crisis. >> that new plan will help homeowners that owe more than their mortgages are worth. karen travers is joining us from washington with details. good morning, karen. >> reporter: good morning, yunji. good morning, rob. the president unveiled his plan yesterday in las vegas, the nation's unofficial foreclosure capital. the goal is to help struggling americans. but it may also help the president. for the millions of americans who are drowning under the weight of their mortgages, president obama says help is on the way. >> this is going to help a lot more homeowners refinance at lower rates. >> reporter: the president unveiled a new plan that will make it easier to qualify for refinancing, even if the home is more than 125% of the current value of their home. >> if this initiative could keep 2%, 3% of the foreclosures from even happening, that has a profound effect. >> reporter: the plan is aimed at people like jan, whose florida home is worth $250,000, and has a mortgage of almost $300,000.

she can't even get her bank to talk to her about refinancing without putting an additional $40,000 on the table. >> we did try a couple of times to do things. and the runaround we got from the bank the first time, it was horrific. >> reporter: many analysts say the ongoing foreclosure crisis and the sluggish housing market are key factors dragging down the economy. >> the very problems that led to a lack of responsibility and inflated our housing bubble, helped that housing bubble burst, made it very difficult to untie the knot, if you will. >> reporter: president obama will put his plan into motion by executive order. the white house says that's the only way to get around the partisan gridlock on capitol hill. >> i told my administration to keep looking every, single day, for actions we can take without congress. >> reporter: more than 1 million americans could benefit from the refinancing plan. but the president said yesterday, there's still a long way to go. rob? >> and, karen, the president seems to have a new theme these days. he's gone from yes, we can, to we can't wait.

>> reporter: remember, last week, it was pass this bill. that but not going to happen. the president was pushing for congress to pass his jobs bill. the senate republicans blocked it as a whole. they've also blocked efforts to pass it in smaller pieces. now, the president is focusing on the fact that congress is gridlocked. it's making it hard for anything to get done to help struggling americans. he's going to push this plan. it's a re-election theme. he's going to unveil a new initiative every week, all through executive order. basically saying, i can't get anything done here in washington. i'm going to have to go it alone. this is something he's going to try to do for americans. but rob and yunji, he's also trying to help his re-election bid. >> yes, indeed. a new political strategy. karen travers, live in washington. thank you. we're getting a preview of rick perry's tax cut plan, which he's expected to unveil fully later today. >> cut, balance and grow aims to revamp the tax code, balance the budget, reform entitlement programs and create jobs. that's according to an op-ed piece that perry has written for

"the wall street journal." the plan also proposes an optional 20% flat tax rate, and allowing taxpayers to submit their taxes on a postcard. we're also following new developments this morning from libya, where moammar gadhafi has been buried in a secret location in the desert. gadhafi's body, along with those of his sons and a top aide, had been moved from a freezer in misrata, where corpses were on display for four days. >> officials say a few friends and relatives were present at that burial. the exact location is being kept secret, of course, to avoid any vandalism. staying overseas in turkey. daylight has renewed the search for survivors after sunday's earthquake. more than 2,500 people, along with rescue dogs, have descended upon the region to help. >> that death toll has now risen to at least 366. overnight, two men were found alive under the rubble. one official said search and rescue efforts could end today and simply turn to recovery. in north carolina, two teenagers are in custody after a shooting at their high school.

15-year-old caitlyn abercrombie is in stable condition, after being shot in the neck at lunchtime. surveillance video showed the two boys with a rifle inside the school. afterwards, students there and in an adjacent middle school were kept under lockdown for hours as anxious parents waited outside. >> two weeks ago, there were eight gang fights in the parking lot of cape fear. and now, they're trying to say that it was a hunting accident. no. it's not no hunting accident. and on facebook, now, they posted on facebook that this is not the end of it. they're going to come back and finish it. >> one of the suspects who is 18 years old will be in court today. the other boy will be prosecuted as a juvenile. but classes will be in session at the high school today. in texas, a 2-year-old girl is being credited with saving her mother's life. lea taylor had never made a phone call in her life. but when her mother blacked out and fell to the floor, lea managed to reach her grandmother by cell phone and tell her that her mom wouldn't wake up.

