>> good evening, everyone. i'm alan wong some law enforcement experts calling it a draw matic change in the california justice system. today thousands of state prisoners are being transfered to county jails because of jail overcrowding. nick smith is in the newsroom with more on that. nick? >> good afternoon, in may of this year, the u.s. supreme court ruled california needed to reduce its prison population by 40,000 inmates. the bill is ab 109. most people know it as realignment. the state will begin moving least dangerous inmates back to the communities they come from. this week governor brown said that county leaders are ready for realignment. >> it's bold. it's difficult. and it will continuously change as we learn from experience but we can't sit still and let courts release 30,000 serious prisoners. we have to do something this is the most-viable plan i've

been able to put together. >> the sargeant from the sheriff's office says that his county is ready for realignment but hopes funding for services doesn't become an issue. >> we do have some money upfront. but it's ongoing costs have yet to be determined. >> the funding is guaranteed in this year's state budget but brown and local law enforcement officials say they must get a constitutional amendment approved guaranteeing funding which cannot be touched by legislature. but realignment is about more than housing prisoners. it's also about providing services like health care treatment programs and probation. >> this is probably a most draw matic change in california oo. i smoke with the contra costa county probation officer by phone. he noted it did z not change course option for sentencing or amount of time a prisoner may get, it does change who will do supervision.

woods near fort bragg this thursday he got into a chuteout -- shootout with deputies. no officers were hurt then. and three people are dead and another seriously injured after a car crash early this morning in san leandro. the driver left interstate 880 at 98th avenue driving through a dirt field before crashing between the on and off ramps. it happened around 3:00 a.m. >> our preliminary investigation shows that the driver was driving too fast. came off the off ramp too fast. and was not properly restrained inside of the car z collided into the wall. >> the chp is investigating whether alcohol was involved in this crash. alcoholic beverage containers were found in the car. the driver died in the scene along with a 20-year-old man

from san leandro. another woman taken to highland hospital with serious injury autos and we're told there are no lights or crossing arms at the intersection where dozens of passengers were injured in a train collision last night. officials say lights and crossing arms are not required on private property where the train slammed into a truck in a rural area near discovery bay. the train carrying 204 passengers from oakland to bakersfield. today all 39 who suffered minor injuries are out of the hospital. the truck drivers and passengers were not hurt. >> it was panic everyone wondering what is going on. no one heard anything for 10-15 minute as announcing it on speakers. so started to see ambulances and trucks. >> train did not derail during

the crash and continued to bakersfield around 1:00 in the morning. >> and flames destroyed a small family winery in sonoma county today. the fire started around 5:00 inside of a barn used for a noncommercial winery. fire officials say an electrical short is to blame. >> there is a building with barns full and asorted with some wine and antique furniture, fully involved. at this time it appears everything has been demolished. building and all. >> no one was hurt. the building was destroyed. crews say they were able to save three barrels of wine and the family says it's still good. they were planning on harvesting vines today. >> 15 firefighters from the newly-established belmont fire department sworn in today. the city has a stand alone department for the first time in more than three decades. today, the ba at that timin showed off equipment including a 100 foot ladder truck. the new agency is the result of the break up of the belmont
