>> in the news this sunday morning, april 1st, we are following breaking news. th alameda coast guard station has a rescue boat on wait to help three injured sailors on a yacht racing from china to san francisco. and investigators and volunteers will be back out again this morning searching for sierra lamar, the morgan hill teenager who disappeared 16 days ago. good morning, everyone, thanks for joining us. i'm carolyn tyler. let's start with a quick look at the weather. here's our meteorologist, lisa argen. >> good morning, everyone. we have wind out there creating very strong gusts along the coast, and little in the high are elevations. the live doppler 7 hd shows most of the precip in the sierra nevada with a few leftover showers, and also down toward salinas, monterey, maybe an isolated shower this morning. but yesterday's storm has brought some very high surf. we remain with a high surf

warning peeking this morning but going until tomorrow morning with bracketters from 20 to 25 feet. the winds definitely not only the story this morning but throughout the afternoon with gusts up to 35 miles an hour, keeping a chill in the air. but nice and dry today. >> breaking news right now. the alameda coast guard station is coordinating a rescue operation for three seriously injured sailors aboard a racing yacht bound for san francisco. yesterday huge waves swept away that yacht's steering mounting and some communications equipment. two of the injured have rib injuries, a third a pelvic injury. the coast guard said thal immediate a da coast guard should be in range to launch a helicopter around 8:00 this morning. last night a crew was able to drop supplies to the yacht crew but stormy weather prevented jumpers from leaving the

helicopter. a coast guard spokesman said the weather is better this morning. they hope to reach the yacht with the rescue jumpers by 10:00 this morning. that boat, the geraldton western australia is one of ten quads headed to the bay area part of the clipper round the world yacht race. a race official said four boats have already arrived. the rain may be clearing out but the bay area faces high winds and dangerously high surf along the coast. pg&e crews are working to clear out downed trees and burn out transformers all i with of of which triggered power outages yesterday. power is expected to be restored to the last few customers by 9:30 this morning. abc7 beginning in hayward. >> reporter: any winds caused an outage around 7:30 a.m.. approximately 45 people were left without power for about an hour and a half. many stores us and was were forced to close on a normally wet, busy saturday night.

this bar manager david simms said they had to close early and lose business. >> lights off. lights will come back on maybe ten minutes later and we are going to try to stay open as long as we could. >> the theatre closed but other restaurants and businesses reopened after power went back on. >> it went back. the restaurant was full. we brought out candles and waited for it to come back on. >> did any customers leave? >> oh, yeah. we had a few leave. >> pg&e crews were on scene to restore power. first they had to put out a flaming transformer from the fallen tree. this wasn't the biggest storm of the season but it left its mark throughout the bay area. a mudslide in marin county closed panoramic highway at stinson beach was closed in both directions around 12:30. there is a high surf advisory for the entire northern california coast until 5:00 a.m. monday. waves crashed the shore at bakers beach. some waves would reach 25 feet in height n pacifica one wave

watcher game all the way from the east bay clad in rain gear just to watch the surf. >> i'm here to check out the high surf waves. they are supposed to be really big. we usually stay up here and let them splash at us. abc7 news. >> there were problems all across the bay. take a look at this, massive tree snapped at its base yesterday and tumbled on to highway 128 in sonoma county. it tore down power lines and knocked out electricity to more than 300 customers in cloverdale. pg&e crews worked rather quickly to restore that service. in oakland hills a tree fell, partially blocking the street on sheppard canyon road. and shelter wood drive. the oakland fire department sent crews to chop it up. in san francisco gusty winds pushed a light poll against a park 55 hotel near union square. the department of pick works said they have never seen wind do that to a light pole. first lady michelle obama has left the bay and the th

alameda bay coast guard cutter she christened yesterday will ship out later this month on a 90-day tour of duty. yesterday's pouring rain and driving winds did not stop the first lady from dedicating the new cutter in the name of captain dorothy stratton, the director of the women's reserve during world war ii. she emphasized providing civilian support for service members and their families. >> today we commission this ship as a tribute not just to dorothy, but to all the women who served with her. [drumroll] >> bring our cutter to life! [applause]. >> after the ceremony the public got to board the cutter stratton for a tour. others said farewell to mrs. obama. the first lady then headed to los angeles to attend nickelodeon's kids choice awards

