catching. >> thod toed is the deadline to file income taxes, one professional says he's never seen anything like that. california franchise tax board made an 11th hour reversal that could safe taxpayers thousands of dollars and cost the state millions. laura? >> well, tax day is always a long, busy day for preparers but this one has been made all the more complicated by a last minute change by the california franchise tax board. last fall, the franchise tax board announced guidelines for taxpayers warning them they could no longer deduct certain items from property taxes such as mosquito abaitment and local school and library fees. and the only item that's could be deducted were taxes based on assessed value of the taxpayer's property. but then, as we've said there

is a last minute change by the state franchise tax board. >> the franchise tax board has reversed their position. >> i would take the deduction f you're still preparing. file with it if you're entitled to it. >> now, it means many californians may want to file amendmented returns and the board is exploring remedies for those people. and a spokesperson tomd me we're looking at option that's mate be available to taxpayer who's tried to comply with laws we're communicating. we found tax payers here today at h and r block just learning about this change z they were scrambling to try to catch up with it. and there could be expense involved in that.

afternoon. several loving volunteers will try to take the place of his mother and teach him. >> it's just like when your child goes from nursing or a bottle to their first solid food. they're mostly going out. instead of down. and same process. you can see the same lift bulbs going off. >> trudy is not the problem, it's the number of other elephant seal pups like him that startled workers. they have about twice as many right now than they did during pup season last year z they aren't sure why. >> last year there are many, many severe storms early in the year. or in pushing season. while animals were still weaning. that might have washed many animals out to sea. where the animals probably drowned or died. so there weren't as many animals to report because they're gone. that is one theory. but we don't know. >> there is 70 elephant seal

pups now raising concerns and they'll take a toll on resources. their herring comes in from east coast and costs $1 a pound. it goes through $40,000 pounds per year and they need medicine and volunteers. the elephant seal pups can be demanding. >> my family knows on tuesdays i do not cook dinner. i go home have a glass of wine and take a bath and go to bed. >> there won't be a lot of time forest. just when they get these guys ready for the world sea lion pups will be coming in. that is why they're asking for help this year if you've got money or time you can donate the center says it would appreciate it. >> they're so cute and love to sit and bathe in the sun. >> and here is spencer christian. >> they're going to have a lot of sun in the next 24 hours

the san francisco unified school district says they'll cut service by 43% over two years, making the vote critical for low income students. san francisco transportation agency board of director chairman called the vote a victory. the board of directors voted to implement a pilot program to provide free houstony to low income youth. those qualifying would need to be between ages zpif 17 years old and meet income guidelines similar to those being used for school lunch program. but not everyone is excited by the program. particularly union group who's say shifting a proposed $3.8 million to cover costs is poor planning. and community members fear it would mean joyriding. they say tougher guidelines

nasa has been working to reduce our repend yens on fossil fuel. today the space agency showed off efforts to turn algae into fuel. imagine this as a kind of oil well of the future and an oil farm where micro algae reduces our dependence on fossil fuel autos this movement from 20 gallon system to a 450 gallon system. now, next step will be can we put this off shore somewhere? >> the man behind the

project's goal to produce a carbon neutral fuel. bio diesel farmed off shore. after two years, $10 million from nasa, he and his team think they've found a way using waste water as fertilizer. a puc plant loaned them some tanks to experiment. >> there is a gas that is rich in co 2. and salt water in tanks to test our ideas to keep algae afloat. >> there is is no comment it comes from the life support division, figuring out ways to keep them in space for a long time. >> how to recover for long space flight. you can't take a lot of stuff
