police officer pepper spray the faces of student demonstrators. here is the berkeley police protestors setting up tents on the steps. those incidents criticized for being too heavy handed. today's report reviewed policies at uc campuses state wide and made 50 recommendations among them. that is the billion campus media. they should be trained and used to negotiate before police are called in and that nonlethal force, including pepper spray should be used only in extreme circumstances. >> while it was the police use of force that is in many ways focus of the report, and certainly occasion this report, much of what we discussed having to avoid using police at all. >> among recommendations is that some sort of citation
