>> in the news this saturday morning, june 9ing, interstate 580 open again this morning after being shut down last night so pg&e crews could repair a power line that crossed the freeway. and dozen ever local high school seniors won't be allowed to walk with their graduating class today after being suspended for participating in a prank last week. good morning, everyone. i'm terry mcsweeney. let's begin with a look at the forecast, and the warning treen. here's meteorologist lisa argen. >> hi, everybody. here's why. you see the flag really blowing this morning. this is nothing. between 2:00 and 39:00 tonight the winds will really gust. we could see 40 miles an hour gusts at the airport. right now 51 in san francisco. 50 in san carlos. the north wind half moon bay

with 44 in napa. so pretty cool with the cool air drains into the valleys. looking at a west wind 14 at sfo today. the trend tore today, tomorrow and monday and much warmer weather. we are looking at plenty of 80s today, maybe 90s tomorrow and the forecast holding through monday. we will get a better look at this, we will pondter a little bit and talk about the high fire danger throughout the weekend and into early next week. terry. >> a gorgeous shot of the bay bridge there and a nice one behind me. lisa, look forward to your forecast. thanks very much. this morning interstate 580 is open again through the oakland hills after being shut down more than an hour overnight following a disastrous chain of events. pg&e cruz closed the road about 11:00 last night so they could install a new power line over the freeway. and install a new power pole. it took about an hour. all lanes were opened shortly after midnight this morning. all of that was necessary

because of a domino events that began with a near fatal car crash. a wind-driven grass fire threatened several homes. here's how it all went down. >> this buick century started a three alarm fire and a power outage at the time. the woman driver smashed into the utility pole on mountain boulevard about 1:30 a.m.. car crashed and broke the pole in three and severed a street light. a portion of it smashed through the windshield, through the steering wheel and stopped inches from her chest. the woman was pulled away from safety and away from the power lines. >> we helped her over to this side of the curb and set her down. >> a bible is still on her passenger's seat. fields then saw the car started a fire. >> the fire was already raging and going very fast up the hill and spreading. called as it threatened three homes above mountain boulevard. 81-year-old lois chambers was one of 2000 people who were evacuated as the flames came near.

>> they knocked on the door. they were knocking for me or whoever was in the house to come on out. when i open the door all i could see was white smoke everywhere. i was is so scared. it was all around me. >> chambers daughter, tonya, knew her mother had been evacuated and was rushing home when she saw the flames. >> on the freeway i could see the fire going up the hill so the only thing i could think is our house is gone. >> the fire came inches from three homes before the more than 100 firefighters on hand knocked it down. >> we had a gully at the bottom. we had a street at the top and a street on the right at rifle. so we did have a natural break for the fire which we were able to figure out where the fire was going. >> oakland police say the driver of the car only suffered cuts at hyland hospital. fire officials say the fire danger will be very high in the hills this weekend. in oakland, abc7 news. >> the two men accused of attacking giants fan brian stow outside of dodger stadium will

stand trial on charges of mayhem, assault and battery. the judge ruled there's enough evidence to allow a jury to hear the case against luis sanchez and marvin norwood. that followed testimony from an eyewitness, as well as sanchez's own sister, who is engaged to norwood. they played a recorded jailhouse conversation they say amounts to a confession. [tape playing. inaudible.] >> stow continues to recover from severe brain injuries that left him disable and likely requiring care for the rest of his life. >> this morning we know the mehserie case is not over yet. the former bart police officer will appeal to the state supreme court. yesterday a state appeals court upheld mehserie's involuntary

manslaughter quirks for the shooting back in 2009. he shot the unarmed grant claiming he accidentally used his gun instead of a taser. he served about a year of a sentence. he wants to clear his record so he can get another job in law enforcement. there's been another arrest in connection with a deadly jewelry store robbery in san ramon. ten days ago the store was robbed at gunpoint. the owner fired back, killing one of the robbers. last night a hayward man was taken into custody and charged with murder, as well as another suspect arrested a week ago. they were being charged under the provocative act doctrine, where people can be convicted for provoking the killing, even if they didn't do the killing themselves. it's graduation day at heritage high school in brentwood, but for dozens of seniors it will not be a school sanctioned event. at least 51 students are suspended after a group of

seniors put graffiti over the campus and there was vandalism. while the rest of their class was going through graduation rehearse always this week, the prank centers were told they could not participate as they cleaned up the damage. a suspend student's grandfather has been holding a one man protest against the administration. parents have mixed views. >> whatever they did, i'm going to repair it, but the school won -- wouldn't listen to me. >> parents drove their kids here. they planned with the kids what they were going to do. you don't know whether it's water-base paint, and the surface you put it on, it may not come out. >> and that woman's son was an underclass man who was not involved. the graduation ceremonies take place this morning in brentwood. thieves stole his bike but not his heart. special olympian, christopher, who we profiled on abc7 news on

thursday, says he will now leave san francisco city hall this morning at nine on the trip he planned. he originally planned to travel cross-country to promote cancer awareness but somebody stole his specially made bike. undaunted, he said he will go across the country in a wheelchair. he lost his legs to cancer. still ahead, marin county teenagers throw a party. what a party. ransacking a multimillion-dollar mansion. the missing picasso that is -- has police so concerned. and a coyote stalking a bay area park. the warning this morning for dog owne

