you tonight on the refinery fire to begin with the latest at the refinery in richmond. >> of we are live from the plant where there has just been a news conference. >>reporter: yes. as you mentioned this is a fire that is contained but it is not yet extinguished. and for resident in the neighborhood who continue to hear those public address sirens, basically telling you that the shelter in place warning remains in effec effect. this ace fire that neighbors say started with a bang. >> big explosion we thought it was a neighbor then we went outside. saw the thick smoke. >>reporter: but the general manager of the refinery says there was no explosion. >> we hear at least 4 explosion. those explosion were relate to the fire. >> i was in the area i was at the otheren of the fiery didn't hear explosion. i don't know where the 4 explosion came 40. >> he said the fire started at

6:30 the number 4 crew unit. they detected small leak and started investigating. >> part of the response process we get out to the job site and when the leak leak increased we evacuate the area and leak caused the fire. >>reporter: it says one minor injury. employee suffered superficial burn to the wrist and treated at onside clinic. diesel fuel is feeding the fire that pushed a thick black plume of smoke into the air and seen for miles and miles around. contra costa county health officials issued a shelter in place warning and they continue to take air measurements with relatively no wind the plume climbed high and didn't dissipate which ace good thing for air quality but continuing to take sample. >> the plume high up there. but there may be some concerns if it starts to pull down the plume might start coming down to the ground. >>reporter: according to the air measurements they have not

picked up any harmful readings. county has material crew scrambled 4 air testing unit to continue monitoring. >> there were a number of emergency agency that is rushed here to the scene to back up the on site fire and rescue teams including local state and federal agencies. the last time there was an incident this significant at this refinery was in january of 2007. reporting live in richmond, abc 7 news. >> thanks sergio. >> ntra costa county health services ordered a shelter in place in city nearest the refinery. resident notified by automated emergency call from the county. >> people in richmond north richmond and san pablo all advised to stay inside but the health department said anybody who smells smoke should really shelter in place by closing all windows and doors and turning off air conditioning units. >> oakland places issued a community advisory about the smoke in the north oakland hills and told toll taker

evacuated their booth and sheltering in an office. >> lillian live at the bridge where drivers don't have to stop to pay the toll. lillian. >>reporter: that's right. because there are no toll take rs motorist able to cross the bridge for free. signs have been adjusted to let people know that they can drive right on through although they are being advised to drive with the window closed and to turn off the air conditioning. as for the toll tear they are waiting out the shift in the main building at the toll plaza sheltering in place just as resident in the area have been advised to did. >> i was here outside with guy as we were fixing the door. >>reporter: roberto happened to be outside his richmond home when the fire break out at the refinery. he took video of the giant plume of smoke on his cell phone. he says it all started when he heard a series of explosions. 1 right after the other. >> i heard like 4 explosion then i saw a lot of smoke

coming out from the refinery. >>reporter: how loud. >> very loud like somebody shooting someone. >>reporter: he and the rest of the family went inside soon after. did what they were supposed to do close all door and window. steve also heeded the warning but his eye and throat bothered im not too long after the fir started. he put on the mask to hope the symptoms go away. >> probably within less than half hour began noticing i began noticing that my throat is getting irritated. like sore. sore throat. and. >>reporter: with the window closed. >> we closed them medley. tv the first syrian wept off we closed doors windows everything curtains. >>reporter: all of this has resident worried. they are hoping that whatever is in the air doesn't have any long-term health effects. >> my wife is pregnant right now so i'm trying a little bit worried right now but i don't know. i hope nothing bad happens. >>reporter: now back hear live at the toll plaza. toll tear

sheltering in place until the order is lifted so unclear how long motorist will be able to pass on through without having to pay. live at the richmond san rafael bridge, abc 7 news. >> thanks lillian. >> smoke from richmond has drifted with the wind. >> sandy has been tracking that for us and has the latest. >>reporter: i'll show the current conditions. wind certainly playing a role in disbursing the smoke across the bay area. a lot of people talk about it. people saw it. 61 degrees. the wind is blowing out of the north so it's actually moving this way and it is moving at about 5 miles an hour. i'll show you dramatic time lapse and stepping aside so you can see the smoke plume. began early this evening. watch the smoke plume. carried a good 800 feet up into the ai air. out towards the east bay hill so down near the surface the wind was going out out of the south south east but it moved up in the atmosphere the wind turned west and carried it towards the east bay hills out towards berkeley. this is what