volunteers and investigators say they will be out again today hoping for any new information in the disappearance of sierra lamar. the search for the missing morgan hill girl is now in its third week. she vanished on her way to school. her cell phone, clothes and purse have been recovered, but nothing else. yesterday search focused on a remote area of san jose northwest of morgan hill. organizers say more than 500 new volunteers showed up yesterday, including san francisco 49er's quarterback, alex smith. >> so for us that's a great sign that even on a rainy morning that we were able to get all these new people out. that puts us in a great position moving forward. >> dozens of teenagers and children too young to take part in that search for sierra still did their part. they held a youth community march and they passed out flyers to local businesses. >> a music event with a deadly past took center stage in oakland last night. oracle arena was the host of pop

2012, a rave that was on a two-year hiatus. back in 2010 two people died after taking the drug ecstasy and 70 people were arrested on drug charges. the event sparked a debate whether to ban raves at publicly-owned facilities. organizers say they took extra precautions this year, including a new text message system for people to report any problems. up next, march madness celebrating gets ugly as kentucky students riot. following the wildcats final four victory over in-state rival louisville. and the controversy continues over banning bpa in baby products after the fda says there's not enough evidence to show it's harmful.

you by mancini sleepworld. >> the final four now the final two with kentucky set to take on kansas tomorrow night for the ncaa national basketball title. last night after kentucky beat louisville in a cross-street rivalry things got ugly in lexington. thousands of fans were celebrating, but it quickly turned into something else with cars being overturned and bon fires set in the streets. police in riot gear restored order by using pepper spray and making about ten arrests. city leaders say there were a few minor injuries reported. >> to politics now. all three presidential candidates are gearing up for tuesday's primary in wisconsin.

yesterday they all campaigned for wisconsin's 42 delegates. mitt romney continues to lead the policy there. he has anywhere from a a 5 to 7-point lead. rick santorum has not done well in midwest states, but he is hoping for a turnaround. >> if santorum were to win in wisconsin, it would be huge for his campaign because he hasn't really had a win in a state that doesn't have a lot of evangelicals in it. so if he can win in this state, particularly after all the controversy they had with the republican governor, i think it would be a big thing for santorum. >> newt gingrich also addressed the wisconsin faith and freedom coalition. maryland and the district of columbia also have primaries on tuesday. new battle lines are being drawn over bpa. that's that chemical found in plastic bottles and canned foods. on friday the fda announced it was refusing to ban fda because -- ban bpa saying there's not enough evidence that it is harmful. people say the chemical acts like estrogen and can be linked to cancer and heart disease are promising to continue theirity fight.

here is abc's jim avilla. >> lori has three boys she's determined to keep away from plastic bottles and canned food containing the chemical bpa. >> as a mom i want to make sure what i'm giving to my children is safe for them. >> since moms began complaining about bpa in baby products, most infant supplies no longer contain the chemical. many household goods advertise they are bpa free. still, bpa is per vasive and not always labeled. >> we are concerned about cancer, i'm concerned about reproductive issues. should we as moms have to do this? why isn't our government protecting us? >> but the fda, despite consumer concerns and a lawsuit against it, ruled that there is not enough scientific proof that bpa is harmful in humans to ban it. >> the fda decision was based on the best available science. it's strong, it's compelling and it tells us that products on the market today are savor use. >> the national defense resources council petitioned the

government to ban bpa in 2008. says the fda made the wrong call. >> we did think the fda is out of step with the scientific and medical research. we think they have not shown that bpa is safe. >> the fda in a statement said the petition did not have the scientific data kneed for it to change current regulations. so it will not change the rules. >> mom powerful. we aren't going to buy products that contain bpa. we are not going to stand for this. it is not fair. we are talking about our children. >> it's still possible moms like lori will win out. the fda said it will continue funding research and this is not its final ruling on bpa. jim avilla, abc news, new york. >> in santa rosa a march will mark the 50th annual celebration honoring civil rights activists united farm workers leader sasha chavez. it begins at noon. it's the old albertson

few leftover snowflakes. here's a look at heavenly. blue canadian, and the tahoe valley airport reporting light snow with temperatures all in the mid-and upper 20s. they picked up a couple of inches at lake level. 6:54 the official sunrise. 7:33. we are looking at a beautiful start to the day. look at all the great sky. the winds allowing for a bit of a chill not only later on this afternoon but this morning quite gusty. live doppler 7 hd and we have a few snowflakes in the sierra nevada. i talk about that. the trough that brought some of the thunderstorms and heavy downpours yesterday afternoon continuing to exit to the east of us and a leftover shower down toward cap toll law. take a look at this. northwesterly winds gusting to 33 miles an hour at the airport in oakland. we are talking 23 miles an hour hayward. 24 miles an hour wind gusts at san jose and mountain view.

