good evening. i am larry biel. abc7 news and our media partner california watch have uncovered a series of taser gun assaults on severely disabled patients at the sonoma developmental center. way learned that a long-time staffer may be responsible for those assaults. abc7 news reporter vic lle joins us with the story. >> the director of sonoma's developmental center were fired. several other employees were let go as well or disciplined over the incident. now we have seen the documents from the in house investigation, and they tell us just how serious this case

is. sonoma developmental center is nestled in the town of eldridge sonoma county. this sprawling facility is one of five state-run institutions that care for patients with developmental supervision. they have their own in house sworn police force called opf, the office of protective services. last september the director received a message on his answering machine. the anonymous caller said someone had a stun gun and was using it on patients. the man was identified as psychiatric technician assistant archie. he worked at the center for 14 years. documents reveal that officers confronted him the kay after the phone call. they found the taser in his car and a loaded glock semiautomatic pistol and a separate magazine with live

rounds. milora was place owed administrative leave and never arrested. a subsequent independent probe by the public health department reveal nurses examined and photographed patients in his care. they found suspicious abrasions on the buttocks, thigh, arm on the back of 12 people. a forensic pathologist concluded that the marks were strongly suggestive of electrical the consistent with a taser. all of the president ared victims have extreme difficulty communicating. but when questioned, one patient uttered the word stunned. and it was identified as staff a. melora was fired. >> i am outraged. as a father of somebody who is developmentally disi believe aed. >> his son is not a patient at sonoma, but huey has been an outspoken critic of the office of protective services.

he has called for an audit of the ops. that's because the agency has come under fire in recent years. for reportedly conducting lax investigations into mysterious injuries and even death at sonoma and the other developmental centers. >> the patients have been harmed and not investigated fully. so we are asking for a complete audit of that department. >> we tried to talk to melora, but he did not respond to our requests for an interview. court records show that melora pleaded no contest to misdemeanor possession of a loaded firearm. he got probation and a $190 fine in lieu of jail time. but melora was never charged with a reported taser assault. charges that could have given them serious prison time. we may never know why because our request for interviews with officials from the center and the office of protective services were denied. with so much controversy

surrounding the in house police department we wanted to know why they didn't ask for help from more seasonedvestigate investigators from the sonoma county sheriff's department. they sent us a statement saying the sheriff's office made the determination not to intercede. but the sheriff's department said they didn't need our help. assemblyman bell believes this was another bungled investigation by ops. >> they should have an investigation that is by is by competent law enforcement personnel to fully investigate and decide whether or not criminal charges should be filed. >> now, a spokesperson for the center sent us a statement saying it was the d.a.'s office who declined to pursue criminal charges in the taser attacks. but the d.a.'s office told us that the office of protective it services only referred criminal charges for the gun

case. they also said the department told them melora's taser was not the weapon used in the assaults. this, even though the department's officers reportedly interviewed a hundred people,g inappantly resulting in no new leads and no taser. other than the one belonging to melora. vic lee, abc7 news. back to you. breaking news now in san francisco where a double shooting has left one person dead on san bruno avenue. this happened over an hour ago. the second victim suffered life-threatening wounds. no word yet on a motive there. the uc davis police officer who sparked national outrage when he pepper sprayed student protesters is no longer on the force. he has been on a paid leave of absence since th peaceful protesters last november. his departure comes while an internal affairs investigation continues. tonight the university will only say the -- pike no longer works at the school.

we are getting our first look at the cash of weapons that san francisco police say they confiscated from a homeless n ma. it included 14 knives and a sawed off shotgun, a semiautomatic pistol and 5,000 rounds of ammunition. they found the items in the jeep belonging to robert johns, and none of the guns is registered in his name. they arrested him 10 days ago after receiving complaints he was harassing people. he is in custody on weapons charges. san jose police are looking for the man suspected it of murdering a couple in their home while they slept. family and friends paid their reports during a private viewing, and they held an impromptu fundraiser for the three surviving children. lisa amin gulezian is live from the fundraiser with more. lisa? >> larry, people have been coming to this fundraiser for hours. they are coming in. they are buying dinner and listening to live music. all of the proceeds will go to pedro and maribel jimenez's three small children.

the music is upbeat tonight at el nuevo, but the mood is not. this is a fundraiser for the children of pedro and ma jimenez. the couple was murdered in their san jose home while their three children slept. pedro jimenez's uncle says "i still feel the pai stay strong r the family and for the children. police are still looking for this man, pedro medina who they believe is heading to mexico. they think he killed the couple out of an greater after maribel broke up with him to reunite with the father of her children. they have reason to believe that medina will, quote, shoot it out with officers before allowing himself to be captured. >> to do something like this you have to be crazy. >> just about everyone here knows the suspect and the victims. while they don't want to talk about medina, they do want to support the jimenez family.

