more than 1% today. hong kong's hang seng is up significantly in late trading and in london the ftse opened on a positive note. and on top of that, renewed confidence following yesterday's big gains. abc's karen travers has details. >> reporter: asian markets came roaring back today spurred by yesterday's surge on wall street. >> people are regaining their senses and look at the stock markets s d find good value. >> reporter: yesterday an unprecedented pledge from the federal reserve to keep its key interest rate atts record low near zero for two more years. it was much needed welcome news on wall street. e dow surged more than 429 points, its biggest one-day gain since march 2009 and the tenth biggest gain in history. the fed didn't commit to a third round of treasury bond purchases. sim lust spending when i the central bank that spurred market rallies last year but investors still liked what they heard. >> they read the statement at first and said, well, they didn't do anything and then

looked at it more and said, well, maybe thehe tlur us a ben. >> reporter: the fed said yesterday they believe the economic recovery is slower than expected. as evidence it pointed to a lack of robust hiring, slowing consumer spending and a struggling housing market. still some analysts says wall street doesn't sense a second recession is coming, but that doesn't mean things are rosy. . >> when you have subpar economic growth, it can feel like a recession. >> reporter: that feeling on wall street trickled down to main street. >> everybody is scared. the market is up and down. nobody knows what's going to happen. >> the only thing that's doing well this year was the market and if this goes, then the rest of the economy will fall through probably as well. >> reporter: the roller-coaster ride is likely to continue. analysts say look for opportunities to buy when stocks are down. karen travers, abc news, tanya, back to you. >> karen live in washington, thank you. we do have breaking news from asia this morning. new tensions on the korean peninsula. south korea returned fire after

north ko lobbed artillery shells. it fell near an island where weapons killed four south koreans last november. residents are hiding in shelters. now to london this morning where a massive show of police force kept the violence in check. a tense calm held throughout the night but not so outside of the capital. the unrest has now spread to nearly every major city in the rest of the country. and as abc's miguel marquez joins us from london with the latest. good morning, miguel. >> reporter: good morning. the worst hit cities across the country, although there were many, were manchester, notingham and birmingham. in manchester stores were looted and torched. in notingham a police station was torched and in birmingham it seemed like three were killed by a speeding car and that is going on across the country as well police are grappling to deal with these growing riots. in those cities across england they did what london did on the first couple of nights, the

police were trying to contain rather than confront the rioters. it was a much different case in london overnight where police became very confrontational. the provisional use of rubber or plastic bullets as well for those police. it was a much, much calmer evening in london. 800 -- nearly 800 arrests now in the city. 111 police officers have now been injured. the losses now being tallied at about $150 million but that is likely to go way up. the sense of it right now is the worst of it is over. but people are still edgy and bracing for more. back to you. >> miguel, all those police on the streets there, how are they trying to find people who have committed crimes over the past four days? reporter: yeah, they've been using cctv or closed circuit television pictures and cameras. the police have launched a website, a dedicated website to putting those pictures up hoping people will call in tips.

they don't seem to be ges at thn lot of tips at the moment. the other problem with cctv is london is big on that program and police and politicians were warning people ahead of time that they would track them down eventually. the problem was the riots were spinning out of control. peoplelead lost all inhibitions and they didn't really care whether their pictures were being taken or not. police are now trying to reel all that back in by doing old-fashioned policing and getting people off the streets. >> hopefully what you say is true, that the worst is over. miguel mark question. thank you, live in london. back in the u.s., the 30 american servicemen who died in the crash of a helicopter in afghanistan are now home. their remains arrived at dover air force base in delaware on board two c-17s. prprident obama was there to meet them. afterward he visited with about 250 family members and military comrades of the fallen troops. republicans remain in control of the wisconsin state senate this morning in a battle that could be a preview of next year's elections. democrats forced a recall vote for six gop state senators who

