>> announcer: right now breaking news. we continue to follow two major traffic disruptions this morning on i-80. i'm kristen sze. and i'm eric thomas. breaking news in the bay area, chp working to clear several lanes on the lower deck blocked by vehicles involved in a couple of police chases. ironic they happened roughly at the same time. terry mcsweeney is live on yerba buena island with the story. >> reporter: right here we have eastbound traffic on the bay bridge, this is coming out of the tunnel, s-curve here you don't usually see traffic jams eastbound at this time, but you do this morning because of an accident sometime around 2:00 this morning. right now the chp still investigating. they have two or three lanes blocked quarter of a mile up from where i am.

you've got five lanes going into two causing this back-up in an uncommon direction. what happened according to the chp, sometimes around 2:00, there was a high speed chase, chp officer started going after someone who was going at a high rate of speed they got to the s-curve, i don't know if the s-curve played a role in this but there was a crash. the officer got out of his vehicle and did we are told by an officer did fire his weapon did not hit the person who was in that other vehicle the person in the vehicle sustained injuries from the crash. he was transported for minor injuries. now, an hour after that, according to the chp, there was another chase that went to the east bay into the city and headed back in way two incidents an hour apart, one involved chp firing his weapon,

they did have to rely on help from the contra costa county fire district last night. this fire started at about 10:30 they blame it on firefighters. witnesses saw people shooting off firework in the area. this fire threatened 12 homes. it too an hour to put the fire out it burned 2 1/2 acres. no one was hurt. but, this district did just do some major cutting to its staff, half of the district's six stations closed because of budget problems. the grass fire was near homes. it could have gotten out of hand, exactly what firefighters feel nervous about. >> because of our station closures, and only having three engine companies, we have to rely more heavily on ijju in order to put a fire out like this. >> reporter: the fire chief was worried about what these cuts would do to the response times. in 2001 the average response time out here was about 6 1/2

minutes. the first engine to get to last night's fire got there in 10 minutes. not a huge increase, but the one thing this fire had going for it, it was in oakley. this station is still open. they closed stations on bethel island knightson and brentwood voters rejected that parcel tax so they to make cuts. they are so concerned, they are asking people to step up and become volunteer firefighters. they said last night being the 4th of july was a busy night and frustrated to hear that fireworks caused them to have to react to this fire and pull help from nearby agencies. they are relieved that everyone is okay and they got the fire out. amy hollyfield, abc7 news. we'll find out later today if oakland police made any arrests after thousands of illegal fireworks were set off last night. this didn't cause any major

fires but we did see several commercial grade fireworks launched over the skies of west oakland accompanied by explosions of m after at this timeties, cherry bombs and -- m m-80s, cherry bombs and bottle rockets. they used software that can tell the difference between fireworks and gunshots. police say it was a priority. fireworks may be to blame for two small fires in the bay area. in milpitas firefighters were on the roof of a strip mall. the fire broke out on the roof of a fast food restaurant before 8:00. according to police there were reports of fireworks in that area. firefighters keeping watch on a brushfire in san francisco. no homes were threatened. the fire generated smoke. fires are looking at illegal

fireworks as one possibility. back to work this morning for president obama and the man who wants to replace him in the white house. the president starts a campaign bus tour while mitt romney refines his message about the supreme court ruling on obamacare. katie marzullo with more. >> reporter: president obama is campaigning in two states starting today, mitt romney has two republican governors possible vp con tenders hot on the president's trail. president obama will be on the bus two days several spots in ohio and pennsylvania defending his economic policies and auto industry bailout. not far behind the bus two high profile republicans. louisiana governor jindal and former minnesota governor pawlenty. they will be offering voters in some of those same towns as the president, a rebuttal to the president's message. mitt romney seems to have taken a stand on the new health care law been debate over whether the insurance

mandate amounts to a penalty or a tax. democrats say romney has flip-flopped. >> supreme court has the final word, right? they said it was a tax, so it is a tax, of course. >> i think that people see the president as being a strong leader standing up for his principles and moving forward we'll let mitt romney argue with himself. >> reporter: jobs also major issue. new associated press survey of economists shows national unemployment rate will likely stay above 6% for at least four more years. and the presidential election will not be a miracle cure, no matter who wins. the unemployment rate now is 8.2% and the june jobs report comes out tomorrow. new poll shows governor brown's job approval rating is slipping. the poll shows brown's approval rating dropping to 44% down four points from a year ago. 42% of voters disapprove of

the job he's doing. up from 31% a year ago. the governor's handling of the budget woes appear to be the reason. the poll surveyed 997 registered voters by phone. occupy protesters used the 4th of july to stage a demonstration that ended with arrests. one person appeared to burn a flag while protesters marched towards city hall 8:30 last night. oakland police tell us there was some vandalism and officers made some arrests they've not disclosed how many were takenvk into custody. for those of you commuting from solano county frances just got better news, that in a minute. the lower deck of the bay bridge still bad. right now a look at the forecast. >> not so bad there no worries here as far as wet weather causing traffic problems, doppler showing clear sky as far as precipitation goes.

