>> in the news this saturday morning, june 9ing, interstate 580 open again this morning after being shut down last night so pg&e crews could repair a power line that crossed the freeway. and more than 50 heritage high school seniors won't be allowed to walk with their graduating class today after being suspended for participating in a prank last week. good morning, everyone. i'm terry mcsweeney. let's take a look at the forecast. we have some heat on the way. here's lisa argen, meteorologist. >> not only the heat, but we have increasing fire danger around the bay with the winds gusty in the afternoon. there's a wind advisory out toward the delta but right now you see the clear conditions. 5:47 the official sunrise. we are looking at 50 in oakland, 52 in the city.

47 los gatos. a nice start to the day. but the winds are gusty in spots. santa rosa winds up to 24 and northerly winds gusting up to 25 miles an hour. the winds will continue to shift to the east and we will have an offshore flow over the weekend. that will add to the decrease of moisture in the atmosphere. it will be quite dry, quite warm, and numbers climbing into the mid-80s today in our warmest inland valleys. terry. >> thanks very much. this morning interstate 580 is open again through the oakland hills after being shut down more than an hour overnight following a disastrous chain of events. pg&e cruz closed the road about 11:00 last night so they could install a new power line over the freeway. all lanes were opened shortly after midnight this morning. all of that was necessary because of a domino events that

began with a near fatal car crash. here's how it all went down. >> this buick century started a three alarm fire and a power outage at the time. car crashed and broke the pole in three and severed a street light. a portion of it smashed through the windshield, through the steering wheel and stopped inches from her chest. the woman was pulled away from safety and away from the power lines. >> i helped her over to this side of the curb and set her down. >> a bible is still on her passenger's seat. fields then saw the car started a fire. >> the fire was already raging and going very fast up the hill and spreading. >> a third alarm was spreading as it threatened three homes above mountain boulevard. 81-year-old lois chambers was one of 2000 people who were evacuated as the flames came near. >> they knocked on the door. they were knocking for me or whoever was in the house to come

on out. when i open the door all i could see was white smoke everywhere. i was is so scared. it was all around me. >> chambers daughter, tonya, knew her mother had been evacuated and was rushing home when she saw the flames. >> on the freeway i could see the fire going up the hill so the only thing i could think is our house is gone. >> the fire came inches from three homes before the more than 100 firefighters on hand knocked it down. >> we had a gully at the bottom. we had a street at the top and a street on the right at rifle. so we did have a natural break for the fire which we were able to figure out where the fire was going. >> oakland police say the driver of the car only suffered cuts and bruises and was receipted at hyland hospital. fire officials say the fire danger will be very high in the hills this weekend. in oakland, abc7 news. >> the two men accused of attacking brian stow outside of dodger stadium will stand trial on charges of mayhem, assault and battery.

the judge ruled there's enough evidence to allow a jury to hear the case against luis sanchez and marvin nor wood. that followed testimony from an eyewitness, as well as sanchez's own sister, who is engaged in nor nor wood. they played a recorded jailhouse conversation they say amounts to a confession. >> >> stow continues to recover from severe brain injuries that left him disable and likely requiring care fortrat of his life. >> in morning we know the mehserie case is not over yet. he will appeal to the state supreme court. yesterday a state appeals court upheld mehserie's involuntary manslaughter quirks for the shooting back in 2009.

he shot the unarmed grant claiming he used his gun instead of a taser. he served about a year of a sentence. he wants to clear his record so he can get another job in law enforcement. there's been another arrest in connection with a deadly jewelry store robbery in san ramon. ten days ago the store was robbed at gunpoint. owner fired back, killing one of the robbers. last night a hayward man was taken into custody and charged with murder, as well as another suspect arrested a week ago. they were being charged under the provocative act doctrine, where people can be convicted for provoking the killing, even if they didn't do the killing themselves. it's graduation day at heritage high school in brentwood, but for dozens of seniors it will not be a school sanctioned event. at least 51 students are suspended after a group of students put graffiti over the

campus and there was vandalism. while the rest of their class was going through graduation rehearse always this week, the prank centers were told they could not participate as they cleaned up the damage. a suspend student's grandfather has been holding a one man protest against the administration. >> whatever they did, i'm going to repair it, but the school won listen to me. >> parents drugged their kids here. they planned with their kids on what they were going to do. you don't know whether it's water-base paint, and the surface you put it on, it may not come out. >> and that woman's son was an underclass man who was not involved. the graduation ceremonies take place this morning in brentwood. thieves stole his bike but not his heart. special olympian, christopher, who we profiled on abc7 news on thursday says he will now leave san francisco city hall this morning at nine on the trip he