>> in just a few hours the search for missing teenager sierra lamar will resume. family and friends of the missing 15-year-old will start their search at 8:00. they start at 85tism ilton road. she disappeared march 16th on her way to school. authorities have arrested 21-year-old anthony garcia torres on suspicion of kidnapping and killing lamar based on evidence found in his car. investigators have used high-tech search equipment at several reservoirs but have not located her body.

searchers say they simply cannot stop looking for the girl. this morning novato police have a multi-layered mystery on their hands. on the surface it appears to be a typical break-in. but it involves a former. head of state, partying teenagers and a missing art treasurer. all of this at a house in novato. here's reporter wayne freedman. >> if you are a teenager and you knew this gigantic house was empty but furnished, wouldn't you want to party inside? >> i drove past it, and i saw like a bunch of cars, like a bunch of, looked like kid cars, and i saw a bunch of kids and some were hopping over the fence and stuff. >> like a lot of people in these novato hills, he knew all about the house with six pools, seven bedrooms and ten bathrooms, a place eddy murphy lived while filming in san francisco. and there's the present owner, minister, who remains in prison,

charged with hiding tens of millions of dollars in american banks. he is a victim too. >> as far as burglaries go it's not that unique or bizarre. >> except when police raided the illegal party on may 27th, more than 100 kids scattered into the hills in the open space but some did not leave empty-handed. they took items, including a lithograph by pablo picasso, estimated value some $30,000. we say estimated because police don't have a good description of it yet. >> all you know it's a missing picasso. you don't know what size or what it looks like or anything? >> correct. >> certainly he must know but the home's caretaker has not informed police who took note of the cars parked outside. >> i know later that night officers did contact some people away from the residence who denied any involvement. >> he should get oust federal prison in november. he will return to a big house and $2 million in bills for back taxes and at this rate at least one wall that is missing a picasso. >> if somebody does come across something they suspect is picasso or has picasso painted

on there, give us a call. >> we did reach out to speak to the caretaker of this home today. he declined any comment. wayne freedman, abc67 news. >> a san francisco woman says an aggressive coyote ran off with her chihuahua. it happened around dusk thursday night in glen park canyon. the woman is asked to be identified only as jane took these pictures. she was walking her chihuahua and another dog when she let the dog off its leash. she said the coyote struck silently and without warning. >> i wasn't prepare for how quick they act and how sneaky and quiet. and i want people to be aware how quickly it can happen. you always think it cannot happen to me. >> we spoke to another woman who witnessed the attack. she said she's seen coyote's before in the canyon. other sightings in golden gate

mount saint helena. we around picking up anything. the cloud cover will be far away because we are looking at that offshore flow and the beginning of a sea breeze coming back perhaps on monday. we will have a weak sea breeze today as well. in between the hot weather definitely gets going with relative humidity decreasing throughout the weekend. 51 in the city. 50 san rafael with 42 napa. so the numbers continue to plummet in our north bay valleys. cooler air draining into the valleys. 48 oakland and 47 livermore, 45 in los gatos. a few areas a bit gusty from santa rosa, the coast. otherwise it is a calm start and we will see warmer areas all weekend long with the winds increasing today, this afternoon with higher fire danger. we glimpsed at this quickly at the top of the show but if you want to look at the trend in the north day today, tomorrow, monday, notice today upper 80s holding.

