450 neighbors went to the hospital complaining of respiratory problems. the question is did workers act quickly enough to fix what at first appeared to be a minor leak of fuel? >> there is about 20 drips per minute. so it's small. we're getting a team together to determine how to block off or repair the line. >> they discovered the leak it and took them more than two hours to evaluate the problem and devise a plan to fix it. they tear off insulation and pour cooling water it. the unit 4 goes up in flames. in a news conference, chevron head of emergency services defended workers taking two hours to address this leak. >> we're looking to see what is causing this, where it is. and this is during two-hour

next door to chevron. >> parents know this neighborhood is considered one of the toughest in the east bay. yesterday's blaze at the door step was a threat they never saw coming. >> nobody in this neighborhood got any communication from the county health department, from the city or from chevron in a timely way. what is going on? >> the fire created a trail of black smoke that could be seen for miles that floated to the east, spreading across this part of richmond like a heavy wool blanket. >> there is one of the highest rates for asthma. >> at the peak two bright flames could be seen for miles. and thick smoke created a toxic stew. kaiser hospital assessed and treated almost 350 people with concerns, among the most vulnerable are children.

and one of the reasons children are more susceptible is because their immune systems are still impa tour. research suggests exposure could affect development and could increase the risk of cancers later in life. >> to take a look at what should we do now to improve it?. >> it's important to mention air quality monitors around the bay area did not pick up anything. the air quality monitors at the refinery will be evaluated today. >> and there is now a major component two, kinds of pressure will build. at the pump and other refineries that may try to wooft boost production. we're live with that part of the coverage.

>> as you know it's still prime vacation season. and there are many people going to feel impact at the pump. and now, brace yourself for an increase of 25 cents a gallon or more. there is no easy way to reduce the gasoline. california drivers use a special formula to meet standards and about 15% of it comes from the refinery. refineries in other states have to gear up to make the fuel which could take weeks. pump prices are expected to soar. and i expect prices will increase at least 20 cents per gallon. maybe 50 cents. and if this came up more than that, i won't actually be shocked. >> higher pump prices could be incentive to boost production.

a member of the oakland raiders in the hospital following an injury in training camp. mike goodson went down after an parent helmet to helmet hit with a teammate and he was seen moving his arms and legs before being taken to the hospital. >> and there have been grumbling about the san jose police chief. they decided not to move forward with a vote of no confidence about his leadership.

and one of the key problems is not enough officers. we're in san jose with more for us. >> city leaders and police chief are quick to point out that burglaries not just up in san jose, but many city as cross the bay area, there seems to be a growing frustration that property crimes are soaring with no end in sight. you're looking at surveillance video in san jose showing a wlary in process and this is happening in businesses and peoples homes, this couple lives on a block where two happened in just two weeks. >> there are people breaking in seem to know the flow of the neighborhood. and this police department reports a 34% jump from the first half of last year. >> to say i'm not concerned would be wrong. we're very concerned about it.

systems have reason to worry. >> we're almost going to cancel plans, checking and making sure we had our alarm on. then worried about it when we're gone. >> given the spike the police department will be updating the committee on crimes. and how many are taking place, where they're taking place, and trying to come up with possible solutions, given limited resources. >> thank you. >> want to pass on one more note, the bay area toll authority today decided not to penalize driver who's didn't pay tolls on the bridge last night nearly six hours while operateors were sheltering in place, 4500 cars passed thu gates. drivers instructed not to stop. they wanted to get through that area. the toll authority said charges will be reversed for nearly 2000 user who's crossed the bridge between 6:40 p.m.

right now chevron is holding a meeting for concerned neighbors after a huge fire. a controlled burn continues tonight to burn off additional hydrocarbons being blamed for the cause of the fire setting up black plumes of smoke. five people were treated for breathing problems. chevron says air monitoring show nod health risk. oil production in effected areas has been stopped. analysts say it will likely push price as above $4 a gallon. >> the man who opened fire in a supermarket killing six people and wounding 13 including former congress woman gabrielle give yofrds
