good morning, everyone. thanks nor joining us. i'm carolyn tyler. six young people are recovering this morning after being shot at a sweet 16 party in antioch. police say about 80 people were at the house party on wilmont lane when it suddenly turned violent around 10:30 last night. police say a fight broke utility -- out in the garage between two groups, quickly escalating into a shootout. one person was taken by helicopter to a walnut creek hospital and underwent surgery -- injury to the leg. others have less serious wounds. the victims age in range from 13 to 21. >> football parties will soon be starting around the bay area, ahead of the championship game. and some are already camped out hoping to be one of the first to tailgate. parking lots open at 11:30.

fans from both teams are ready to claim victory. abc7s nick smith went to a local sports bar where the pregame celebration began last night. >> let's go giants! >> let's go giants! >> giants fans have invaded san francisco. and if sheer enthusiasm were enough to secure the nfc championship game, the crowd at aces bar in knob hill, packed to the rafters with nfl games, could decide the title game themselves. giants players arrived in san francisco to a throng of fans, focused, wearing headphones and appearing to be in complete game mode and bar owners are also in game mode. >> had to order extra beer. >> lefty o'dooles is one spot. and bar owners across the city all stressed a common theme. >> we are going to beef up security just because we know how intense the fans are in this

neighborhood. >> there will be no rowdiness, no fist fights, no name-calling. everyone will be one happy family or otherwise they won't be here. >> and bar owners aren't alone. >> it's a game. >> as part of a plan for increased security, the nfl and the sfpd will do a few things different. first, more cameras. second, and people will be given a card when they enter the park how to contact the police if they feel threatened. and some san francisco's cops will be undercover wearing big blue to blend in and remove violent or disrespectful fans. but these guys, they just want to have fun. >> now crowds across the city really only want to have fun, but everyone says no matter where you choose to go, get there early because everyone will adhere to fire safety codes and crowd capacity may become a concern. in san francisco, nick smith, abc7 news.

so by about 3:30, on and off rain showers with the south winds picking up. temperatures will start out in the mid-50s and then it will drop to the lower 50s at candlestick later on. and by later on in the game the rain will continue to increase. we are talking about maybe a couple inches around the bay area. the heaviest rain, though, after midnight. that's going to mess up your monday morning commute. i will have details on that coming up. >> thank you, lisa n the oakland hills crews are trying to stabilize a slide before more stormy weather moves in. this morning at least the power is back on. but abc7 serge row reports utility crew needs to make sure it is safe before they can fix a broken water main. >> a chunk of wild current way is gone. it collapsed when the saturated ground gave way and crumbled on to the street below. crews figure it was because of the heavy rains dumped here friday." it's a stretch that one neighbor didn't notice much before the pavement collapsed early in the

day. >> i drove over that without realizing that it happened. >> wow. >> because from the top view you don't know much happened until you look down and notice there's no trees. >> he and his family are more than 100 households in the area that were without power for a few hours. he said the lights are now back on but he doesn't have any water. >> the neighbor up the road, his house has water so we've been going up there and collecting water all day long. >> when the street and earth below collapsed it knocked out one of east bay's water lines. >> we haven't been able to get to the pipe yet. we've been able to shut it off. but we are excavating and getting to it. it's a small main. most likely it punctured it. >> they said they should have water restored quickly after they get to the waterline. >> the city is working down below. all the debris and everything at the bottom of the hill.

they are hauling materials out and trying to make that habitable and safe for people down there. >> there's no estimate yet from city crews as to how long it's going to take to do that. >> in oakland hills, abc7 news. >> this morning oakland police are continuing their search for a shooting suspect considered armed and dangerous. officers responded to a report of a double shooting yesterday near 89th and mcarthur. the suspect barricaded himself in a commercial building for five hours. when the s.w.a.t. team finally entered, he wasn't there. a family argument may have led to that shooting. >> it appears that this is over a family dispute involving three people. two of the individuals involved in this argument did suffer gunshot wounds and the third person is our suspect. >> a fire broke out in an auto repair shop shortly after the barricade ended. investigators believe it was caused by flash grenades used by

