in the granola bar aisle. you in the news this saturday morning, august 6th a helicopter crash in afghanistan has killed 31 u.s. special operation troops and 7 afghan soldiers. america's credit rating is cut for the first time in history. standard & poor's lowers their rating to double "a" plus. >> and the ceilings are lowered around the bay area and warmer next week. >> i'm terry mcsweeney. a senior obama administration official says the helicopter that crashed in afghanistan overnight killing 31 u.s. troops was apparently shot down by insurgents. taliban is claiming that the attack that was carried out. the helicopter was carrying 75

seals and 7 afghan soldiers and dog. hamid karzai confirmed the casualty figures and sent his condolences to president obama. it's the highest number of casualties curing the decade long war. >> china is criticizing the united states demanding that america tighten its belt and live within it's means one day after standard & poor's downgraded the u.s. credit rating. karina rusk talks to economists. >> the downgrade for the first time in history the u.s. government has a credit score that is less than perfect. its black mark on a global scale. >> i think it's a very sad day and the united states to see something like this happen. >> one of consulting company, econo systems.

for a moment of silence in recovery for ryan white. they hope the city treats him well. >> we want him back. >> he was struck by a hit-and-run drive. his family from pennsylvania for the game were returning to hair hotel after the game. 21-year-old andrew vargas was driving this toyota pickup truck and hit the boy. they say he swiped and hit the other cars as he fled the scene. the fans say the tragedy hits home. >> it's a tragedy especially from my hometown, it's an unfortunate accident. >> the police chief. >> a young patrol officer took the license plate and next thing we knew he was in oakland and there were witnesses coming to make an i.d. in hay zwlard about a dozen witnesses gave an

accurate description of the car. 45 minutes after the hit-and-run they say 21-year-old andrew vargas in custody. they arrested him near his apartment after hayward police spotted his badly damaged car matched the suspect's description. he last arrested after he failed a field sobriety test. >> hopefully that is the right guy. i think the law is pretty strong in this case. he will be punished pretty well for what he did. >> we caught up with the chief as he was going to the hospital? >> we thought we drop some toys on the little guy they are there when he wakes up. >> police say he will be charged with felony hit-and-run and d.u.i. will be an enhancement to that charge. a contested is asking important the public's help in searching for a missing sailor that might be lost at sea.

he was sailing to san diego in his 27-foot vessel. he left on july 25th. he never arrived. his son trying unsuccessfully to reach him by phone. coastguard tried to issue an alert but so far there have been no sightings of that boat. >> police hope they hope a surveillance tape will track down a man. this video shows the victim walking to his car outside the american legion hall and he is approached by to two-men that grabbed the bag he is carrying. he suffers a minor stab wound when he fights back. >> we have pictures going out, the type of car is identify amp and plates are very obvious. so i suspect some of that helped police. >> the thieves did not get any cash. the bag contained only paperwork. a 4-year-old boy abducted from a

homeless shelter in san luis obispo county has been found safe. he was reported missing. the mother reported that she had an argument with the mother and believed hale took jeremy. they issued an amber alert saying they believe hale may have walked away with the child. last night they located the boy and took hale in custody. >> shaef ron is going to release a report on fire their fine. they are going to pay $170,000 in fines. pitcher monitored refinery released 25 times. pollution involved sulfur dioxide gases. chevron has fixed the problem and says it has the lowest flaring right of any bay area refinery. >> coming up next, a terrifying

[ bell ringing ] the japanese city of hiroshima marked 66th anniversary of the first atomic bomb attack. thousands gathered near the piece memorial along with survivors. it destroyed most of the city and killed 140,000 people. it was painful for many japanese had a are still struggling after the earthquake and tsunami last march. >> we're getting more details

this morning about a terrifying polar bear attack in northern norway. it attacked a broop group of british teenagers. a 17-year-old boy was killed. four other people were injured before the bear was shot and killed. >> 17-year-old teenager was brutally killed friday morning when a polar bear breached a trip wire around the campsite. the alarm did not sound but the expedition came to a tragic end. the group had been camping in a remote area of northern norway heavily populated with the bears. the group had been given training to deal with the attack. this group was unlucky. 560 pound bear rampaged through the site hunting for food. four others were mauled by the

bear and seriously injured. the father of one of them described his son's harrowing ordeal. >> the bear cut his face, his head and arms. and they tried to get the polar bear away, that person got mauled really badly. >> even though attacks on humans are rare, they are not uncommon. scientists say climate change is melting the ice forcing the impairs on land which increases human-bear interaction. even hospital officials four people have been injured none of the injuries are life-threatening. >> comedians are rallying around jerry lewis. they are protesting unexplained dismissal from the muscular dystrophy hell le thon. he gathered at the laugh factory that jerry get his gig back.

