party was ending. investigators have set up a special tip line for anyone with information. you see the number there. you do not have to identify yourself. a massive policeman hunt has ended in mendocino county and residents are expressing relief. he was armed and dangerous and wanted for the murders of two local officials back in august. yesterday a police bloodhound tracked him down in the mendocino countywood we said. he was shot to death by members of a s.w.a.t. team. to mags ramon has details and reaction from fort bragg. >> 35-year-old aaron basler is dead. a sheriff is visibly relieved. >> this ends a 36-day

terrorizing situation, more than 40 law enforcement agencies have assisted. >> they have combed the woods around fort bragg for a month. he shot and killed 69-year-old a former ft. bragg mayor. he also suspected to have killed matthew coleman a land trust manager. the sheriff says three man s.w.a.t. team staked out a cabin that he recently robbed for food and drink much like the cabin he was seen breaking into on a surveillance video. >> they identified that is who it was. they engaged him and shot him. he fell to the ground. they approached him, it was obviously and death was instantaneous. >> ft. bragg received a reverse 911 call. it gave residents some relief

after 35 days of anxiety of having a killer on the loose. >> mendocino sheriff would like to advise you that your neighborhood has been secured. >> residents can finally come out of the hiding. >> it is a relief that it ended at this point. it was such stress in the community, 35 days of not knowing, to go outside at night. contra costa sheriffs investigators are looking into the shooting death of a man inside a bay point home. a woman who lives on azores as i recall says she shot the man after he intruded and made threats to her and her pregnant daughter. it happened yesterday afternoon. they believe the man knew both women but they are not releasing details or names until their investigation is complete. no arrests have been made. san francisco police are investigating the fatal shooting of a 22-year-old man in the bayview district last night.

it occurred where blocks where the mayor and police chief met with residents about neighborhood violence. they say the problem is fueled by people drinking and loitering near liquor stores. last night around 10:00, police were called about shots being fired on thomas avenue near jennings street. the victim had been shot several times inside a liquor store. he died later at a local hospital. president obama says he would like to see defense of marriage act repealed just as the military rescinded the don't ask, don't tell policy. sergio has local reaction to remarks the president made last night at the annual human rights campaign dinner in washington, d.c. >> president obama was greeted by a lively crowd of 3200. he says he supports feinstein's repeal the defense of marriage act. >> i want to see it passed until we reach that day, my

realignment. >> it's boiled and difficult, it will continuously change as we learn from experience, but we can't sit still and let the courts release 30,000 serious prisoners. we do have to do something. this is most viable plan that i've been able to put together. >> the sergeant from alameda says his county is ready for realignment but hopes services don't become an issue. >> it's the ongoing costs that have yet to be determined. funding for realignment is guaranteed in this stairt year's stated budget. but brown and local officials say they must get a constitutional amendment approved and cannot be touched by the legislature. but arealignment is more about housing prisoners. it's providing services like healthcare, treatment programs and probation. >> this is most dramatic change in criminal justice in california.

>> i spoke to the probation officer by phone. he noted that even though realignment doesn't change the option for sentencing or the amount of time a prisoner may get in custody it does change who will do the supervision. >> this isn't a new population. these are folks that were coming out of prison anyway. what is different is county is responsible agency. >> every year 110,000 people go out our prison and every year 110,000 go out. it was mindlessly expanded and dealing with the consequences we are now dealing with. >> they plan to invest in alternative treatment programs. according to eight adult probation department, average age is 39 and the crimes are not serious, nonviolent and non-swallow fences. this morning, a sea lion is recovering after jaywalking across eight lanes of highway

101 in burlingame. it happened shortly before 7:00 yesterday morning. police say the sea lion ended up in a ditch near the broadway off-ramp. chp officers closed the ramp for two hours so it could be rescued. the 160 pound sea liew was sent to the marine mammal center for care. chp says it likely strayed on to the highway from a nearby lagoon. marine mammal center is testing it to be healthy and figure out why it became disoriented. >> we are confused by the weather lisa argen. >> couple days of possible rain. san jose, partly cloudy skies and cool where some 50s in the north bay. a nice end to the weekend, but, yes, rain is coming in and bigger system next week. also coming up, sanford

mend mendocino county and then showers throughout the afternoon and 5:00, a wave is going to develop on the southern half of the front. by the evening, monterey, looking at more showers. it won't be clearing the area, few leftover showers overnight. a bit of a break. then look what happens by midnight into wednesday morning. we've got the heavy rain just to the north. this one could bring over an inch to two inches in the north bay. if you didn't see the rain, if you don't see the rain tomorrow, you will see it with this system late tuesday into wednesday. so by 5:00, your morning commute really messed up with this forecast mod federal the east bay. first system, anywhere from half an inch north bay, tenth of an inch on the peninsula, just trace amounts east bay and south bay.

