is from sky 7 hd this mess is spread out all over the roadway. they've cleaned up most of the oil they are about to reopen the closed lanes. the truck was carrying barrels filled with used fryer oil one barrel fell and gushed 100 gallons of oil in the street. that cleanup is leftover kitty litter that's what they are using to soak up the oil. update on a story we brought you at 4:00. two men who were shot in the visitation valley neighborhood have both died. investigators say a fight between two groups preceded the shooting when officers arrived they encountered a large hostile group of bystanders they managed to get those folks calmed down. two shooting victims were taken to the hospital where they both pas waeufpltd again men still at large. 142 felony charges filed today against james holmes.

he appeared in court with his lawyer appearing much the same way during his first court appearance, dazed and confused. prosecutors charging him with 24 counts two for each shooting victim. he's also facing 116 counts of attempted murder for the 58 wounded. >> i do believe he should probably be locked away. and live with what he did everyday of his life. >> legal analysts believe the defense will bring holmes' sanity into question. his attorneys revealed last week he was seeking psychiatric help before the shooting rampage. investigators trying to find out how a young woman fell out of a party bus in santa cruz and then was run over and kill. 25-year-old natasha nolan died on southbound highway 17 returning from the brad paisley concert friday night. she worked at the pacific wave surf shop that her parents own

in santa cruz. karina rusk joins us with the story. >> reporter: the owner of the party bus of santa cruz has not returned our calls. we know that the company was fined $4500 in 2010 for operating with a suspended permit. we also know that permit was active, right now and that it was allowed to carry up to 15 passengers on its bus. the chp says it is investigating if there were any permit vials with this particular trip and -- violations with this particular trip and trying to figure out how this happened. investigatorss are taking a -- hard look at door of this party bus. nolan died after she and a 20-year-old woman fell out of the bus friday, before midnight. the chp says the door is an air pressure system like this not a mechanical or motor

system. >> did the door fly open or did someone trigger this mechanism or this system that opens the door? we are unsure of that. that's what our investigators are doing. >> reporter: he has owned nationwide limo service since 1988, a company not involved in this incident. he says emergency door levers are put in places where they cannot be triggered accidentally. he says the position of the door on the bus involved was similar to this not an jays to the driver. >> because the front door already the second door falls back close to where people are sitting behind the driver. >> reporter: the chp cessna tasha was in a group of 12 to 15 people coming back from a brad paisley concert in mountain view. she worked at the popular pacific wave surf shop in downtown santa cruz which her parents own. >> surreal, i'm expecting to get a text from her or something that you know and it

bill to crackdown on underage drinking on party bus moves to the state legislature. the bill from jerry hill will require party buses to verify age of passengers or face fines. >> the legislation also has a provision if a minor is on a bus, regardless of whether they before or during the course of the ride, if they were intoxicated the driver does have responsibility. >> hill's legislation could come up for a final vote next month and possibly reach the governor's desk in september. he first introduced that bill in 2010 after a 19-year-old of burdenling game was kill after he crashed his car following a night of drinking on a party bus. amber alert in effect now for a missing monterey county girl who was abducted by her boyfriend over the weekend. authorities say the 16-year-old was taken from her house sometime saturday, two men in their 20s were discovered shot to death inside her home.

her 19-year-old boyfriend is suspected of the abduction. the pair may be traveling to mexico with another man. salazar's father was wanted in connection with the disappearance but turned himself in yesterday police are looking for for a tan honda civic. another car they had been looking for was found abandoned. man suspected of killing parents of three young san jose children says he will shoot it out with authorities to avoid being caught. pedro medina is wanted for the double homicide which happened last monday police say he killed 28-year-old pedro jiminez and marble jiminez. they believe he's her former boyfriend. the children were home at the time but not harmed. authorities recovered the 2006 maxima friday they say he may be headed to southern

>> closed captioning brought to you by mancini sleepworld. firefighters in eastern contra costa county dealt with a destructive blaze in afternoon that left two hopes damaged the fire broke out in a neighborhood not far from highway 4. the fire started in one home and quickly spread to a neighboring house before firefighters were able to control the flames. nobody was injured. but the rear of the homes were heavily damaged. nearly a million rural californians will begin receiving their first fire fee bill two weeks from today. the state expects to collect 90 million dollars to help pay for fire protection in some of the rural areas. the average bill is $150 a year they will be made out by county, there are roughly