he issued a statement he expected to host the telethon this year. >> the burning man festival is coming to san francisco at least a part of it is. the mind behind the desert gathering are teaming up with the city of san francisco for the burning man project. they launched a nonprofit organization to build an urban cultural center in san francisco's central marketed district. they say it's a good fit with at goal to improve that neighborhood. >> in this year alone, we are bringing twitter and incredible technology companies to the area. we are bringing artists and small businesses and new hamburger joints and we are bringing burning man. >> project classrooms, galleries and spaces for gathering. i guess the fog is lifting a

directly, that information is on our website at abc7news.com. in concord, laura anthony, "abc 7 news." lisa is here and the fog is publg out of the places in the east bay. >> we still have the mist and drizzle down on the deck there, the golden gate bridge. if you are headed down santa cruz, it's gray there now. gray and highs will get up to 72 there. it will be warmer in the days ahead with numbers coming in the 70s locally at our beaches. back home, emeryville, upper 50s low 60s around there around redwood city. mountain view is at 60 and 62 in antioch. this is where we're getting clearing but widespread low clouds and fog with that persistent marine layer and drizzle. so little change over the weekend. some neighborhoods we're going to come up and some are going down between today and tomorrow.

everyone will see a warmer week next week when winds shift. the fog is pulling away from the delta but it's going to get hung up for the next hour or so around our east bay. then after that, 10:00 or 11:00, we'll continue to see clearing, temperature had remains the same. 80s inland valleys, 70s in santa clara valley and 60s staying around the bay with some of that breeze, that onshore flow becoming widespread right across the bay. feel cool again and need the jacket, it's all because an area of low pressure continue to be in and around much of the gold in-state. with that we are looking at the low clouds and fog temperatures held in check. eventually when the systems do move out we'll begin to see change, not today or tomorrow. minor ups and downs with the persistent onshore flow. deck of low clouds at about

2,000 feet. back home we're looking at warming on the other side of the low cloudiness, the edge of the bay we're looking at cooler air and mid 90s will come into play around fresno. 92 in sacramento with upper 70s in los angeles. low clouds here, too, in southern california. we will look for becoming more like summer in terms of warmup next week 81 in campbell and 77 in sunnyvale. 50s in pacifica. 75 in redwood city. san francisco we'll call partly cloudy at 65. in the north bay you've got the gray and mist and drizzle to start. late morning, early afternoon sun for some folks, upper 70s around calistoga with 70 in oakland. not much change from yesterday to today here in the east bay, but if you head inland, minor fluctuations, upper 80s. low to mid-80s. 82 dublin and we're working on the sun for the afternoon.

welcome back everybody. go to to santa cruz today, you see the waves coming in. we had people earlier on the beach but they walked away saying when is the sun? >> it is coming. >> and we'll bring in lisa argen the question is, where is the sun? >> it's above the marine layer and beginning to dissipate around the bay. we'll show you what it looks like outside. a lot of gray down around the embarcadero. yesterday it brightened nicely and today a little bit later out there. along with mist out there and temperatures mainly in the 50s with widespread low clouds and fog.

a couple of 60s. mountain view is at 60. 58 in san jose going to break up that low cloud deck in the santa clara valley. drizzle this morning and we'll look for a little change over the weekend. temperatures coming down a little bit inland today and tomorrow, not the same. some areas around the coast will stay the same and then we'll begin a modest warmup next week. the information all the way out to the delta, now sits in the bay, castro valley, fremont and continues on westward trek. we'll see it evaporate and conditions be quite comfortable with 80s, 70s, 60s right here and maybe an hour or two of sunshine closer to the coast. golden gate bridge has been socked in with the low clouds and the fog. so our beaches are pretty chilly out there. temperatures have been in and around where they should be a couple degrees shy of average all because of what is going on to the north of us.

