watchdog group calls on regulators to shut down and east bay oil refinery after a series of mishaps. >> outdoor barbecue, gunfire erupts and two people are dead including others are injuries. >> kristen: is it tuesday? thanks for joining us. >> eric: as often here in july in bay area we are seeing drizzle with a chance of showers. >> kristen: that drizzle means business this morning. >> here it is on live doppler 7hd. it's very widespread and very low total ground. it's just about everywhere this morning. the thickest being, came through the east bay hills. thicker than it was in san francisco but the closer you get to the coast, more like will you you are going to see some of that, likely you will see some of that drizzle. main low is up here.

you can see a few lightning strikes out of the system. this is going to slide down to the north bay. this is going to bring with you a chance of showers. we'll have more on the forecast. >> good morning. slick roads is the key this morning and it is literally raining in san francisco. golden gate bridge coming out of waldo you find fog and the span is very wet this morning. we do have road work, the paving project between sir francis drake and waldo tunnel. earlier accident in san francisco on 280. that has been cleared. the road had something to do with that. bay bridge toll plaza is light. cal state trustees will meet to talk about possible tuition hikes if voters reject the governor's tax plan in november. amy hollyfield is live in san

francisco state with more on the story. >> reporter: good morning. consider this. what is worse, charging students $300 more dollars a year or telling cal state students they can't come to classes anymore. that is two of the options us from tee tees will be talking about at their meeting today in long beach. this is not an optimistic group. they are acting as if voters will reject the tax increase. if voters pass it there will be an extra $8.5 billion to play with but if they reject it they will be $250 million in midyear cuts at the 23 campuses. that is the scenario trustees are planning, a tax rejection and more cuts. even though cuts will be very unpopular. trustees will meet and discuss this. this is happening in long beach, a long way from here but will

ha a huge impact at san francisco state. vice chancellor say all of the options, they are unpalatable. no doubt the students agree. all options will be considered today. >> kristen: meanwhile, the possibility of a big tuition hike will also be discussed by the u.c. board of regents during two days of board meetings. they are expected to endorse the new budget plan which freezes tuition at current levels. that assumes the tax hike plan is approved by voters in november. u.c. leaders say tuition could rise and more than 20% in january. police to ronto is looking for one more suspect at an outdoor party. two people have been killed.

many more injured including an infant. reporter katie marzullo is live. right now, two people are dead. at least 19 injured ranging in age from their 20s down to a baby and police do have one person of interest in custody. at this hour police believe at least two people were doing the shooting. toronto police chief says there was some kind of an altercation at a large barbecue and two people started shooting at each other in a crowd of some 200. neighbor said she heard 15 gunshots. >> first i thought it was fireworks then i realized it was gunshots and people running by. three girls were running by and screaming and brought them to my house. >> in addition to people who were shot, many people were hurt just in the panic of everyone

scrambling trying to get away. some were taken to hospitals. paramedics treated peel at the scene. no word if any of injured are critical but the toronto police chief are saying the numbers are preliminary. >> eric: alameda county firefighters are looking into an apartment building fire in newark last night that left 20 people displaced. they say the fire started after 10:00 when a cooking potted low-fat kitchen stove caught fire. they called for help to make sure they could keep it from from spreading. the fire also knocked out electricity to the buildings. . >> kristen: watchdog group is calling to shut down evergreen oil refinery in newark. there has been a series of mishaps and accidents. in january a people leak triggered an emergency

evacuation after toxic vapors were released. in march of last year a pipe burst ignited ago fire. this past month, hazmat crews had to pay another visit after a 55 gallon drum ruptured. the state is investigating underlying problems. >> it's simply unacceptable to run a company off the hook that way for years at a time. >> kristen: the ceo sent a memo to employees and they say evergreen has gone through extremely difficult times and they are trying to bring it up to compliance. >> muni officials are set to voted on a contract to install digital video cameras on more than 350 buses. they capture all kinds of problems aboard buses but the system is a decade old and many of cameras don't work anymore. it will send live pictures to

