 60s, 70s, and 80s, but we should be looking at more 90s. the fog has been really banked up along the coast. breezy at times, as well. >> looks like just small changes as we go lou the week. >> exactly. >> thank you, lisa. every year thousands of babies are born with small congenital defects that alter the appearance of their ears but now a bay area hospital is introducing a simple device that can transform the shape of a newborn's ear without surgery. health and science reporter caroline johnson has the details. >> if you are a newborn like lucas, you are going to inherit a few family traits. maybe your mother's eyes or your uncle's chin or just maybe your father's ears. >> mine are a little more pointy, like elf ears, but he definitely seems to have

inherited pop's and grandpa's ears a little bit. >> in luis castillo's case it resulted in more of a flop. a condition that left the tops of his ears foaled over. not a huge problem, but still. >> so i asked my husband and he said, oh, when i was young all of my friends made fun of me. >> we see abnormalities of the ear cartilage when children are born. >> he was referred to a plastic surgeon at stanford. he recommended a new device called the ear well, which he said can correct abnormalities ranging from mild to severe. first customizable fittings are made in this housing, which is placed over the ear. >> what we're able to do, we are able to shape the cartilage and mold the cartilage to a much more normal appearance. >> he said the key is the device must be placed in the first few months of life, the stage when the cartilage in a newborn's ear is still soft and malleable.

a well-known restaurant chain said no to a bay area woman when she tried to use a gift certificate. she knew that was against the law so she turned to 7 on your side's michael finney for help. >> tara is telling me about a night out she had with a friend recently. she planned to pay with an old gift certificate her husband never used. >> it was a gift certificate and it's big like that. and it's blue. the waiter said, oh, we don't take them anymore. >> a gift certificate rather than a gift card. that's a sure tip-off it was old.

>> one of the iconic images of the end of world war ii is the famous kiss in times square. there's a national campaign of remembrance. arts and entertainment reporter don sanchez shows us the work of art. >> the famous photograph in times square by life magazine is forever a symbol of the celebration that ended world war ii. but look at the kiss as a sculpture. this is a reproduction of the 25-foot statue by johnson. its six feet tall. >> you would fight to keep them alive and when the people came home they felt a bond with people like that. the people who came back home and in a sense rebuilt the world. veterans gathered at the u.s.s. hornet for the ceremony and remembering those who didn't come back. >> that was kind of the culmination of an ending of a long and bitter war. >> one of them is this woman of castro valley. she was just a few minutes from times square when it happened. >> it was over and people could start living again, and there were not young men -- the man started playing the bugle, i have to -- it's very important to me. >> the idea of the unsung hero came from edith shane, the nurse in the photo when she visited the bay in 2010. she died four months later, but her vision lives on with a national spirit of 45 days. it will be on the road in the bay area state. they are leaving for the veterans home and then for pier 45 in san francisco and eventually ending up in san jose on august 14th for the spirit of 45-day. the spirit will be in history park. abc7 news.

five new penguin chicks will take part in the annual par of the penguins at the san francisco zoo this morning. this video showed the last year's march. it's when the youngest chicks are mature enough to swim to penguin island and rejoin their group. this year four males and four females will join the colony. for five years they were taken care of by caretakers. they hand-fed them and taught them how to fish and swim. now they are ready to join the others, making penguin island home to 49 of them. the largest group in america. throw get all dressed up in their tuxedos and they are ready to go. very cute. >> we are looking at fog, but 70 in oakland. a few high clouds today. 87 concord. not a lot of change out there today. 72 with afternoon sun in santa cruz, but tomorrow we could see the chance of thunderstorms from
