choices. abc 7's nannette miranda is here with more on what is driving rates higher. >> residents tamara greenberg is frustrated over yet another increase in her health insurance this, time the premium jumps almost 20% bringing payments to $635. a million others and small business owner who's buy their own insurance through healthnet and anthem blue cross are affected. for many this, is the third hike in two year autos it's getting to be a huge percentage of my income just for health insurance alone. >> california association of health plans says with 85% of premium goings to medical care, new drugs and medical technology, increasing rates of chronic disease and under payment from government programs like medical are some of the biggest drivers.

the california insurance commissioner has power to reject rate hikes for car, homeowners insurance but not health plan autos we're seeing each carrier raise rates year after year, generally higher than what the head wall cal costs. the public is fed up. >> the legislature is trying to pass a bill to give the commissioner more power over health insurance rate hikes but this f.that fails consumer watch dog is circulating an ish nif -- initiative to let voters decide, proponents say it's not a good idea to give such power to one politician and fear insurers will just cut benefits to keep profits high. some are thinking of dropping their insurance, tamara questions whether it's worth having coverage. >> i get afraid fi use it too much they'll increase by mi rate more or drop me.

>> in sacramento, abc 7 news. >> the unemployment rate dropped to its slowest level in three years. the labor department says it dipped to 8.2% from february and says employers added just 120,000 jobs last month. down from more than 200,000 in each of the previous three months meaning the rate dip is likely due to a high number who have stopped looking for work. >> the president talked about women and the economy today. he warned that despite concerns women face today, they should not be treated as a uniform political block or interest group. >> women are over half of the country and work force. and that is 80% in my household if i count my

abc 7's nick smith is live with the latest. >> and it ended just moments ago. students have presented the administration with a petition and signatures and two demands. one week after uc berkeley sent out their letter a grass roots coalition to defend affirmative action say they were unhappy with policies. the group staged a sit in and they sat in at the registrar and presented administration with the signatures and two demands one that the university double under represented students and two, administration and alameda county district dropped charges from november 9th of last year. occupier says they were determined to stay and they were saying they would not settle for a verbal agreement from the administration and they were demanding an
