very far because most of those onboard are just not cooperating. >> the california highway patrol towed the bus to this yard in san jose this morning. investigators say the bus had been rented by a group from santa cruz. 12-15 passengers went to the shoreline amphitheater, saw the brad pace lee concert, and then got back onboard. as the driver headed south on highway 17 just north of highway 9, she says two women on board started fighting. >> the door of the bus opened and both female passengers fell out of the bus. one got run over by the bus, and she died at the scene. >> reporter: the other is a 20-year-old from sultan. police think everyone on board was drinking heavily, and investigators have questions. >> was she carded when she got on the bus or any of that stuff? there's going to be some sort of liability issues we're just not sure of yet. >> reporter: it turns out party bus operators aren't required to check i.d.es or even limit the

amount of alcohol brought on board. state assemblyman jerry hill introduced a bill that would hold party bus operators accountable for underage drinking on the bus. he wants operators to verify ahead of time if minors will be on board, and if they are, they must be chaperoned by an adult and they cannot drink. if they do the driver must stop the bus. >> had this legislation been law today, it could have been prevent because someone over 25 would have had to have been responsible, would have taken legal responsibility for what went on in that bus. >> really not our fault. >> the general manager thinks hill is asking way too much from bus operators. >> at it very difficult for him just to keep himself on the road, at the same time he has to worry about others and now you're giving him more responsibility, such as bag security guard?
