>> announcer: right now abc7 news begins with breaking news. good morning i'm eric thomas in for kristen sze. and i'm cheryl jennings. dozens of employee appear to be sickened after a water tank leak at conoco phillips. >> reporter: this morning officials got calls from residents saying there is a noxious smell and some were getting upset that that they called officials. there's some sort of -- the smell is being released from tanks at the local conoco fill

license refinery plant. let me show you what -- officials are doing now. you can see this driving on the i-80. they are spraying water on one of those tanks. the smell is being released from that tank. what officials are trying to do is spray water on with it an add add ingredient that is going to act -- added ingredient that is going to act as a fog so it does not release further. we did shoot pictures of the plant the front entrance where this is all going on. at the moment, this is what we are trying to do as a strategy of preventing that smell from releasing further. at this point, we do not know there is anybody isn't to the hospital because of the problem. just a few minutes ago we talked to officials with the contra costa haz-mat team. >> we are monitoring in the area, again it has strong odor

characters [ inaudible ] headache, nausea sometimes people have that kind of reaction to the rotten egg smell we are monitoring the neighborhood to make sure everybody is safe. >> reporter: i can tell you that as you are driving on i-80 you can smell this. we could smell it as we were coming in it is powerful, it smells like rotten eggs. they are hoping to dissipate that smell by spraying water on the tank which has that special additive. what they are recommending what haz-mat teams and public safety teams are recommending is for beam who might get upset by this noxious smell to stay indoors air conditioning at homes can filter out some of this problem. i'm sergio quintana, abc7 news.

how are the winds the smell, are they carrying it? >> lisa argen in the weather center with more. also the heat is back. >> yeah, the winds are a big story today and over the weekend. right now the winds are light out by crockett and rodeo. we are looking at them to be stronger offshore. the forecast today calls for winds out of the west 5 to 15 miles an hour. strongest winds at our coast breezy winds here and the winds will drift some of that smell towards the bay and we will be looking at a warmer day that's the more important part of the forecast. because we are talking about high fire danger today that goes into effect later tonight until 9:00 tomorrow. red flag warning above 1,000 feet we could see gusts up to 40 miles an hour. the temperatures are warm, we are in the 60s, 78 antioch, 73 fairfield, 68 los gatos.

we'll talk about how warm we'll get and maybe when we'll see triple digits, coming up later. developing news. president obama is about to announce his support of sweeping reforms to the nation's immigration policy concerning young children who are brought to the united states illegally. effective today, the government will no longer try to deport young illegal immigrants brought to the united states when they were under 16. as long as they've lived continuously in this country for the past five years. and, they are attending or have graduated from school or have been honorably discharged from the military. they also have to have a clean criminal record and cannot be seen as a to national security the new decorative applies to illegal immigrants not over 30. youth coalition held a protest at president obama's oakland campaign headquarters this morning. they demonstrated their support for the new stance on the deportation of

undocumented youth. this morning they called on the president to sign an executive order preventing any more deportations of illegal immigrants eligible for the dream action. they call their actions an undock -- cal trains rolling smoothly after the fire yesterday that interrupted service between oakland and san francisco. there has been a delay for the federal and local arson investigators searching for the cause of this huge structure fire that damaged nearby bart tracks. amy hollyfield is live at the west oakland bart with the latest. >> reporter: investigators are here. they are ready to go you can see them huddled around this pick-up truck. they are on the outside of this destroyed building looking in. they are waiting for the city structural engineer to come and inspect what is left of this building and tell them whether it is safe for them to go inside. the investigation appears to be moving slowly this morning

but the bart trains aren't, they are moving very smooth even the train operators seemed happy to have the trains up and running. before they were given the green light for the commute bart crews did tests overnight to make sure yesterday's repairs were still intact. >> we wanted to double check everything was set for in morning, we know a lot of people will be returning to bart. >> reporter: there was a little hesitation this morning mostly there was relief. >> i was a little iffy about coming i didn't want to get stuck and be late, but it was fine. >> this is my usual routine, glad to have it back. >> reporter: the fire is still under investigation today. three different agencies are involved but can't get in the destroyed building to do their work yet. >> red tag moon the building is unsafe to enter possibility that parts of the building could collapse we are waiting for a structural engineer.