the bay bridge. then -- just reopened lower deck of the bay bridge. just got a report of an accident possibly in the middle lane. lanes reopened due to the police chase heading eastbound apparently there's an accident somewhere in this back-up in the middle lanes, chp en route to that you can see how far the back-up extends on the lower deck of the bay bridge where this other live this is traffic towards treasure island backed up at least from one of the towers as you come out of san francisco. then as you head into oakland, you see it is still getting through in the eastbound direction. westbound traffic heading out of oakland into san francisco totally delay-free not affected at all by this problem on the lower deck of the bay bridge. again, here we go, backed up not quite to that first tower at least to this one of the to

red light that is about the location where the crash occurred and that is where the shooting occurred i should clarify, nobody was hit in this shooting. take a look at pictures from a little while ago this is what is going on up there that is causing this entire . we are told by the chp, -- sometime around 2:00 this morning a chp officer spotted a car going at a high rate of speed eastbound about gave pursuit got through the s-curve there was a crash up there, chp officer did fire his weapon did not hit the suspect, the suspect was injured in the car crash that he got in. he was transported to a hospital with what we are told are minor injuries. an hour after that, maybe 3:00 or so, there's another high speed chase here on the bay bridge going from the east bay in and coming back out absolutely crazy morning here on the bay bridge. as you can see now, three lanes blocked off, all the

the skies of west oakland accompanied by explosions of m-80s, cherry bombs and bottle rockets. the police was on the lookout for illegal again shots this year they used their high-tech shot spotter with software that can tell the difference between fireworks and gunshots. police say catching people who neglect gently fired gun was a priority -- 19-year-old man in the hospital after falling from a elementary school roof. it happened 12:30 this morning at sonoma mountie elementary school. when paramedics arrived the man was unconscious and having trouble breathing. he was taken to a hospital. his condition is not being released. police investigating an apparent hit-and-run in oakland it happened around 9:30 last night on international boulevard near 81st avenue this was the scene from sky 7 hd. firefighters found the body of a pedestrian on the street then handed the case over to police no word on the identity

of the victim or description of the vehicle that was involved. this afternoon, a 41-year-old man is scheduled to make his first court appearance in a fatal hit-and-run crash of a napa county teen. investigators say michael harmon's white pick-up truck crashed into the teen's red pick-up after midnight monday on lakeview highway in petaluma. they say harmon left the scene and turned himself in 10 hours later harmon claims the victim is the one to blame for the crash. investigators say his story does not match the evidence from the scene. this morning family of armed domestic violence suspect shot and killed by vallejo police are asking if more could have been done to save his life? investigators say 44-year-old marshal tobin reached for a again after getting out of a vehicle yesterday. police responded to reports of a man with a weapon in a grocery store parking lot police ordered him to put the gun down, tased him, but he

refused. this is the fourth officer involved shooting in vallejo in six weeks. san francisco medical examiner has identified a body recovered from the bay as that o'as of that a missing man. a friend last saw 27-year-old victor murillo after a giants game. police believe he fell into the water. a passerby spotted his body off the embarcadero north of the bay bridge yesterday morning. murillo worked as a prison garr. police are treating his death as an accident. this morning fish and game officials continue to search for a mountain lion that attacked a 63-year-old marin county man. yesterday crews searched the area near the site. the man was attacked by the mountain lion early sunday morning it lasted two minutes while he was sleepin in a sleeping bag. he was treated and released for puncture and scratch wounds to his scalp and arms. officials will use dogs and motion sensor cameras in their

search. sewer district officials say water is being retested in a creek following a 1,000 gallon sewage spill tuesday afternoon. the ross valley sanitary district believes 200 gallons went into a drain that drains into a creek in april the sue age -- the sewage district agreed to settle a complain because of three dozen overflows between 2008 and 2011 two large spills in 2010 caused more than three million gallons of sewage to spill into the creeks. more than 200,000 treated to amazing fireworks display over the waterfront in san francisco last night. there was some fog but not enough to lieu win the show. there was two identical -- to ruin the show. there was two identical displays going off at the same time. the 20 minute show was

cal -- caltrans was putting cons down. there's normally roadwork scheduled on the lower deck from 7:00 this morning until 1:45 in the afternoon. with this big jam, you can see this other live shot, we could see delays for quite sometime out of san francisco. you see traffic almost not moving out of san francisco westbound completely fine totally unaffected by this problem. here's a live shot, headlights moving in the eastbound direction. not much traffic getting through. we are talking 40 minute delays now that's the latest, especially when they stop all lanes temporarily sometimes cars are delayed an hour. you can consider the san mateo bridge as an alternate this is eastbound for headlights 101 is fine along the peninsula. you may want to consider bart, they are reporting no delays. you can also use abc7's waze traffic app to help you get around the delays. you can download it for free by going to abc7news.com/waze.
