nick smith joins us live with more. >>reporter: good evening, the mayor may say the department will not be taken over but that is not certain. there are certain issues in the oakland police department to avoid a federal scutiny and possible take over of the department. >> the mayor wanted to talk about the progress the oakland police department has made since she was mayor. but the new report stripped the narrative. >> the institution has some bad people and i think that the police under howard jordan have made tremendous progress. >> the document critized the way in which it dealt with outside demonstrators and officer involved shootings and cites defaced pictures of the district judge the man overseeing the reforms. and the other of mayor quan. they are race yist insulting

abc news they were sure he was evidence. san francisco voters will not only vote for officials in november but they'll vote to reform the taxes business. switching from a current pay roll tax to the one that tax gross receipts. today the super visors voted to put that measure on the ballot. >> you are right. san francisco is the only city in the state of california that has a pay roll tax . the board of super visors voted this afternoon to put a consensus measure devised by the mayor, on the ballot in november. steven cornel owns brownies, a hardware store that operates in san francisco for a century.

he proposed the proposal that does away from the pay roll tax. >> is it really a job killer? >> yes, it is one more piece of money you have to pay out. >> right now the city levies a pay roll tax of one and half percent of businesses with $250,000 in pay roll business. just 10 percent of the businesses pay tt. that would tax business revenues or receipts with a rate varying according to the industry and size of the company. it is estimated that 20 percent of the businesses would be affected . those earning less than a million would be exempt. they are pushing the proposed change and calling it more broadbased and equitable. >> it will tax more fairly and tax the success and much more willing to share in that than

they would when they are trying to grow. >> but the owner of the gas station said his taxes will triple and car dealerships will see their taxes soar. this one expects to pay $30,000 more. but the city has agreed to last minute tweaks in new business license fees that made the changes more pal papable. >> the business registration was rumored to be high as 10000 and our coalition was able to keep the retailers at rate of 20,000. that was a change in our favor. >> now the new business fees are expected to generate 28 and half million a year . so over all it will create more than 1700 jobs each year. and they are calling it the san francisco jobs initiative

as they set about to sell this to the vores. in san francisco at city hall, carolyn tyler abc 7 news >> the costa county. that measure will ask taxpayers to kick in $75 a year and prevent the closure of 10 fire stations . that is more than a third in central cost racontra county. the super vase oar asked the board to back the ballot measure. they urge state officials to look for new revenue for the school. the state college is in danger of losing accreditation because of financial and administration errors. it could lose state fund close possibly next year. >> they are doing everything they can to meet the
