>> in the news this saturday morning a grass fire in san francisco leads to a surprising discovery. we will have the latest of the drug busts in the bay view. and get it while you can. the rush to get the controversial delicacy that will be illegal tomorrow. good morning, everyone. i'm terry mcsweeney. let's start with a quick look at the forecast. here's meteorologist francis. >> you see clouds and fog behind you. you even see the sea breeze and the flags are blowing. we have a push well inland of the clouds. and with the deeper lay are we are getting coastal trailing. temperatures in the mid-50s, mid-60s this morning. by lunchtime you see sunner conditions in the south bay. but temperatures hold steady along the coast.

no 60s, but getting into the up he were 70s in the of this area. and temperatures still 60s along the coast and get to go 80s near inland. we will start to cool down by 7:00 this evening. but it should be pretty nice for the giants game, partly cloudy conditions in san francisco. i'll tell you about the accuweather seven-day forecast coming up. >> thanks a lot. this morning the investigation is underway into what san francisco firefighters found in the bay view area yesterday. they went to put out a grass fire and instead found another type of grass. police want to know all about that large marijuana growing operation. >> this is what firefighters stumbled upon, 28 fully grown mile-an-hour plants that police took into evidence. the street value, an estimated $75,000. whole thing was a shock to next door neighbor michael williams,

a local pastter. >> when you say weed, i think with weeds growing, not what's growing inside of a house. >> this is what brought firefighters here in the first place. a raging grass fire. flames got as far as a back fence. investigators are looking into whether this was started by people at a nearby homeless encampment. firefighters broke through the front hose of an empty house to drag their hoses through and that's when they found the marijuana grow in two back bedrooms. it had an extensive inquiring and plumbing setup. >> i don't know what marijuana smells like. i was in the back room watching television. one of my fastballs came next door and said there was a fire outside so i went outside and saw the hillside on fire but i didn't know anything about the marijuana, period. >> police said the inquiring by passed the electrical meet we'recy typical in illegal

operations. more often they are stumbling upon these types of pot farms. >> there's a lot of gray area in terms of what is legal and what isn't. we are going to have a lot of people who will stretch those boundaries and it would be common to stumble upon nor of these types of situations >> police say they found no paperwork inside to indicate a legitimate growing operation. they have not found the two people who rented the house. they could face charges of growing marijuana and stealing electricity. in san francisco, john alston, abc7 news. >> the ethics commission hearing for suspended san francisco sheriff ross mirkarimi will resume on july 18th when the attorneys will be allowed to call witnesses. yesterday a bomb scare interrupted day two of his hearing. turned out to be nothing. on the stand mick denied one of the see charges that led to his suspensions but he tried to convince witnesses not to testify against him. in of before he pleaded guilty

looks like we might be going on another tour. okay. here we go. right now it's in the 50s and 60s. let's go right to the weather map. this actually, the coolest in santa rosa, napa where it's clear so we got a lot of that radiational cooling. san francisco 56. fremont 60 and livermore at 59. so what you need to know for today is that we've got some patchy coastal drizzle with the deep marine layer. it will be sunny inland by lunchtime. this afternoon you will see a lot of sunshine in the interior valleys and in the south bay, but those clouds really stick around the coach all day. temperatures a little cooler than afternoon so you will notice a cool down from the week that we had. but overall a nice one ahead. here's a look at the satellite radar image. so we have this area of low pressure, this trough, and with the fair circulating counter clockwise it's helping to push the marine layer, deeper layer,

and that's what's going to bring us the extra clouds and the cooler temperatures. here's a look at what you can expect for the day. we've got the fog inland. notice the patches of green that you saw there, some drizzle in the morning. and then by this afternoon with some cloudy conditions we will see some cooler temperatures along the coast in the 60s. only getting up to the 70s in the south bay. and then having a hard time getting to the 80s in the interior valleys. and here's a look at those temperatures right now or for this afternoon. in san jose a high of 77 with sunny conditions. partly cloudy along the peninsula. your high of 75 in redwood city. if you are heading to the giants game, had is why i think you will need a jacket. it's always breezy, especially in the afternoon. giants game starts at 1:05. it will be around 66 to 67 degrees throughout the game. and more sunshine as you head through sonoma and napa. upper 70s there. look for 70s, low 70s in the

>> new this morning, president obama is calling on all americans to help provide relief for colorado while fire victims. after personally surveying the devastation caused by the raging waldo canyon wold fire in colorado springs the president declared the state a major disaster area. a sec death is confirmed at the same home where the first fatality was discovered tuesday. some 350 homes are in ruins. president obama met in person with fire victims promising federal aid but he didn't stop there. this morning's weekly address from colorado springs asked every american who can afford it to pitch in. >> america, i hope you guys remember folks during this time of need. we don't usually do weekly addresses like this, but i thought it was a good opportunity for us to actually focus attention on a problem that has gone on here in colorado springs. we never know when it might be our community that's threatened and it's important that we are there for them. >> the president also praised

firefighters. california sent two special firefighting planes and 30 crewmembers from the california national guard. governor brown ordered in the guard's specialized c-130 airplanes that can drop 3,000 gallons of fire retardant at a time. this morning more than 9,000 families have been force the out of their homes by a wildfire in utah. three homes have been destroyed, two others damaged. fire officials are warning people to stay off the roads in the fire zone. fire officials said it was sparked yesterday by a car with a hot exhaust parked on top of high weeds. and a lot of things are changing in california starting this weekend. starting tomorrow we see the effects of a series of budget cuts impacting children, college workers and state workers. here's abc7 news correspondent, nannette miranda. >> just in time for the 4th of july holiday visitors has been enjoy the stanford mansion or drop by the governor mansion.

