>> in the news this sunday morning, february 19th, caltrans says construction work on the bay bridge is on schedule to reopen on tuesday morning, maybe even ahead of schedule. and pleasant hill police investigate a shooting during a robbery behind an elementary school. a 20-year-old man is in critical condition. >> good morning. clouds will increase throughout the day and perhaps lead to some showers overnight. >> thank you, lisa. thanks for joining us. i'm carolyn tyler. caltrans is due to give us another progress report at 9:00 this morning on the work, done to reshape the westbound approach to the bay bridge.

take a look behind me. you see the upper deck completely closed. it is shut down all weekend for the around-the-clock project. caltrans spokesman said so far everything is on track to reopen as scheduled on tuesday morning at 5:00. possibly sooner. right now it all depends on workers surgically removing the bottom section of the existing bridge to make room for a connection to the new span. >> one of the biggest challenges we have is that we are trying to put that bridge in some cases in the exact same footprint as the original bridge. so this is one of those efforts that we've been doing in order to accommodate that, and also improve on our schedule. >> crews have now dug up the old roadway and shifted lanes a bit to the south from the lights to the incline. overnight they began striping the new lanes. this is the last of the planned closers for the bay bridge until the new span opens on labor day weekend, 2013.

the first traffic snarls hit yesterday afternoon. sky 7 over marin county shows traffic on southbound 101 moved at a snail's pace through the waldo tunnel. across the bay westbound 580 was jammed with drivers trying to get on to the richmond-san rafael bridge. drivers inched their way across the golden gate bridge into san francisco, even though all toll lanes are open with extra staffing this weekend. at street level sergio found some drivers sitting in traffic when they did not have to be. >> a stream of headlights on lombard street and a team of traffic cops guiding drivers. this is all part of a backup of cars coming into the city from the golden gate bridge. >> the bay bridge is closed so we are having to take a detour. >> san francisco traffic officers said the backup didn't start until about 4:00 p.m. that's when driving over the golden gate as an alternative to the partially-closed oakland bay bridge proved to be a time-consuming choice. >> it's really bad.

through the tunnel, a lot of patience for sure, yeah. a lot of people honking. >> she was stuck creeping over the golden gate along with thousands of other drivers. >> took a long time. >> how long? >> i would say an hour and a half, two. >> from where? >> san rafael. >> but people heading north toward the gate also got gummed up. she took a break to drive home because traffic was at a standstill. >> i think people misunderstood and thought they couldn't go across the bridge at all. i know the sign said westbound, not eastbound, but nobody got the message. >> among those who may have gotten mixed up about the partial closer on the oakland bay bridge is peggy thomas. >> i just called my husband and said i'll wake you up when i get home. >> it took her 45 minutes to get to lombard and from union scare. she thought the route was home until i reminded her the bay bridge opens to east bound traffic.

20s ran back toward the school. they got away, despite an intense search by police from pleasant hills, martinez and the contra costa county sheriff's office. this morning two stabbing victims in san jose are recovering after a fight at the east ridge mall. it happened around 7:30 last night. trails of blood were found at macy's and j.c. penney's. both stores were shut down while police investigated. officers detained three possible suspects at the mall. a city-run teen center in the heart of east oakland is now under the scrutiny of the fbi. according to the san francisco chronicle, federal investigators are suspicious of renovations done two years ago at the digital and culinary arts academy. they want to know why bids for the project worth more than $120,000 weren't publicly solicited until after the work was completed. oakland's vice mayor, you see her there, desley brooks,

>> tj winnik, abc news, newark. >> a free all-day concert at ocean beach will honor the memory of philanthropist warren. hellman. founder of the annual hardly strictly bluegrass festival in golden gate park. hellman died of due keep ma in december at the age of 77. his band will perform today along with festival favorites, including emmylou harris and boz skaggs. parking is limited. consider taking public transit to this free see vent. shuttle rides to and around golden gate park are now being offered for free on weekends and holidays. the shuttle will drop you off at various locations, including the deyoung museum, the academy of sciences, conservatory of flowers and ocean beach.

