prompt. good morning everyone. i'm carolyn tyler. let's start with the weather. here is our meteorologist, frances dinglasan. >> hi, carolyn. i wanted to show you this shot, we're seeing blue skies, a and sunny conditions in parts of bay area. we started off the morning pretty gray and still chance of coastal drizzle. by lunchtime it will be definitely sunny inland and warming up to the upper 70s and sea breeze kicks in but a lot of sunshine for most everyone, temperatures in the 06's along the coast and then up to 80s inland and then clear skies tonight. we have a lot of activities for the 4th of july holiday.

go. >> carolyn: developing news in contra costa where they are looking for the cause of a house fire. in martinez. firefighters were called just after 11:00 last night and found flames shooting as high as 50 feet in the high. they got the fire in control about 30 minutes later. one person had had to be hospitalized with breathing problems. the kitchen and garage areas collapsed. >> it's illegal now for restaurants to serve foie gras. the new law took affect at midnight. the law was driven in part by by an "abc 7 news" investigation that begin in 2003. abc news tomas ramon found lots

and they rights activists say they are going to sue. >> more state laws take effect on today to require health care shooshers to require the treatment of autism. those that apply permanent cosmetics will have to register with the local government. there is also a new law to protect car buyers, to mark used vehicles with bright red warnings stickers if they are listed in the database as junk, salvaged or damaged by floods. >> starting today you are going to pay more to ride transit. bart is raising fares by 5 cents per trip on average. 1.4% overall. muni passing up $2. it will now cost $74.

discount fares for students and low income leaders will go up a collar. >> caltrain will charge a quarter more each way. golden gate transit will do the same for the bus rides. fairy trips between larkspur and san francisco is 25 cents more. >> and bridge tolls are going up today for big trucksed with rvs with two action else. it's now $5 and $6 on the golden gate bridge. bridge tolls for most cars and lighted trucks are unchanged. >> this morning, aldon smith is recovering after being stabbed at a house party. they describe the wounds as minor. he had an outstanding season last year. this is not expected to set him back.

he has at a house when shots were fired around 2:00 a.m. yesterday morning. that is rural santa clara county. besides smith they found two people with gunshot wounds and they were taken to the hospital. investigators are not saying how the whole fight started. in a statement the 49ers said -- we are in contact with aldon and thankful that his injuries are not more serious. >> a fatal shooting of an armed robbery suspect in vallejo happened yesterday. accorded to witnesses the man had a gun after police say he crashed his suv. it begin in the morning at a robbery at a gas station. they spotted the getaway vehicle and gave chase. sergio quintana shows us the dramatic ending as recorded on a

cellphone. >> in this video shot by a neighbor you can hear officers shouting at the suspect and then a hail of gunfire. this was a violent and that begin at an 911 call after 9:00 this morning. suspect sped off in this white jeep that had been reported stolen in concord. sheriff's deputies went on chase took out a fire hydrant and slammed into the side of garage. he took off on foot and tried to hide. they locked down the neighborhood as they searched. >> we came up and the minute we came outside the cops were out around the house. >> there were two other officers over here on the side. they came through our backyard. >> watching the video shot by a

neighbor the officers converged on the backyard of the home and shen shouted at him before opening fire. two officers shall on leave which is standard with an officer-involved shooting. the suspect says they have crossed paths before. >> we were familiar with him, yes. we are following up at this point. coming up next, the east coast is reeling from a powerful storm that knocked out power to millions of people. it could take several days for electricity to be restored. 9 latest on two huge wildfires in colorado.

memphis, 102. raleigh and st. louis, 105. in the city named for the heat, they say it's too hot to do anything. >> people could be dying, i don't understand, the impact that heat has on the body, especially if you are over 55. >> an inferno embedded in an unfern oh. >> once you are working and you have the gear and can wear you down. >> states of emergency have been declared in several states. trees uprooted, power lost in dozens of states. in new jersey two cousins were killed when a tree fell on their tent at a state campground. >> in west virginia, an amtrak train got stuck on the track for 24 hours.

canyon fire near colorado springs is 45% contained and today people will be able to tour the destruction. crews expect to have that massive wildfire burning west of fort collins fully contained today. that fire has destroyed 8,000 acres. >> other news, congressional leaders are warning that the final say on healthcare reform doesn't rest with the u.s. supreme court. they are betting voters will make the to final call when they choose their leaders in november. white house sons, bring it on. the battle to provide americans with healthcare was championed by the late senator ted kennedy. while he did not live to to see the outcome when supreme court voted. his widow, victoria was all smiles when she gave her exclusive first interview to

degrees in south lake tahoe. frances dinglasan who is in this morning for lisa. nice everywhere. >> we're going to see more of that sunshine. in the bay area it's going to take longer in several locations show you live shot. in santa cruz we're starting to see blue skies and clouds and blue skies over the boardwalk. it will be a a gorgeous day to head to santa cruz. i wanted to show you live doppler 7-hd. this will show you exactly where the cloud cover around the bay area. that near santa cruz. live shot that we just saw. i'm going to zoom in. we saw some here. we're starting to see around the san jose area, as well. temperatures right now near 60 degrees for the most part.

