juvenile -- they wish he was still in the juvenile detention silly. some told us they hope he -- he faces the most serious charges under the law. prosecutors say it takes time to build a case that's why the 17-year-old was released yesterday. investigators say they need more time before they decide how to charge him. abc7 is not revealing his identity because he's a minor. not comment yesterday or answer questions about what happened. -- he did not comment or answer questions about what happen. sources say it looks like he will be charged with two counts of vehicular manslaughter. family members and friends say they are willing to wait. >> i would much rather have them go the route they are going opposed to charges that don't make sense.

avenue. take a look at the girl they are trying to find this is 15-year-old sierra lamar missing since march 15th, they found her cell phone, purse, no sign of her. over this past weekend, hundreds of volunteers turned out to try to find something that would lead to her discovery. there have been thousands of hours of police time put into trying to find her more than 12 tips have come in. last week -- more than 1200 tips have come in. last week they had 49ers here. today the klaas kids foundation needs you to look for a clue something to bring sierra home. it going to be wet,pa"ñ fairly difficult search. if you want to talk about difficult think about how this ordeal has been for sierra's mother. >> my belief that she is coming back is making me be

mcsweeney, abc7 news. this morning a south bay choir teacher is accused of using an ink pen with a hidden camera to spy on students. he was chaperoning a school trip near watsonville over the weekend. investigators say he used the spy pen to film the girls 13 to 17 as they undressed in a hotel bathroom. he's been arrested on suspicion of producing child porn. he has been suspended from his jobs. police in san mateo arrested a kung fu instructor for allegedly fondling two female students. the girls are 9 and 11. they were taking classes with the suspect, at kung fu academy. investigators want to talk with parents of any 8 to 12-year-old students who may suspect improper con. he worked at the academy from 1999 to 2011.

i'm frances dinglasan in the traffic center. take a look at this live shot. breaking news in san francisco, overturned car crash. crews at the scene now. looks like they might be trying to get someone out of that overturned vehicle this is on the embarcadero at green street. we will have details coming up. definitely looks like sections of embarcadero are blocked, possibly in both directions. >> looks like they are trying to get somebody out of that vehicle. >> thank you frances, we know you will keep an eye on it. consumer advocates warning that thousands of job seekers may be losing out because employers are relying on faulty data in conning background checks. a report says -- in conducting background checks. a report says dubious companies have sprouted up to meet demands of businesses. the report says, it is the wild west for background screen and report companies. they are generating billions in revenue, but they have

little or no accountability. the law center says searches will turn up a rap sheet for someone with a similar name or criminal records that were supposed to be sealed or not. or those that may have been dismissed are classified as current. the law center says criminal information is more widely available in part because police departments are selling it to raise money. these data providers are not registered with the . today san francisco's board of -- supervisors calling on banks to stop foreclosing on homes in the city. supervisors passed a resolution yesterday calling for a moratorium until state and federal government can come up with rules to prevent illegal for closures. audit shows over the past three years, 84% of the for closures in san francisco were incorrect or illegal. many homeowners owe up to $100,000 more on their mortgages than their homes are worth. the resolution is nonbinding so the city cannot force banks to comply.

the sierra nevada, temperatures on the mild side, upper 30s at blue canyon, reporting snow, rain from the sacramento valley, san joaquin valley, altamont pass towards tracy, stockton, further south the rain is pulling away from the south bay and we are looking at this area right here also towards mines road light rain. with the scattered shower activity lifting north and east temporary break quiet conditions there's still is a trough and energy that is going to swing through this afternoon, that means more rain. 50 fremont, 51 mountain view, 48 san rafael, 50 on the coast. with the clouds and cloud cover and the rain it has been mild, scattered showers, possibility of a thunderstorm this afternoon in the -- the next organized rain another frontal band overnight tonight into tomorrow. this thing just stalled out, the same band that just was

creeping to the east of us and we did pick up anywhere from 10th to inch and a quarter of precip in the santa cruz mountains. scattered showers today especially this afternoon, sunshine, a few peeks of sun maybe a thunderstorm this comes our way tomorrow, this is a vigorous system going to spread more snow, up to three feet of snow in the sierra nevadan and spell out rain for friday. here's the way it looks this afternoon, showers continue throughout the evening hours, 2:00, overnight here comes the heavy rain by thursday afternoon, we are still in the scattered shower activity. friday, you think we're done? we are not. moderate rain there and low snow levels then it looks like we'll finally see warming. temperatures today once again upper 50s to near 60 with the scattered showers. a few light showers this morning. sierra snow and we'll be talking about up to three feet

right on through thursday morning. good morning frances. good morning. breaking news san francisco. overturned car crash right on the embarcadero green street a couple blocks north of broadway. you saw in the earlier live shot, a lot of the emergency folks were frying to pull a person out of the vehicle -- were trying to pull a person out of the vehicle. they just got the person in the ambulance. northbound embarcadero is blocked all lanes at this point. maybe they are detouring traffic off near embarcadero. southbound traffic seems to be getting through at this point. they have the person out of vehicle but they are going to need do an investigation possibly flip this car back and then clear it from the scene. i would avoid the embarcadero for the next at least 20 minutes or so. we'll keep you posted on this. eric has a comment as well. >> question, isn't this car on the muni tracks? could that affect muni?

