interrupt of service as well as the high temperatures coming. i'm eric thomas, thanks for being here. and i'm katie marzullo in for kristen sze a driver hit a bank of gas meters for an apartment building it forced the evacuation of a five unit building. we are told the leak has just been capped. pg&e crews have been on the scene since 2:00 this morning. update on the resumption of bart's transbay service after that huge fire yesterday. engineers are conducting tests overnight in hopes of returning to normal operations today. we have live team coverage starting with terry mcsweeney live at west oakland bart. >> reporter: just talked to a bart spokesman. he says inspectors were on this elevated section of bart tracks for hours this morning and they have determined that everything that they did yesterday is working fine.

they can run full speed, full load this morning. congratulations bart. take a look at the crews who did those repairs. one hundred people working nonstop to get the trains rolling again. fire at a structure next to the tracks destroyed 45 insulate ares which hold up the third -- rail which was warped, 400 feet of cable damaged, crews got it fixed and the news this morning is good. the inspection shows all systems go. >> for the morning commute we'll have business as usual. all the trains are expected to be on schedule. so it should be like this never happened, although it is a vivid reminder of what life is like without bart across the bay. >> reporter: that's a very, very somber reminder of what bart is like around the bay if it is not running. the fire burned 2:00 yesterday morning.

by 5:15 yesterday evening 60 freezing rains were rolling about normal. as we just heard it is going to be everything back to normal. it is friday light on the bay bridge and large reason for that is because bart takes care of so many commuters and is going to be taking care of all of 'em again this morning. terry mcsweeney, abc7 news. federal agents joined the investigation into what caused the fire yesterday. officials believe it could be suspicious and are following up on leads. amy hollyfield continues our live team coverage. >> reporter: good morning. investigators say they don't know why anyone would want to set this building on fire. but they do think arson is a possibility. a security guard who was hired to watch over this building that was under construction said three young men were harassing him and trying to

attack him and this was right before the fire started. authorities said the fire spread very quickly which makes them wonder if some type of accelerant was used. fire officials brought in federal investigators to help them on the case. >> atf does investigate suspicious fires. one of the areas we look at is the complexity of the fire, the impact of property damage or loss of life. >> reporter: this is going to be an apartment building for low income seniors it was under construction, it was going to be a four story building and it was destroyed. fire the electrical sis the bart tracks. the fire destroyed some construction equipment, it melted cars and street signs. it caused a tremendous amount of damage. huge number of problems. if someone did set this fire officials say they do want to find them.

they are asking for the public's help if you or anyone you know have any information about this fire, what could have possibly happened, investigators are hoping you will give them a call. amy hollyfield, abc7 news. frances dinglasan is monitoring things at bart. we are starting with a minor delay. yeah we are just hearing from bart there are 10 minute delays due to track maintenance. these are on the lines that were impacted yesterday between daly city millbrae out towards bay point and pittsburg and also out towards the dublin pleasanton area. it is not affecting richmond fremont line which was running all day yesterday. we'll keep you posted on this. 10 minute delays reported right now. hopefully, it will stay pretty calm on bart right now we've got a live shot of the bay bridge toll which was a nightmare yesterday, light now

i'm hoping it stays friday light. >> this has been the bay area's top story for the past 24 hours we are staying on top of it all morning long. stay tuned to abc7 news. you can go to abc7news.com for more video as well as your pictures that you have been sending us. alameda county judge remains in jail this morning accused of stealing more than a million dollars from his elderly neighbor over 13 years. officers searched judge paul seeman's home last night following a two year investigation. the case involves his neighbor who died two years ago. documents accuse seeman of taking over the woman's finances, her home, investment accounts and safe deposit boxes after her husband died in 1999. he offered to help them that year. neighbors were stunned to hear about the arrest. >> he's a top notch stand-up guy.

he contributes to the community. >> you think these allegations are true? >> they sound very surprising to me is all i can say. >> court documents say seeman invested 1.4 million dollars in 40 local properties tan did not report it on his tax forms. later this morning occupy protesters plan to march in oakland against evictions of homeowners facing foreclosure, a day after an independent report commissioned by the city was released about the police response to occupy protesters who tried to reoccupy frank ogawa plaza last october. the report says the response was flawed by inadequate staffing, insufficient planning and lack of understanding of crowd management. it called many of the policing methods outdated. the police chief says he's working to improve tactics. >> these are things we can't do overnight these are long range changes. >> city officials say the

panel made 68 findings and recommendations, 21% completed, 53% underway. the report was outlined by a group made up of people with backgrounds in law enforcement. san francisco's ethics commission will begin a series of misconduct hearings against ross mirkarimi tuesday part of mayor lee's effort to remove the suspended sheriff from office. the examiner reports, the legal bills are starting to mount and will likely cost taxpayers something in the six-figure rang. the city attorney's office says the current cost is confidential because the case is ongoing. in 2007 the city legal fees and fraud allegations against former supervisor cost taxpayers $380,000. it is now 4:38. this morning a $100,000 reward offered in a 2-year-old murder mystery. the victim was a 60

good morning. you can see the crescent moon in the corner of your screen that looks beautiful. maybe a nice omen as to how the commute will go following yesterday's transbay turmoil. authorities are still trying to figure out what caused a huge garbage truck to lose control on a hill in castro valley and smash into a home. the truck was making its rounds when the brakes failed and truck rolled backwards didn't a hill the 24 ton vehicle first hit a parked suv sending that vehicle in a house then the truck kept

rolling and smashed into another house the truck came within four feet of hitting a man in the home. fortunately, nobody was injured. in richmond, suspect in the hit-and-run murder of a man in a wheelchair is in jail following a nine month investigation. 25-year-old daniel barrett has been charged with the murder of david cox. cox was crossing a street in his wheelchair last september when he was hit from behind and left lying in the street an undercover dug operation led federal authorities to barnett who was linked to the crash. good samaritan being called a hero for helping pull a boy out of the bay in san francisco people working near pay 45 saw a family throwing -- a live ring. >> i noticed a small child in the water he wasn't able to grab the life ring i took a

filed charges against chris bucchere wednesday. the d.a. says he was riding wrecklessly when he ran a red light and fatal hit the 71-year-old. it happened in march, bucchere said he did everything he could to avoid hitting the man. he could face up to six years in prison, if convicted. the owner of southern california nuclear power plant is facing potential fines. the nuclear regulatory commission won't say what the violations are, but one appears to involve the way electric -- electronic security devices are monitored. they phone the problems after interviewing workers. southern california edison say the problems have been fixed. san onofre know has been shutdown for four months. oregon couple says sherr finding more debris on the beach which they believe has
