in the news this saturday morning, december 10th, an east bay middle school teacher is in jail. he confessed to having sex with a minor. doctors remove a toddler from life support that was shot last week. >> this is the warm spot, 46 in san francisco, 20s and 30s elsewhere around the bay. spare the air this afternoon. good morning. i'm terry mcsweeney. walnut creek police say a middle school teacher has confessed having sex with student. andrew bruce cotrell was arrested. they say the victim's parents found out about the relationship and went straight to police. >> at about noon, walnut creek police officers came to the school here. they took 41-year-old bruce

cotrell how of class. they brought him into another room and arrested him. >> he confessed to the allegations and at that time he was taken to the contra costa detention fatherly. >> he faces multiple charges of sexual abuse with a former student. a young woman school sources say he has allegedly having relations for the last three years. >> we have unlawful sexual intercourse and lewd acts of a child between 14 and 15. and oral copulation. >> they confronted the child and called police. the superintendent steven lawrence quickly alerted parents. arrest through the phone tree. >> sadly i must share troubling information with you. today andrew bruce cotrell one of our middle school teachers was arrested by the walnut creek

police department with having inappropriate relations with a student. children's safety is paramount importance to our students. >> reporter: they served a search warrant on his memo hoesm where they say he brought the young woman and discovered more evidence of the relationship. janet was stunned and speechless when she found out about the arrest. >> i am shocked. to have two little boys, i am shocked. >> a teacher here at the middle school told us how angry she was at cotrem will have also for the trust of the parents and students that he violated. police say all the charges against cotrel are felonies and asking anyone has any information about any other victims, to give them a call. a one-year-old oakland boy

shot in the head with a gun last week has died. doctors at children's hospital removed hiram lawrence from life support yesterday afternoon. the boy's parents pleaded with doctors to give him more time to recover. after a series of tests showed he had no significant brain activity they agreed. the mother spoke outside the hospital. >> i have to remember my baby because somebody started shooting. >> they came together in oakland last night in the little boy's honor to push for a community free gun from gun violence. >> reporter: about 50 people marched up and down international boulevard. along this stretch is where three-year-old nava was gunned

down this summer and now the death of hiram lawrence is a major focus for organizers. >> we have seen babies shot. for us, we move on very quickly and very seriously. >> following the march the mayor and police chief and probation chief listed to testimonials from people that have been affected. one was shot when he was 13 years omitted. >> why me? i was good person, going to school. good athlete. >> reporter: at this forum, organizers pressed the mayor and police to do something about the gun violence. the mayor cited her hundred block plan. specifics of which have been delayed because of occupy oakland. >> we have been meeting with the principals. it's something we are inventing as we go along.

it's the first time we have had a strategic plan to violence in the city. >> police are still seeking information in what is now a murder investigation of a 23-month-old child. >> community organizers encouraged people to contact police when they have information about a crime and with the death of hiram lawrence police chief asked for information now to track down his killers. >> they know who they are, they know who did it. we are simply asking to come forward and provide with us the information so we can remove who is responsible from the streets. oakland mayor jean quan is making a case to keep all three teams in the city. quan says she has private funding to create coliseum city. oracle is the oldest a arena in the n.b.a. and the warriors could move across the bay.

shown to the public on tuesday. now, the new eastern span includes a bikeway but that gets you from oakland to yerba buena island. caltrans have alternative plans to be discussed in the boardroom tuesday evening at 5:00, located on the ovan ness avenue. this morning the moon turned reddish as it started a total lunar eclipse. this is time lapse video starting about two hours ago. you can see the earth's shadow move across the moon giving a dark red color until the moon sits over the horizon. it's the second such event this year. we won't see another one until 2014. this one was visible throughout the western united states and the best view was right here on

