reof homes in richmond. and you can see from sky 7hd one resident actually stood on his fence and tried to put those flames out with a garden hose. the fire burned between the hose and the union pacific railroad tracks. firefighters took care of it within minutes before the flames reached any homes. good work there. investigators are trying to figure out what sparked that fire. >>. the oakland police departmenting is slammed again. first the threat of a federal takeover and now the city auditor said the police department has wasted $2 million of taxpayer money on technology. technology that doesn't always work. abc7 news reporter nick smith joins us live with more. nick. >> larry, good afternoon. even though tea power jordan grease money has been wasted he disputes the amount identified by the auditor and he also points out many of the same sets she identified were put into place before he was the top officer. however, he said the buck stops with him. >> it is my responsibility to fix it.

i'm not blaming it on anyone else. oakland police chief howard jordan responding to an oakland city audit that criticizes his department for wasting $1.8 million on high-tech equipment that was barely used and some some cases not used at all. the chief said they were looking to get the best bang for their financial buck so more often than not they went with the low bidder but three of the companies went out of business, leaving them holding the bag. >> you need quality, as well as the lowest bid. >> among the problems listed in the audit, poor research of equipment before buying. a police department that kept shoddy inventory of equipment after they got it and no budget to maintain and service the equipment. >> and we have every intention of looking at every recommendation and doing whatever we can to comply with those recommendations. >> the audit also went after shot spotters saying it had been underutilized a claim the chief

the city is left holding the bag with less resources and obstacles in front of it. abc news. san francisco police are looking for answers following a series of fatal shootings in the city's visitation valley neighborhood. three shootings claimed four lives in the past four days. one victim was gunned down just last night. abc7 news reporter health joins us with more. >> the chief said the incidents were gang related. in one case a gang imploding against itself. and he's calling on people who live in these communities to step forward and help, quote, get these guys. at about 10:00 last night in the 3,000 block of san bruno avenue two suspects shot two men standing in front of a building. the tamale suspects got away in a white four-door car driven by a woman. one victim died at the scene with a gunshot to the head. the other was shot in the chest. he was taken to the hospital and is expected to survive. this follows a double homicide monday where two men were killed

after a broad day light brawl on burr avenue and an 18-year-old connected to burr avenue was found dead sunday morning. they say homicides have been down for the last three years running. he calls this an outbreak and hopes it will soon be over. >> it's like cancer in remission. it goes away, but the cells that created it are still there or the gangs are still there. >> a lot of good people here. everybody is trying to work. it's a multi-diverse neighborhood but it ain't going to be that way. it's going to be a graveyard here real quick. >> well, certainly not if the police can help it and people like dr. joe martinez shall. sir said there were ten homicide related gang homicides in this area in june. abc7 news. heather, thank you. protest is getting underway right now in san francisco at one of the two medical marijuana

insider trading at the company. stocks fell today after the federal reserve said economic growth has slowed and hintedda new steps to boost the recovery. chairman ben bernanki held off on stepping up with a stimulus even as consumer spending stalls and unemployment holds at 8 .2%. the bloomberg silicon valley index closing lower, mostly with apple. and speaking of apple we have an update with the patent infringement lawsuit. the judge decided not to reconsider an earlier decision to bar samsung from showing photos of a phone it claims to have been developing back in 2006. that's the year before apple introduced the i-phone. samsung's lawyer had begged the judge to reconsider. samsung said the images show a device with simple rounded rectangular edges just like the i-phone. and in the meantime google

is delaying the nexus cue, it's new streaming player after initial feedback was not positive n an e-mail to consumers who bought the device, google writes we heard initial feedback from the feedback that they want it to do more than it does today. in response we've decided to postpone the consumer lunch of the nexus cube as we work on making it better. no word on what the new features will be but early reviews blasted the nexus cube for its high price of $300 and limited content from google. anyone who ordered one already will get it for free. finally olympic organizers say so far more than 2.1 million people have attended the games in london. and with many using smartphones to connect with the outside world, wireless networks are being overwhelmed by demand. the british telcom tried to avoid the problem by installing 1500 new hotspots for the game. but they shut down tv coverage

just how sharp the contrast is between coastal conditions and inland conditions. you see the fog clear to the coast. let's take a different view of it. a closeup of half moon bay. we have fog all along the coastline but to give you an example of how different conditions are from the coast to inland. it's 57 degrees at half moon bay. that's pretty cool and it's overcast. lots of fog. the relative humidity 100%. winds light is at about 6 miles an hour. now let's go inland to livermore where eats hot and dry. temperature right now 94 degrees. winds rather light about 12 miles an hour. relative humidity only 17%. so very sharp contrast which is very typical of midsummer conditions here in the bay area. right now we are looking at temperatures in the inland east bay in the low to mid-90s up to about 94 at livermore. we have 84 in fremont, 84 mountain true, and 68 oakland, 65 san francisco, 81 up at santa rosa and 57 in half moon way. on we go to the highlights. fog near the coast and bay overnight. hot inland again tomorrow. a cooler pattern settleds in by

