welcome to assignment 7. today our program, 7 on your side michael finney shows you how to avoid concert ticket ripoff. and two we will travelers in san francisco and carolyn johnson made a trip to west africa. we begin with the growing gang problem in some of the smallest bay area communities. as vic lee reports south san francisco is fighting back with a special gang unit. [ siren ]

>> it was a friday night on the east side of south san francisco. this is gang to your turf. the officers had just arrived on a routine patrol when two shots rang out. >> couple shots being fired. >> sergeant canny gill heads the police response team four officers assigned full time to fight an exploding gang problem in this peninsula city. the gunshots tell you how bold gangs have become. >> it could have been just gangsters let letting out know they are here. >> the shots were fired near a small park where three people were found dead and flee others wounded. >> this is the territory of nortenos they wear the color wednesday. >> the other gang wears blue. but the colors are going blur. >> what we're seeing the last

couple of years is red on red rivalry where it's not usual. [ siren ] >> officers encounter half a dozen suspected gang members a couple streets down. this man had been arrested before for carrying weapons. he is now on probation with gang enhancement. >> that means he can't wear any gang clothing can't hang out with gang members. >> as night falls they make more stops on suspected members. these suspected members were arrested. they found drugs and a baseball bat between the front seats of the car and a switchblade. >> for many of those stops their attire is a dead giveaway red shoes and caps. some are more creative red underwear. this one a tiny red stitchings on his shirt.

it's become a mantra. >> when you are looking for trouble they are not going to ask questions. you know how it is. >> through routine patrols officers wanted gangbangers to know they are always around. jose has been in a gang since 14. he is now enrolled in the jericho project. he says they are becoming younger and younger. >> they want to hang out with the bigger crew and be popular. it's grown drastically. i've seen little kids about 12 years old carrying guns. >> to counter that there are meetings parents night and after school programs. >> a system of homework mathematics reading and participating in games ike air hockey or whatever. >> since they were formed in

february they made 200 arrests and confiscated some 15 guns. vic lee, "abc 7 news." a warning to be careful when buying concert tickets online. we have gotten complaints about ticket brokers. >> he a fan of gordon lightfoot so he ran to get tickets oh flint center. >> it's called the flint center performance ticket. i thought that was the official website for the flint center. >> here is the website perform arts tickets.com. the words flint center are prominent at the top of the page. there is a 'picture of the venue to the right. he says this is where he buys his tickets two tickets $58 each two service charges 17.85

for a total of 220.70. he gets a receipt but not from flint center but from i-tickets center.com. joe rideout is with consumer action. >> it's a company that has designed hundreds of specific websites that are designed to mislead consumers to believe they are buying from the venue but they are buying from a broker. >> here are some of their websites. they say we are not trying to mislead anyone. it says we use targeted websites in an attempt to give the user exactly what they are looking for. right there on the front page is a disclosure. it reads in part you are buying tickets from a third party. the site is not affiliated with any box office venue team. >> i don't think it's nearly enough. basically they are sending out

an imposter website including the url. if that the first thing they see to type in to tuck in the fine print it has nothing to do with the venue whose name is url some highly misleading. >> the company says we actually include on every website the terms and conditions that provides further details. they are also present on the checkout page and must be opt in by the user. >> that brings us back to chang believes he paid double what he should have. he called and requested a refund but was told that wasn't possible. >> he says, if you want you can resell the ticket on your website. >> reporter: so you can could sell it to someone else? >> yeah. >> palo alto is the most educated city in california.

latest census data shows eight out of ten residents have at least a bachelor's degree. here a david louie. >> it's a city known for expensive homes a wide selection of shops and restaurants. census says that 63,000 residents are most educated in california. gary is one of them. he retired hp. his father was principal at palo alto high school. there are two sides to a community with smart people. >> the problem is, there are all these great ideas flowing. negative is in palo alto everybody thinks they are right because they have all these great ideas. >> apparently they don't to have impress people with intelligent conversation. >> what do they talk about when they is it in your chair? >> the people talk about it. >> it was a smart place to live. mary moved here in 1958. >> you know was smart city. we just came over because we

thought we would see what it's like. >> palo alto is surrounded by highly educated residents. los altos is second cupertino fourth and menlo park tenth. just because blt has the most educated people doesn't mean residents with less education are marginized. homeless people address city council express opinions and members of the downtown street team says good things about residents. >> how have you been treated in palo alto? >> i think i have bone treated pretty well. >> people appreciate what you do? >> yes. >> one wonders why palo alto was it by design? you would think in a community this smart someone would have an answer. what makes all these people so smart? >> you are sure it's not something in the water? >> no we're on hetch-hetchy water like everybody else. >> still ahead, the bay area's

most dangerous intersections for bike riders. >> i take the risk in my own hands. >> the number one dangerous spot is only getting worse. an i-team investigation, next. i'm

right here and keeps ca anyone who lives or works in san francisco knows there are more bikes on city streets. good news for the environment but there can be sometimes fatal consequences. dan noyes takes a look at some of the most dangerous spots for people on two wheels. ♪ ♪ on any given day this is what you'll find on the streets of san francisco. thousands of cyclists all competing for space and taking chances. it's rougher tough and can be downright dangerous. >> bikes versus cars bikes always lose.