in hollywood police shot and killed a man that fired a gun at more than a dozen drivers in the morning. the video shows a man walking through a hollywood intersection hollywood and vine and shooting at passing cars. he shot at a mercedes-benz and then walked at sunset boulevard where he targeted another car. a 41-year-old man who was shot is in critical condition. >> this is the time of year when young children write letters to santa. the dreams came true for a five-year-old boy. karina rusk has the story. >> reporter: five-year-old didn't know quite what to expect this morning but it was day of high fives, hugs. two weeks before his second birthday he was diagnosed with leukemia. chemo treatment had been part of

not officially anyway. let's talk about the temperatures, lows and highs. >> it has been really cold. this morning, no exception. we're talking upper 20s in santa rosa where they broke a record this morning, elsewhere 30s on the peninsula and as we head to heavenly in tahoe, tahoe valley airport, 9 in morning. 7 in truckee. very cold air. of course, to make snow but they are looking at mountain showers heading their way in the sierra nevada. >> here is a look at the haze. we have a spare-the-air day once again for today and take a look at these frigid numbers. 32 in concord. 33 in livermore, with fremont coming in at 36. 38 san jose, los gatos, 35 and look at this, numbers still very cold. we've got the frost out there.

had to scrape the windshield several mornings this past week. once again, starting out very cold. it will be a different story. more clouds on the way and we have a cold front on the way. visibility is not great out there. some fog in novato. mile and a half visibility. no delays at sfo. six miles visibility in the east bear and parts of the peninsula, definitely looking at that haze out there. chilly to cold, partly cloudy this afternoon, then the showers coming in by tomorrow afternoon. just a little bit of shower activity. it is the highlights of the next seven days. we still remain well below normal. dry for our forecast, beyond tomorrow. looks like we're back into this ridge of high pressure with the extended outlook. in terms of air quality, east bay inland and north bay, poor air quality. you saw that from the live cameras and elsewhere moderate. high clouds have been moving in

from the southwest, but it didn't help keep our temperatures up. we will be looking at few more clouds later this afternoon. finally, high pressure will be sliding to the east. here is the back edge of it. we do have a weak cold front on the way. this area of low pressure will get cut off from the main branch. jetstream. as it slides down the coast we'll see the chance of showers not only in the bay area only tomorrow but we'll be looking at southern california, as well. the front will be washing out. here we are by 5:00 tomorrow afternoon where rain may be headed our way. monterey will keep the chances in the forecast until monday morning. numbers will be cooler today. 59 in santa clara. 58 in san mateo. probably getting used to this weather pattern. in fact today, a little chilly on the coast. 56 in the sunset district. in the north bay, 60, santa rosa. 56 in vls.

advantage of by mortgage lenders and debt collectors. it's time consumers had someone on their side. while they are at it, republicans in congress should stop the games and extend the payroll tax cuts for working americans because if they don't, nearly 160 million americans will see their taxes go up at the end of this month. congress cannot end the year by taking money out of pockets of working americans. now, is not the timer for playing politics. now is the time to do what is right for the american people. in the republican response, john boehner says they will act next week it provides relief for work is class americans but does not raise taxes on wealthy job creators as he called them. >> nurses at six bay area hospitals announce plans to hold a strike on upcoming thursday. it follows a similar strike that

they held in september. the hospitals locked out the nurses for five days in that one. the hospitals targeted, mills peninsula hospital in burlingame and san mateo and sutter solano in vallejo among others. >> napa river is getting a new look in the name of flood and erosion control. napa county announced it is getting millions of dollars for more projects that have local vineyards giving up valable land. >> the napa river is barely flowing now but during the rainy season it can a torrent. that can be a problem, it makes it impossible for fish to spawn. sometimes it can flood nearby vineyards. >> a lot of debris with clogging the river. so basically we had to give up land in order to wide have been the river and bring it back to sustainable. >> this berm used to be covered

in grapevines. they let the government use their land to carve out wide spots in napa river to slow down the flow of water and reduce the risk of flooding for local growers. >> the berms will be exactly the same height. not any one vineyard will get all the water. >> they announced napa county will get more than $3 million to widen additional portions of the river. about half the money would come from the federal government. the rest from half cent local tax increase. the idea is to slow down the flow by building alcoves. the fast pace of the river has caused send immaterial to build up. >> it is a problem, salmon can't spawn. fish eggs are unable to attach to the gravel underneath.

