>> in afghanistan, the fallout from a one-man massacre. the lone gunman, just serviceman. >> afghan and american officials in kandahar are investigating after a u.s. soldier weapons on a rampage, killing 16 up armed vicars in the middle of the night. sergio quintana has more. >> reporter: u.s. military officials are still trying to figure out exactly why this soldier left his base, went into a nearby village, shot up three homes, and then returned to his base where he was later arrested. investigators collect shell casings inside one of the homes targeted by the soldier, and in

villages bodies are carted away. most victims were women and chirp. the gunman went house to house, fining victims in three homes. nato allies are trying figure out what set the soldier off. >> all we know is he left the base, returned to the base after the incident, was taken into custody straightaway, and the investigation is ongoing, which will include the reasoning. >> reporter: as villagers mourned the vie left death office the loved ones, president barack obama issued a statement of condolence, saying in part, this incident is tragic and shocking and does not represent the exceptional care of our military and the respect the united states has for the people of afghanistan. >> it was said this adds to an increasingly difficult relationship with afghanistan. >> wherever there's dane injure and exprur you crack, and he goes down the street, enters some homes and kills some locals in their homes. this is an enormous flash point.

earthquake in japan in the bay area, community members came together in japan town for a remember prance -- remembrance semi, at the ceremony included a moment of silent at the exact moment the disaster struck. there will prayers and flowers for the victims. ''s council general addressed the gathering. japan, people shared memories of the tragedy and their struggles to heal as many signs of the devastation remain. here's a report from japan. >> they spent the last year trying to move forward. on this day, they pause to look back. the country observing a moment of silence the moment the quake struck. and a memorial service in tokyo, vowed to never forget. waves engulfed japan's northeast coach, killed nearly 20,000

people. today those coastal communities are empty fields. the mountains of debris pushed aside. >> this is the spot where the video was shot. you can recall the waves crashing over the wall, tossing the cars aside as the water flooded the city, and when you like around a year later, it's pretty remarkable to see how normal things look. the cleanup has been the easy part. at the elementary school where 74 students died, the grieving hasn't stopped. survivors remain in temporary units, their lives on hold until the rebuilding begins. near the fukushima nuclear plant the 12-mile exclusion zone is off limits and 80,000 people can't return until crews remove nuclear waste from their homes. >> this little boy, bosh a week after the tsunami, is learning to walk now, his father, doctor trapped for days in this hospital by his side.

he says my son gives me the strength to move forward every day. abc news, japan. >> back home in the east bay, more than 4,000 pg&e customers lost power when a woman slammed her vehicle into a power pole today. the collision noakd live electrical wires into the street in concord just before 5:00 a.m. police suspect the woman was driving under the influence. she had a child with her and they tried to run away from the scene but were found a short distance away. pg&e estimates the power will be back on by 6:00 p.m. continue. >> an elderly woman is in critical can after her son rescued her from the family's burning home. they were 92-year-old laura flores and her son. early yesterday morning aguilar returned home from work to find the house on fire. he rushed into the burning building and pulled his mother to safety. he suffered serious burns.

the flames destroyed the home. they don't know what cautioned the fire. in alameda investigators believe an overloaded outlet caused a dadely house fire, man and his dog were found dead inside the home. it took 40 minutes to put out the fire that crews say started in the kitchen 8:30 last night. >> san francisco arson investigators are look booing two suspicious vehicle fire inside golden gate park last night, and both have links to the recreation and park department. a honda ballooning to an loyalee caught fire at 8:30. an hour later, a rec and park truck went up in flames. i police officer reported seeing an explosion lift the truck into the air. investigators say both fires appear to be intentionally set. >> jury selection is scheduled for tomorrow in the domestic violence trial of san francisco sheriff ross mirkarimi. the jury pool was expanded after hundreds of jurors were

we'll keep the clouds, the drizzle overnight. thickening clouds expected for your monday and rain just a stormy scenario as we head into tuesday night and wednesday. temperatures this evening, breaks in the clouds and we'll bring them down, 37, santa rosa. 46, san francisco. livermore, 40. morgan hill, 42. this is what you need to take a look at. tomorrow we get a little bit of a break. this low is going to stay to the north of us. clearly you can see the jet stream, the system where the storms travel, starting to dive towards the south. so we'll get a break tomorrow, and i mean check on your roof, get stuff ready for some heavy rain because this next system right here is going to move in, bringing us high winds, and heavy periods of rain tuesday night and wednesday, and beyond that, another low now forming, and this is poised to move in

thursday and friday. so, quite a bit of rainfall expected in the next three to four days. this is our forecast animation. 6:00 more than, we'll keep monday dry. the cloud starts to thicken up. this is 2:00 a.m. tuesday morning. this is what it looks like for the 5:00 tuesday afternoon. look at the heavy rain starting to move into the north bay and then by 5:00 a.m. wednesday morning, just a lot of heavy rain expected across the bay area, and it is really going to start to add up. we need the rain and rainfall estimates in the north bay mountains, tuesday and wednesday, as much as five inches expected. north bay, east bay, maybe one to two inches. lesser amounts as we head towards the peninsula and the south bay. here's the highs for tomorrow. thickening clouds, temperatures upper 50s to low 60s across the bay area. we all feel the same temperature spread down towards morgan hill, gilroy, mid-60s there.
