by noon it will be sunny inland. if you are heading to the east palo alto festival or parade at eleven, the temperatures will be right around the mid-70s. then by this afternoon we will see the sea breeze return. it will still be a low 60s along the coast, but near 80 degrees in the interior valleys. cloudy along the east even tonight. clouds return near midnight and temperatures start to cool down, 60 to 72 degrees. i'll have your accuweather seven-day forecast with the 4th of july forecast as welcoming up. terry. >> francis, thanks a lot. this morning the investigation is underway into what san francisco firefighters found in the bay view area yesterday. they went to put out a grass fire and instead found another type of grass. police want to know all about that large marijuana growing operation. abc7 news property john alston has the story. >> this is what firefighters stumbled upon, 28 fully-

marijuana plant that police took into evidence. the street value, an estimated $75,000. the whole thing was a shock to next door neighbor michael williams, a local pastor. >> when you say weed, i think with weeds growing, not what's growing inside of a house. >> this is what brought firefighters here in the first place, a raging grass fire. flames got as far as a back fence. investigators are looking into whether this was started by people at a nearby homeless encampment. firefighters broke through the front door of an empty house to drag their hoses through and that's when they found the marijuana growing in two back bedrooms. it had an extensive inquiring and plumbing setup. an air filtration system. the pot smell, though, was unmistaken when they came to dismantle everything. >> i don't know what marijuana smells like. i was in the back room watching television. one of my neighbors came next door and said there was a fire outside, so i went outside and saw the hillside on fire, but i didn't know anything about the marijuana, period.

we have reaction from some oakland eateries. >> i've been in a lot of restaurants before and i've seen some pretty dirty places before. >> that's why they believe posting their food safety results is good business. >> i want to know a place i am going into is clean. people don't abide by the standards that most restaurants should abide by. and if you are serving the public, the general public, you need to have a clean work area, you need to be providing good, clean food. >> the new food grading systems developed by the almeda county of environmental health is meant to ensure just that. it will require owners of places serving food to promptly display results of their inspections in the windows of their business in plain public view, the way elana makes her sandwiches. >> i think it's great that there's some kind of placard or sign that allows people to know that this is an approved and safe food establishment. this is the new color-coded grading system. a green placard means there's a history of good inspections. yellow, two or more food safety violations, and red means the

live doppler 7 hd picking up clear conditions. no big weather makers out around the bay area. you see it sweep around throughout the bay area. temperatures right now in the 50s and 60s. look for the warm spot, 67 in antioch, 61 in san jose, 56 in san francisco, and 55 in santa rosa right now. so we've got some coastal drizzle through the morning and some dense fog in some locations, mainly along the coast. it will be sunny inland, but the clouds stick around the coast pretty much all day. in some areas temperatures will be a little bit cooler than afternoon. and this area of low pressure with the air circulating counter clockwise, that's going to help push and deeper the marine layer, bringing us the cloud cover we are waking up to and the gray skies and pea soup like conditions. here's the forecast model showing it pulling back to the coast, but not quite clearing the coast, even by lunchtime. then with the sea breeze this afternoon we will see some clouds again. and then more clouds by

midnight. but around the bay area, i think it's going to be a pretty comfortable day. we will take a look in the south bay. san jose, 677 your high today. in santa clara, if you are heading to the fireworks tonight at great america, it should be clear because again those clouds won't return until right around midnight. and then also we've got a couple big events in palo alto. we have the east palo alto parade and festival around lunchtime. high near 76 and climbing up in the afternoon. this evening we have the san jose earthquakes hosting the l.a. galaxy. temperatures will drop to the low 70s. you will need your jacket if you are heading to that game. look for a high 66 downtown san francisco for the giants game. 70s to low 80s in the north bay, and some clouds still kind of breaking through the bay into the way through the golden gate bridge so keeping berkeley cool at 68, low 70s for the rest of the east bay. getting up to the near 80s, low 60s in parts of the inland

>> new this morning, president obama is calling on all americans to help provide relief for colorado while fire victims. after personally surveying the devastation caused by the raging waldo canyon fire in colorado springs, the president declared the state a major disaster area. a second death is confirmed at the same home where the first fatality was discovered tuesday. some 350 homes are in ruins. president obama met in person with fire victims promising federal aid, but he didn't stop there. this morning's weekly address from colorado springs asked every american who can afford it to pitch in. >> america, i hope you guys remember the folks during these times of need. i know this is a little bit unusual. we don't usually do weekly addresses like this, but i thought it was a good opportunity for us to actually focus attention on a problem that has gone on here in colorado springs. we never know when it might be