>> reporter: federal agents from the bureau of alcohol tobacco and firearms will be working alongside local investigators to determine what happened. they are looking at 9 possibility that someone set this fire on purpose. -- >> we are able to examine any particular debris and sift through and find even a single battery or even a single piece of wire. >> reporter: some commuters tell us as they've watched the construction of this building over the past nine months they've wondered about its close proximity to bart tracks. now this fire has happened some are wondering if officials need to rethink this location. >> i would be interested to see what the think does in terms of whoever the developer owner is of this in termsoon to you. i'm diane sawyer with george stephanopoulos in new york. the president is about to walk out into the rose garden at the white house, and this is big.

after he makes his announcement, 800,000 young people in this country will no longer live in fear that they will be deported simply because their parents brought them here illegally, and hispanics are joining across the country. >> it will apply to young people who were born here or got here before the age of 16. they have to be under the age of 30, and lived here in the united states continuously for the last five years. you either have to be in school, a high school graduate or serving the military and have clean criminal records. as you said, about 800,000 people. >> the president is basically saying he is not going to deport them now. but doing it on his own in a way. the dream act was before congress, but could not pass. >> it's been blocking congress. the president's already gotten criticism of the dream act, including the chairman of the committee, peter king. he said the administration is overstepping its authority by weakening immigration laws

without congressional approval. this will be a strain of criticism. the president is acting -- moving around congress and doing it in a way. senator lindsey graham said it may also be illegal. >> it's also throwing a thunder bolt into this election. the romney camp not coming up with a statement yet. >> romney has come out forcefully about immigration in the campaign. here comes the president now. >> good afternoon, everybody. this morning secretary napolitano announced new actions my administration will take to mend our nation's immigration policy, to make it more fair, more efficient, and more just. specifically, for certain young people, sometimes called dreamers. now, these are young people who study in our schools, they play

in our neighborhoods, they're friends with our kids, they pledge allegiance to our flag. they are americans in their hearts, in their minds, in every single way but one, on paper. they were brought to this country by their parents. sometimes even as infants. and often have no idea that they're undocumented until they apply for a job, or a driver's license, or a college scholarship. put yourself in their shoes. imagine you've done everything right your entire life, studied hard, worked hard, maybe even graduated at the top of your class. only to suddenly face the threat of deportation to a country that you know nothing about. with a language that you may not even speak.

that's what gave rise to the dream act. it says that if your parents brought you here as a child, you've been here for five years, and you're willing to go to college, or serve in our military, you can one day earn your citizenship. and i've said time and time and time again to congress, that send me the dream act, put it on my desk, and i will sign it right away. now, both parties wrote this legislation, and a year and a half ago democrats passed the dream act in the house, but republicans walked away from it. it got 55 votes in the senate, but republicans wafted. the bill hasn't really changed. the need hasn't changed. it's still the right thing to do. the only thing that has changed apparently was the politics. now, as i said in my speech on

the economy yesterday, it makes no sense to expel talented young people who, for all intents and purposes are americans. they've been raised as americans, understand themselves to be part of this country. to expel these young people who want to staff our labs or start new businesses or defend our country, simply because of the actions of their parents, or because of the inaction of politicians, in the absence of any immigration action from congress to fix our broken immigration system, what we've tried to do is focus our immigration enforcement resources in the right places. so we prioritize border security, putting more boots on the southern border, than at any time in our history. today there are fewer illegal crossings than at any time in the past 40 years. we focus and use discretion about whom to prosecute, focusing on criminals who

endanger our communities rather than students who are earning their education. and today deportation of criminals is up 80%. we've improved on that discretion carefully and thoughtfully. well, today we're improving it again. effective immediately, the department of homeland security is taking steps to lift the shadow of deportation from these young people. over the next few months eligible individuals who do not present a risk to national security or public safety will be able to request temporary relief from deportation proceedings, and apply for work authorization. now, let's be clear, this is not amnesty. this is not immunity. this is not a path to citizenship. it's not a permanent fix. this is a temporary stop-gap

measure that lets us focus our resources wisely, wile giving a degree of relief and hope to talented, driven, patriotic young people. it is the right thing to do. excuse me, sir. it's n sir. not while i'm speaking. precisely because this is temporary, congress needs to act. there's still time for congress to pass the dream act this year because these kids deserve to plan their lives in more than two year increments. we still feed to pass comprehensive immigration reform that addresses our 21st century economic and security needs. reform that gives farmers and ratchers certainty about the workers that they'll have. reform that gives our science and technology sectors certainty that the young people who come here to earn

