we have fog increasing through the delta. temperatures are freezing in some of our valleys this morning. >> thank you lisa. good morning thanks for joining us. i'm caroline tyler. nato has wrapped up its training mission in iraq with a ceremony in the baghdad green zone. this morning all u.s. troops have pulled out of iraq. last night they were loaded on to planes and trucks and the final convoy rolled across the border into neighboring kuwait. we report from baghdad. >> in the end there was no peace treaty, no decisive battle. the war ended with a border crossing. the last to leave was 480 soldiers from the first cavalry division. they drove five hours through the desert, along the same road the u.s. used to invade. they crossed the border into kuwait just after dawn. the massive withdrawal was the military's largest movement since world war ii. the u.s. once had 5 1/2 million

pieces of equipment from heavy machinery to humvees. not all of it made it out. today remnants are sold in a baghdad market or abandoned on the side of the road. at the height of the road there were thousands of these concrete barriers, called t-walls guarding u.s. bases. each one is worth about one thousand dollars. but today there are piles of t-walls just like this all over iraq. iraq was the bloodiest conflict since vietnam. 4500 americans died, 30,000 were wounded. despite the cost, the army said the war was worth it. >> everything that we have done we've learned along the way, we've changed processes when the conditions changed and we've had a lot of success. but i think it's incredibly successful. >> for the iraqis the legacy of the war is uncertain, the cost extraordinary. 100,000 iraq is killed. >> i very much believe they have

seen the worst and i don't think the people will of allow themselves to be dragged into that situation again. >> in the coming days and months, the american's fate is clear. they get to go home. iraq must shake off three decades of war and dictatorship before it can no its fate. abc news baghdad. >> the number of families affected by an alameda apartment fire were homeless. many are tomorrow barely out of their homes. abc7 reports, that fire engulfed the second and third floors of the budding on shore point drive. >> this is video of the fire at full force. you can see plumes of thick, black smoke and fierce flames roaring out of the building. this man was able to save his laptop before running out of his

room. he said the fire started in the apartment next door to his. >> the guy wanted his room to be a little warm while he was taking a shower. he went in, and when he came back, his room was gone. >> he is in the coast guard. he said his command helped set him up with housing that willsú likely be his home for a while since his is one of the apartments that's been destroyed. he said all residents are required to have renter's insurance and he's covered so he's handling it surprisingly well. >> what do you think? >> it happens. old buildings, no fire suppression system in the building. >> his whole building has been red tagged by the fire department. the flames essentially gutted six apartments, but fire, smoke and water damaged rendered twelve others uninhabitable. the red cross said the residents of all 63 apartments off-limits have managed to find someplace safer. lines of residents waited to retrieve a few essential. as the fires are raging, crews

by an electrical short. one person was treated at the scene for a leg injury. the principal of an east bay middle school is apologizing for a news letter that contained a racist cartoon. on fry the middle school in pleasant hill e-mailed the news letter. someone had drawn a noose around the neck of the african-american peanuts character, franklin along with the words "white power." the school said a substitute staff member accidentally put the photo in the news letter. the cartoon was on the school's computer as part of an investigation into vandalism that happened in the school from three years ago. police say a man suspected of shooting a fellow hell's angel member at a funeral has been spotted in san jose. the 38-year-old steve ruiz has been on the run since the october 15th shooting. police say he may be driving a gold 1995 or '96 gmc yukon or an older gray four runner.

he's accused of shooting a man at oak hill cemetery in san jose. it happened at a funeral of pet grew, the president of the san francisco hell's angels chapter. pet agrew was killed at a las vegas casino. a dispensary has closed its doors under pressure from the federal government. the miran alliance posted a sign saying it would be closed as of nine last night. it is being targeted because it's too close to facilities being used by children. patients are upset. >> i think it's absolutely nuts how the federal government can bypass the local state law and do this to us and just, you know, take advantage of these people. they are providing medicine for sick people and just to take care of him. it's horrible. >> why do you need it? >> i have really chronic back pain.

impoverished west african farms where young children are doing back breaking work. >> everybody knows about it which is why it is so easy to fine. the and the farmers spoke about it because they didn't know they were doing anything wrong. >> victoria secret issued this statement, "our standards specifically prohibit child labor. we are vigorously engaging with stakeholders to investigate the matter." the company said they rely on international fair trade groups to make sure children are not working in the fields. >> the occupy movement is three months old and it's seen its share of tough times. many camps have been dismantled, including many in the bay area. but some occupiers vowed they are here to stay. this is where it all began new york city. hundreds of occupy wallstreet protestors attempted to occupy a park owned by trinity church. it was a celebration of the three month anniversary of the movement and a call for solidarity and reoccupation for all occupy camps nationwide. occupation here was short-lived. police removed the camp and