the s.w.a.t. team. the two shooting victims are in the hospital but they have nonlife-threatening injuries. san francisco mayor ed lee is asking sheriff ross mirkarimi to do some soul searching. he questions whether mirkarimi can effectively stay in his position now that domestic abuse charges have been filed against him. lee said he plans to discuss the issue with mirkarimi soon but he also wants the former -- the sheriff to think about it, consider his ability to perform his job while dealing with his current case. he faces three misdemeanor counts in regard to an argument he had with his wife on new year's eve. he's due back in court tomorrow where a judge is expected to set a trial date. >> coming up next, former penn state football coach is fight for his life. and a runaway victory for newt gingrich in south carolina. what's next in the race for the

arrest during the investigation into alleged manslaughter and abandoning ship. this morning many penn state fans are holding a vigil for their former football coach joe paterno. doctors say he's in serious condition following complications from lung cancer in recent days. last night college students gathered at paterno's statue after internet reports surfaced mistakingly said he was dead. as you know, he was fired back in november in the aftermath of a sex abuse scandal with his defensive coordinator. >> today newt gingrich is relishing his win in the south carolina primary battle. there was a setback for former frontrunner mitt romney. last month newt gingrich's campaign was on life support. he rode a huge wave of momentum

to victory in the south carolina primary. >> the biggest thing i take from the campaign in south carolina is that it is very humbling and very sobering to have so many people who so deeply want their country to get back on the right track. >> mitt romney tried to put a positive spin on his second place finish. >> this race is getting to be even more interesting. >> after his win in new hampshire, romney looked well on his way to winning the nomination, but so much for that three-state sweep. >> we still have a long way to go and a lot of work to do. >> the exit polls tell a striking story of how gingrich pulled out the win. more than half of those who went to the polls picked their candidate in the last few days. nearly half went for gingrich.

two-thirds of voters identified themselves as evangelical christians. gingrich won them by a 2-1 margin. on thursday's debate gingrich won huge applause for how he handled a potentially explosive issue. his second ex-wife claimed he asked for an open marriage. >> i think the destricttive, vicious, negative nature of much of the news media makes it harder to govern this country, makes it harder to attract good people to run for office. >> south carolina voters took notice. in order to the exit policy, two-thirds said the debates were important in their decision and gingrich handedly beat romney with those voters. now it's on to florida. the primary may be a must-win for romney. abc news, columbia, south carolina. >> in south carolina yesterday the conditions were so bad in terms of weather but people still made it out there. >> that's right. we will see the weather go downhill today. starting out cloudy right now. we are looking at calm winds, but that's all going to change. here's a look from our roof camera. decked-out in the red and gold,

ski resorts that have their bases pretty high up. back home, foggy. and temperatures cooler. the live doppler shows we are looking at the snow around mount shasta. and the rain beginning to sink a little further to the south into sonoma county. here's a look at marin county and sonoma county. heelsburg picking up light precip, as well as sea ran. you see the returns offshore. the significant rain will hold off until late tonight. we will see rain work into the bay area by sunrise in the north bay and the rest of the area throughout the afternoon. 46 oakland. san francisco and napa with low 40s. livermore. and 42 mountain view a chance to enjoy a somewhat mild start to the day with the cloud cover. the showers developing. increasing throughout the afternoon. the significant heavy rain overnight. we aren't talking two to four inches, maybe an inch at best in san francisco. lesser amounts around the south bay and east bay.

a dry pattern begins by tomorrow afternoon. and by the rest of the work week we are talking mild. mid-and upper 60s with plenty of sunshine out there. so we definitely need some more of the rainfall here and the snow in the sierra. look at all the cloud cover across the state. here is the next system. so the beginning of the system is just going to overspread the very light rain. it's variable pressure that moves in later that will bring the heavier rain. a wind advisory has been posted for 10:00 tonight until 6:00 tomorrow morning when we expect the winds to continue to increase with some gusts up to 50 miles an hour. that could bring down some tree branches, so definitely be careful out there. but it will be winding down throughout the morning commute. you will notice right now we've got the cloud cover around. as we take you through the rest of the morning, sun coming up at 7:. >> 1. we will see light rain from mirin to sonoma.