talking to lisa, that is fog? i guess it's a combination of fog and less desirable element, as well. >> city of san francisco, looking like another city down south. >> which will remain nameless. >> we have a spare-the-air day. high pressure is bringing a little rain. as we head outside. we definitely need the atmosphere mixed up a little wind. no wind at all this morning allowing temperatures to drop into the upper 20s. freezing and n concord and livermore on and on the peninsula. we'll get a little bit of rain. a little bit of wind and then back to a stagnant air pattern into next week. 36 in fremont. mountain view, 33 degrees. 28 still up in santa rosa. 40 in oakland and in the city, it's warmer in oakland. the airport in the upper 30s here. san francisco has been the warm spot at 46. so the numbers have been just

frigid. visibility in miles. a little bit of fog in the north bay and also along the coast. we have the poor air quality. haze out there and we will look for the numbers to slowly come up today. a few more clouds moving in from the southwest and then a week system moving from the north is going to bring cloudy conditions but everyone will see the chance of rain as we head to tomorrow afternoon. here is a look at the air quality throughout the day today with the north and east bay looking at more pollutants out there. south bay and peninsula and the coast not bad. but this should end the spare-the-air day as our next weather system slides down the coast. we'll take what we can get. boy, we are running well below normal. high pressure has kept us dry. we've got a weak system sliding

down the coast. it won't come close to the sierra nevada. it will reinforce the cold air, waking up to single digits in the mountains. as this heads south, overnight tonight into tomorrow, picks up just a little bit of moisture and stops at about 10:00 tomorrow morning. you'll notice the rain just offshore. north bay, point reyes could pick up a few showers in the morning but the bulk of the activity will be towards the afternoon and evening hours. notice the chold air in place. you see the pink there as we go through the next 24 hours. it looks like some of the rain getting hung up around the monterey coast. but overall, that is about all we're going to see the in ex several days. 59 in sunnyvale. hazy conditions with menlo park coming in on the cool side. yesterday it was 64 half moon bay. today, cooler in the 50s with extra clouds. that haze in the atmosphere and in the north bay. look for 60s santa rosa near east bay, out of the mid-60s in

up certain types of trash and turns into liquid gold. unrefined oil that could be used to power engines and generators. he wants to apply it to a massive cleanup project. >> we're looking to find methods to remove the plastic trash that is floating around in the world's ocean. >> his organization wants to adapt a large plastic to oil conversion machine to fit into the hull of a 60-foot cabin. it's to scour the oceans for floating plastic. >> we can use it to convertible fuel. >> the bigger machine has the ability to melt 500 pounds of plastic trash a day making 66 gallons of fuel processed. we saw a demonstration. first plastic trash was stuck

into the machine. the lid was sealed tightly. then the heat in the chamber was turned on to more than 800 gris. >> process is called pyrolisis. the gas bubbles up to the water that cools it. it condensed into the light yellow liquid oil. it took about two hours. the machine is made by a company in japan. it's distributed by american partner e-energy. they dropped by abc7 in san francisco. >> i invented the machine. there are so many projects in the world. it's going to be a big serious problem. >> his partner is the ceo of the company. this video from the united nations university showed some demonstrating of a desktop at a school in japan to teach

children about the importance of cleaning up. >> in nepal there was a truck that runs around and it is powered by the fuel. the system has a filtration that is similar to a converter. the only two things that are coming out of the process as off-gas are water and very small amount of co 12. >> this is one of the areas, to the garbage patch, swirling in the ocean, a gyra is a system of currents that swirl around a central point that make a whirlpool event that pushes the plastic to the center. >> some estimate there are millions of tons floating in the ocean. that is a huge environmental risk to marine life and shipping. >> one of the biggest things we can do is to provide a monetary value for plastic trash. >> the clean ocean project would