arrested about 40 people. their call for a national reoccupy in all the cities where a camp was dismantled was heard in san jose. this reoccupation brought in a crowd of about 30 protestors. they set up several tents that they later took down. >> it's been about a month since they took the encampment and the city manager shut us out. same story nationwide. >> occupy encampments have been taken down by cities fed up with trash, vandalism and violence in some camps. the oakland camp was taken down for a second time after a violent first eviction. one man was shot to death near the camp, which proved to be the last straw for the city. in san francisco the camp was taken down earlier this month after negotiations broke down between occupy and the mayor. the city offered the camp at another site, but that didn't work out. they set up about ten tents at the park in the shadow of embarcadero 1. here protestors vowed they are here to stay. >> we aren't going anywhere. they may come and take away our tents and take away the hows of

for christmas. the weather is going to be dry. mow rain at all. that hurts the folks up in the sierra. it means no snow for anyone visiting. >> i know compared to what people remember last year. we are looking at a cooler day today. subtle changes. remember on friday boy was it warm. we hit 70 in sonoma county. we have fog at vulmer peek. dense fog by the delta and freezing conditions close to the delta. the north bay valleys and almost around freezing on the peninsula. this morning we are looking at changes in terms of our wind shift. an on shore flow will bring us cooler afternoon highs. yesterday we came down a few more degrees and today upper 50s and low 60s. 28 in napa. 35 santa rosa, 36 novato. look at concord and livermore. 32 degrees. 34 mountain view. definitely a colder start by a couple degrees in some spots.

but san francisco 48. oakland 43 degrees. and with the dense fog advisory for the sacramento he valley we have visibility of less than a quarter mile in fairfield. this will stick around much of the morning hours. we have a spare the air day today. not a lot of mixes and look at the fog problem in santa rosa and novato. elsewhere doing okay but we have more of an on shore no too so that will aid in the low level moisture and bringing the temperatures down a little bit. here we are eight, nine, ten o'clock, even through the noon hour. still some fog out by the delta. it will take until about 2:00 until it burns back off. parts of the north bay here. another reason why the folk of the north bay are cooling down today. winds are coming off the ocean. we saw the strong northerly winds fry and some yesterday. the fog and frost this morning for just about everyone. spare the air this afternoon.

it's illegal to burn. then for tonight the wind kicks up a little bit. more mixing, but we aren't talking about any rain. for this week. it looks like perhaps the last week of the year. we will remain dry. so finally this area of low pressure begins to fill and slide to the east. that was our rainmaker on thursday. really no systems around to check these things on through. so high pressure continues to maintain its grip. double barrel high pressure. and a couple weak systems diving over the ridge. that allows from time to time an offshore flow. and sometimes it can bring in the fog but also can mix things out and bring us better air quality. that's what we have in store for tomorrow. but as for today we look for the spare the air and the blocking highs throughout the rest of the week. 65 with the fog in fresno today. 63 southern sierra. northern sierra 46 and back home we are in the upper 50s to about 60 today. so seasonal. it has been a little above

involving an atm scam where losses totaled $2 million. and although she wouldn't owe elaborate, she said her office is also involved in the investigation into the recent credit card skimming at bay area lucky stores. >> this is the kind of scam when people are affected that live hundreds of miles apart and activity take place over the course of months, it really requires a kind of partnership and task force model. that's something that the attorney general is putting forth today. >> in san jose, corina rusk, abc7 news. >> as we close in at the end of the year it's time to look back at 2011. the killing of osama bin laden was the top news story of 2011 according to the annual poll of editors and news directors by the associated press. the death of bin laden got more than half the votes cast for the top ten stories. japan's earthquake, tsunami and near nuclear meltdown were next on the list. that was followed by the arab spring.

financial turmoil in europe came in fourth. >> in berkeley this weekend the police and fire departments held their annual toys for tots giveaway. registered families lined up early yesterday morning to get first crack at the gifts and toys. the police and fire departments act as a distribution center for the toys, donated by various groups. an estimated 1,000 families were helped this year by the berkeley fire and police departments toys for tots campaign. organizers are still short of hundreds of toys for one of the biggest holiday giveaways in silicon valley today. volunteers from south bay labor unions and community groups are trying to fill a wish list for about 9,000 children at their holiday party. demand is almost doubled this year. for some children it's going to be their only holiday gift. if you would like to help, you can drop off a toy at santa clara valley labor center. that's in san jose, and you can do it this morning.

