air. doctors are saying and asking that people that might be continuing to suffer today or maybe didn't receive medical attention last night go ahead as a precaution and seek medical attention at least go and see your doctor. hospitals are also working with contra costa county those officials are continuing to monitor the air in and around contra costa county. we are live in richmond, sue thompson, abc7 news. last night some neighbors sheltered indoors to avoid the thick black smoke. others sought medical care. you heard from sue now we go to katie marzullo live at refinery the can we confirm the fire is out? >> reporter: it is. i just talked to a spokesman he told me that the fire is out. but he did say residents in the area could still expect to see residual smoke. right now standing here at the main gate to the entrance to chevron, i don't see any smoke

but it is dark out that plume should be smaller. you still can smell a faint smell of gas burning. again a spokesman for chevron confirms the fire is out. last night around 11:15 is when the shelter in place was lifted for residents of richmond, north richmond and san pablo all having lived through this mess since last night. the fire contained around 10:40. the shelter in place lifted around 11:15 moments ago the fire -- we are being told the fire is officially out. health officials will keep a close eye last night they were still taking air samples and would continue today and watch the air closely. okay so watching the air very closely this morning. the fire erupted 6:15 last

night, crews were on scene, investigating a gas leak here at the refinery. they couldn't contain that leak so they did evacuate the facility, the fire broke out shortly after that large plumes of black smoke seen for miles as people were told to shelter in place. witnesses say they heard explosions like four loud booms, the spokesman was saying he didn't know anything about explosions inside the facility. 5:00 this morning, under 30 minutes, another spokesperson for chevron going to give a news conference. we'll be listening and hopefully bring that to you live. katie marzullo, abc7 news. let's explore that explosion question further. chevron officials last night said there were no explosions when the fire broke out. some neighbors say otherwise. roberto gonzalez happened to be outside his home when the fire broke out. he took video of the giant

plume of smoke on his cell phone. he says it started when he heard a series of explosions, one right after the other. >> i heard like four explosions then i saw a lot of smoke coming out from the refinery. >> how loud? >> very loud like someone shooting someone. >> he and the rest of his family went inside the house and did what they were supposed to do, closed all doors and windows. residents tell us they are worried about possible long term affects. toll takers are back collecting tolls for the richmond san rafael bridge yesterday's shelter in place order brought them inside the main bidding allowing drivers to pass and cross for free. no word on how much -- how much the state lost nun collected money. right now are -- are there other impacts whether you were taking bart or ferries there were some issues relating to

the fire. did check in with bart, all trains on time and running. they started running the trains, everything was back to normal around 11:30 last night. ferries looking good. no mass transit problems now. if you are heading across the richmond san rafael bridge, toll booths open, traffic flowing well across the span no major issues there related to the chevron fire. here's a live shot richmond in the background westbound 80 unaffected flowing well now through berkeley. we'll check in later on. 4:37 now. some residents said they were not aware of the fire or the dangerous smoke plume despite the sirens and reverse 911 calls that went out. people came out and took pictures of the fire. they were up wind from the smoke but they could smell the burning chemicals in the air.

>> i was at home and my contractor who is working up the street and also working at my house, gave me a call and told me to get out of point richmond. i asked why? and he told me to look out my back window. i did and saw a huge plume of black smoke. >> that plume was an ominous sight. health officials told anyone who could smell the smoke to stay inside. >> this is the third serious fire at the refinery in the past 13 years. failure of a pipe improperly attached cause this fire in january 2007. one refinery worker suffered minor burns. chevron says no unsafe levels of hazardous materials were released. in march of '99 a leaking pipe created a vapor cloud and exploded and burned with. many of you got out your

had a northwesterly wind there was at least two plumes of smoke coming up as we were looking from west to east. now as we jump to later in the evening when the inversion started to develop the cold air starting to cap the atmosphere it only got up to 800 feet probably when a lot of people were starting to smell it and feel the affects of that smoke as it could trapped under that inversion. winds had in richmond now blowing out of the southwest, southwest to northeast at 12 miles per hour. any residual smoke is going south west to northeast up into the san pablo bay. temperatures at 7:00, just like they are now in the 50s, a few clouds around the bay most clouds at the coast not anticipating flight arrival delays into sfo like when yesterday. 12:00, 61 half moon bay, 86 antioch. 4:00 80s to near 90 inland, 70s around the bay.