21-year-old anthony garcia torres on suspicion of kidnapping and killing lamar based on evidence found in his car. investigators have used high-tech search equipment at several reservoirs but have not located her bow. searchers athey simply cannot stop looking for the girl. this morning novato police have a multi-layered mystery on their hands. on the surface it appears to be a typical break inform. but it involves a former. all at this house in novato. here's wayne freedman. >> if you are a teenager and you knew this gigantic house was empty but furnished, wouldn't you want to party inside? >> i drove past it, and i saw like a bunch of cars, like a bunch of, looked like kid cars, and i saw a bunch of kids and some were hopping over the fence and stuff. >> like a lot of people in these novato hills, he knew all about the house with six pools, seven

bedrooms and ten bathrooms, a place eddy murphy lived while filming in san francisco. and there's the present owner, former ukrainian, who remains in prison. charged with hiding tens of millions of dollars in american banks. he is a victim too. >> as far as burglaries go it's not that unique or bazaar. >> kept when police raided the illegal party on may 27th, more than 100 kids scattered into the hills in the open space but some did not leave empty-handed. they took items, including a lithograph by pablo picasso, estimated value some $30,000. we say estimated because police don't have a good description of it yet. >> all you know it's a missing picasso. you don't know what size or what it looks like or anything? >> correct. >> certainly he must know but the home's caretaker has not informed police who took note of

>> a lot of people will be out all night long in san francisco walking sunset to sunrise fracases. the out of the darkness overnight event is a walk for suicide prevention. the american foundation or suicide prevention said no light needs to be cast on treating depression and preventing suicide. about 100 people take their own lives every day in the united states. health officials are scrambling to figure out the cause after new e. coli outbreak that's killed a little girl and sickened 14 people in six states. the latest case is here in california. the other cases are in georgia, louisiana, alabama, tennessee and florida. the girl who tied lived in new orleans. the center for disease, control

by 2:00 this afternoon we could see gusts from anywhere to 25 to 35 miles an hour. those should be some of the sustained winds and maybe gusts up to 45 miles an hour. right now a north wind with gusts up to 23 americans at our coast. it's come in hayward, mountain view and livermore. the winds will continue to ramp out throughout the afternoon and that will allow for the relative humidity to continue to decrease throughout the day today. warmer all areas this weekend and with the high fire danger throughout the sacramento area we are looking at the dealt -- delta and the straits with low relative humidity. low 80s for concord and livermore today, but look what happens on sunday. numbers continue to climb through the upper 80s in the north bay, as well as the south bay. and then just a little puff after sea breeze on monday. so really monday we will see persistence. so the warmest day sunday,

monday, depending on where you are, the south bay and east bay should continue to warm. we see a also bit of a breeze at our coast. gusty winds from this morning to tonight with a north, northwesterly win gusting to 45 miles an hour, sacramento valley. northern san joaquin valley, the strait and delta, and here we have the critical fire weather. relative humidity 10 to 15% by later on this afternoon. it's all due to a weak area of low pressure moving into the oregon border and behind that surface high pressure continues to build in strongly. so that's going to bring the very breezy conditions once again today. and those winds will quickly turn offshore throughout the afternoon. so that is really going to aid in our warming and increase the fire danger around here right on through the beginning of our work week. 77 in oakland today. palo alto, 79 in fremont. low 80s for concord and livermore. 80 san rafael. numbers above average today with

>> welcome back. topping our news this half-hour, knew this morning, president obama is calling on congress to help states to rehire teachers who have been laid off because of the bad economy. in his weekly address, the president said the last thing the u.s. needs right now is to have fewer teachers in our classrooms. he said the solution has been

before congress last year. part of his package of jobs bills. >> when states struggle, it's up to congress to step in and help out. in 2009 and in 2010 we provided aid to states to keep hundreds of thousands of teachers in the classroom. but we need to do more. that's why a critical part of the jobs bill that i sent to congress back in september was to help states prevent even more lay offs and rehire even more teachers who have lost their jobs. the plan favored by republicans called for boosting domestic energy production and stopping tax increases on small businesses. for the first time california highway patrol troll office have agreed to take furloughs to help close the budget deficit. the officers reach an agreement with governor jerry brown to furlough 8 hours per month starting with the next fiscal year. they will not get paid for the hours but they can bank them to