their ph.ds won't be forced to believe and start new businesses in other countries. reform that continues to improve border security and lives up to our heritage as a nation of laws and a nation of immigrants. just six years ago, the unlikely trio of john mccain, ted kennedy and president bush came together to champion this kind of reform. i was proud to join 23 republicans in voting for it. there is no reason that we can't come together and get this done. as long as i'm president i will not give up on this issue you've. not only because it is the right thing to do for our economy, and ceos agree with me. not just because it is the right thing to do for our security. but because it is the right thing to do, period. and i brief that eventually enough republicans in congress will come around to that view as well. i believe that it is right thing to do because i've been

with groups of young people who work so hard and speak with so much heart about what is best in america. even though i knew some of them must have lived under the fear of deportation. i know some have come forward at great risk to themselves and their futures in hopes it would spur the rest of us to live up to our own most cherished values. i've seen the stories of americans in schools and churches and communities across the country who stood up for it and rallied behind them and pushed us to give them a better path and freedom from fear. because we are a better nation than one that expels innocent young kids. and the answer to your question, sir, and the next time i would prefer you let me finish my statements, before you ask that question, this is the right thing to do for the american people. i didn't ask for an argument, i'm answering your question.

it is the right thing to do for the american people and here's why. here's the reason, because these young people are gonna make extraordinary contributions and are already making contributions to our society. i've got a young person serving in our military, protecting us and our freedom the notion that in some ways we would treat them as expendable, makes no sense. -- if there's a young person who has grown-up here and wants to contribute to this society, wants to maybe start a business, that will create jobs for other folks who are looking for work, that's the right thing to do. giving certainties to our farmers and ratchers -- ranchers, making sure in addition to border security, we are creating a comprehensive framework for

legal immigration. these are all the right things to do. we have always drawn strength from being a nation of immigrants as well as a nation of laws and that going to continue. my hope is that congress recognizes that and gets behind this effort. thank you very much everybody. >> what about american workers who are unemployed while you import foreigners? >> there you have the president speaking in the rose garden addressing a questioner. he clearly considered a heckleer asking him these questions he responded to by saying we are doing the right thing and we are doing it for people who are americans in their heart and minds, everything but on tape now. -- but on paper now. >> it shows what kind of emotion is on both sides of this issue. it has been a hot button issue for years.

temperatures and winds this weekend. 75 right now in concord, 68 in fremont, 66 in the city, half moon bay comfortable but cool 65 if you are headed to the golf tournament, it will warm up a little this is the place to be if you don't like the heat. since yesterday we have warmed two to seven degrees we are on our way to a warmer afternoon. right now the winds aren't a factor they are light but they will be shifting to a more northeasterly component and they will be increasing tonight into tomorrow. temperatures heating up this afternoon even hotter tomorrow, could see triple digits in the tri-valley that brings us to high fire danger fog swept off the coast you can see clear across northern and central california and as we look at the pressure gradients increase that means the winds will get a little gusty later today and tonight north bay mountains higher elevations that's where we will see relative humidity drop,

temperatures increase and high fair danger if you are headed to the coast 50s and 60s throughout the afternoon, y, breezy onshore winds will continue throughout the early part of the -- of the day. by the afternoon that's when the winds switch to offshore. 76 oakland today, 81 in fremont, low 90s in antioch and livermore. not too bad today. but tomorrow is the scorcher, 87 in morgan hill, 63 today at the coast headed to oakland tonight pleasant, temperatures in the 60s dropping through the 60s and a bit breezy. look ahead, warmest weather tomorrow. temperatures will be just around 100° in our inland valleys. really do be careful with the high fire danger all around the bay. around the bay we'll get more comfortable by father's day with that onshore flow increasing and that should bring very comfortable temperatures. boy, i got friends here, lucy,

zoe and we are from the san francisco spca. tell me about these guys. >> 8-year-old sisters and they just recently lost their home because they've had so many life changes we want to keep them together we are looking for someone looking to adopt two. >> what kind of dogs are they? >> they are terrier australian cattle dog mixes. >> they like to have the lead, when you are walking them? >> very, very smart but a little older so they are totally mellow. just loving. >> like that. these guys, would they do good with children or other pets not necessarily? >> i think they will do fine in most homes. if you give us a call we'll give you all the information about them and their background. >> who else do you have there? >> we have lots of cats and dogs, kitten season. also free spay neuter for chihuahuas and mixes