garbage collection, the city council will consider another increase when it meets tomorrow night. garbage rates went up last april when the city switched companies. another 10% rate hike could be in the works partly because people are recycling more and putting out less garage but the collection costs remaim the same. if approved the average customer would pay $1.60 more each month. >> tomorrow the palo alto city council will decide either to reseries vers a long standing on pot clubs or put the matter before the voters. on a petition they have gathered enough significant itself to qualify a ballot measure that would permit up to three medical marijuana dispensaries. city's clerk office has a choice

of adopting the proposal or introduce a competing measure. they will try to convince the council to consider their proposal. >> a private school is in desperate race to keep the doors open and asking parents to come up with one million dollars to prevent the school from closing. lyanne melendez has the story. >> the state of the art building was supposed to house a growing population of students in el cerrito. instead the recession an ongoing economic crisis have affected enrollment. >> it's the economy and recession has just been really difficult for the school. the school could have an endowment at the time but it doesn't. >> they are having problems paying down a $13 million bond used to build a middle school. when plans to expand the school

were made before the recession, the board estimated it would have close to 300 students. today there are only 165. the school relies mainly on money from tuition which is $20,000 a year per student. >> the families moved, either moved in to public school districts that they deemed would be best for their children or moved across the country. >> according to the school, those that were moved out of the bay area were following the jobs. under financial pressure, the school was not able to offer financial aid scholarships to many of them. the school was not successful in negotiating the terms of the loan. >> we found out, that the bond holders no longer intended to work that way and wanted to foreclose on the property. >> i'm heartbroken at the thought. my kids love it here. it's such a happy, warm, wonderful place.

average. we should see 73 this time of the year. wouldn't you know some low 80s are still typical for early october. not in the forecast today but second system goes by, temperatures will be around normal. here is the first one. it's going to stretch out in most of the energy is heading to the north. due to high pressure keeping us dry, it's also pushing into the ridge and that is why it's getting really pulled apart. this first system goes across the bay area tomorrow. by 6:00, santa rosa will be wet and as we go through the morning commute, scattered showers, evening commute, rain, it's hung up here from santa cruz and we'll decedent shower fist in the evening hours. tuesday, a break before midnight when we have more rain. by wednesday morning, most of

ready for it. >> sorry. >> ready or not. thank you, lisa. >> the obama administration is defending the solar energy loan guarantee program. yesterday energy secretary said the stimulus program that expired friday will help develop several large power farms. he did not mention $538 million loan to solyndra which has declared bankruptcy and laid off 1100 workers. on friday the justice department decided to take control of solyndra. f.b.i. has launched a criminal investigation into the company. san jose is planning to partner about a local company to install solar panels on government buildings. despite financial challenges both the city and company are facing. karina rusk reports. >> reporter: san jose's budget woes will have an impact on the

ambitious partnership with solar city. the hope was to put solar panels on 28 government buildings that would save an estimated $140,000 in energy costs the first year and $5.7 million over 20 years. budget cuts however could force the closure of libraries and community centers slated to get those solar panels. if they aren't open, that changes the whole energy savings formula. >> we wanted to move forward and save money today. we don't want to take money away from the general fund. >> reporter: solar city says it's ready to provide financing on whatever ultimately makes sense for san jose. leading solar install ser disappointed the department of energy may not come through with a promised $275 million loan guarantee for another project. that one is intended to put 160,000 solar systems on the homes of military families.

>> without the loan guarantee there would be certain states we couldn't support solar in. states where there is a little solar investment today, it would be disappointing but we still plan to move forward. >> the mayor is concerned the fallout from solyndra's bankruptcy and federal loan will hurt the industry and city. >> we're looking at about $500 million of loan guarantees and private sector investment. i would really like to see the money xhomg into our community. >> reporter: city leaders accepted an i award for implementing green vision and focus on sustainability. they say a pull back on loan guarantees will slow the progress of solar in the u.s., but will not stop it. >> we've raised $1.4 billion from google, morgan stanley and citigroup.

essentially the same book to put out new books. >> and u.c. berkeley is the latest stop on a 40 campus tour on the textbook rebellion. mascots symbolizing mr. $200 textbook and rebel gathered attention. they gathered signatures hoping to change the book industry. >> what we're looking at is new models for publishers. best example is flat world knowledge. >> they make it available for free on the internet. they have the option of buying black and white self-printed bookss for as little as 25.95. a manager says that model just won't work. >> i don't see it happening because the information isn't cheap. there is a lot of work that goes in to it. >> students say what we have now
