committee is underway. nick? >> at their meeting now jean kwan and the police chief made changes to their policing policy. in fact they say the changes were necessary two reasons. one they're working with fewer services and two, there is new indicta providing more akltibility. mayor kwan and city leaders discussed crime statistic asks success they've had in targeting hot spots. and by using data they've collected the chief says he's seen success in efforts. in september, 2011 the city received a grant of more than $10.7 million to hire new officers. the grants designed to owe provide 100% funding for salaries and benefits of newly hired or rehired officers over a three-year period. right now the city is operating with roughly 650 officers. 25% less men and women in blue

free the whale from the net. >> one member of the team peter who is a local researcher is on the phone now with us. and peter are you surprised the whale made it this far? >> well, not at all. we actually have whales every year that bring entanglement gear down from the gulf of alaska to hawaii. so these animals can handle this gear for several weeks, several months before they'r they're -- . >> peter what is the plan for tomorrow? they zrnt a great deal of luck trying to detangle it in southern california. what are you going try tomorrow? >> well, what we've got right now are several teams standing by in monterey with satellite and special tools and other resources to respond to the whale. we're asking the public anyone on the water in that area or along the shore line to be on the lookout for the whale trailing up to three bright polly buoys.

there is a powerful one. and first one is moving to bring us showers late tomorrow. and starting into evening hours, second is more energetic and thursday, we'll start at 1:00 tomorrow afternoon at which point clouds will be thickening and later into afternoon, we'll see spotty scattered showers develop. that continues into evening hours and throughout evening hours overnight tomorrow night into thursday morning. mainly scattered showers once again. then that, second system starts to swing through thursday morning z that will bring steadier rainfall and showers but that will fizzle out by early thursday evening so by 7:00 thursday evening looking at rainfall of only 5/100ths up to perhaps a quarter inch into wettest locations. tonight looking for clouds increasing a bit. will be mild, low temperatures

there is a plan on the table taking some of the pou year way from university of california board of regents and give to it individual campuses. the chancellor says the system has grown too complex and wants each of the 10 campuses to have to set their own rates and determine how many out of state students should allowed to enroll. the uc president is against it and says it would start a fight among campuses over state money. >> the san bruno city council will meet tonight to decide what to do with a out of service gas pipeline with a tragic history running through the town. residents have been pushing for removeal ever since the explosion that killed eight people and destroyed 38 homes in 2010. pg&e had plans to fill witness concrete so it would never carry natural gas, but the city is recommending removing

a new case of mad cow disease just discovered here in california poses no health risk to humans according to federal health officials tonight. an infected dairy cow discovered during regular testing at baker commodities a processing plant. federal officials insist our meat supply is safe z consumer advocates say this case should not cause alarm. >> consumers should not be concerned about the safety of beef due to mad cow disease. there is no reason to believe this is part of a larger outbreak of the cattle disease. >> this is the fourth reported case of a cow with the disease in the united states. the department of agriculture says in this case the cow had a very rare form of the disease caused by a random mutation and they do not expect it to be found in any additional infected cow autos