60 in san francisco. 62 in oakland, 64 in san jose. we still have low clouds that we have to deal with. coastal drizzle in fact near monterey we got measurable precipitation. cloudy coast. sunny inland but sunny and mild this week, with temperatures coming up from the beginning workweek into the 4th of july. we have this trough of low pressure that is heading toured oregon but it's going to help push this cool wind through the bay area and that will keep temperatures slightly below normal. forecast model shows the clouds pulling back once again. by the afternoon hours, most of us in the clear, but expect partly cloudy conditions alone the peninsula and cloudy along the coast. in the 60s and 70s around the bay and 80s inland.

in the south bay, look for a high of 77 in san jose. upper 70s south about a, low to mid-70s on the peninsula. fog in pacifica. low 60s for you there. downtown san francisco, 66 degrees. if you are heading to the marin county fair, a high of 76. low 70s in the east bay. with more sunshine. berkeley, 68, it's always cooler right here where the winds and sea breeze make their way through golden gate bridge. and alameda county fair, 77 degrees. low 80s in concord and pittsburg and low 80s in monterey and gilroy. check out the duws, santa cruz at 73 but monterey almost ten degrees cooler because the extra cloud officer at 75.

we're going to continue. i wanted to say i did everything i did possible to search for my nephew. >> he was in shape he did not know how to swim. family and friends are posting fliers asking the public to keep an eye out. >> a fund-raiser will be held today for residents who lost their home in a fire back in may in san francisco's mission district. 37 people were displaced including several children by that fire. that damaged two apartment buildings. one person was injured. the red cross says more than half of the residents have found new places to live but the arrest rest of still struggling to get their lives back on track. a fund-raiser will be held at today's event in the mission from 3:00 to 6:00 p.m. donations can be brought to the casanova lounge. >> a girl is home with her

family after battling a mysterious disease that put her in a coma. it was diagnosed by children's hospital in oakland. occasion oh lynn johnson has the story. >> carolyn johnson has the story. >> she likes to get her hands on anything. that is an amazing accomplishment considering months ago she could barely control her movements at all. >> she won't be able to grasp things and she won't be able to walk and talk. >> they took a cellphone video that the seizure would last 30 minutes. the caution was mystery when she arrived at children's oakland. >> she was moving incessantly. arms and legs with twitching.

>> they suspected encephalitis but was unsure of the cause. they took a sample of a spinal tap in spain. they had to deal with dangerous seize zblurs one part of the therapy was giving her medication to put her into a coma so she wouldn't move. >> her mom never left her bedside as the ordeal stretched on. >> all i know, i never lose hope. that she will come back again. >> finally the sample confirmed it. she had a newly discovered form of encephalitis. her encephalitis is known as anti-mmdr. it you cautioned by dangerous anti-bodies created by their immune system. >> it crosses into brain and

alerting doctors about the form of encephalitis and they are trying to learn 'more about the disease's history. >> a family thought they had said their last goodbyes to their dog when they turned the injured petted over to be euthanized. now he is back home and on the mend. was the a tearful reunion for the family in fresno when they never imagined, that taylor was injured when she fell on a spike in her yard. she faced expensive surge with an uncertain outcome. they made the decision to have her put down. >> i gave her a huge hug and started crying, i told her i was so sorry i was poor. she would forgive me.

some neighbors in mission district are battling graffiti were more graffiti. as jonathan bloom found out his unorthodox way to cleaning up the neighborhood seems to be working. >> to most people it's a white wall but to a tager, it's an invitation. not just vandalism, drug use. they would go shooting up and dealing. >> so neighbors turned to this. instead of covering the walls

with white, covering it with art. some of it by the time people that used to tag the walls. >> i was running around the alleyways and vandalizing things. >> he is part of graffiti crew. >> my whole life has improved as an artist and human being. that. 11:00 to 4:00 this afternoon. so just keep that in mind. i'll be heading there myself with my family. here is live shot toward the bay bridge, still stubborn low clouds over most of the bay area. in fact with live doppler 7-hd the clouds have crept back in the south bay where we saw partly cloudy conditions. looks like we saw some of the images but in san francisco, the low clouds shall actually causing hour long flight glace. it's 63 degrees at sfo. keep this that in mind if you are picking up anyone at the air parted airport. 64 in san jose. so for this morning, much like yesterday. we have the low clouds, even a little bit of a coastal drizzle. it will be cloudy along the coast and sunny inland and sunny

mild all week for the 4th of july holiday. great news if you are planning to do something outdoors. this trough of pleosh heading toward oregon. air is going to bring this westerly winds keeping temperatures on the cool side for some locations. forecast model shows the clouds and fog and low clouds pulling back but again not quite clearing the coast. by beach, 60s, 70s around the bay and low 80s inland. we'll take a look at the numbers. if u.c. heading to the south bay expect more sunshine, a high of 76 in santa clara. look for 70s along the peninsula. 70 in millbrae. 61 in the sunset district. 66 in san francisco. also 70s and 80s, a little warmer the farther north you go. look for upper 60s right around berkeley and richmond to low 70s

[ laughter ] >> thank you. >> there is an alarming trend in identity theft that is becoming more and more prevalent. adults are stealing the identities of children. here is michael finney to explain. >> like a lot of children, ten-year-old loves reading harry potter book. she sees a connection between what happened to her and what happened to harry potter. >> being put into a trap. it's really hard to get out. >> twice thieves have stolen her social security number. someone started to start gas and electric service. the other incident happened before she was born. >> there are no checks by banks or social security or security administration first time the number is used.

>> someone got store credit before it was even issued. >> the identity is vice president and chief of privacy. she also happens to be riley's mother. >> i traveled the world literally looking at policies and technology solutions to protect against these types of crimes. when it happened to my own daughter i sfelt as a parent, i was falling down on the job. >> a check on 27,000 children by all clear i.d. found 11% have had their social security numbers stolen. that is up half a percent from the year before. those numbers are used to obtain the, lease an apartment or even buy a house. some of those homes have ended up in foreclosure leading a cloud over a child's social security number. most children won't realize it when they turn 18. >> it's very real and enticing