oakland 77 today, 80s tomorrow and warm numbers on monday but the sea breeze will kick in and will allow for a little bit of a brake at the coast with concord low 60s today, low 90s tomorrow and monday. and redwood city, 83, 86 and 85 on monday. you get the idea. really it is all being aided with the surface-high pressure building in. that's progress the wind advisory to the east of us. and northern san joaquin valley winds gusting to 45 miles an hour. that allows for the atmosphere to really dry out. critical fire condition was humidity 10 to 15%. so getting awfully close to our east bay hills. in fact, the north and east bay hills today will see some very gusty winds. the reason being, this feature to the north pushing to the north of us and behind it. this high, this surface high builds in quickly and that allows for the winds to kick up today. right now we are looking at relative relative humidity about 83%. but as the winds continue to

topping our news this half-hour, new this morning, president obama is calling on congress to help states to rehire teachers who have been laid off because of the bad economy. in his weekly address, the president said the last thing the u.s. needs right now is to have fewer teachers in our classrooms. he said the solution has been before congress last year. part of his package of jobs bills. >> when states struggle, it's up to congress to step in and help out. in 2009 and in 2010 we provided aid to states to keep hundreds of thousands of teachers in the classroom. but we need to do more. that's why a critical part of the jobs bill that i sent to congress back in september was to help states prevent even more layoffs and rehire even more teachers who have lost their jobs. the plan favored by republicans called for boosting domestic energy production and stopping tax increases on small businesses. for the first time california highway patrol office have agreed to take furloughs to help close the budget deficit.

the officers reach an agreement with governor jerry brown to furlough 8 hours per month starting with the next fiscal year. that starts july 1st. the officers will not get paid for those hours, but they can bank those hours to take off later. it amounts to a 5% pay reduction. before now officers have never been furloughed. this morning backers of proposition 29, the one dollar cigarette tax, are holding out hope they will pull out a come-from-behind victory. it appeared to be headed for defeat but the vote is narrowing as the votes are tabulated it's now losing by about 30,000 votes. was it about 52,000 votes election officials say three quarter million votes, many absentee ballots, still need to be counted. prop 29 would raise millions of dollars for cancer research. the secretary of state says he doesn't expect an official tally until july. it's been six months since governor jerry brown's plan went

into effect with changes to the state criminal justice system. nannette miranda has more from sacramento. after serving their state prison sentence, felons are typically put on parole where authorities keep tabs on them for a certain period of time. but after governor brown shortened a parolee's review from every year to every six months, records show a six fold jump in the numbers no longer on supervision. in march more than 1,300 were discharged from parole. in april, as the first wave of parolees became available for review, more than 8,500 were released. >> there's nothing in the law that takes anyone mandatorily off of parole after six months. it just means that it's a review, and if people can function without that supervision, then they don't

need it anymore. >> clearly it was a budget move to save many as the state has been grappling with deficits for years now. but the shift worries crime victims groups which say six months isn't enough time to see if people have straightened out. >> it worries us terribly that they will reoffend and hurt somebody. >> they found themselves cut off in the middle of rehab and other services that helped them transition to society because their agents discharged them. no parole, no more state programs. >> the ashbury free clinic says about 25 people abruptly left rehab. they either stopped going or couldn't afford to go. >> re-entry experts say the lack of services opens the door opens the door to going back to a criminal lifestyle >> they resort back to what they know best which in many cases is substance abuse and criminality as a result of going back to their old neighborhoods.

a south bay community is in the middle of a fierce debate over how it celebrates the 4th of july. the all-volunteer effort will still include a parade and fireworks, but one big change is causing a stir. abc7 news reporter karina rusk explains. >> morgan hill is known for showing its patriot tick pride on the 4th of july. there's two days of events that draws people from around the bay area. it includes fireworks and a parade. >> i wish it would go for the entire monterey strip into san jose. >> the celebrations also include a july 3rd street dance and every year downtown merchants look forward to the crowd, which is an abrupt change this year to a smaller event at the city's community and cultural center a huge blow. >> more than just losing the revenue that night, it's -- i think that people, the community likes to hang out in the streets. it's kind of a fun night. >> dedicated volunteers who organize all of the freedom fest activities say the street dance got to be too much of a party and jeopardized having a clean downtown for the parade the next morning. >> there are now 8,000, 9,000 people with a tremendous amount of alcohol and security concerns and bathrooms and all the other stuff that street closers.

>> the change has ignited a firestorm of debate with mean people accusing freedom fest organizing of not caring enough about the needs of small businesses still struggling with a tough economy. >> in order to keep them happy, keep them here, i think it's important that we don't move it. >> organizers now admit the decision could have been better communicated. and many business owners say they do understand the tremendous volunteer effort required for a safe event. >> i do hope they can move it back downtown and it can all be worked out so we can have it right back here where it belongs in downtown morgan hill. >> freedom fest volunteers and local businesses are so determined to calm this emotional debate and work together, they will soon be issuing is joint statement in the local paper. in morgan hill, karina rusk, abc7 news. >> we have a little bit of an idea what the day is going to be look. as we look back we have a golden morning going on right now. >> how about a boch shot.