lea's mother didn't know she was diabetic. medics say a few more minutes and she simply may not have made it. hurricane rina is brushing past the coast of central america this morning with 80-mile-per-hour winds. forecasters say rina could strengthen into a major hurricane as early as tonight, as it inches closer to mexico's yucatan peninsula. and it's expected to make landfall near cancun by the end of the week. most computer models show rina staying away from the u.s. and people across denver are in for a rude awakening. temperatures hit a record high of 80 degrees yesterday. but today, just 30 degrees. on top of that, it will be accompanied by the first snowfall of the season. the snow starts coming down this evening. by tomorrow night, there will be 6 to 12 inches in the city and more than 2 feet in the mountains. old man winter making an early appearance out there. >> sounds rough. now, for the rest of the weather this morning from around the nation. that snow stretches into jackson, wyoming, montana and new mexico. rain and mountain snow around salt lake city. morning fog from san francisco to los angeles.

overseas markets are mixed, as investors wait to see the latest on europe's debt crisis. tokyo's nikkei average lost 82 points today. hong kong's hang seng is up 68. and in london, the ftse opened higher. and on wall street, the dow gained 105 points yesterday. the nasdaq index rose 62, turning the index positive for the year. there's more bad news for netflix this morning. the video service's third-quarter report showed an even bigger customer exodus than expected, 800,000. the company says it expects to lose more subscribers. netflix stock lost more than a fourth of its value in late trading. the major airlines are raising fares yet again. united/continental started the round with increases of 5 bucks a ticket. the discount carriers did not

match the hikes, and analysts doubt they will. that could make this fare increase pretty short-lived. you might call it store wars. it's all about pricing this year, with retailers trying to outdo each other. walmart will give you a gift card if you buy something there and find it somewhere else for less. other brick and mortar chains say they will match amazon and other big internet retailers. and some good and bad news for us in the news business. people who use tablet computers are spending more time on news sites than on facebook. but they're reluctant to pay for their online news. that said, the percentage of tablet users who do pay for news online is slowly increasing. pew research also found web browsing still beat apps when it comes to accessing news content. >> some news good. little job security. when we come back, why starting today, the hpv vaccine may be recommended for girls and boys. >> fascinating medical story there. on top of that, which team is now within range of winning the world series? game five highlights coming up after the break.

expected to recommend that boys be given the controversial hpv vaccine. it's been recommended for girls between the ages of 11 and 12 to get that vaccine to prevent cervical cancer. >> but now, there's been a dramatic rise in the reports of head and neck cancers related to oral sex or close contact. so, scientists warn that boys should be also protected. more defense witnesses are poised to take the stand in the conrad murray trial today, as his legal team tries to place the blame on michael jackson himself. >> that's right. a doctor and nurse testified about jackson's struggles to get enough sleep. more, now, from abc's duarte geraldino. good morning, duarte. >> reporter: good morning. the defense team is expected to call less than half as many witnesses as the prosecution. and probably conclude their case sooner. their strategy is beginning to take form. the defense appears to be, concede dr. murray's negligence with the powerful anesthetic propofol.

but deny his actions led to michael jackson's death. >> they're going to try to show demonstrably that propofol, at the levels that they say were administered, could not have caused the death. >> reporter: the judge rejected a motion filed by murray's lawyers to dismiss the case, ordering a not guilty verdict from the bench and send the jury home. ruling that a reasonable jury could find the defendant guilt. the first defense witness was lapd detective orlando martinez. he admitted that michael jackson's bodyguard who testified for the prosecution, that dr. murray ordered him to hide propofol bottles, did not say that during his first police interview. >> did you ever hear mr. alvarez say anything about putting away vials for mr. murray? >> no. >> reporter: one of jackson's physicians testified the pop star requested sleep medications about two months before he died. but denies prescribing propofol. >> he asked me about intravenous sleep medicine.

i think he used the word juice. i don't think i heard the word of a specific medication. >> reporter: so far, the defense team called six witnesses. they have nine more to go. a essential part of the strategy will be to show that michael jackson was addicted to propofol. and that he brought about his own fate. in new york, duarte geraldino. rob and yunji? >> thanks. a major investigation by "the boston globe" finds widespread fraud at fish stores and restaurants. the five-month probe showed that half of the fish tested was sold under the wrong species names. the reasons range from outright deceit in order to increase prices to honest mistakes. well, it looks like nba fans will have to wait until after thanksgiving to see action like this. kevin durant hosted chris paul and lebron james and some other stars in a charity game over the weekend. but "the new york daily news" reports that two more weeks of games will be canceled today. talks between owners and players broke down last week. and no more are scheduled. staying with sports, to the