monitoring stations, the program is entirely funded by homeland security grant. new cameras would be installed on electric and diesel buses over the next four years. >> a warrant has reportedly been issued in an attack of a councilman, paul ward. he was attacked by one of his tenants. he says he fell and his head and woke up more than an hour in his car. they report that moore he was told by investigators a warrant has been issued for a man suspected of felony battery. richmond police will not reveal any more details in the case. >> the jury in wrongful death lawsuit convicted killer hans reiser will beginning this morning. he is being sued for murdering their mother in 2006. he is serving 15 years to life for killing his wife in oakland

property. you notice there is drizzle everywhere this morning, best chance of being heaviest along the coast where we have a one mile and quarter describes built half moon bay. what you are looking at is green. that is deeper moisture. red and oranges down to south, that is drier air. this low is slowly sinking down to the south. closer you are to the north bay, closer you are to get a stray shower during the afternoon hours. best chance north of cloverdale and clearlake. all of us will get a sea breeze. 60s and 70s, temperatures well below average by 10-15 degrees. we'll be cool again after morning drizzle and mild thursday and back to the summer warmth by friday. turn it over to sue and find out about your traffic. >> good morning, so far, so good. roads are slick.

speeds will be a factor as you head out your commute this morning. here is a look at macarthur maze 580 and onto bay bridge. traffic is flowing smoothly. bay bridge is looking good. a little slick on the san mateo bridge, taillights headed over to foster city. no problems if you are headed over to hayward from the foster city side. road work still out there. that is 101 southbound between greenbrae and through waldo tunnel, we're down to one lane as you approach the golden gate due to repaving and that should be picked up within the next hour or so. we have a stall on the peninsula before the embarcadero blocking the right lane, no significant slowing there. 205 coming from the central valley, accident on the right shoulder at grant line. no major slowing as you head up over the ult altamont. >> kristen: google tries to bite

to people who want to do bad things that this is a gaping hole. >> airline industry is already on high alert coinciding with the start of the olympic games. now security of passengers have to worry about terror threats and their food. >> eric: delta airlines is apologizing for a mistake that allowed passengers returning to the u.s. from mexico to bypass customs and security. it happened at atlanta airport. passengers arriving from cancun made their way through a door that led straight to baggage claim bypassing a critical security step. they say employees were expecting a flight where passengers are free cleared through customs and immigration. they didn't verify where the plane came from. a delta spokesperson says they regret the error and they say safety is number one priority. they are investigating the incident. >> kristen: height of the summer

there is a brand-new lightning bolt showing up in white. this will slide down around mendocino county which is close enough for a stray shower into north bay. right now with the moistness, temperatures in the upper 50s. around monterey bay and inland, temperatures are in the mid to upper 50s. first, let's take a look what is going to happen today. a line of drizzle and a lot of cloud cover all the way through 5:00, 7:00, 9:00. low clouds will start to peel back to the coast. say around 2:00 or say around 1:00. but then there are going to be upper level clouds move in. that is going to be, we'll call it partly cloudy in the south bay today with low to mid 70s. as you head up the peninsula you run into more cloud cover. temperatures dropping to the mid 60s. it will be breezy everywhere to windy along the coast. low 50s to mid-50s around

downtown san francisco. best chance of showers up the north bay, 3:00 in the afternoon clearlake, ukiah and even cloverdale seeing a stray shower or two. rest of us a lot of cloud cover. heading over to the east bay along the shoreline we have mid to upper 60s. inland, low to mid-70s. monterey bay, mid to upper 60s and low to mid 70s inland but also sunshine mixed with cloud cover. chico could get a stray shower. tahoe, 59. hundred at palm springs and low to mid-70s around l.a. and san diego. our forecast even with less of a chance of shower tomorrow will be almost as cool and then temperatures will jump nearly 10-15 degrees by friday. summer heat will build through the weekend. live shot of the golden gate bridge. there is wetness on the road. you will need your windshield