and i got tired of it >> it was a big hassle when a chief stole the registration tag off of juli's car. she waited hours at the dmv to get a new sticker, only to have that one stolen too. then more hassle. >> you have to make an appointment with dmv first off and you actually have to show them that your sticker is gone, take the license plate, and then you pay a fee. you put the sticker back on the car and hope nobody steals it again. >> julie was fed up with stolen tags so she went out and bought the license plate protector. a clear plastic shield that she fastened over her license plate. it would be hard to steal her tags now, but there was one little problem. >> its illegal to have on your car. >> chp officer, mike, reveals a surprising fact. it's illegal in california to use these covers, even though they are sold all over the state. >> the law says that you can't have anything that completely covers your license plate. >> here it is. vehicle code section 52.01 says no portion of a cover shall rest over the license plate number. not even if you can see through it.

they are commercially available and they are selling them. >> we bought this one here at o'reilly's auto parts for five bucks. the package includes this warning saying your state may prohibit its use and check before installing. so why do stores sell these if we can't use them? retailers we spoke with say some customers may use the shields for show cars which are kept off the roads or for driving in another state. o'reilly's also said they would refund customers who didn't notice the warning about laws banning the cover. and a wal-mart spokesperson said the covers were to be removed from california stores. so is there any way for the average driver to use these? or did i just waste five bucks? >> i'm sure if you kept it in your garage and put it on the wall, it would be fine. >> the chp offered a simple way to deter chiefs. -- tag thieves.

slice the sticker with a razor so it won't come off in one piece. and you can buy a cover that partially covers only the tag so it's harder to peel them off. those frames are legal. >> a new exhibit in san jose institute of contemporary art is showcasing pieces of an uncovered china town. don sanchez has the story. >> it's like stepping into a traditional chinese home in -- in habiting a place and time. this exhibition is made up of fragments of materials and lives. >> and these sort of whisper to you about the personal lives that were a part of this china town community. >> relics from china town, san jose. the city beneath the city. >> these artifacts were found at an excavation at this site where the fairmont hotel stands in downtown san jose.

back in the 1860s, '70s, and '80s, this was the site of the largest chinese community in america outside of san francisco. >> it holds the key of understanding downtown san jose's early development. >> students in this class are thousands of pieces, cataloging them and more than half them are still in storage. the value of these object ex-comes in the history of chinese. opening drawers to discovery. >> what was it like for the average living in market street in china that you town. how did they participate in the development of the community. >> and the almost forgotten community that was here. >> they were transient workers, worked the fields and came back to china town to go to theaters and go to opera and go to the stores to buy their food. >> while stanford studies their historic importance, the exhibit touches on the artifice stick, -- artistic aesthetic and emotional impact. >> as an artist what i'm interested in doing is to make this collection approachable and have meaning.

is going to be a dry afternoon there. back home we are looking at great visibility. a little gusty at our coast, and we are checking in with our live doppler 7 hd to show you that our sweep on top of mount saint helena is cranking up. but we are clear. we will stay clear but we will look for a little bit of a sea breeze today so if you don't like the heat and things heat up, the place to go is the shoreline. we have a little bit after sea breeze tomorrow. 51 in the city and 50 in san carlos and 42 napa. pretty chilly conditions in some of our valleys where the colder air drains. tomorrow we will be warmer. a few areas of some breezy winds this morning but the winds will continue to pick up through the afternoon and this evening ton. that will bring us a former

today not only tonight but warmer weekend everywhere with the fire danger increasing especially to the east of us. if you look at the temperature profile throughout the next six hours or so, you will notice it looks quite comfortable with 60s, 70s and 80s. but this is up a couple degrees from yesterday. the high yesterday, the warmest lock was gilroy at 82. today we see more 80s in the east bay valleys but staying comfortable at the coast. today san francisco should be real nice at 70 degrees. a wind advisory from this morning through tonight here from the sacramento valley, the carcena strait and delta. and the san joaquin valley, some gusts exceeding 45 americans. because of that high fire danger. you notice to the east as well, we will have plummeting relative humidity anywhere from ten to fifteen percent. this will continue on until monday. so getting awfully close to the

higher elevations, the diablo range, the hills of the north bay. it's all because of this weak weather system passing to the north of us. behind it the high strengthens and with that we get the breezy conditions. it will stay quite breezy through the evening hours as well. that will keep the numbers up there. this is allowing for the drying to happen quite quickly. so today a nice afternoon here in the city with sunshine, mid-and upper 60s to about 70 by 3:00 this afternoon. upper 70s across the bay, as well as on the peninsula, with 80 in san jose, 81 in vallejo, 77 watsonville, 82 in hollister. we warm up tomorrow. the sea breeze will really sort of die out tomorrow and it comes back monday but very weak and just localized. it's not until tuesday and wednesday we cool off. it will be a warm couple days. >> summertime and the living is