>> no, we're just sort of monitoring the subtle differences with the winds. and today with the lack of win we have the spare the air. a little fog out there as well. tahoe, it's cold. 12 degrees at the tahoe valley airport. temperatures will climb to the 40s. so they have been hard at work making snow but you can see that yeah, not a lot going on there unfortunately for the end of the year. through the end of the year it could stay dry. we have to set our hopes on january and february. a little fog. the marine layer is coming back along the coast but not enough to mix things out. we have the radiation fog and fog around the delta where visibility is less than a quarter after mile. it's 38 in fairfield. 28 in napa. it's 15 degrees cooler this morning than it was yesterday morning in napa. everyone is a little bit chillier. concord and livermore down to freezing. 34 mountain view with 48 in

san francisco, 41 at our coast 43 oakland and the visibility in miles, you can barely see anything at all out in fairfield. so be careful. santa rosa not much better at a half file visibility. quarter mile in novato. you get the idea. elsewhere, not too bad just the cold temperatures. we will be looking at the fog to linger in parts of the north bay and the delta. here we will take you through the rest of the morning hours t takes until about 1:00 2:00 in the afternoon for things to clear up by the delta. you will notice we hold on to some of that fog, and that allows for numbers to come down in the north bay. also around the bay, comfortable today but unseasonably cool with the frost and fog this morning. spare the air today. that should be lifted tomorrow. the worst areas are in the north bay, taking the biggest hit there. remember not to burn. and no rain is in the forecast for the week ahead. we are looking at a stagnate

weather pattern. you can tell because this weather system moved through the bay area on thursday and here it still sits spinning and bringing a little bit of precip to the desert and the mountains down in southern california, also in vegas. but for bay area the big picture, much of california, high pressure maintains its grip for the eastern pacific. the jet stream well to the north. the blocking ridge of high pressure not letting rain makers come our way. there aren't even any out there. we are look at a couple of weak systems riding up and over the ridge. by tomorrow the winds will shift. we will see a bit of an offshore flow and temperatures will come up a couple degrees throughout the early part of the work week. if you like it dry and mild we have more of that on tap. the dense fog advisory extends from the sacramento valley, the san joaquin valley throughout the morning ours. if you are headed to tahoe you

will run into the fog. give yourself some time. but it will be cool, upper 50s in big sur and back home we are looking upper 50s to]i the lower 60s. the mildest air from the south bay down to the monterey bay. 59 in half moon bay with milbrae coming in at 58. cool in san francisco, 58 for you. in the north bay dropping a couple degrees again today. so a cooler afternoon in pet -- 59. castro valley not warming up too machine. the inland east bay some mid-and upper 50s. brentwood and antioch where the fog sits 66. the accuweather seven-day forecast not a whole lot of change from today to tomorrow but we will increase the temperatures a little bit. by tuesday winter begins wednesday night. although tonight shouldn't be as cold because we should see some extra clouds around. we are looking at still dry right through christmas eve

>> good morning. happy holidays. it's 6:51. thank you for joining us this morning. this is a live look from our tam cam, looking southeast towards sunrise. the sun will go up about 7:20 this morning. we are in for yet another long string of dry days. the number of families who have had their power disconnected because they have been unable to pay has fallen this year but the emergency provisions of that helped hundreds of families are due to expire at the end of the month. >> 7 on your side michael finney looks at why some people want to limit pg&e's ability to cut off your power. >> they gave me a 48-hour

notice, and they wanted to -- they were going to shut it off completely. >> esther is unemployed, putting three children through college and raising her developmentally-delayed son, caz. they were 48 hours away from losing the power to their san francisco home because they couldn't afford to pay their pg&e bill. but then the emergency provisions kicked in. >> she worked with me and saying whatever is past due she would add a partial payment of what was past due to my current bill. >> the provisions were put in place back in february, 2010 and require pg&e to give customers who qualify a minimum of three months to pay off their delinquent bills. pg&e must personally meet with the customer before shutting the power off if the customer depends on power for their medical needs.

if they are disconnected, the utility is prevented from charging the customers a credit deposit to restore their power. >> we would be happy to help >> when the california public utilities commission implemented the provisions, pg&e had the largest disconnection rate of poor people out of all four major utilities in california. more than 8%. but that has since dropped to 5.6%. many credit the emergency provisions that pg&e does not. >> we have programs for income-qualified customers such as the care program and the reach program. what we've been doing is doing a better job of getting the word about that out to the customers. >> the consumer advocate division is pushing for a maximum disconnection rate of 5% by pg&e. >> it's reasonable for pg&e. it will allow their credit and collections departments to continue to work to find the best tools to support customers

with low income. >> the utility reform network, a consumer advocacy group, agrees with the proposal. >> electricity and gas are absolute necessities. they aren't luxuries. and turn will not stop fighting until utility shut offs are a thing of the past. >> a final on extending the protection to low income customers is at least two months away. we will stay on top of it and keep you posted. i'm michael finney, 7 on your side. >> up next a local bell ringer trying to break a record. he rang the bell far longer than anyone imagined he could.0ú8t

a salvation army bell ringer has broken the record for bell ringing. [bell ringing] >> butch of pacifica did just that for 51 hours, 10 minutes, 25 seconds. he looks a little tired there. he started thursday in front of macy's in san francisco's union square. butch broke the previous record of 36 hours, but he did not set a new one. there are five ringers around the country who lasted just a little bit longer. still our hats are off to butch soriano because he couldn't eat anything during that time. how could you last?