once again, starting out quite blustery. 50 half moon bay and point ray's had a wind gust last hour of 50 miles an hour. still it will be breezy. the northwesterly winds will also help to clear out those remnant clouds and showers from san benito county. 43 by the delta and 42 in santa rosa. we have the isolated shower. still a chance from the south bay to the monterey coast. then mostly sunny, breezy today. the first couple days of april very typical. warming up out there. but with all that wind and the exiting storm system, high surf warning, the highest waves will be this morning. be careful out there. already over 20 feet to the north of us. so those west, northwesterly swells continue to arrive and allow for the breaking waves up to 25 feet and very strong and

dangerous rip currents. so satellite and radar come positive shows the inclimate weather heading out of town. rainfall totals impressive. oakland .41, redwood city on the peninsula looking pretty wet yesterday morning and over an inch of rain in bench loman. today we look for a nice afternoon. this will hold through tomorrow. increasing clouds and tuesday night we might see a shower or two and cooler weather by the end of the work week. 67 in los angeles today. back home 57 with breezy winds on the coast. 59 san francisco. 62 in livermore. so at least we are in the low 60s. average highs should be in the upper 60s for this time of here. tuesday warmer and a little cooler. maybe a sprinkle come tuesday night into wednesday. at this point the models agree in looking dry into next week.

>> welcome back, everyone. starting today police all across the state will be out on the road looking for zombies as part of a new effort to get distracted drivers off the road. abc7's nannette miranda explains. >> it looks like the set of hollywood's latest zombie movie, but if you look closely the zombies are on their cell phones. it's part of the c.h.p. and office of traffic safety's "it's not worth it" campaign to get california drivers to put down their cell phones. the second annual national distracted driving awareness month kicks off april 1st. >> people are in a hurry and with technology, people trying to get multiple things done at one time and it's hard to put the phone down and drive when actually they should. >> do you know why i pulled you over? >> to hit that point home, zombies are being used in public service announcements because you really are like a zombie

when driving and talking or texting on a hand-held. a study by carnegie university found the act of talking on a cell phone can reduce more than 35% of the brain activity needed for driving. >> the message is a third of your brain is not there because you are doing that on the phone while you are driving. you really become a zombie and there's inattention blindness that you don't even know what you are not seeing. >> so law enforcement will be aggressively combing highways and streets for drivers who refuse to go handsfree. last year during a similar month-long campaign they caught 52,000 people across the state. 475,000 for all of 2011. when you add in local and court fees, citations can run into hundreds of dollars. jeff was pulled over not far from where the campaign kicked

right now city leaders are debating the definition of a hotel. since last july philly has shared his west portal home with about 60 people from a dozen countries. he charges less than traditionalpo hotel and says his guests enjoy a real san francisco experience. >> they want really to play where i play and eat where i eat. >> he finds his guests through a company called air b & b, short for air mattress bed and breakfast. it started in 2008 in san francisco and now has connections in 192 countries. san francisco's tax collector believes it's time those guests pay the city's 14% hotel occupancy tax. former supervisor, aaron, agrees. >> makes perfect sense. it levels the playing field for existing hotels. >> but most of the people at

city hall that use air b & b are adamantly opposed. >> we have not the resources of major, major hotels. >> but others, including union leaders representing hotel workers, believe allowing quasi bed and breakfast spots to skip the tax is an unfair loophole. >> it's high time that this loophole get closed and get closed quickly so we are no longer undercutting the jobs, the industry, and the rental market the work being class people in the hospitality people rely on. >> the hotel tax contributes more than $200 million every year to the city budget but a spokesman read a statement from mayor ed lee saying he does not support expanding the tax to what is considered an emerging industry. >> as a birthplace of this new, more sustainable sharing economy, san francisco must be at the forefront of nurturing its growth. >> so the mayor has convened a task force on what he calls the sharing economy. he's asking the tax collector to