low pressure systems continue to bring that persistent low cloud deck and onshore flow. with this next one headed our way, we'll see very little change today and tomorrow. minor ups and downs around the bay and finally head on out with high pressure retrograding back into the bay area and rest of an onshore push and repression of this low cloud deck. 91 in yosemite with a 107 in palm springs. low 60s up by eureka. back home, upper 70s a few low 80s in campbell. 81 saratoga with 77 in sunnyvale. peninsula numbers, waiting on the sun and once we see that, the numbers will be in the mid-70s. average highs should be around 77 in mountain view. downtown, 65 today. so we'll see sun for the ballgame but in the north bay, it will be gray for in mill

valley the next couple of hours. then upper 60s there. 72 san leandro, 74 castro valley and out over the hills, we'll bring the numbers down a few degrees but on nice day in concord, 84. walnut creek 84 in the 80s. monterey we're talking 64 while hollister warms to 77. for the game, sun will begin to couple and it will be breezy, low 60s here and still with a look ahead the weekend remains, a little cooler than average and a little warmer in the outoutlook for the coast. everybody will warm up five degrees or so in the next week. >> in the next week, middle of august is beginning of school for some school districts. they will feel bee trade. >> it will be hundred. thanks a lot. >> everybody knows there is a

homeless problem in downtown san francisco and also in neighborhoods near the great highway. people are living on the streets there as well, not outdoors, but in cars, campers and vans. carolyn tyler has this morning's assignment 7 report. >> it's summertime and the rvs are lined up along the street just below the great highway across from san francisco's ocean beach. these aren't vacation campers, they are people like this man whose vehicle is his home. >> i have been living in the city all my life. >> he is arguing with with john who h has neighborhood watch. his group has had enough of this encampment. sometimes as many as 20 rvs park in a twok stretch. >> not everybody is a problem but if the group is large, there is a public intoxication, drug use, sales.

used needles. this is where our children with a walk. >> some of them get our sewage and dump night our sewage system and urinate in the park. >> i've got pictures to prove that. >> police say the situation has existed to for years. >> why has it been allowed to go on for decades? >> i think because of the lack of the limitations that we have on our enforcement. >> there is a city law against sleeping in vehicles from 10:00 to 6:00 in the morning but officers have to see a violater to cite him. parking control indicating it's toiling park in one spot for longer than 72 hours but those who are savvy have figured that out. >> to comply with the warning, campers need to move one block away and they can park until they receive another notice. as one officer says, it's a game of cat and mouse.

protests around the smartmeters. some say they lead to overbilling and some worry about radiation but there is another utility quietly installing their own version of smartmeters. >> reporter: the owners of this san francisco, you may not know it, they are about to get a new smart water meter out installed out from in front. they are installing these electronic meters at all 177,000 homes in the city. >> we're taking advantage of an opportunity to go beyond replacing the meter but upgrading the technology and providing for them to be automatically read. >> it will send water use through the airwaves through a central computer. it will help consumers track consumption and detect leaks. the project has gone on quietly compared to the battles over pg&e's controversial smartmeters

>> these don't allow -- please don't allow pg&e to put more smoke and mirrors in front of the public. >> it's under the radar. >> there are concerns about health impact of emissions. now, he says the water department went ahead and installed a smart water meter at his home before he could do anything about it. >> the flyer we got basically said that this is not optional. >> they are not going to let it happen at her house. she was arrested trying to block installation of a smartmeter because of concerns over radiation. now she has put a sign over the old water meter warning do not install a wireless meter. >> it's my house, it's my front yard. i don't want and emitter on my property. >> they use the same technology as pg&e's smartmeters.

also water usage data is going to to a collector's unit like the one pictured here in the city's bernal heights. on the other hand the smartmeter data bounces from house to house on the way to be collected. they say water meters are safe. emissions fall to low levels aallowed and the meters are under the sidewalk. >> if you stood up, you would get a radio frequency from a baby monitor in your home. >> protestors are not convinced. >> why would we want to install our emitteders 25 feet along a sidewalk in san francisco. i walk to bart. >> they request acknowledge that they have asked the water meters installed. the city is considering an opt out program similar to pg&e.