tina martinez says the jimenez's are my family. i have known them my entire life. it was a big tragedy. >> i wanted to help them. i know i don't want to be in their position right now. i feel sorry for all of those things. >> and funeral services for pedro and maribel are set for tomorrow morning. live in san jose, lisa amin gulezian, abc7 news. >> thank you. tonight in san francisco another bay area pot club shut its doors as the federal government shuts down on medical marijuana dispense res. the suspended sheriff made a surprise appearance. they started closing up shop in the lower haite. they are shutting down and received letters from the justice department warning of property seizures and criminal trials if they did not close. although he says he is not a client why, the former supervisor stopped by the vapor room in a show of

support. >> i think it is a sad day in someways that so much progress is now being swank wished with -- vanquished with the blink of an eye. it is a backwards statement for san francisco. >> the former district includes the vapor room and he wrote the regulations on the dispense res in san francisco. eight pot clubs have closed since last fall. one of the nation's most celebrated writers and political commentators has died. he passed away in his hollywood hills home. it included ground breaking novels with gay characters including myra breckenridge,. he was known for his feud with william f buckley. he was 86 years old. a relative says the cause of death was pneumonia. up next, oakland sued. >> i predicted it. i said somebody will get hurt on this road. >> why friends and family are

the family of a cyclist killed in a tragic ar last year is now suing the city of oak lands. they said the city was warned of the dangerous road conditions and did nothing to fix them. the accident happened last september at grizzly peak boulevard and clairemont avenue. alan wang joins us live from the oakland hills now.

alan? >> larry, this is typical of what many cyclists have to dodge up here on grizzly peak of the widow of the cyclist killed here is suing oakland claiming it violated a government code by failing to fix a dangerous road. a rut in the road less than two inches wide ended the life two aather of two andigh. an avid cyclist from alameda. >> he was totally with the safety. he had the best equipment and trained. he would pick people's brains. he went riding. he had all of the proper etiquette. >> he was rounding this corner with a cycling group when his tire was caught in the crack. he lost control and flew off his bike into an on coming car. a frebdz notified his wife. >> and he goes, i'm so sorry. i said what do you mean? where is he? he says, he is dead. >> i predicted it.

i said somebody will get hurt on this road. >> tom says he has been asking the city of oakland to fix this heavily traveled scenic road since 2009. >> and then when the accident happened, finally something happened and they fixed this part of the road. >> that's why he took it upon himself to mark the hazards along grizzly peak bowel -- boulevard. >> and then we put these chevrons in front of it. >> the oakland city attorney would not comments, but last week the city says it finished filling nearly 3,000 potholes and laying 72,000 square feet of asphalt. little was done along grizzly peak boulevard. oakland's master plan says it will be a city whereby sick lig will be integrated into daily life providing recreation and transportation that is safe and convenient. reporting live in oakland, abc7 news. >> thank you. more people lost power today in india than live in

the entire united states. in fact, it is about double the number. the worst blackout in world history left 670 million people about 10% of the world's population without electricity. the country's three northern power grids all failed, one after the other. the blackout extended from india's eastern border with myanmar to pakistan in the west. most of the power has been restored and it follows a similar blackout yesterday. grid managers say they can't yet explain what went wrong there. the captain of a united airlines jet made an emergency landing after a flight attendant found what was thought to be a lost camera. the boeing 767 was on its way from newark, new jersey to geneva, switzerland. it was diverted to boston's logan international airport. united said they found the camera in a backseat pocket and couldn't find the owner. there was nothing to indicate there was anything dangerous, but they decided they would not take any chances. they were escorted by fighter

jets. it was thoroughly searched and nothing dangerous was under to. a high flying encounter with a bird left a gaping hole in the nose of a united airlines plane. it is unbelievable. the collision happened as the plane was flying into denver and punctured the fuselage. that was done by a bird. the flight that left from the dallas forth worth airport landed safely, and none of the 151 passengers was hurt. but there is an airline sand witch scare. a passenger on an air canada flight says she found a needle in a sandwich she bought yesterday on a flight from victoria, british columbia to toronto. you may recall a couple weeks ago needles were found in six sandwiches from amsterdam to the united states. the fbi continues to investigate those cases. it is time to check the forecast now, and it looks like it is going to be sizzling the next couple days. >> no relief in sight immediately, but by the weekend it will be different. let me show you the high

pretty warm 72 degrees. areas of fog near the coast and bay are hot inland the next two days and it will be cooling down in time for your weekend plans. fog first thing in the morning and patchy along the coast. it was very shallow and the numbers will be mostly comfortable, 50s and 60s except in santa rosa down to 51 degrees. 62 in antioch. watch this computer animation. we have fog and not a solid deck. and then the fog pulls away, but it doesn't clear the coast. we call it hot inland and warm by the bay and mild at the coastline. here are your highs for the south bay. 84 in san jose and a warm day in cupertino. 85 degrees on the peninsula. 76 san mateo and 80 in palo alto. downtown san francisco,7 degrees. we will get you some sunshine there. north bay 87 in santa rosa. 92 in calistoga and head out to the east bay and 73 in oakland. a mild day in castro valley.