>> that is what the i-report found. there were thousands of injury bike accidents and counted can. the worst of it is happening in san francisco. the top five places to get hit on a bike here they are. number five polk and geary street. number four market and valencia street. three, market and fifth near union square. two masonic avenue and bell street. number one most dangerous intersection in the entire bay area, market street at octavia. this is no surprise that the bike coalition. these intersections have been in the crosshairs for years. >> we're really encouraging city to focus on those troubled areas. market and octavia we really need to be careful. >> occupy a at this video showing the notoriously attempting illegal right turn

through the bike lane and onto the freeway. the driver comes back to check the sign. yes, it was illegal. fortunately the cyclist wasn't injured. >> safety as grown but not grown enough. >> what we have done to address it to make that illegal right turn more difficult. you can see some of the signage we put in since then no right turn site. >> but our analysis shows that market and octavia the accident numbers are still going up. >> to enforce the rules for people that ride bikes because there are cases where people who ride bikes are not being safe. >> that is another thing we refused. just who is at fault? it's about 50/50 but -- here are some of the reasons time after time we saw bikes running stop signs and lights cruising along

sometimes against traffic no helmet weaving in and out of cars. this store owner didn't want her face shown but she wanted to talk. >> the bikes go through all the red lights. they start banging on the cars. it's crazy. >> tempers are flaring. we watched this passenger and rider argue. he says they cut him off. he throws a cigarette at him. he takes out a bike lock and then throws further down the road he smashes her side mirror. >> eric ran a sign right in front of us. >> no matter what people will hate you. i ride aggressive. i take the risk in my own hands. >> not all people have been so lucky. last july 20-year-old woman was killed making an illegal turn onto fremont street in front of an oncoming truck. next month a woman was struck by a plan who ran the light on his

bike and she had died. he was charged just last week with vehicular manslaughter. >> we're losing lives. we're getting people injured. that is completely unnecessary. my office will do whatever we can to try to prevent incidents from occurring in the first place but we're ready to prosecutor prosecute when appropriate. >> we saw a woman running the same lighted when we went back. >> the same message behave responsibly on the road. give the pedestrian the right of way. >> we would like to hear from you if you have a tip. e-mail through "abc 7 news" or call 1888-48 iteem. >> when we come back carolyn johnson trip to sierra leone. and the free trade agreement

that could turn wine into

developing countries have a lack of water. problems that sierra leone are all too familiar with. carolyn johnson traveled to that west african nation. >> it's hard to believe where the rain any season lasts half a year that water is such a challenge. in rural areas two-thirds of people still don't have access to clean water. women wash clothes in the same streams they depend on for cooking and drinking. in the slums of the capital city children collect water from the same dirty creek where pigs roam. >> they don't see it as an issue but diarrhea so the children getting diarrhea from grinning go bad water.

>> jennifer is national director here. the challenge is not only providing clean water but sharing strategies about sanitation. >> if you don't have that the impact of not having clean water. everything is lost. so it's handwashing getting rid of mosquitoes and getting rid of standing water. >> its package approach referred to as wash and communities are proof of what a difference that training makes. >> for years, this was only source of drinking water for the village of about 150 people. with it came problems like severe diarrhea. now, things have changed and the water is only use forward doing laundry. >> we have no diarrhea. >> he credits this pump made possible by donations from bay area and beyond. they provided the technical support and training but the villagers built it and now maintain it. >> never no shoes allowed?

>> yeah. >> to keep the water pure and clean? >> yeah. >> the community built a fence to keep out animals. this woman is responsible for regularly cleaning the pump. in village after village we visited communities with these pumps have formed health committees. >> the committee to educate us. >> some simple changes like keeping food and clothing off the ground and away from animals is helping limit the spread of disease. >> to keep it clean and free. >> katherine oversees the projects in 64 villages impacting 38,000 people. >> why is it so important they take ownership rather they do it? >> if you go and give it to them you are not empowering them.

>> villagers are seeing the impact firsthand. >> how has it changed your community to have this? >> we know it helps life. >> and improvements are life changing. carolyn johnson "abc 7 news." >> free trade greys will give the economy a much needed lift. >> california vineyards ship $280 million in exports to south korea. we talked to two napa county wine managers in seoul. >> this impressive collection is located in a big store in south korea. i recently visited there. i was taken on a tour who work in napa valley and vinga wine bar located inside proto wine

resources in seoul. >> this wine is very popular for a wedding as wedding gifts. >> their company is one of the largest importers of california wines in the world especially napa valley wines. koreans want the wines but the tariff is 65%. >> here is merlot for $160. >> that same bottle at home might cost $65. the owner commutes between napa and seoul. but their passion for wine inspired him. it scored 100 points from expert robert parker and he is using the napa valley expertise to create a brand-new market in south korea. it's come a long way since wart ended in 1953. his father owned a flour and rice company. now, they feel this wealthy

south korea is ready for wine. >> in order to introduce a culture such as wine you need to educate the public. >> so his company buy this wine resource center in seoul complete from wine experts and cooking classes. >> to learn about how to order food with certain wine. how the food is prepared. >> california could be the largest in terms of ex ports. >> former prime minister and ambassador is with international affairs. he believes free trade would benefit california quickly. >> i think california wine is very great here. and people in seoul have developed a taste. >> they are hoping free trade will happen soon as they watch wine from chile dominate?