despite a line item veto by governor brown, most will stay open at least a few more weeks thanks to private donations. >> this is kind of a reprieve. it's still incumbent on all of us to find good long-term solutions to save these. >> but no one is coming to the rescue of the state's poor children and college students. the governor reduced the number of subsidized child care slots for mothers in the welfare-to-work program by 14,000 and cal grants will be 5% smaller, mostly for those who attend private schools, but it also applies to students in public colleges. >> they are picking on the weak, i believe. >> the new budget is a triple whammy for this recipient. the state's new spending plan already cuts welfare from four years to two years. the line item vetoes now put her child care as risk and as soon as her grades were up she wanted to apply for a cal grant. >> what we need is our resources, and it's being tooken from us. it's very difficult. if you are cutting us off at the knees, how can we walk? >> in all governor brown slashed

another $200 million from the budget using his line item veto authority. he's putting it in reserves in boost it to nearly a million dollars for emergencies. the $92 million for cal fire, for instance, may not be enough. >> if we have a bad fire season, if the cost outstrips the $92 million in the budget, we go to the reserves to cover the additional costs. >> the line item veto upsets lawmakers. they feel the money could be used for deep cuts in social programs rather than letting it sit in a bank account. in sacramento, abc7 news. >> san francisco's city college's accreditation is in jeopardy for not adequately dealing with state funding cuts, according to today's san francisco chronicle. the paper acquired a copy of the valuation before next week's expected release. the city college has been found to have serious deficiencies, including the failure to realistically address declining funds.

the review makes 14 recommendations, saying city college administrators have done little to bring expenditures in line with available cash in the six years since the last evaluation. the new fiscal year that starts tomorrow for barton caltrain means higher fares kick in for riders. bart says this is the last in the series of inflation-based increases over the past six years. the fare increase is to en courage ridetories use the clipper cart system to pay. they said another hike can be avoided if enough people switch over to clipper. bart's overall fares go up a nickel on average. the minimum fair will say the same, $1.75. for caltrain a one-way ticket goes up 25 cents and day passes up 50 cents. also starting tomorrow, san francisco muni passengers can go through the rear door as soon as they possess proof of payments. customers paying cash will still be required to go through the front door remember but people

them in math, science. >> reverend allen of third baptist church in san francisco's western edition neighborhood directs the program. for six weeks african-american students start by learning more about their culture and therefore themselves. here's seven-year-old shawney harris. >> i'm an older sister and a little sister and i'm an artist and i'm a leader. >> her mother said since she joined the program, her reading has improved. >> reading with her now i notice that she's a more confident reader. >> parents are encouraged to participate, and kids like that. >> they like to see mom involved with them. and i'm very involved, very hands-on in their schools. >> despite what it has to offer, the freedom school has seen fewer kids this year. reverend allen blames it in part on the economy. >> people are moving, foreclosures have affected us. >> many black families have moved to more affordable cities.

upset his landlord at this san francisco high rise would not let him plug his car into this socket right here in this assign parking space. even though the chevy volt only needs an ordinary outlet and he offered to pay for the extra electricity. the answer came in an e-mail. trinity management services does not approve such requests period. >> as it stands now, it's frustrating. >> richard contacted 7 on your side and we tried many times to speak with the building owner and his company, trinity properties, housed in this market street building. no one has returned our calls. however, in this letter to richard's attorney, a lawyer for trinity property said, "my client cannot simply endorse the disorganized and haphazard do-it-yourself approach that some tenant or tenants wish. there are serious life safety issues which must be considered, including possible overloading

and 60s. look for 56 in san francisco. and in napa, as well. the warm spot is 67 in antioch. and also in the 60s in lever more and san jose. so we have patchy, coastal drizzle as well as thick fog along the coast. it will be sunny inland and in the interior valleys and in the south bay. but the clouds kind of stick around all day along the coast. mostly clear tonight. if you are viewing the fireworks in east palo alto or great america. but the clouds do return thissing evening, hopefully right after the fireworks. the area of low pressure spinning counter clockwise and the area of high pressure, the air there is spinning clockwise. that's helping to push and deepen the marine layer and that's bringing us the cloud cover this morning and it will return tonight. temperatures slightly cooler in the inland locations. the forecast model shows it pulling back to the coast but then with the sea breeze this afternoon it kind of pushes back a little bit. possibly this latest model will

run, even though drizzle in the afternoon. look for 60s along the coast, 70s along the bay and just getting up to 80s inland. in san jose pretty comfortable with a high around 77 degrees. so lots of sunshine for you. 76 in santa clara. and then the clouds will move in again tonight right around 11:00 midnight so it should be okay for the fireworks at great america, as well as the fireworks in east palo alto. if you are heading to the fair there at around lunchtime, near 76 degrees. actually it will be like low 70s, getting up to 76 in the afternoon. so partly cloudy conditions along the peninsula. also partly cloudy in san francisco, downtown 66 for the giants game. look for 70s and 80s in the north bay. 76 in vallejo. 71 in oakland. the interior valleys also warming up to the low 80s. mild for you, very comfortable, as well as 80 in morgan hill, 74