i'm eric thomas. breaking news. bad accident on the embarcadero at green street in san francisco. >> frances dinglasan has the latest. just a couple blocks north of our studio we've been following this overturned crash. it happened 15 minutes ago. there's a lot of folks around the car they pulled someone out of vehicle got that person in an ambulance. the ambulance took off. what i just started to notice is that traffic was moving northbound. looks like -- you see cars there, they now have at least the northbound lanes open it was blocked for a while. southbound direction one lane open. it looks like they are working to clear this accident up. already cleaning up the area. embarcadero is now at least open, one lane in each direction at green. of course we'll keep you posted. the other thing we've been tracking is that this is right on the muni f-line. expect delays on the f-line. we are waiting to here what -- waiting to hear what muni

home to their neighborhood, less than a mile from this site where the crash happened. the self reason -- the 17-year-old did not comment or answer our questions. we are not releasing his identity because he's a minor. the district attorney said investigators need more time to build their case before they can file charges. they say he will likely face two counts of vehicular manslaughter. but they want to see his toxicology results and cell phone records. they want to see if he was under the influence or talking on the phone that could bring a gross negligence charge into the picture. prosecutors say this case is going to take park -- patience. >> in cases such as this, it is extremely important that a full and thorough investigation take place. and that is what has to be done in order to evaluate this case appropriately. >> reporter: relatives of the nuris say they are willing to wait. they want this case to be

searches. manson now 77-years-old says he does not plan to attend today's hearing. uncurrent law inmates can be denied the opportunity to reapply for parole for up to 15 years. that means manson would be -- could be 92 before he is eligible for another hearing. he was convicted for the gruesome 1969 slayings of actress sharon tate and six hours. in six and a half hours from now a group investigating the pepper spraying of protesters at uc davis will release a long delayed report. last november police officers coated demonstrators with pepper spray as they sat in a line protesting tuition hikes. under a deal between the university and the police officer's union only the officers seen in the video with a can of orange pepper spray will be named in the report. the names of other officers will be blacked out. the report will be released online at noon. we will have a link to the report on abc7news.com under see it on tv.

"star wars" creator george lucas is scrapping plans to build a huge digital filmmaking complex on his 52 acre ranch in marin county. instead his company intends to sell to developers to build low income housing. neighbors complained the complex would lead to increased traffic and noise. the planning commission ok'd the plan over strong community opposition. opponents appealed to the board of supervisors. the film producing company says it will build a new facility elsewhere. >> this morning some trails in golden gate park are closed to dogs because of over coyotes. last week -- because of concerns over coyotes. -- [ unintelligible ]

61 palo alto, 59 livermore. a little more rain, maybe half an inch to an inch in the wettest locations through the end of the week. good morning. new crash just reported within the last couple of minutes in the south bay westbound 237 at lawrence expressway, three cars blocking the lanes. it has been busy. here's a live shot of this overturned crash in san francisco we've been following this story since the crash happened. they got person out and it looks like at least one lane is open in both directions of the embarcadero at green. you will notice right in the middle of the intersection on the f-line muni tracks. we are checking to see if this will cause muni delays. at this point, muni cars should be heading through shortly in the next 10 minutes or so is when they are scheduled to start. expect delays on the muni f-line. we did see buses heading on the embarcadero. that might be a better option for you, at this point.

will remain for the time being. everything is reported calm this morning in downtown stockton following a tense protest over a fatal shooting involving a police officer. occupy oakland protesters joined the demonstration demanding justice for the shooting victim yesterday. the protest turned into a confrontation when demonstrators began blocking traffic. out-numbered police officers had to retreat to call in reinforcements to control the crowd one person was realized. police say luther brown was shot and killed friday night after he grabbed an officer's baton and attacked him with it. the officer stopped brown because his car had no politicians plates. an investigation into the shooting is underway. >> -- >> bloomberg business report is coming up. major development we are expecting any time in the

good morning. a very active day across the state while our rain winds down temporarily. we are looking at showers down to the desert, southern california today, mountain snow advisories and watches up in the sierra, chains on 50. more bay area rain today i'll have the details, coming up. 5:47. in florida, the special prosecutor in the trayvon martin shooting case says she will make what she calls a major announcement by friday night. the prosecutor set the timeline in a statement released last night but did not specifically say what the announcement would be. she is deciding whether to charge george zimmermann with a crime for fatally shooting the unarmed 17-year-old. zimmermann says he was acting in self-defense. martin's parents say zimmermann attacked their son because he was black. announcement came on the same day his attorneys announced

they quit the case complaining they lost all contact whim. a group of seven black richmond police officers pursuing a case in federal court after a contra costa jury cleared the chief. the chief thanked the city council for voting to fight racial discrimination the lawsuit against him. the jury believed commented made by the chief which included racial slurs were inappropriate but not discriminatory. all sides say they can still work together. >> i hope they recognize that our primary focus has to move away from our own personal feelings and remember why we're in this job in the first place. >> although i don't agree with the jury's decision and i don't an i go soft decisions he's made i'm going to continue to -- don't agree with some of the decisions he's made i'm going to continue to work with him to create a better richmond. >> federal case is expected to be heard in november.

news overturned crash in san francisco, a live shot in fact you can see it right here, still upside down it happened around 5:15 this morning, a ton of emergency crews at the scene. they had both directions blocked of the embarcadero. they pulled someone out of vehicle, got them in an ambulance. now they are cleaning up the area. traffic is flowing on the embarcadero, northbound traffic flowing. southbound traffic flowing. but this is right on the f-line muni tracks. you see the tow truck. they've got the chain attached and hooked up to the car i think they will flip it over and clear this shortly it going to cause delays on the f-line. right now is when we could see cars heading northbound and southbound or inbound and outbound between castro and fisherman's wharf. at this point traffic is flowing well. the only impact now on the f muni line. traffic good now on the embarcadero check out the waze