3:00 the rain begins to push south and by 7:00 we have rain in the east bay. here we are at midnight, 2:00 a.m. with more heavy showers. look at the rain line. that's the front pushing through by about are a:00 tomorrow morning. that's when things really will begin to wind down. in the sierra nevada, a winter storm warning from 4:00 this afternoon until 4:00 morning with about a foot and a half expected. the surf continues to ride high. cooler in the north bay. low 50s there. the monterey bay getting into the rain by the afternoon. then we will look for the dry weather to tapes. valley fog and sunny and mild conditions the rest of the week. >> so this was just a brief system? >> yeah. yes. the last one was bigger. but we will get some significant rain. >> thank you, lisa. coming up at 7:00 this morning, right after our newscast, good morning america. dan harris is joining us live now from new york with a preview of what they are working on.

>> welcome back. a new initiative on car insurance sounds like it gives drivers a break when it comes to continuous coverage with the same company and rates, but critics are not so sure. abc7 capitol correspondent nannette miranda has the story from sacramento.

>> the 2012 automobile insurance discount act would allow california drivers to get a break in price for continuous coverage, even if they decide to switch companies. in other words, your discount is portable. state law currently prohibits insurance companies from looking at past coverage when quoting premiums. >> this issue in the past is consumers own that discount, it allows prices to be more competitive, and people can shop. >> the consultant rachel said it's like the cell phone when consumers could not move their phone number to a different carrier to take advantage of a better price. now that that is allowed, she said rates are more competitive there. >> this is not about discounts, it's about the surcharge. >> the consumers of california said the initiative isn't good for people uninsured for a time, even if it is because they gave up their car. the cost for getting reinsured will jump. it also points out coverage doesn't determine whether you are a good driver.

>> simply the fact that you had a break in coverage in the last couple years will be held against you, and you will face massive surcharges, 40, 50% or more. >> mercury insurance spent $16 million to try to pass a similar initiative in 2010, but failed. this time the measure includes changes to apease critics. and the billionaire ceo of mercury personally donated $18 million to the effort, not the company. a move that government watch dog groups may mean the campaign is trying to hide something. >> it looks like they don't want voters to know that it is mercury insurance company behind this measure. >> the campaign says those allegations are false, that ceo george joseph is just trying to leave a legacy. >> he's a great guy, 90 years old, world war ii vet, and wants to do what's best for california. >> it's unclear how much influence the occupy movement

will have on the november election but clearly its members have questioned the motives of billionaires. abc7 news. well, driving could soon be much safer with technology to allow cars to talk to each other to prevent accidents. abc7 jonathan bloom got a sneak-peek at just how it works. >> up ahead there's a car stopped in the middle of the road. you can't see it. but your car can warn you in time to stop safely with the technology that could soon be standard on all new cars. >> it's technology in which vehicles speak to each other about location, speed, direction and so forth so they can avoid each other quite ready to avoid collisions. >> using short wave radio waves like wi-fi cars anonymously broadcast their gps position to each other over a range after -- of a guy hundred yards. on board computers analyze when cars might be on a collision course and alert the drivers. there are l.e.d.s on the mirrors

and the front windshield, and the seats even vibrate. >> there's four motors in the seats and there are six motors in the back. and we use either the right or left motors, depending on are the threat is. >> engineers are here in alameda because they are doing the last in a series of tests with ordinary drivers to see how folks like you and me respond to the new warning system. >> to figure out what works for them, what might not work as well. >> a research team put together real world scenarios that are rare but often deadly. >> about a quarter of the fatalities happen at intersections. a staggering number. >> in this simulation one driver is about to run a stop sign so the system warns other drivers to hit the brakes. it even works around blind corners. researchers say hits making believers out of their test subjects. >> when they are skeptical or enthusiastic when they come out, they are enthusiastic when they leave. >> if every car came with it, they say this technology could prevent 80% of all accidents.