take later. it amounts to a 5% pay reduction. before now officers have never been furloughed. this morning backers of proposition 29, the one dollar cigarette tax, are holding out hope they will pull out a come-from-behind victory. it appeared to be headed for defeat but the vote is narrowing as the votes are tabulated it's now losing by bo 30,000 votes. election officials say three quarter million votes, many absentee ballots, still need to be counted. prop 29 would raise millions of dollars for cancer research. the secretary of state says he doesn't expect an official tally until july. it's been six months since governor jerry brown owes plan went into effect with changes to the state justice system. nannette miranda has more from sacramento. after serving their state prison sentence, felons are typically put on parole where authorities keep tabs on them

for a certain period of time. but after governor brown shortened a parolee's review from every year to every six months, records show a six fold jump in the numbers no longer on supervision. in march more than 1,300 were discharged from parole. in april, as the first wave of parolees game available for review, more than 8,500 were released. >> there's nothing in the law that takes anyone mandatorily off of parole after; months. it just means that it's a review, and if people can function without that supervision, then they don't need it anymore. >> clearly it was a budget move to save many as the state has been grappling with deficits for years now. but the shift worries crime victims groups which say six months isn't enough time to see if people have straightened out. >> it worries us that they will reoffend and hurt somebody. >> they found themselves cut off

in the milling of rehab and other services that helped them transition to society because their agents discharged them. no parole, no more state programs. >> the ashbury free clinic says about 25 people abruptly left rehab. they either stopped going or couldn't afford to go. >> re-entry experts say the lack of services says open the door opens the door to going back to a criminal lifestyle >> they resort back to what they know best which in many cases is substance abuse and criminality as a result of going back to their own neighborhoods. >> the state said it's only temporary. the numbers should level off as the parolee's dedegrees. >> the new gold rush begins monday. the rush to grab seats at the future 49ers stadium in santa clara. it won't be cheap. some season tickets will cost double the price of a similar seat at candlestick park, and that did not include a new fee of at least $2,000 to reserve your spot, plus another $85

a great day for little league playoff games throughout the bay area. good luck to everybody. a south bay community is in the middle of a fierce debate over how it celebrates the 4th of july. the all-volunteer effort will still include a parade and fireworks, but one big change is causing a stir. abc7 news reporter karina rusk explains. >> morgan hill is known for showing its patriot tick pride on the 4th of july. there's two days of events that draws people from around the bay area. >> i wish it would go for the entire monterey strip into san jose. >> the celebrations also include a july 3rd street dance and every year downtown merchants look forward to the crowd, which is an abrupt change this year to a smaller event at the city's community and cultural center a huge blow. >> more than just losing the revenue that night, it's -- i think that people, the community likes to hang out in the streets. it's kind of a fun night. >> dedicated volunteers who

organize all of the freedom fest activities say the street dance got to be too much of a party and jeopardized having a clean downtown for the parade the next morning. >> there are now 8,000, 9,000 people with a tremendous amount of alcohol and security concerns and bathrooms and all the other stuff that street closers. >> the change has ignite add firestorm of debate with mean people accusing freedom fest organizing of not caring enough about the needs of small businesses still struggling with a tough economy. >> in order to keep them happy, keep them here, i think it's important that we don't move it. >> organizers now admit the decision could have been enter communicated. and many business owners say they do understand the tremendous volunteer effort required for a save event. >> i do hope they can move it back downtown and it can all be worked out so we can have it right back here where it belongs in done town morgan hill. >> freedom fest volunteers and local businesses are so determined to calm this emotional debate and work together, they will soon be

great weekend, a great week. it is a beautiful shot of a bridge that turned 75 a couple weeks ago. looking just spectacular. never get tired of looking at that. all right. it's an age-old problem with a brand new twist. crooks stealing your license plate tags and putting them on unregistered cars. there's a popular product to protect you, but if you use did you could wind up in trouble. here's 7 on your side's michael finney to explain. >> not once but twice have i had my sticker stolen offer my car and i got tired of it >> it was a big hassle when a chief stole the registration tag off of juli's car. she waited hours at the dmv to get a new stick, only to have that one stolen too. then more hassle. >> you have to make an appointment for dmv first off and you actually have to show them that your sticker is gone, take the license plate, and then you pay a fee. you but the stick he back on the car and hope nobody steals it

again. >> juli was fed one stolen tags so she went out and brought the license plate protector. a clear plastic shield that she fastened over her lance plate. it would be hard to steal her tags now but there was one little problem. >> its illegal to have on your car. >> chp officer, mike, reveals a surprising fact. it's illegal in california to use these covers. even though they are sold all over the state. >> the law says that you can't have anything that completely covers your license plate. >> here it is. vehicle code section 52.01 says no portion after cover shall rest over the license plate number. not even if you can see through it. >> you could be stopped, and you could receive a ticket. >> which is exactly what happened to juli. she was pulled over and ordered to remove the shield. now she's worried about her tags. >> i don't think it's fair to people who work hard that are trying to protect what is theirs. >> we are talking a clear

