firefighters from the surrounding counties were brought in to help. crews from napa county and contra costa county have been assisting but crews were able to get the fire under control. so a beg relief for homeowners. it's unclear how the fire started. investigators will be looking into that. abc-7 news. >> alan: in our big national story, the finger-pointing continues following standard & poors' decision to downgrade the u.s. credit rating. an adviser to president obama puts he blame squarely on the tea party, and the republicans say the fault lies with the president's lack of leadership. and tonight, concern with what is going to happen as the markets open. >> as the asian markets opened, world economiesing waited with anxiety about what the u.s. credit downgrade means.

the white house spent the weekend pushing back, but standard & poors, the rating agency that issued the ground jade, -- downgrade, defended its move. >> we have been talking about the business stall trajectory of the us was on a bad path. >> two of the three major agencies that highlight the risk, give the u.s. a aaa score. s&p cited concerns that the u.s. government can't deal with it debt. >> the political gridlock in washington leads us to conclude that policymakers don't have the ability to pro-actively put the public finances of the u.s. on a solid footing. >> analysts say that's wrong and question s&p's credibility. the agency said a few years ago mortgage peaked securities, the ones that brought the u.s. economy to the brink, were solid investments. >> as they come in and they flex as if they've been this bastion

of correctness when they have completely been wrong. >> sounds strange for me to say, an outrageous move. the government can't pay its debts. >> the white house points out there was a $2 trillion mistake in s&p's calculations and an administration official told abc news the downgrade was, quote, amateurish. >> there is concern that fannie mae and freddie mac could be downgraded this week as well. abc news, washington. >> alan: meanwhile, u.s. investors are waiting anxiously for the downgrade's impact tomorrow on wall street. earlier today former u.s. federal reserve chairman alan greenspan said he suspects the stock market to slide and continue. >> considering the momentum at which the market went down over the last week, it is very unlikely, if history is any guide, that this isn't going to take a while to bottom out. so the initial reaction in my judgment, is going to be negative. >> alan: there's still another big issue facing all street.

the countries in europe and concerns the global economy is weakening. we have new details emerging this evening about the helicopter crash that killed 30 americans, including 22 navy seals in afghanistan. u.s. officials say the american troops had just completed a rescue mission to assist an army ranger unit that was pinned down. the chinook helicopter similar to this one, had just taken off when it was hit by insurgent fire. everyone onboard, total of 38 people, died. two of the fallen seals worshiped at the same church in virginia. the congregation honored the two today. >> to see the sacrifice their families are making, this further sacrifice hurts us all, shocks us all. >> alan: nato began operations today to remove what is left othe large transport helicopter while battles between coalition forces and insurgents raged on in that same area.

abc-7 has learned a patient at napa state hospital has attacked another staff member there. the latest attack took place last night. the union representing psychiatric technician tells us the worker was punched and choked but did not need to go to the hospital. the hospital kept unit t-3 under lockdown until around 9:00 'othis morning. a union representative did not know if the patient had been arrested. this comes after a patient killed a staff member last fall. last week-patient jeff massey pleaded no contest to murder in the death of psych tech donna gros last october. >> probably seep them along the embarcadero, pedicabs. now a war is brewing between licensed pedicab companies and a new company that is accused of operating illegally. here's more from the embarcadero. >> reporter: this is the battlegrounds, the embarcadero on the water front.

operated by car loss. he says there are rules, including getting a permit and license for the operator. most importantly, there are specific fares they can charge allowed by the city. >> they charged $100 for a couple to go about a mile -- one-ten inch miles which we can charge $205 for. >> the aku says have been leveled at west coast pedicab since shay showed up last month. the owner says his operation and drivers are legal. >> they don't want anyone else coming on their territory. less money for them, but i applied for the permits, carry the proper insurance, i have done everything i need to do. and the drivers have applied for licenses. they have paid all their fees. they have their driver's license, done everything they need to do on their end. >> reporter: many of the drivers are foreign exchange students from turkey. they are only here for two months but have dub all they

should to work legally so they can continue their studies back home. they said none has ever charged riders $100 for a short ride and he says there's plenty of business to go around and he hopes a tuesday meeting will help everyone get along. >> alan: san francisco's interim mayor ed lee is expected to announce tomorrow he will run for a full term. today san francisco chronicle reports lee will run even though he said in the past he would not. and he will do it without using any public money to finances his campaign. he says he is not comfortable taking public funds right now. campaign spending reports show the other nine candidates have collected more than $3 million in public funding. santa clara county and its union workers reached a tentative agreement today that will save the county $78 million over the next two years. union workers approved the labor contract, which ill include ten

to install more automatic shutoff valves on the pipeline to slow damage in the event of an explosion. homeowners in san mateo county who make their homes more energy efficient will soon be eligible for up to $8,000 in rebates. the county will match incentives made be pg&e. the double rebates will continue through march. the money is made available through a statewide program called energy upgrade california. after many delays the firster commercial version of the 787 boeing dreamline is irready for service that will be used by all nipon airways. it's nate out of carbon fiber, making it lighter and more fuel efficient. among the interior innovations, seats that recline from the bottom rather than the top so it won't go into the person sitting behind you. >> celebrating a music ledge --

los gatos, 71, in novato, 70 degrees. here is our weather highlights, and pretty much going to be a repeat of what we have had the past several nights. we'll keep clouds at the coast on monday but inland locations will be sign in the 80s, and we'll all warm up wednesday and thursday. you can see the fog sitting off the coast and actually cleared in some locations. also, santa cruz saw the sunshine as well. we just showed that to you. all the low clouds and fog thanks to a strong westerly wind flow out there. we just advance all the way back inland so travel tomorrow morning, commute time, 101, even out towards the 5 and 680, definitely going to have some pockets of dense fog, also some mist and drizzle to contend with tomorrow morning. overnight temperatures tonight, much where they had been the past seven nights in the

mid-to-upper 50s. and 58 for antioch. we have one more upper level low to get through before we start to warm up, and this is it right here. this is our water vapor, and you can see that curly q. that is an upper level low. it's going to stay to the north of us. going to be so close to the bay area we'll tone -- continue to keep temperatures below normal. by tuesday night and wednesday, high pressure to the south is going to bubble up and it's going to shove this to the north, and that's when we'll start to rebound. temperatures close to 90 degrees inland. enjoy tomorrow, 77 for san jose, afternoon sunshine. foggy. pacifica tomorrow, 58. foggy, low clouds at the coast. mid-70s for the peninsula. san francisco, you'll warm to 63. north bay, look for numerous 70s. 76 for accept rose sacks east bay, oakland, 68. union city, 7 2.