now independent venders are popping up all over town. >> this is the only place we've been able to buy 49ers paraphernalia. >> but even here inventor is running low. >> we feel like the whole city is just, you know, pumped up and having fun on it. >> at mission mini's bakery, the head baker is having fun creating 49er inspired cupcakes. >> this is the red velvet, and the chocolate. >> orders for the special cupcakes are up five to ten percent. veronica is making hundreds. >> ever since the last game i noticed people are saying i want red frosting, gold sprinkles. anything that is 49ers, it boosts our business. >> if the 49ers win the super bowl, those at the travel association tell me the economic benefit will keep on coming. meaning san francisco will be high on people's radar when it comes to choosing a vacation spot and convention destination.

a medical mission that's where it ends. they return home to their regular practices. sometimes it can lead to something else entirely. abc7's wade friedman has an example from uc san francisco. >> up on the fifth floor of the ucsf medical center, this doctor is one of those people who never stops moving. >> how are you feeling? >> she specializes in allergies and immune deficiencies. while her patients never hear about it, she has a nickname, santa rosa. >> what does santa rosa mean? >> a saint rosa. >> do you feel like a saint? >> i don't. >> but in this mountain village residents would beg to differ because she takes regular vacations there, and not to relax. she leads medical missions. >> they don't have medicine and they don't have doctors, enough doctors to see the poor people. >> by now the doctor has taken six trips to peru, but it began to dawn on her after a while that merely taking care of their medical needs might not be enough. she wanted to do more. >> i mean, to fix some, but still the problem stays there.

>> so she loaned the village $11,000 to restore a textile mill. she restored the building, they brought in machines and all they needed was a buyer for when they began knitting. that's where michelle from san francisco enters the story. >> aim a designer. >> of hand-knitted baby clothes. that's all she sells out of this small store. >> i do have it in cotton. >> michelle appreciates knitting because her mother is peruvian where the art has woven itself into the culture. >> it's incredible. they spin their own yarns, die their own yarns and we've their own text times. >> now the say dipty of good timing. >> they had never met each other until dr. ten learned of her place and bond wandderred in. >> she told me she had a lot of demand and didn't have enough people to make her product. i said i have a factory. >> she's a good person. i could feel it in my guts. >> michelle will join the doctor on a medical mission.

game is when the real push comes, the gusty winds and advisory and rain. but that's after midnight. it's cooler, but not that much cooler this morning. check it out. you've got the gold and the red there, downtown san francisco. everyone getting excited for the game today, despite the messy weather. as we look at our live doppler 7 hd right now you see the rain across northern california, and we could have some snow in mount shasta. this system is a colder system. it will head into the sierra nevada with lower snow levels. we looking at a little more snow at lake level. in the north bay it's a little bit of a slow start with rain around sea ranch, highway 1 and more returns offshore. so the bulk of the morning hours we will see the rain in the north bay. it will be light, and then by the afternoon it will begin to spread south. it should pick up a little bit in the north bay by the afternoon.

elsewhere it's going to take some time. 42 in mountain view. it's 44 in san jose with 50 half moon bay. 46 in oakland and san francisco. good morning, livermore. 41 for you. our highlights, showers developing this morning in the north bay. for everyone else we will look for the rain developing this afternoon with increasing southeasterly winds getting quite gusty late together tonight. the dry pattern by tomorrow afternoon really we will look for some sunshine, a much quieter evening commute than morning commute. we will be in pretty good rain in parts ever the south bay by tomorrow morning. here's a look at the satellite and radar composite with all the cloud cover out ahead of the next system. we are looking at gusty winds that will move on in late tonight. they could be gusting once again up to 50 miles an hour. that's after 10:00 tonight. so really about 1:00," 2:00 in the morning is when the strongest winds, the heaviest rain will move in. so the coastal hills and the