it looked like at the height of it as smoke plume initially just started to go up into the air the wind not a real strong factor and started to veer off to the east as i mention. back with a look at the local forecast in a few minutes. >> thanks. >> bart service has also been impacted by this richmond station is closed and passengers are getting on or off at richmond need to go to emeryville or berkeley instead. these bart station have all reopened. >> 7 news reporter wayne talked to rest dent inside the shelter in place zone. >> he's live now for news north richmond with the story wayne? >> this is as close you can ge get. we are up wind from the fire. fire only about half mile in that direction. still, what at the saw here from this point was spectacular. moments

in police ins rich montonight that looked and sounded like armageddon between the moneying of the siren and the evil looking smoke the richmond refinery fire could have been anything at first glance. >> atomic bomb explosion but the color was not right. >>reporter: nor the urgeen situation. in time of year and part of richmond where the wind usually howls none tonight. people pulled over to gawk and take pictures as the cloud billow upward above them and eastward. nobody said they heard any explosion. >> i was at home and my contractor who is working up the street and also working at my house gave me a call and told me to get out of point richmond. i asked of course why and he told me to look out my back window and i did and i saw a huge plume of black smoke. >>reporter: from the proper angle tonight and with the appropriate long lens we gained a sense of what firefighters were up against. flames smoke. steam. hoses. even up wind. seemed to be something in the air.

>> i smell something as we speak. i have no idea what it is. >>reporter: just a bad night in richmond for those with refinery for neighbor. bad night for anyone downwind. >> well certainly gives me pause. i'm glad i didn't buy the property that i'm living in right now. >>reporter: in richmond tonight in point richmond any way not a lot of sheltering in place. people out walking through the neighborhood. they have the sense this is over w.that the smoke was blowing in the opposite direction. and that for now at least, at least through this episode, they are going to be all right. from point richmond, wayne, abc 7 news. >> yes certainly some relief there tonight. this is the seared serious fire at the refinery in the past 13 years. failure of pipe properly attached caused this fire in january of 2007. one refinery worker suffered minor burns. chevron says no unsafe levels of any hazardous materials were released then. back in march of 1999 a leaking pipe created a vapor cloud that

>> latest development in the she have respect retyphoon ri fire. crew say they contained the flames around 10:30 tonight. however the fire is still burning. rate now the shelter in place is still in effect for san pablo. richmond and north richmond. chevron is apologizing for the fire. started around 6:15 this evening. company says it is working with state local agency to try to figure out the cause here. as far as injuries, one employee suffered a minor burn

to his wrist and treated on the scene. >> one-year-old central valley girl safe tonight after being the subject of state wide amber alert that led police to the bay area. search is still on to find her abductor who is also her father. allen wong is in pleasanton tonight with the latest. >>reporter: abandoned suv is still here mountain parking lo lot. police believe he took his daughter from their home in lathe respect and drove her to the parking lot near the stone ridge mall mall in pleasanton. still looking for jonathan martinez. 30-year-old. he's 6 foot 1. 170 pounds w.black hair and brown eyes. he was last seen wearing a white t-shirt blue jean and oakland a ball cap. this vehicle and entered a parking lot interstone ridge mall in pleasanton turned out to be the one police were looking for. but the father 30-year-old jonathan martinez and 1-year-old daughter were nowhere in sight. police say the girl was abducted and there was concern for her well-being.

neighbors say the parents of the girl had problems. >> meaning just like the cops come every now and then so we figure maybe he's fighting with the wife or they have some misunderstandings in the home. that's what i mean by family issues. but as far as the neighbor avenues nice neighbor. >> girl mother in the striped top drove here from san joaquin county where police say the daughter was taken from her home. maternal grandfather says the car seat was removed from the 1999 gmc yukon and he believes the father and daughter were picked up here and taken to the father's parents' home in san lorenzo where he left the child. >> kind of escalated things when he started revving to bring the child home or back to the mother and also threatened to harm himself and the child contacted by law enforcement. >>reporter: around 5:00 p.m. police said if i recall was discovered at the home in san lorenzo unharmed but the father family members who did not want to be identified would not explain how the child got to their home. they would only

and new allegations, how clean are the games of 2012? >> from the global resources of abc news. with terry moran and cynthia mcfadden in new york city, and bill weir at the olympic games in london, england. this is "nightline," august 6th, 2012. good evening. i'm cynthia mcfadden. tonight, an fbi investigation is under way into what provoked a shooting spree this weekend and whether it could have been prevented. just two weeks after the shooting in aurora, colorado, a gunman opened fire in a sikh temple in wisconsin, killing six. today, president obama called for americans to do some soul searching as new details emerged linking the suspect to the neo-nazi movement. abc's brian ross has the latest on the tragedy at the temple. >> reporter: it was a senseless slaughter.