hold off on making any decision while that group meets. >> we rely on credit cards for the smallest purse. i use my credit card for like a coffee purchase, groceries. >> so when a blogger broke the news millions of mastercard and visa accounts may have been compromised there was panic and questions from card holders. the security breachly a suspected criminal gang didn't target the card company's themselves, but instead a third party that processes millions of transactions each day. a company called global payment. >> global payments is one of the major processors in the united states. so if the bad guys got into their system, which they admitted they did, they potentially could have taken 10 million or more cards. >> most people assume when they swipe their credit cards that their information goes straight to the bank, but it turns out it makes a few stops along the way. >> from the merchant your credit card info first goes to a payment processing company like global payments, then to your

>> welcome back. this is a live look with a look at the bay bridge. this is april fools day. april 1st. some call it all-fool's day. it's celebrated around the world in various ways. i read in "wikipedia," you can believe that if you want, but it started back in 1392 had a mention of april fool's. that's the earliest mention that they can think of, lisa. >> interesting. >> so are you playing tricks today? >> not yet but i've had one played on me. >> i know. >> right at the beginning. >> yeah, from our producer. >> well, as you saw from that shot, no joke out there. we are starting a new month and a new weather. a new air mass is coming in to bring us calm conditions for the

first week of april. >> good. we need it. >> we sure do. from heavenly this morning you can see the lifts are going and we have definitely some snow there. we picked up a couple of inches and this is a rain-snow mix yesterday for some time. higher elevations snow for sure and at the lower elevations we are talking light snow. at tahoe and truckie, mid-and upper 20s. back home, isn't that pretty with the official sunrise 6:54, we will see a lot of sunshine and most of the state clearing out today. live doppler hd. a few left oversnowflakes and some precip here but otherwise a high pressure is going to build in and we will see a nice, two, three days before next week's weather maker brings some clouds and basically cooler weather our way. it is starting out pretty nice. however you probably still hear the winds in spots. offshore they are getting 40 and

50 miles an hour out of the northwest and surface winds are still breezy. in the south bay, peninsula. your eye goes from oakland on south in novato as well with northwesterly winds to 32 miles an hour at the airport. could cause some delays. 33 at oakland. and not to be outdone, san jose has a wind gust at 24 miles an hour. so the winds unfortunately are going to stay with us throughout the day. keeping the chill in the air. they are keeping the numbers relatively mild. 48 in san francisco. good morning, santa rosa. with the lighter wind, a cooler temperature here. 44 in napa with 48 in mountain view and san jose. the highlights, we had a few light showers down by san benito county, the monterey coast. perhaps an isolated shower through 9:00. otherwise you saw it out there, it's nice and clear. the winds will stay up today out of the northwest. it will be dry and warmer the first couple of days.

in fact, we are looking at temperatures coming up through the 60ths not only today but into tomorrow and tuesday. the waves have been a problem out there. high surf warning with the highest waves this morning, but the warning goes right through tomorrow. so with 20-foot swells or better out of the west, northwest, it will be dangerous with some strong rip currents. our satellite and radar come positive shows that high pressure building in. our next weather maker could bring a few light showers late tuesday, bringing a much cooler air mass by the end of the week. today looks pretty good. although it will be cool in spots. 59 and breezy big sur. 62 oakland as well as on the peninsula with 63 in san jose. by the monterey coast a cool day for april. but we are warming it up day-to-day and by wednesday and thursday mainly more clouds in the north bay and it looks pretty nice after that. so the last couple weeks the models have been in disagreement with all the weak weather

systems but i think we are getting into a much calmer weather pattern. >> that makes your job too easy. thanks, lisa. there are new allegations of scientific misconduct by the national park service at the point ray's national seashore in marin county. did the park serviceman i late -- manipulate data to make a local oyster farmer look bad? dan ashley takes a closer look at that question in this morning's assignment 7 report. >> at kevin lunny's oyster company, workers use this drill to break apart oysters. this is what it sounds like. but according to a national park service draft environmental review, it sounds like this. it isn't the only discrepancy about noise in the park's report. >> there's been a repeated pattern of misconduct on the part of the national park service. >> biologist dr. corey goodman has been a frequent critic of