plastic like saran wrap. >> yulely's mom wanted to know what's wrong with a clear plastic cover if it stops a crook. >> so i said i'm calling 7 on your side. >> it makes it harder to see as an officer. >> see how light reflects off the plastic covering creating a glare and can obscure numbers on the plate. >> wife run into some with a tint, some that are very, very dirty, and yet we find the shields are widely sold throughout california. ferguson said it's perfect legal to sell them, just illegal to use them. >> they are fairly common. they are commercially available and they are selling them. >> we bought this one here at o'reilly's auto parts for five bucks. the package includes this warning saying your state may prohibit its use and check before installing. so why do stores sell these if we can't use them? retailers we spoke with say some

customers may use the shields for show cars which are kept off the roads or for driving in another state. o'reilly's. they also said they would refund customers who didn't notice the warning about laws banning the cover. and a wal-mart spokesperson said the covers were to be removed from california stores. so is there any way for the average driver to use these? >> i'm sure if you kept it in your garage and put it on the wall, it would be fine. >> the chp offered a simple way to deter chiefs. slight the stick we're a razor so it won't come off in one piece. and you can buy a cover that partially covers only the tag so it's harrer to peel them off. those frames ever legal. >> a new exhibit in san jose institute of contemporary art is showcasing pieces of an

uncovered china town. don sanchez has the story. >> it's like stepping into a traditional chinese home in another place and time. this exhibition is made up of fragments of materials and lives. >> and these sort of whisper to you about the personal lives that were a part of this china town community. >> relics from china town, san jose. the city beneath the city. >> these artifacts were found at an excavation at this site where the fairmont hotel stands in downtown san jose. back in the 60s, 70s, and 80s, this was the site of the largest chinese community in america outside of san francisco. >> it holds the key of understanding downtown san jose's early development. >> students in this class are sifting through courthouses of pieces, cataloging them and more than half them are still in storage. the value of these object ex-comes in the history of chinese pine niece. opening drawers to discovery.

live doppler 7 hd shows that not only we don't have any rain burks we don't have any clouds around. not expecting any for the next several days. we will have a sea breeze and the on shore flow will continue to bring quite gusty winds throughout the afternoon today. so right now we are looking at 48 oakland. good morning, fremont. 49 for you. it's 50 in san carlos, half moon bay. 51 in the city and 50 in san jose. the winds right now not a factor except at half moon bay. northerly winds gusting to 23 miles an hour. we should have sustained winds throughout the afternoon, 20 to 25 miles an hour in some areas at our coast. but otherwise we will see the winds back off tomorrow. but tomorrow will be a warmer day. so warmer all throughout the bay, this weekend. and with that higher fire danger and the relative humidity right now at 52% in santa rosa. that will continue to decline. in fact, our east bay valleys looking at the relative

humidity, really, really drying out into the teens and perhaps below that by tomorrow. 80s should be widespread throughout much. our east bay today. and look for more 70s around san francisco, comfortable 60s at the coast. we will have the cooling here but you head on inland and take a look around the sacramento valley, the strait. and the winds gusting over 40 miles an hour. not only a wind advisory there but a red flag warning from is 111:00 this morning to 10:00 tonight for critical fire weather. see the relative humidity, 18 to 15%. so really be careful out there, that dryer air filtering into the east bay valleys with high pressure off our coast and a weak system pushing to the north of us later on today will allow for the surface high to continue to strengthen and with that those winds kick up. so the flow from the high to the low allowing for those gusty winds, and we will be looking at the winds eventually, the

overall gradient turning offshore. so that's going to bring the warmest day of the weekend tomorrow. but right along the coast we will have a very, very weak sea breeze but not enough really to head anywhere from about half a mile away from the coast and numbers will continue to climb at the coast tomorrow. today 65. 70 in the city. 77 oakland with 80 in san jose. livermore 83. 85 in gilroy with 66 in monterey. 79 in santa cruz, so today the numbers are up. tomorrow, coming up another five to seven degrees and a couple degrees warmer inland on monday. a sea breeze kicks in today and then again on monday for slightly cooler conditions at our coast. it really isn't until the middle of the week we really cool back. it's all above normal until next friday with the san mateo fair kicking off today. >> lisa, thanks very much. it's part car, part motor cycle and all electric. a local team of engineers is