the weekend. here's a look at condition at 7:00. we will see the fog pushing locally across the bay but not very far inland. the big feature tonight is the chance of drizzle along the coastline during the overnight or early morning hours. and low temperatures will be mainly in the mid-to upper 50s tonight. let's pick up the animation again starting at 5:00 tomorrow morning. what fog there is will burn back quickly and the drizzle will disappear quickly as well. sunny skies from coast to inland. a day much like today with high temperatures at the coast in the low 60s and 80 and 9s inland. and 83 san jose, 85 campbell. on the peninsula, 76. san mateo. and 79 palo alto. low 60s at the coast. downtown san francisco a high of 67 tomorrow. up in the north bay we will see mid-80s to mid-90s. and east bay highs to the upper 70 he is and around 80.

county. this fire has gone from 200 to 400 acres in just the last hour. at least two homes have burned to the ground. there's one of them that we showed you earlier. this is being called the volcano fire t broke out just before 11:30 this morning. cal fire said it started slowly and flared up when the winds picked up. so far no evacuations are ordered and no injuries at this point. cal fire said the fire is 20% contained although i'm looking at some online reports and they say closer to 5% as far as accuracy on containment. no word on a cause, no injuries and we will continue to deep you posted. >> in the meantime abc7 news and our media partner california watch have uncovered a series of taser gun assaults on a group of patients at the sonoma center. a person was fired and a staffer caught with a fire was also terminated. but this abc news reporter vic lee found he was never charged with those assaults. >> sonoma developmental center

is necessary he willed in the rural, tranquil town of he will described, sonoma county. it's one of five state-run-ins substitutions that care for statements with severe developmental disabilities." those who need around the clock supervision. the facilities have their own in-house sworn police force called ops, the office of protective services. last september the director of the center received a message on his answering machine. the anonymous caller said someone had a stun gun and was using it on patients. the man was identified as psychiatric technician assistant archie malora. he worked at the center nearly 14 years. documents from the investigation reveal that officers confronted malora the day after the phone call. they found the taser in his car, and a loaded semiautomatic pistol and a second magazine with live rounds. he was placed on administrative leave but was never arrested.

a subsequent independent probe by the state public health department reveals that nurses examined and photographed patients in his care. they found suspicious abrasions on the buttocks, thigh, arms and back of twelve people. a forensic pathology concluded the marks were strongly suggestive of electrical thermal burns consistent with a taser. all of the reported victims have extreme difficulty communicating. but when questioned, one patient puttered the words stunned and malora's name which the incident report identified as staff a. malora was eventually fired. >> i'm outraged as a father of somebody that's developmentally disabled. >> assemblyman jim bell's son is not a patient at sonoma but he's been an outspoken critic of the office of protective services. he's called for an audit of the ops. that's because the agency has come under fire in recent years

for reportedly conducting lax investigations into mysterious injuries and even deaths at sonoma and the other developmental centers. >> patients have been harmed and not investigated fully. so we are asking for a complete audit of that department. >> we tried to talk to molora btt he did not respond to our requests for an interview. court records show in april malora pleaded no contest misdemeanor possession possessia loaded firearm. he got probation and a fine. but he was never charged with reported taser assaults. charges, if convicted, could have given him serious prison time. we may never know why because our request for interviews with officials from the center and the office of protective services were denied. with so much controversy surrounding the in-house police department, we also wanted to know why it didn't ask for help

when more seasoned investigators from the sonoma county sheriff's office. a spokesman for the state developmental services department sent us a statement says the sheriffs made the determination not to intercede. but the sheriff's department told us we offered to assist in their investigation, but we were told they didn't need our help. assemblyman bell believes this was not bung he willed investigation by ops. >> they should have an investigation that is by competent law enforcement personnel to fully investigate and decide whether or not criminal charges should be filed. >> now the da's office told us they only went after malora on the gun charge because the office of protective services never referred the taser assaults for criminal prosecution. in fact, they say the ops told them malora's taser was not the one used in the assaults. even though their in-house

investigation produced no new leads for another taser. but they have received additional information and will now begin reviewing this case. at 6:00 tonight you will hear from a group representing the families of the residents. abc7 news. >> thanks very much. campbell police did not have far to go to investigate a bizarre theft in their city. parishioners note add statue missing from outside the catholic church. they believe somebody stole it thursday night or friday morning. the church is located right across the street from police headquarters. the statue is scene in these pictures. it's the statue of the kneeling girl on the right. police are asking anybody with leads to the theft to give them a call. >> and president obama hit the campaign trail this morning making a stop in mansfield, ohio. he also got a bit of good news today. a new poll shows him ahead of mitt romney in three