the science used by the park service. he's a member of the national academy of science and has published foreign 200 scientific papers. he was asked by a marin county supervisor in 2007 to look into how the park was conducting scientific research and he's been poring over data on his own time ever since. he found that none of the reported audio levels on the equipment at the farm came from actual measurements. most was lifted from the federal highway administration roadway construction noise model users guide. and measurements of the sound generated by the lenny's motorboat actually come from a study done for the new jersey police department in 1995. >> the data doesn't come from the oyster farm, the data comes from 3,000 miles away. >> in fact, the boat referenced in the report isn't even a boat at all. it was a jet ski. similar to this model we found on youtube.

>> the measurement of the jet ski was off by about 18 fold. in other words, it was 18 times louder than the oyster boat. >> dr. goodman believes the park deliberately misled the public to make the farm look bad. that's because the outcome of a final report will determine whether the form stays open or closes at the end of the year. we asked the national park service to comment, but we were refused. >> the national park service has a predetermined agenda and basically forcing the data, misusing and abusing science to fit their agenda. >> goodman uncovered these discrepancy after comparing the study to a draft version of the environmental impact report released last june. >> all of those references, those citations were deleted out of the legend. >> this isn't the first time the questions were raised about the science used by the park service. january congress asked the park service to ask for an independent review of the draft environmental impact report but to date no report has been

commissioned by the academy. however, the department of interior did pay a florida company to conduct an impartial review on their behalf. among the reviewers was christopher clarke, a renowns bioacoustal researcher at the university. he believes the data is having a negative impact on wildlife saying it's quite rebust. he refused to answer our questions after we told him the data wasn't from the site at all. he did tell the environmental news site green wire that he believed the data represented measurement taken from the oyster company activity. dan ashley. abc7 news. >> dr. goodman filed an official scientific misconduct charge with the department of interior last week. officials there say this allegation will be reviewed under the standard procedures contained in the department scientific integrity policy. we here at abc7 news will

nowhere to be found. a veteran dealing with all this while he's in the hospital for a major operation. he contacted 7 on your side's michael finney for help. >> ronald davison served in the navy during the vietnam war. doctors previously amputated his big toe because of a bone infection. he was about to lose some of the others. >> so my other toes are suffering because they don't have the support. >> earlier ronald had taken his car in for repairs at i-max auto tech in oakland. >> the next day i called and no answer on the phone. the following day i went by there and the shop was closed. >> his car sat teasingly right behind the locked gate. the phone at i-max went unanswered. the owner was nowhere to be found. >> it looked like he just dropped off the face and abandoned the business. >> we tracked down the auto shop's owner by phone but he refused to talk to us. we then called the bureau of automotive repair. what we have here is this repair facility was closed down. the owner of the property

evicted the tenant, who was the operator of the automotive repair facility. >> the owner agreed to open up the shop so ronald could get his car back. >> i just wanted to claim my property because i needed to rent it. >> ronald arrived a short time later. his hospital bracelet still on his wrist. his toe surgery happened just one week ago. >> i was real happy. i mean, i was overwhelmed that it happened so quickly, you know, after, you know, i made the contact with y'all. >> nearly a dozen cars still sit in the shop. a neighbor who lives two doors down from the shop said many of i-max's customers have been knocking on his door. >> people were asking where he is? they wanted their car. i was wondering too. i hadn't seen him in a while. >> car owners weren't the only ones wondering. so was a former employee, who came by while we were there. >> my toolbox is still there. >> billy estimates he left

behind $30,000 worth of tools that belonged to him. they are locked up in the shop. he's going to have to live without them for a little while longer. >> my toolbox. i have receipts. i have my documents in my toolbox. i have the key and it's all pretty substantive evidence that it's yours. unfortunately at a later date the business owner, mr. winn, can come back and say, no, my air impact was in your toolbox. >> the owner of i-max said thin len, his picture along with his license is on the wall of his office. investigators have been unable to locate him. but this man is happy he's finally getting his car back. >> i really appreciate it. i appreciate all the help you have given me. >> the property owner is consulting an attorney in an effort to work out the details for returning the tools to the shop's former employees. meantime they are trying to locate the owners of the cars still left in the shop.