they were part of 73 state parks that were slate today close july 12th because of budget cuts. now only one in san bernardino county remains doomed. despite a line item veto by governor brown, most will stay open at least a few more weeks thanks to private donations. >> this is kind of a reprieve. it's still incumbent on all of us to find good long-term solutions to save these. >> the governor reduced the number of subsidized child care slots for mothers in the welfare to work program by 14,000 and coral grants will be 5% smaller, mostly for those who attend priest schools but it also applies to students in public colleges. >> they are picking on the weak, i believe. >> the new budget is a triple whammy for this recipient. it already cuts welfare from four years to two years. the line item vetoes now put her

child care as risk and as soon as her grades were up she wanted to apply for a cal grant. >> what we need is our resources, and it's being tooken (sic) from us. it's very difficult. if you are cutting us off at the knees, how can we walk? >> in all governor brown slashed another $200 million from the budget using his line item veto authority. he's putting it in reserves in boost it to nearly a million dollars for emergencies. for cal fire it may not be enough. >> it we have a bad fire season, if the cost outstrips the $92 million in the budget, we go to the reserves to cover the additional costs. >> the line item veto up sets lawmakers. they feel the money could be used for deep cuts in social programs rather than letting it sit in a bank account. abc7 news. >> trouble at san francisco city college. the school's accreditation is in jeopardy for not adequately dealing with state funding cuts.

according to the san francisco chronicle. the paper acquired a copy of the valuation before next week's expected release. the city college has been found to have serious deficiencies, including the failure to realistically address declining funds. review makes 14 recommendations, saying city college administrators have done little to bring expenditures in line with available cash in the six years since the last evaluation. the new fiscal year that starts tomorrow for barton caltrain means higher fares kick in for riders. they say this is the last in a series of inflation-based increases over the last six years but caltrain's fair hike is to encourage people to use the clipper cart to pay. they said another hike can be avoided if enough people switch over to clipper. bart's overall fares go up a nickel on average. 175 for cal. for caltrain a one way ticket goes up 25 cents and day passes

up 50 cents. and unipassengers can go through the rear door as soon as they possess proof of payments. customers paying cash will still be required to go through the front door remember but people with fast passes, cash transfers or clipper cards can use any door on a muni metro train or bus. the new system will help muni cut down on boarding times but can also increase the number of fair cheats. muni has beefed-up its fare inspectors to help people who don't pay. coming up, the bay area customer camp that's free but not full. how can that be, especially in this economy? we will show you. right now it's a pretty nice day on the way. de here you go little man. >> it is called freedom school and it is a summer program for underserved kids in san francisco. the program started in mississippi back in 1964. geared primarily during african-american kids during the civil rights movement. this year the san francisco program is having a hard time signing up kids. abc7 education reporter leeann miranda tells us why. >> welcome to freedom school. a place to nourish the body and the soul. here they learn not to be afraid to express themselves. >> some kids are shy so when they see other kids doing it it allows them to come out of their shell. >> the program is intended to build up their confidence while engaging them academically. >> that success does not elude him in math, science. >> the reverend of third baptist church in san francisco's western edition neighborhood directs the program. for six weeks african-american

times this morning but it will be sunny inland by this afternoon, by lunchtime and in the south bay. still cloudy throughout the day all along the coast. temperatures a little cooler than afternoon in some locations, especially in interior areas where we even see some low 80s for the most part. some might only get to the upper 60s. the area of low pressure with air circulating counter clockwise, you see that is helping to deepen the marine layer, bringing us the thick, low clouds this morning and slightly cooler numbers in some locations. terry has the app still going. so here's the forecast model. you saw the areas of light green. that's where we are expecting some of the drizzle still along the coast, right around now and through sunrise. and then by this afternoon, lunchtime and 3:00 you will see mostly sunny conditions around the bay area but still cloudy parts of the peninsula and along the coast. 60s along the coast. 700 he is in the interior areas and -- 70 in the interior areas and getting into the low 80s but having a tough time today.

77 in san jose. if you are heading to great america for the fireworks tonight in santa clara, things will start to cool down after a high of 76 in the afternoon. but you should be okay for the fireworks at 9:30. then the clouds move in again starting around 11:00, midnight. so it should be okay for the fireworks. foggy along the coast. temperatures in the 60s and 70 in milbrae. look out for possible flight delays again this morning with the low clouds. 66 in downtown san francisco. if you are heading to the giants game you will need a coat. it will be breezy this afternoon. temperatures getting up to 81 in calistoga and look for low 70s in the east bay. interior areas, upper 70s to low 80s. so a mild and actually sunny afternoon for you. it's actually very comfortable. look for mild conditions as well in the interior valleys around monterey guy, morgan hill. hollister. 67 in monterey with the cloud cover linger throughout the day. and once the morning drizzle goes away we will see again more