santa cruz mountains could see some very gusty winds. this morning you will notice that the green representing the light rain is confined to the north bay. it's kind of slow to get going. by the afternoon maybe some moderate rain. but look what happens by about 3:00. it begins to push south into san francisco, into the east bay. at 6:00 more light to moderate rain, but by the overnight hours we have the oranges, even some red here indicating gusty winds, heavy rain. by 5:00 it's pushing into the south bay. we should see the end of the rain by that morning commute. winter storm warning 4:00 this afternoon to 4:00 tomorrow with a foot and a half above 7,000 feet. hopefully maybe a foot at lake level. the surf tense to ride high until about 10:00. that should begin to ease up then. mid-50s for the warmest locations. it's a controller day today with upper 40s well north. 56 in watsonville. we are talking maybe an inch of rain if we are lucky in

san francisco. probably less than that in oakland and lesser amounts east bay and south bay. then we are dry, sunny, mild, mid-60s by midweek. >> wow. a red and black umbrella for today. >> no doubt. >> thanks, lisa. a simple device developed in the bay area could soon save the lives of mothers in developing country. it's called the life wrap and researchers at ucsf have high hopes for it's straightforward design. here's health and science reporter carolyn johnson with the details. >> the number three panel goes around the level of the woman's thigh. >> the bomb is a volunteer but if a delivery would trigger a hemorrhage, she believes the garment she's wrapping her in good mean the difference between life and death. >> the suit is known as a life wrap. it acts like a full body tourniquet to stop the bleeding and force oxygenated blood back into the mother's organs.

miller's team is testing it in the developing world where it could cut maternal deaths in half. >> if they bleed they are far from skilled care. they need something to buy them time so they can get to the kind of facility where they can get a blood transfusion or get surgery. that's what the anti-shock garment does. it buys time. >> she said hemorrhage is the number one killer of women of child bear age in places like africa. we recently visited this clinic in sierra leone. a country until recently had the highest maternal death rate in the world. in part because the vast majority of women in rural areas there still give birth at home, making complications very difficult to manage. >> we encourage them not to do home deliveries. >> but even in clinics, challenges remain. the ucsf team is hoping to present results from its current clinical trial to the world health organization. if the life wrap is added to the organization's approved medical

device list, it would clear the way for donor to provide it to pour countries, potentially saving thousands of lives. >> that's it. >> carolyn johnson, abc7 news. >> the life wrap costs less than $300 and can be used several dozen times. miller's team is hoping to complete their trial in about two years, and then present the data to the world health organization. coming up next, the parking scramble. the new talking app that tells you where to find the closest spot. -dad, why e you getting that? -that's my cereal.

spot. abc7's allen wong takes it on a test drive. >> turn left. then turn left on to jackson street. >> it's just a big green button that guides you to the nearest open parking spot in san francisco. >> you were arriving to destination. turn south. >> there is one available space on this block. congratulations! >> where is it? there it is. >> there it is. >> david designed voice park. it uses data from existing parking sensors installed by the san francisco municipal transportation agency, which designed the park app. but he thought it was too difficult to use while driving. >> you have to interpret the color codes as to what is available, what is not available. and you have to navigate as if you were holding a paper map while you are driving. >> voice park is as realtime information on more than 19,000 parking spots in 8 pilot areas around san francisco.

>> there are 838 available spaces in the garage. >> it also knows when commercial spots are open to the public, and it refreshes every 8 seconds. >> however, if somebody snags that, in that 8 seconds, it will recalculate and take you to the nearest one after that. >> to see how good it really is, we decided to let an expert at finding parking spots use the app, the parking valet. >> i pick up a spot on pine street, about a block and a half from here, and we went around the block and there was a spot open. >> that easy? >> that easy. >> but it couldn't keep up with quick u-turns and sudden changes. it doesn't anticipate temporary construction zones either. but he said it's a work in progress and the first of its kind. in less than a month, 30,000 more spots will be available. in san francisco, allen wong, abc7 news. well, the app developer hopes to make it available in 50 cities by the end of the year.