there and a nice look over the city from sutro where the sun will be up at 6:55. there will be a lot of clouds. the sun setting at 5:53. you notice the winds have subsided. they were so, so gusty yesterday. we had the nice aerial shots. all the traffic. you know, the chopper barely got up because of all those gusty winds out there. but with the calm winds, we have dried out. our atmosphere chilling out with numbers in the mid-and upper 30s from mountain view, 36. redwood city, good morning, 38 for you. 35 napa with 35 san francisco, 46 half moon bay. yesterday we were in the 50s, we had the cloud cover and a little bit of a breeze. but this morning, my goodness, everyone, anywhere from five to fifteen degrees colder than you were on saturday morning. livermore waking up to much chillier conditions. 11 degrees colder this morning. definitely a chill to the air out there. we aren't going to see any rapid

warming because we will see clouds on the increase. the rain, if we see any, it's going to be late today overnight and it's just the chance category. in fact, we are talking about a couple of hundreds if we see any tonight and over into president's day. then we are looking at a much, much different forecast. we have some moisture to the north and west of us, and we also have some returns a little closer to home. but we still have a ridge of high pressure over us. that will be protecting us today. we aren't going to see any rain. but once we get a little bit more energy headed our way from the atmosphere, we could see some of this rain just push or brush the coastline and perhaps the north bay. so we will play it all out for you in the next several hours. there's the system. still pretty far away. we have the high and mid-level moisture throughout the day today. then by about noontime you will notice more clouds begin to overspread the area. here's the rain. it stays offshore throughout the

day today. then by the overnight hours towards monday morning some of you working, the commute looks dry. if not, we could see a little bit better chance of rain from so momenta to mendocino. but the light shade of this, still moisture in the air but it doesn't look like it's going to move over the bay. still just chances throughout the afternoon on monday. temperatures still in the 50s. so a cool regime numbers where they actually a little bit cooler than they should be for this time of year. then after that we've got a big ridge building in for much of next week. 70 in palm springs today with a big sur of here, as close as san luis, high surf advisory. 46 with some snow showers 'nibble the sierra nevada in the next day. 59 in press no with 55 once again half moon bay, but without the wind today, 57 in morgan hill. partly cloudy along the central coast. here's the look ahead. a slight chance of showers tomorrow and then we will look for dryer, sunnier, milder,

caltrans is due to give us another progress report at 9:00 this morning on the work being done to reshape the westbound approach to the bay bridge. no traffic, as you can see behind me on the upper deck. it is shut down this weekend for the around-the-clock project. a caltrans spokesman says so far so good. everything on track to reopen the bridge as scheduled tuesday morning at five, possibly sooner. crews have dug up the old roadway, demolished part of the old bridge structure and shifted lanes a bit to the south from the metering highlights to the incline. overnight they began striping the new lanes. caltrans said this is the last planned closer for the bay bridge until the new structure opens on labor day weekend 2013. despite the smooth scenario described by caltrans, we saw the first closer related traffic snarls develop around 4:00 yesterday afternoon along some of the other routes into san francisco. in the east bay there was a

here's the story. >> jeremy lin's rise in the nba has led to descriptive terms like linsanity and lin-finity. there's a new one causing an up roar. it came recently. they ran a headline "chink in the armor" and the headline was removed after 35 minutes. >> the incident is clearly unacceptable, inexcusable, and they have managed to marr what has been a great american story with racist language and at the same time insulting millions of people. not just asian americans but all people who believe in fairness and decency. vincent is the executive director of the chinese affirmative action. this is the apology they offered. they say they are conducting a complete review of our cross platform editorial procedures and are determining appropriate

" >> an apologize is not enough. if you look what they put on line, they are apologizing for the use of inappropriate word. the word isn't merely inappropriate, it's a racist word. >> it's sparked an outcry from the asian american community. a senator said he wants more than a simple apology. >> the chinese-american community and to the asian-american community, they said they have learned a lesson and it will never happen again. it seems the apologies are hollow words when you continue to do it time and time again. >> they say espn o's it to the asian american community to do outreach to asians and make sure their employees are aware asians are a large part of the american experience and deserve better.

welcome back, it's 6:38. this is a live look at the san mateo bridge west downed. not much going on yet but that span is one. ones that was a workhorse yesterday and will be throughout this holiday weekend as the westbound lanes of the bay

bridge remain closed. don't forget, you can still head eastbound across the bay bridge, but a lot of people don't know that and a lot are still coming into the city, trying to find these alternate routes like the bay bridge. >> the future is on display at crissy field in san francisco. >> it's a huge collection of electric cars. a demonstration of where we are headed in the years ahead. among the experts some students are lending a hand. abc7's jonathan bloom has the story. >> clustered together in a corner of the parking lot, it may be the biggest gathering of electric cars crissy field has ever seen. everything from a roadster to a nissan leaf, all here nor one reason, free electricity. >> it's basically like getting free gas. >> except without the gas or any fossil fuel for that matter. on a sunny, breezy day like this one, all the power running through the cables is literally coming out of thin air. >> through the golden gates a steady wind comes, especially when the fog is blowing in or out, so it's an ideal situation