helped wisconsin's governor strip public union employees of their right to striri. republicans held on to four of the seats. enough to assure control. and now we turn to a frightening midair ordeal aboard an american airlines jet. the plane was forced to make an emergency landing in charleston, south carolina, after hitting what's being called severe turbulence. 152 passengers and a crew of 6 were traveling from miami up to d.c. five people had to be treated for minor injuries. they were later released from the hospital. the passengers were later put on another flight to the nation's capital. and now for this morning's weather from around the nation, stormy with gusty winds, heavy downpours and a chance of tornadoes from oklahoma city to little rock and memphis. scattered thunderstorms around boston, new york, philadelphia and d.c. and along the gulf coast. showers from the northern rockies to nebraska and in the desert southwest. >> 93 in albuquerque, 86 in salt lake city and 90 in boise. cooler than normal with 70s

well, as we mentioned, markets around the world are on their way up, almost as quickly as they went down the last two days. hong kong's hang seng recovered hundreds of points today while tokyo's nikkei was up 1%. yesterday the dow jones industrial average gained 429 points. the nasdaq was up 124. and one reason for that turnaround, the federal reserve's promise to now keep a key interest rate near zero all the way until the year 20136789 the fed warned that the economy's outlook, though, is increasingly negative. the key interest rate has been near zero since 2008. but this was the first proments promise to keep it that low that long. a deficit reduction super committee is taking shape in congress. senate majority leader harry reid wants john kerry, max baucus and patty murray. other top republican and house and senate are still deciding whom they will pick. and the obama administration wants to turn thousands of foreclosed homes into rental properties. starting today,

it's looking for ideas for properties owned by government-backed entities. the goal is s keep the housing market afloat with many more potential foreclosures expected. apple briefly became the most valuable publicly traded company. while stocks were fluctuating apple moved ahead of exxon at least for a little bit. up almost 6% while exxon gained 2%. both are worth nearly $350 billion. well, a lot of people are mad at standard & poor's after its downgrade of the u.s. credit rating and subsequent market chaos. check out one broker's reaction. she paid for a plane to fly over s&p's new york headquarters with a banner reading "thanks for the downgrade. you should all be fired." >> if she had the money to get that plane, maybe she's not hurting as much as other people, but i think that captures the frustration. >> absolutely. coming up next on your wednesdadamorning, the search

arizona and new mexico. if you're flying, airport delays are possible in memphis, boston and new york. three florida siblings who have triggered a nationwide manhunt have now been spotted in colorado. >> police are warning everyone that the dougherty gang should be considered armed and extremely dangerous. back in florida, lee grace dougherty's fiance said he tried to help get her life back on track but has given up hope of ever seeing her again. >> i've always been able to get her out of tight spots in the past, but i can't do anything about this. but there's no way i can help her now. >> the m >> the manhunt for the siblings began earlier this month after police say the trio robbed a bank in georgia and then fired on police in florida. polygamist cult leader warren jeffs has now been sentenced for life in prison for sexually assaulting one of his child brides. defiant until the end, he boycotted the sentencing hearing direct questions from the judge.

jeffs' niece testified over the weekend that jeffs raped her when s s was just 7 years old. the island of aruba is again the fos of a high-profile missing persons case. this time a woman from maryland has disappeared while on vacation there. robyn gardner's boyfriend says they had an argument before she left for aruba. he says she left on vacation with a man she had met online. >> it's an issue that i have to deal with, but right now i'm more concerned with h aling with finding her. i don't think she would go anywhere without her phone, without her ipad. i doubt -- i think they'd have her purse. she wouldn't have any money, so i don't think that that would make sense actually. >> prosecutors say gardner vanished after going snorkeling with gary giordano. he was arrested trying to board a plane back to the u.s. police say his statements have raised questions about the case, but they're not elaborating. a somber day for the grandparents of caylee anthony. george and cindy anthony

attended a memorial in orlando to mark what would have been caylee's sixth birthday. they released balloons in their granddaughter's memories in the woods where her remains were found. casey anthony was not there. her whereabouts remain a mystery. next to washington state where 12-year-old dale ostringer went to the beach with his chchch youththn friday and was swept away by a riptide. when the rescuers did find the boy everyone thought he was dead but cpr restored his heartbeat and after several days in a medically ininced coma, dale opened his eyes. no word yet on how fully he'll recover. singer gavin degraw is out of the hospital after a weekend attack that left him with a broken nose and concussion. he tweeted he doesn't remember much about the beating which took place in manhattan. he was then struck by a cab after that. he's now been forced to cancel concerts in new york and in massachusetts. get better, gavin. time now for a