to generate power. >> august is one of the engineers behind the quiet, vertical wind turbines that, along with some solar panels, charge cars and provide half the power for the chrissy center. it is only fitting the power to lift them into place didn't come from fossil fuel either, it came from a group of students that took turns at the helm of the pulley system to start what is now their science project. just inside the highschoolers from galileo academy are monitoring the power generated by the wind and reporting their findings back to the company who makes the turbines. they will also study the impact on wildlife. >> keeping track and monitoring if any birds do get injured. >> their vertical design is meant to protect birds, a fact not lost on these sixth graders. >> instead of it moving this way, it moves that way, so that means the birds won't get sucked into it and die. >> generating teachable moments as they generate electricity is the whole reason the national park service put these turbines here.

the low 40s in san francisco. it's 45 right now, but it still is much, much cooler than we were yesterday morning. 39 in redwood city. good morning, mountain view. 37 for you with 37 in napa. coming up two degrees. it was down to 35. and a chilly 37 in livermore. that brings you 15 degrees cooler that morning than yesterday morning. so with the clear sky overnight and those winds backing off, we dropped off quickly with that dryer air mass. nine degrees cooler in napa and 7 degrees cooler by the delta. partly cloudy sky to start and then we will see a few more clouds by the afternoon. then by the evening hours we are looking at a slight chance of showers as we head through sunday night into president's day. we've got most of the rain offshore, but some of that wants to sneak in to parts of the north bay. here's a look at live doppler 7 hd where we have moisture well out to the north of us. and it's not really going to do much in the next 24 hours. in fact, it's just high and

mid-level moisture associated with the clouds. offshore we still have a weak ridge protecting us throughout the day today. upstream there is a little bit of energy, a twist in the atmosphere that could provide the lift necessary to ring out a couple of showers. it won't be much, if we see any, on president's day. here's the way it looks in terms of the clouds. increasing throughout the afternoon. here's noon. we will still see some sunshine down around the monterey coast and into the south bay. so numbers will barely make it into the 60s today, but there's the rain shield or the chance of it offshore. and by the end of the day you will notice we still have the clouds and most of the activity is still not making it on shore. but as we head toward 8:00 president's day, a darker green up here, sonoma county, could see a a few showers there and by the afternoon still a little bit of moisture around so that the possibility exists for a

would like up-to-date information on ways to navigate around the bridge closer. >> it seems easier than ever these days to rack up miles with your frequent flyer program, but how easy is it to redeem those miles for flights you want? 7 on your side's michael finney helped one couple who had plenty of miles, but got as far as a brick wall. >> in enrique's house is a gallery of his own art. he works in stained glass, metal, ceramics, many inspired by his travels. >> every time i go, i learn a lot. >> an upcoming trip to france with his wife holds huge excitement. >> we have not been in paris in a long, long time. >> a river cruz will take the couple through normandy through homes of famous artists like claude monet. the problem, using the frequent flyer miles. >> i was very upset because we had been using the card for

years and years. the couple saved up 480,000 miles over two decades by flying united airlines and using it's mileage plus credit card. but when he tried to use those miles, he hit a rough patch. >> it's unfair to the customers not being aware of what really is going on with the awards. >> enrique points to this. the united awards program that lists a saver fair of $50,000 -- 50,000 miles one way to europe for a seat in business class. however, when he tried to book the tickets, united said they were all gone, even though the business cabin was wide open. >> the plane was actually empty. >> agents told him he would have to pay the standard fair of 125,000 miles each way. that's 500,000 miles round trip for two, more than double the saver rate. he e-mailed united customer service and an agent wrote back saying unfortunately your main issue is not going to change anytime soon. the underlying problem is that we need to sell seats to stay in

business." enrique was stunned. >> it's a teaser, and, oh, if i can collect so many miles or spend so much money, you know, and use their card overtime, then i can get the 50,000 miles i need. and when you get to that point, it's not available. >> not only that, enrique didn't have enough miles to cover the higher fare. the couple contacted 7 on your side and we asked united about this. the spokesperson told us getting the saver fair is similar to waiting for something to go on sale. the airline would not say how many tickets it sells for the lower rate, saying only discounted saver awards, while widely available system wide, are capacity restricted. however, after we got involved enrique was allowed to use his miles from both united and continental airlines to buy those tickets. united also threw in 10,000 extra miles for enrique because he described to us a confusing experience booking the tickets and to show we appreciate his long time loyalty.
